Greetings from GCCI!!!
Often, the noise around events tends to distort perspectives.
Emotions and theatrics overshadow rationality, a perceived clash of
ideologies eclipse facts. Thus is the case with demonetisation of high
value currency. “NOTES COME TO NAUGHT”.
The Government’s demonetisation move is short – term hiccup, long
term positive. The move is likely to be disruptive in the short run,
but in the medium to long run it will make economy more formal
with significant gains in terms of demand boost and investment
activity. There will be a transitory impact on GDP growth in short
term, but is a big leap towards e-pay and cashless economy.
The unexpected result of U.S. president election has put big
question mark on world’s political order and future of globalisation.
Let us wait and watch. Hope for the best for the development and
sustainability of world trade.
In recent meeting with KPT officials, the Chamber has once again
put forward aggressively with reference to Land issues of
Gandhidham Township and requested to review pending issues on
the basis of justice and humanitarian approach. Apparently, KPT is
compelled to review the whole scenario but we shall have to wait
cautiously for the ultimate outcome.
In light of participation and enthusiasm of business fraternity of
Kachchh District during recent seminar and conference on GST, it
seems business fraternity of Kachchh District is now well preparing
for successful transition from old indirect tax regime to new GST
regime. This is surely a positive and welcome sign.

National Tax Conference on “GST & Income Tax” was jointly organised by All Gujarat Federation of Tax
Consultant, All India Federation of Tax Practitioners, The Gandhidham Sales Tax Bar Association, The
Gandhidham Tax Consultant Association and Gandhidham Branch of WIRC of ICAI on 19th November, 2016 at
Prabhu Darshan Hall, Adipur.
Our President Shri Dinesh Gupta was Chief Guest and he inaugurated the conference by lighting lamp. In his
speech, he recalled about a seminar successfully organised by GCCI in recent past on GST and noted that in view of
the presence of the participants in last seminar and today’s conference by the business fraternity of Kachchh
District reveals that we are making ourselves ready for new GST regime.
Mr. Mukul Gupta - Advocate, Delhi presented an overview of GST, Mr. Manish J. Shah - Advocate, Ahmedabad
highlighted about recent case laws of Income Tax and Mr. Monish Bhalla – Indirect Tax Expert of Ahmedabad
talked about Service Tax v/s GST with examples of some contemporary issues. The conference was attended by
nearly 400 participants.

CHAMBER OPPOSES NMPT MOVE TO HAND OVER
BERTH TO PPP OPERATOR
The Kanara Chamber of Commerce and Industry
(KCCI) has opposed the proposal of New Mangalore Port
Trust (NMPT) to hand over a multi-purpose berth for
handling containers in PPP (public-private partnership)
mode. Submitting a memorandum to the Deputy
Commissioner of Dakshina Kannada district in this
regard on Wednesday, Jeevan Saldanha, President of
KCCI, said NMPT has proposed to hand over berth no. 8
– the only multi-purpose deep-draft berth with a draft of
14 metres – to a PPP operator for handling containers.

INDIRECT TAX COLLECTIONS UP TO OCTOBER, 2016
REGISTER AN INCREASE OF 26.7%
The figures for indirect tax collections (Central Excise,
Service Tax and Customs) up to October 2016 show that
net revenue collections are at Rs 4.85 lakh crore which is
26.7% more than the net collections for the corresponding
period last year. Till October 2016, 62.4% of the Budget
Estimates of indirect taxes for Financial Year 2016-17 has

NEW GREEN URBAN TRANSPORT SCHEME ON THE
ANVIL WITH CENTRAL ASSISTANCE OF RS.25,000 CR.
Minister of Urban Development Shri M.Venkaiah Naidu
today said that the Central Government is working on
new policy initiatives to encourage private investments in
climate friendly and sustainable public transport systems
like Metro rail, Non-motorised Transport and other low
carbon emitting systems in urban areas. He spoke on the
inadequate and inefficient public transport infrastructure
in urban areas after inaugurating the four day ‘Urban
Mobility India Conference and Expo’ at Gandhinagar,

ENTIRE COUNTRY GETS NATIONAL FOOD
SECURITY ACT COVERAGE
Kerala and Tamil Nadu have also rolled out the
National Food Security Act (NFSA). With this, now the
Act has been implemented in all the States and Union
Territories. As a result, now 81.34 crore persons will get
wheat at Rs. 2/ kg and rice at Rs. 3/ kg. This was
announced by Union Minister of Consumer Affair, Food
& Public Distribution, Shri Ram Vilas Paswan while
interacting with the media here today. Being an
important initiative for ensuring food security of the
people, the Government of India actively pursued with
all the States/UTs for its early implementation.

SAGARMALA: FUNDS RELEASED FOR
MODERNIZATION OF FISHING HARBOUR IN MUMBAI
As part of its Coastal Community Development under
Sagarmala, the Ministry of Shipping has provided Central
financial assistance of INR Rs. 6.52 crore as part of the
first instalment to the Government of Maharashtra for
modernization of the existing fishing harbour at Sassoon
Dock, in Mumbai. The project has been identified as one of
early bird projects under Sagarmala Programme to
enhance the livelihood of the coastal communities.

UP WITH COMPREHENSIVE MOBILITY PLANS
Expressing concern over the adverse impacts of
unprecedented atmospheric pollution in Delhi over the
last few days, Shri Rao Inderjit Singh, Minister of State
for Urban Development and Housing & Urban Poverty
has stressed that “Delhi should be taken as a serious
warning to the future of urban India and all concerned
should wake up in time not to meet the same fate”. He
spoke in the Valedictory session of the four day ‘Urban
Mobility India Conference and Expo’ that concluded in

INDIAN MSMES FACES TOUGH COMPETITION FROM
CHEAP CHINESE PRODUCTS
Indian Micro, Small and Medium Enterprises (MSMEs)
are facing tough competition from cheap Chinese products
and it is evident from the high growth of India’s imports
from China. As per information compiled from the data
provided by Director General of Commercial Intelligence &
Statistics, Imports in respect of 11 major product groups,
largely manufactured by MSMEs in India, have grown
from China at a higher rate than their respective imports
from all Countries combined during 2012-13 to 2015-16.
As these 11 product groups accounted for 74% of India’s
total imports from China in 2015-16, a significant
proportion of Indian MSMEs seem to be adversely affected
from Chinese imports as compared to the rest of the
World. These product groups pertain to Electrical and
Electronics, Mechanical and Metallurgical products on the
one hand and Chemical, Glass & Ceramics based products

Start-up India: A Revolution
INTRODUCTION
Start-up India is a flagship initiative of the Government of India, intended to build a strong eco-system for
nurturing innovation and start-up in the country that will drive sustainable economic growth and generate large
scale employment opportunities. The Government through this initiative aims to empower start-up to grow through
innovation and design.
To achieve above aims, the central Government launched on January 16, 2016, a start-up India Scheme. This new
initiative “Start-UP” is for entities working towards innovation, development, deployment or commercialisation of
new products, process or service driven by technology aims to accelerate spreading the start-up movement.
THE ACTION PLAN
The start-ups will be the next big economic force in India and a start-up revolution of sorts is already ---- in our
country.

ROAD MAP FOR AVAILING BENEFITS
A road–map for availing benefits under the scheme has been drawn as under:
1) A start-up entity can be a Private Limited Company / Registered Partnership Firm / LLP to avail benefits under
the scheme. However, IT benefits shall go only to companies and LLPs.
2) Any of the entities mentioned in the previous point (1) are eligible for the benefits of start-up subject to fulfilling
the following conditions:
a) Up to five years from the date of incorporation / registration.
b) Up to the financial year where turnover does not exceeds by Rs.25 crores.
3) The following steps are to be followed before making on application:
a) Obtain the PAN Number
b) The following features are essential for the project.
It should encompass working towards innovation, development and commercialisation of new products,
process and services or significant improvement in the same.
It should be technology or intellectual property driven.
It should create value addition to the customers.
Differentiated products / process / services.

c) Obtain any one of the following documents:
Recommendation in a format specified by DIPP, from any incubator established in post graduate college
in India.
Letter to support by any Incubator which is funded from Government of India or any state Government.
Recommendation in a format specified by Department of Industrial Policy and Promotion from any
Incubator recognised by Government of India.
Letter of Funding of not less than 20@ in equity.
Letter of funding by Government of India or any state Government.
Patent filed and published in the journal by the Indian Patent Office.
File on application for recognition as a “START-UP” at DIPP portal or through mobile app.
The files shall be further sent to inter-ministerial board for evaluation with reference to availing tax
benefits and IPR.
A certificate of an eligible business shall be required from the Inter – Ministerial Board of Certification
to obtain tax benefits.
Registration, filing of application and tracking of the status of application can be done through mobile
apps at any time. The registration certificate can also be downloaded from the mobile apps.
4) BENEFITS
The following benefits shall be available to the start-ups.
a) Self Certification of Compliance.
b) Self Certification under “The Apprentice Act, 1961”.
c) No environmental clearance for the industry falling under white category.
d) Preferential treatment with regard to participation in Tenders.
e) Start-up Hub collaboration to foster innovation.
f) Start-up Intellectual Property Protection
g) Faster exit for Start-up.
h) The Start-up finance from the Government by contributing maximum 50% of the stated daughter fund size.
i) Credit guarantees mechanism.
j) Tax exemption – Capital Gains.
k) Tax exemption – Deduction from Income – 80 – IAC.
5) CONCLUSION
The Governments major thrust has been on harnessing the potential of youth by throwing a challenge to the
youth to come forward and realise their potentials, to become job providers instead of job-seekers. There is full
scope for the youth to garb the opportunity to become the engines of growth of the economy of the Mighty India.
