It is amazing to come to the realization that the year 2012 is just weeks away from becoming 2013. As I take a moment to reflect on this past year for the Ohio Chapter, it is has been a year filled with so many success- ful events and opportunities Strand Associates, Inc. recently worked with the Brown County Engineer’s Office to realign County Road 21 (White Oak Valley Road) over Unity Creek and White Oak Creek in Scott Township. This was an LPA pro- ject processed using the ODOT Project Development Process. The project involved roadway realignment, the design of two new structures, driveway modifi- cations, post-construction BMP, and significant right-of-way acqui- sition. The existing three-span, 146-foot steel truss bridge over White Oak Creek was replaced with a 228-foot, three-span pre- stressed concrete box beam bridge that was designed at a 35- degree skew. The existing single span steel beam bridge over Unity Creek was replaced with a 56- foot, single span prestressed con- crete box beam bridge with a super elevated section . Our National APWA President, Ms. Treadway, who opened the event and spent most of the day participating in various presenta- tions offered numerous positive comments and feedback. She was extremely impressed in the vendor show diversity and par- ticipation. Comments I heard ranged from; we have some catching up to do in our opera- tions from what we learned dur- ing the two day event to com- ments from an attendee from Michigan that the Ohio Chapter has set the bar very high in host- ing such a quality event. It is amazing to come to the

Strand Associates, Inc. recently

worked with the Brown County

News from our Branch Chapters:

The existing alignment of CR 21 crossed

White Oak Creek at a 90-degree angle

resulting in two successive right angle

turns with safety concerns due to the

near stop condition at each end of the

existing structure. The solution was to

realign the roadway across White Oak

Creek allowing for a more continuous,

higher speed crossing. The design had to

accommodate an existing waterfall in Unity

Creek just downstream of the roadway

crossing with minimal impact. This unique

natural feature was a significant factor in

determining the roadway alignment, struc-

ture type, and grading limits in this loca-

tion.

Your Central Ohio Branch contin-

ues to run strong this fall wrapping

up our programming for 2012 and

planning ahead for 2013. Our re-

maining program for 2012 is a joint

luncheon with the State Board on

December 7th with the Branch

Chapters and State Board Officer

Installation immediately following.

Planning continues for the 2013 Pub-

lic Works Expo which is scheduled

for September 16-18, 2013 in Co-

lumbus, Ohio. If you are interested

in helping to plan this event, I en-

courage you to contact any of the

Central Ohio Board of Directors.

We are a fun and knowledgeable

group of public works professionals,

so come join us.

As of the writing of this message,

elections are underway for the

Central Ohio Branch. We look

forward to working with the new

slate of officers, while at the same

time recognizing the hard work of

exiting Board members Randy Bow-

man (City of Columbus) and Greg

Bachman (City of Pickerington).

The project is currently under construction. This

project began construction in late 2011 and is on

schedule to be completed late 2012.

The APWA Southwest Branch

hosted the APWA Ohio 2012 Expo

in Dayton, Ohio at the Dayton

Convention Center October 9-10,

2012. We are happy to report the

six months of hard work by the

Southwest Branch paid off with a

successful expo. Attending our

opening session and setting the

stage for the expo was done by

APWA National President Elizabeth

Treadway. Approximately 299 AP-

WA members and Public Works

professionals attended the expo. A

great exhibition floor was show-

cased through the outstanding

sponsorships of the 79 vendors

who were on the floor. There was

a variety of equipment, tools and

professional services showcased to stir up our ideas and hunger for

new tools to serve our communi-

ties. There were 3 work sessions

offered to inform and educate on

operational creativity being used to

perform our various work activities.

The newly established APWA Na-

tional Snow and Ice Supervisor Cer-

tificate Program was offered and 80

attendees successfully completed the

program. We want to “Thank”

Diana Clonch for her outstanding

effort leading the charge to make

this happen. Opportunities for veg-

etation chemical license recertifica-

tion credits were offered and used

by 44 attendees. One of the major

advantages of attending the expo

was the opportunity to network

with Public Work colleagues and

share information on new ideas,

experiences and techniques being

used in the Public Works arena.

I want to send a special shout out

to the following Southwest Branch Board and Committee members

who performed in exemplary fashion

to deliver a great 2012 Expo.

David Pratt is the Commissioner of Streets, Bridges and Harbor for the City of Toledo.

SB&H is responsible for the repair and maintenance of 3300 centerline miles of City

streets, 300 miles of alleys, 186 miles of tar and stone streets and 191 bridges.

SB&H is also responsible for Street Sweeping, Utility cut repairs, demolition of dilapi-

dated structures, annual collection of over 300,000 cubic yards of leaves annually and

Snow & Ice removal . These tasks are completed with a staff of 172 employees and a

budget of $42million.

David has worked for the City of Toledo for 22 years, hiring in as a Utility worker,

moved up through the ranks while attending the University of Toledo, graduating in

1996 with a Bachelor of Engineering Technology/Construction Engineering Technology

Degree.

David is originally from Syracuse, NY and moved to Toledo in 1968.

Outside of work, David enjoys traveling with his wife Sandy. They enjoy going on cruis-

es, road trips, visiting family outside of Ohio, and going to concerts. David also keeps

busy with home remodeling projects and hopes to add a deck to the backyard next

spring.

As you can tell by now the newsletter has grown in size. Thank you to everyone for putting forth the extra effort to

make this a successful publication. We will keep moving this forward and hope to continue making it a great newsletter.

North American Snow Conference update: The Ohio Chapter is submitting proposals to host the NASC for either

2014 or 2015 in Cincinnati. Letters of intent and questionnaires are being filled out and will be resubmitted back to

National early this month. We should hear back sometime in early February.

The Officers will be having there annual planning meeting in December. If there are any items you would like the group

to discuss, please forward them to me no later than November 15th.

The Annual Meeting of Ohio APWA will be held on Friday December 7th at Salvi’s Bistro in Dublin, Ohio. Officers for

the 2013 calendar year will be sworn in at this event.

Presidents Message Continued:

The Snow and Ice Show in Perrysburg was a huge suc-

cess as well. The event had been discussed for several

years and a committee put in a tremendous amount of

work that offered our members in northwest Ohio a

new opportunity to experience the benefits we have

enjoyed in the central and southwest part of the state

for some time. The feedback from those attendees has

been as zealous. The State is hoping to use the enthusi-

asm from this event to create a Northwest APWA Chap-

ter. We know that travel and training budgets have been

reduced or eliminated and we want people in this part of

the state to reap the same rewards from a local Chapter.

If you are interested in assisting in launching this new

branch, please contact someone on the State Board.
