This newsletter includes the minutes of an executive meeting held in Montreal, February 5, 1990. Including several invited guests, 18 weed scientists were present. These minutes indicate that considerable progress was made during the past 12 months. I am particularly pleased that IWSS has initiated an outstanding achievement award, and has named the first recipient, Dr. Lewis I. Okafor from Nigeria. Congratulations again. I believe that such recognition of our outstanding members indicates a certain degree of maturity of a society, and IWSS has reached that level of maturity. At this time I would also like to thank Dr. Jacob Ekodi for nominating Dr. Okafor. There is a great deal of interest in the international weed control congress to be held in Melbourne, Australia, Feb. 17-21, 1992. This newsletter includes the minutes of an executive meeting held in Montreal, February 5, 1990. Including several invited guests, 18 weed scientists were present. These minutes indicate that considerable progress was made during the past 12 months. I am particularly pleased that IWSS has initiated an outstanding achievement award, and has named the first recipient, Dr. Lewis I. Okafor from Nigeria. Congratulations again. I believe that such recognition of our outstanding members indicates a certain degree of maturity of a society, and IWSS has reached that level of maturity. At this time I would also like to thank Dr. Jacob Ekodi for nominating Dr. Okafor.

There is a great deal of interest in the international weed control congress to be held in Melbourne, Australia, Feb. 17-21, 1992. Some questions about the program format have been raised by several of our members (see letters to the editor section), but most of these will be addressed in the second congress brochure.

Membership is IWSS is growing slowly, with about three or four new members added weekly, according to our executive secretary. This, too, is a good sign and indicates that our society meets an important need. I wish to thank all of our members who participated in the meeting in Montreal and all the members who submitted written reports and suggestions in advance of the meeting. Your comments and sound advice were most helpful. A

Minutes of 1990 Executive Meeting

The President welcomed all and introduced Susan Larson who came from the Secretariat office in Corvallis, Oregon. Chester Foy moved and Bill Ahrens seconded that the agenda be accepted.

The Secretary, Raj Prasad, read the minutes of the last meetings. There being no questions, Gallagher proposed the minutes be accepted and Elmore seconded.

The untimely demise of the International Plant Protection CenterIOSU, Corvallis was discussed. In spite of concerted efforts made by scientists to defend it, USAID will only h n d the center until 1991. Shenk will be transferred to the newly created Integrated Plant Protection CenterIOSU, Corvallis, while Larson will remain in her present job.

Financial Rewort Susan Larson read the financial

statement which is published in this newsletter.

President's Rewort President Friesen announced that he

will be reading the annual report of IWSS before the business session of WSSA. Including responses to the questionnaire that was circulated, the President wrote more than 300 letters on behalf of IWSS.

Some of these letters included congratulations for awards received at Regional Weed Science Society meetings, for retirement and for long service rendered to weed science by scientists. All the supporting Regional Weed Science Societies were contacted. More contact needs to be established with weed scientists in Eastern Europe and USSR. The President is making efforts to visit and inform these countries of our IWSS activities.

The International Weed Control Congress 1992 is progressing well. The President visited Australia in July and discussed the current progress with the chairman, Harry Combellack.

Newsletter The President emphasized that

newsletters are greatly appreciated by the readers and form an important link between weed scientists and the Regional Societies of the world. Due to restricted readership and higher costs, translation of the newsletter to French and Spanish was not possible. Only an English edition is being published and circulated. After much discussion, Megh Singh proposed and Clyde Elmore seconded that this policy might serve the best interests for the present although if the Executive Board felt the need for translation into other languages, flexibility should be maintained. It was proposed that three newsletters per year should be published. Some members did not get these newsletters and so their addresses were updated. Each issue of the newsletter costs US$300 and, to economize, it was suggested by Gallagher and seconded by Elmore that the rWSS directory and letter be mailed together by commercial rate.

Membershir, Leroy Holm suggested that, like

WSSA, the IWSS should prepare and publish a directory of membership. Computers can be used for this purpose. Susan Larson has

the membership list produced by computer. Overall there are 880 members; 511 inactive; 244 active; and 125 lifetime members.

Constitutional Rewort Larry Foy read the report and noted

that since the 3rd draft of the constitution was prepared in 1977, no amendments have been made. The position of the Vice President is redundant and liquidated and this change needs to be ratified by the general membership a t the International Weed Control Congress in Melbourne in 1992. He suggested that the revised constitution be published in the December 1990 newsletter.

Awards Committee Report The report was read by the President

and after much discussion, the first International Award for Weed Science was approved in favor of Dr. Lewis Okafor of Nigeria. The award will be announced in the newsletter.

International Weed Control Conmess. 1993 All agreed that hosting of this

International Congress by IWSS is a good venture, that a relevant and useful theme should be developed, and that appropriate experts in various areas of weed science should be invited to speak. It was also agreed to invite the IWSS award winner, Dr. Okafor, to address the Congress. A poster session should also be included.

Journals to Develowine Countries The International Affairs committee of

the WSSA has developed a policy of shipping old issues of Weed Science and Weed Technology to developing countries and IWSS is cooperating. If weed scientists need financial assistance for publication of their paper(s) in Weed Science or Weed Technology, they should contact the editors and request exemption from excessive page charges. Clyde Elmore elaborated on this

issue and suggested that limited assistance can be made available through the WSSA.

Reswonse To Questionnaire The questionnaire developed by the

IWSS was very useful and provided much needed information on various aspects of membership.

Resolutions Committee Report Last year the Resolutions Committee

prepared letters, which were sent to Washington, protesting the closure of IPPCIOSU, Corvallis. These resolutions delayed the closure and have had some impact. This year it was resolved to write a complimentary letter to the Director of Agriculture Canada, Morden, Manitoba for allowing our President to use the secretarial services for all correspondence. It was also resolved that the Presidents of all Regional Weed Science Societies be awarded a token of US$200 for attendance of the annual general meetings of the IWSS.

Williams, was unable to attend our meetings but Jerry Doll was present and substituted for Williams. Emphasis on improving communication between members of the International Weed Science communities was suggested.

Nomination of Executive President Friesen completed one year

and was requested to stay on until next year when the President-Elect, Chester Foy, takes over. This nomination was proposed by Myron Shenk and seconded by Prasad. The Vice President, Leon Smith, resigned due to his retirement from the Australian Civil Service. If needed, this post will be advertised in the newsletter.

resigned some time ago and this position is not being replaced. WSS paid the expenses of Susan Larson to attend the meeting in Montreal.

IWSS Outstanding Achievement Award

The International Weed Science Society (IWSS) has announced the 1990 winner of the Outstanding Achievement

Award. He is Dr. Lewis I. Okafor, Associate Professor (Weed Science), Abubakar Tafawa Balewa University of Technology, Bauchi, Nigeria, and a charter lifetime member of IWSS.

Dr. Okafor has been an excellent teacher, administrator and a productive researcher for the past 25 years. He teaches both undergraduate and post-graduate students. He has also conducted in-service training workshops for extension agents. He is the author of a book "An Introduction to Weed Science for West Africa," and has published 25 papers in refereed journals and 43 papers in conference proceedings.

He is a pioneer in the chemical control of weeds, weedlcrop competition and losses caused by weeds. He made major contributions to the control of purple nutsedge (Cwerus rotundus) in upland rice, and in the control of aquatic weeds in Lake Chad.

He is a member of the Nigerian Expert Advisory Committee on Weed Control, the Nigerian Research Sub-committee on Control of Water Hyacinth, and the Executive Committee of the Weed Science Society of Nigeria. He is vice-president of the West African Weed Science Society, Associate Editor of the Nigerian Journal of Weed Science, and Editor-in-Chief of the Nigerian Journal of Agricultural Technology.

Dr. Okafor has a B.Sc. (Agric.) degree from Reading University, M.Sc. from the University of The Philippines, and a Ph.D. from the University of Bangor, North Wales, U.K. In addition to his career in Nigeria, he has also spent two years at the International Rice Research Institute, Philippines as a Ford Foundation Research Scholar.

Melbourne Congress - An Update H a w Combellack

Chairman. Organizin~ Committee

Plans are on schedule for most things. To date we have over 60 replies from 15 countries. I plan to travel to the USA, Canada, England and continental Europe in September or October 1990 to promote the congress to industry and any other sponsors I can think of, e.g. World Bank, FAO, etc. I will leave the Asian circuit t o the deputy chairman, David Campbell. We believe the personal touch will be necessary and I will be leaning on my co-convenors to help organize the visit.

Details of the congress that have been worked out to date include: 1) the venue will be Monash University, including the Robert Blackwood Hall (seating capacity 1300), and the rotunda complex of 7 theatres (ranging in capacity from 150 to 300); 2) registration costs will likely be A$350 including lunch, dinner and proceedings; 3) accommodation costs from A$35 a t the University to A$200 or more at the Hyatt; 4) a range of pre-and post-conference tours for which we hope to engage a professional operator to ensure that the tours are educational and tax deductible.

There are still details to be finalized regarding the program, session convenors and key-note speakers, but this should be finalized soon. In addition to the above, we must also get industry representatives to attend and support the meetings. We trust the Congress will be of real value, particularly regarding future directions.

Journal Donations & Distribution

The International Affairs Committee of WSSA and the International Weed Science Society are cooperating in a program to distribute Weed Science and Weed Technology journals, books and other teaching aids to needy libraries and individuals. The objective is t o provide back

volumes of journals, etc. to those who would benefit from such gifts, particularly in developing countries. It is envisioned that the donors might be WSSA andlor IWSS members who have, or will be, retiring from active service and are no longer in need of their private collections.

Such collection and distribution is already being done by AAAS, Washington, DC, but their program is restricted to Sub- Sahara Africa. The joint venture described above is intended to facilitate distribution to needy libraries or individuals in other regions of the world. WSSA is providing an annual grant of US$1000 to cover shipping costs.

The first requirement is to obtain a --- -- list of libraries and 'individuals who would benefit from receiving such journals, books, etc. ~ l l members of ~ S S A or IWSS should inform this committee if they know of any such libraries or individuals.

The second need is to obtain a list of potential donors. Donors should prepare a list of journals, books and other teaching aids that they would like to dispose of, by providing names and volumes of journals, titles and authors and year of publication of books and other material.

All information should be forwarded to the following individual who will correlate all such information: Dr. P. Westra, Plant Pathology and Weed Science, Colorado State University, Fort Collins, CO 80523 / USA.

individuals participated, including 234 university faculty members and graduate students, corporate and association representatives, government regulatory officials, and private consultants (representing 24 Asian, European, and North American countries). The two and a half day formal program featured two general sessions and the presentation of over 75 scientific papers at nine plenary, poster and technical sessions.

The Sympoisum was organized by a coordinating/advisory committee under the leadership of Dr. Chester L. Foy, Professor of Plant Physiology and Weed Science at Virginia Tech, and was designed to build upon the success of the first symposium held in 1986 in Brandon, Manitoba, Canada and chaired by Dr. Paul N.P. Chow.

The Brighton Crop Protection Conference - Weeds 1989

This conference was again held at the Brighton Metropole Hotel and the Brighton Centre, from November 20-23,1989.

The program followed the established pattern: invited papers on selected topics presented by authorities fiom Europe, USA and Canada, while research reports and poster sessions provided an opportunity for detailed presentation and discussion of basic and applied research. Although the program had no single narrowly defined theme, there was a major emphasis on environmental implications of vegetation management and on the range of ways in which adverse effects on the environment and wildlife can be minimized. In addition, several sessions were devoted to biochemical aspects of herbicide mode of action, crop and weed resistance to herbicides, herbicide movement in soils, persistence of herbicides in the soil, mode of action of graminicides, new production systems and their implications for weed control in horticultural crops, and novel aspects of weed control.

A highlight of the Brighton Conference is the traditional Bawden lecture, which honors a distinguished guest lecturer. The speaker in 1989 was Dr. I.J. Graham-Bryce, Environmental Affairs Division, Shell International Petroleum, The Hague, The Netherlands. His topic was

"Environmental Impact: Putting Pesticides Asst. Secretary Mr. Y.A Asiru Into Perspective." Chemical & Applied

Products Ltd. Other sessions discussed current land PMB 1004, Apapa, Lagos use issues and their implications for Nigeria pesticide use, methods of reducing chemical

1 use, and the implications for weed control of ! recent developments such as farm woodlands

and the set-aside of arable agricultural land. As in previous conferences, much time was devoted to new herbicides and to the current use of existing molecules in a new geographic range of crops. Many of the sessions looked forward to the 21st century and its weed control requirements and opportunities, such as those posed by genetic engineering.

Society Spotlight

West M c a n Weed Science Society -

The society was inaugurated in April 1979 in Dakar, Senegal, under the leadership of Dr. 1.0. Akobundu of Nigeria; a senior Weed Scientist at the IITA, Ibadan, and the first president of WAWSS. The resolution for the formation of WAWSS was taken during the joint International Conference of IWSS, Weed Science Society of Nigeria (WSSN) and IITA held in Ibadan 1979. In West Africa, Nigeria has the strongest National Weed Science Society with a membership of about 50 persons from Research, Agrochemical Companies and

June 1990 IWSS Newsletter Page 8 1 Universities. The WSSN holds regular annual conferences and publishes two issues of Nigerian Journal of Weed Science each year.

Since inauguration in 1979, the WAWSS has successhlly held 3 conferences: Monrovia, Liberia, 3-5 August, 1981; Abidjan, Cote d'Ivoire, 17-22 October, 1983; and Ibadan, Nigeria, 4-8 November, 1985. The Monrovian Conference was jointly sponsored by IWSS, WAWSS, and WARDA (West African Rice Development Association). The 4th biennial conference could not be held in Lome, Togo in November 1989 for financial and technical reasons.

Membership of WAWSS stands at 40 regular members from 1 5 countries. This number usually swells to over a hundred during conferences. We generally get good support from industry.

News Items

o Dr. Leon W. Smith, NSW Agriculture and Fisheries Dept., Sidney, Australia, has decided to step down as second vice- president, IWSS, due to his impending retirement from active senrice. Nominations to fill the position are being solicited in this newsletter.

o Dr. Chester L. Foy, Professor of Plant Physiology and Weed Science, Virginia Polytechnic Institute and State University, Blacksburg, VA, and president-elect, IWSS, has been named editor of the Weed Technology Journal by the Weed Science Society of America. Dr. Foy has also been re- appointed editor of the Weed Science Society of America's "Reviews in Weed Science, Volume 5," which is now in preparation. He was also recently awarded a special bursary from the Brighton Crop Protection Conference-Weeds 1989. The award allowed Dr. Foy to attend the conference in Brighton

and visit other weed research institutes in England. In addition to the above activities, Dr. Foy also served a s chairman and host for the Second International Symposium on Adjuvants for Agrichemicals, held August 1- 3,1989, a t Virginia Tech.

o Dr. George Friesen, President, IWSS, was honored by the Western Section, Canadian Expert Committee on Weeds by being named the 1989 recipient of the Elanco Excellence in Weed Science Research Award. He received the award at the Committee's annual awards banquet in Banff, Alberta, November 29,1989.

o The Eastern Section, Canadian Expert Committee on Weeds named Dr. Vince Souza Machado, Professor, Dept. of Horticultural Science, University of Guelph, Ontario, as their 1989 recipient of an Excellence in Weed Science Award.

o Dr. Richard D. Comes, Research Agronomist, Irrigated Agriculture and Extension Center, Prosser, Washington, has retired after 30 years of distinguished research in weed science. He has also served as USDA-coordinator of the All India Research Project on Weed Control.

o Dr. Allan F. Weise has retired from the Texas Agricultural Experiment Station, Amarillio, Texas, after 36 years of distinguished weed research a t that station. Among the many honors accorded Dr. Weise was the WSSA Outstanding Research Award in 1980.

o The Indian Council of Agricultural Research (ICAR) has established a National Research Center for Weed Science a t Jabalpur, Madhaya Pradesh, to initiate basic and applied research programs in weed science. The Center will have a staff of 24 scientists and 70 support staff. Director of

Dear Editor: The opportunity for IWSS to mature

hangs on the success of the 1992 congress in Australia; this is a gamble that must be taken. I concur with the majority at the Montreal meeting in that the program, as now set up, is too loose and general. Even with four or five days of talks, it would not be too difficult to accommodate more state of the art papers associated with the major crops, alternate control methods, new pest management concepts such as IPM or LISA that have developed over the past few years.

Some of us would like to see an aquatic weed management section that

A would let both the developing and the I developed countries see the direction of

research in this country--noting the effects of I, EPA restrictions and the environmentalist

movement. We are no longer a chemical only society.

The need to give those attending the congress something concrete to bring home will be most important as a justification for participation as well as reason to join the

society. For scientists in the USA and Canada, the importance of an invitation to participate cannot be overemphasized.

Dear Editor: I feel the same as others, that this

Australia meeting needs to be well attended by weed researchers throughout the world and as much information as possible be made available to people everywhere. All the people I know in the academic profession would have to be able to participate in the meeting and many would have to be invited by one of the program organizers in order to get approval to attend.

With these thoughts in mind, I would like to pass on to you some of the ways many of these things were accomplished at the Fifth International Congress of Pesticide Chemistry which I participated in at Kyoto, Japan. This conference utilized a combination of Symposia Presentations and a series of morning and afternoon poster sessions with each session being organized under a main and a subtopic. There were several days allotted to the Poster Sessions, but the posters for an individual subtopic were displayed only for one day and were attended by the author during either the morning or the afternoon. This allowed all the authors to view all the posters.

Several months prior to the conference. each author sent to the Main Topic Organizer a manuscript involving the information to be presented on the poster and also sent an abstract which was given to the Subtopic Organizer to help in preparing for the discussion period at the end of the formal session. I am enclosing a copy of a portion of the program and of the paper which I submitted. Where an invitation was a requirement for attendance, the author could submit a suggested title and give his area of expertise, and the Program Organizer could elect to extend an invitation to the potential participant. We could do something similar for our meeting in 1992. For example, I work primarily on the effect of adjuvants and environment on absorption, translocation, and phytotoxicity of herbicides. I would like to present a poster on the effects of environment on herbicide activity on perennial weeds in soybeans and cotton at the meeting in Australia. In order to be able to attend, I would have to be invited.

I fully realize that we are not setting out to completely copy some other organizations procedures, but often we can adapt ideas where they serve to help us accomplish our goals.

I am looking forward to learning of I further developments in the organization of

this First International Weed Control Congress.
