Many highly sensitive defense, government and commercial applications and operations including maritime/aviation navigation, fleet/asset tracking manage ment, search and rescue and data center management require accurate and relia ble Positioning, Navigation and Timing (PNT) data. Today, these applications rely on signals from GPS/GNSS satellites. There are instances, however, where GPS/GNSS signal strength and security are not sufficient and prone to signal disruption. For these cases, Satellite Time and Location Signal Technology (STL) can be used as a secure signal of opportunity to complement GPS and other GNSS satellite signals, making the applications more accurate and secure and less prone to interference and attack.

The Strategic Alliance between Orolia and Satelles includes product develop-ment and go-to-market activities of PNT solutions independent of GPS/GNSS satellite signals to Defense, Government and Commercial customers worldwide. Table Of Contents p 5 What Is Resilient PNT?

For mission critical applications, access to the right information can mean the difference between success and failure, winning and losing, or even life and death. Think for a moment what would happen… • If a bank’s customer account information or trading systems were not

globally consistent across financial institutions…

• If the databases of mobile, computer or telecommunications networks were not fully synchronized…

• If an airline or maritime fleet operator could not track vessels across the world’s airways and waterways…

• If a military officer lacked the proper squadron coordinates prior to launching a reconnaissance mission…

• If a search and rescue agency received inaccurate positioning data…

• If UAVs, drones and driverless cars lacked accurate and timely positioning information …

Location-specific, directionally consistent and time-aligned data is used inbusiness critical, high risk and life-saving operations. It must be extremely reliable, tightly secure and highly fault tolerant.

In other words, this critical data must be resilient.

“In today’s increasingly dynamic and mobile world, there is a growing need for precise and robust positioning, navigation and timing information—especially in business critical, high risk and life-saving operations.”

— Dr. Jean-Yves Courtois, CEO of Orolia

What is Resilient PNT? Critical applications require real-time, accurate and reliable positioning, navigation and timing data.

What is Satellite Time and Location (STL) Signal Technology? The more that our society relies on GPS/GNSS signals, the more important it is to safeguard the data being transmitted via GPS/GNSS. Today, there is no backup in place.

Fortunately, the solution for this problem exists—Satellite Time and Location (STL) signals. STL signals provide the safest, strongest, most dependable backup to our GPS/GNSS infrastructure.

Originating from the Iridium® constellation of 66 low-earth-orbiting satellites, STL is 1000 times stronger than GPS/GNSS, reaching deep into buildings and penetrating GPS/GNSS jamming without the aid of local infrastructure.

Cryptographic security features of STL also provide exceptional resilience to intentional spoofing. STL per fectly augments GPS/GNSS and other location-based technologies. The energy grid, data networks, financial exchanges and military operations all depend on GPS/GNSS. STL signals can further protect them with cryptographic security features that are much more difficult to misdirect or “spoof.”

“Satelles’ pioneering role in STL technology is a perfect fit with Orolia’s proven Resilient PNT strategy. We look forward to working together to introduce new products and solutions that will provide our customers with the utmost confidence that their positioning, navigation and timing data is accurate, secure and accessible.”

—Dr. Michael O’Connor, CEO of SATELLES

Key Applications And Use Cases Industries including Energy/Utility Grids, Enterprise Data Networks, Defense, Search and Rescue, and Te lecommunications rely on Resilient PNT.

ENERGY/UTILITY GRIDS The Utility Grid is becoming more vulnerable to hacking attacks as grid opera tors expand the use of phase synchronization (synchrophasor systems) that rely on GPS/GNSS signals for timing. These synchrophasor systems utilize Phasor Meas urement Units (PMUs) for providing electrical power system reliability and grid efficiency, synchronizing services among power networks, and finding malfunctions within transmission networks. PMUs rely on GPS/GNSS to time-stamp their measurements, which are sent back to a central monitoring station for processing. GPS/GNSS jamming or spoofing could manipulate a PMU’s time stamps, causing a PMU to deliver erroneous measurements regarding power frequency reading/power flow calculations, thereby causing overheating to some elements, overloaded lines or overloaded transformers, potentially caus ing blackouts or damage to power-grid equipment.

Satellite Time and Location (STL) serves as a backup for GPS/GNSS timing and syn chronization for utility grid applications. If GPS/GNSS signals are spoofed or jammed, STL provides trusted timing and synchronization for continued relia ble synchrophaser operation. STL’s high power signal structure is highly secure and resistant to spoofing as overlapping spot beams provide location -specific data that changes every few seconds. STL is compatible with PTP IEEE -1588 standards.

“By augmenting Orolia’s market-leading GPS/GNSS-based solutions with Satelles’ STL technology, we will provide the industry’s first essentially fail-safe, resilient PNT so lution. This breakthrough offering will be ideal for mis sion critical applications in which the smallest of discrepan cies in PNT data accuracy, availability and stability can re sult in a network outage, a system

crash or a loss of life.”

Military as sets increasingly operate in conditions that hinder or block access to GPS/GNSS sig nals and it is imperative to provide trusted PNT information through other means.

Satellite Time and Location (STL) augments PNT service, when GPS/GNSS signals are denied or intermittently available, and provides trusted and assured posi tioning, navigation, and timing for successful mission accomplishment. STL leverages the stronger Iridium® satellite signal thereby enhancing the assets’s ability to operate in a GPS/GNSS-challenged environment. STL can operate in both mounted and dismounted conditions, across multiple platforms, and penetrate indoor environments. Additionally, STL’s high power signal structure is highly secure and resistant to spoofing as overlapping spot beams provide location specific data that changes every few seconds.

SEARCH AND RESCUE/EMERGENCY MANAGEMENT In the world of search and rescue, the importance of accurate and reliable po sitioning, navigation and timing data can literally mean the difference between life and death. Satellite communications plays an integral role in acknowledg ing, locating and coordinating emergency situations. In the search and rescue process, a distress beacon signal (when activated) is relayed via satellite to local user terminals (satellite ground stations) then to mission control and rescue coordination for the actual rescue operation.

Satellite Time and Location (STL) provides an additional level of accuracy and reliability to complement GPS/GNSS signals. STL’s global reach ensures satellite signal coverage especially in hard to reach, communications challenged locations where lack of or weakened GPS/GNSS signals can result in dis tress signal delays. Additionally, STL’s high power signal structure is highly secure and resistant to spoofing which is critical in military or classified search and rescue operations.

ENTERPRISE DATA NETWORKS (E.G. FINANCIAL SYSTEMS) Timestamps are critical in many data network environments. Regulatory re quirements are driving financial markets to adopt highly precise timestamps on incoming information and transactions, to ensure transparency and pre vent fraud. High-precision time synchronization service is particularly important in high-frequency trad ing, when milliseconds are worth millions. Trad-ers using timing feed systems based on GPS/GNSS could be exposed to GPS/GNSS spoofing risks with disastrous finan cials outcomes and market failures. It is critical to safeguard the integrity of time stamps to track multiple reference time sources, so that the clock can be continuously cross checked against other clocks.

Satellite Time and Location (STL) serves as a backup for GPS/GNSS timing and syn chronization for financial and other data networks. If GPS/GNSS signals are spoofed or jammed, STL provides trusted timing and synchronization for continued communications viability. STL’s high power signal structure is highly secure and resistant to spoofing as overlapping spot beams provide location-specific data that changes every few seconds.

DEFENSE Military operations require unimpeded access to trusted or Assured Position ing, Navigation, and Timing (PNT) information for many applications such as asset navigation for ground troops/soldiers, ground vehicles, aerial vehicles, mari time vehicles, and more.

Existing PNT relies on GPS/GNSS signals, and these signals can be limited or denied by terrain conditions or enemy interference such as spoofing or jamming. If a military asset loses the GPS/GNSS satellite signal, PNT data can be lost

and the asset no longer has the ability to recognize location and timing, meaning situational awareness has been compromised and the mission is threatened.

TELECOMMUNICATIONS Communications networks around the world rely on accurate timing and syn chronization from GPS/GNSS signals to function properly. The loss of GPS/GNSS (via spoofing, jamming, equipment failure, or spacecraft anomaly) has been known to disable critical equipment, including macrocells, distributed antenna system (DAS) installations, and small cells.

LTE networks are particularly vulnerable to timing anomalies, and often have timing requirements of 1 microsecond or better. Single-tower timing errors outside of this range have the potential to disrupt communications over a broad local region, and a widespread outage of GPS/GNSS could potentially render communications inoperable over entire nations.

Satellite Time and Location (STL) provides a completely independent backup or augmentation to GPS/GNSS. The STL solution is global in reach and provides trusted timing and synchronization for continued communications viability. STL’s high power signal structure is highly secure and resistant to spoofing as overlapping spot beams provide location-specific data that changes every few seconds.

For DAS and other in-building wireless installations, STL offers the added advantage of timing signals that penetrate into most buildings - including buildings with Low-E windows or metal and concrete siding and roofing. This means that in-building wireless installations that leverage STL can maintain synchronous timing without the need for an external GPS/GNSS antenna. This is es pecially important for buildings in which securing roof rights, landlord permis sions, or local zoning restrictions are a challenge. An indoor solution is also much less costly and risky to install and maintain.
