3 ACCUSED ARRESTED FOR KIDNAPPING FOR RANSOM AND MURDER OF TWO MINOR SIBLINGS

INCIDENT

Two minor siblings aged 7 yrs. (boy) and 5 yrs. (girl) were kidnapped from outside their school, situated in West Vinod Nagar, Mandawali on 26.02.2013, around 1.00 PM. The kidnappers made a ransom call on the phone of the father and mother of the siblings demanding a ransom of Rs. 30 lakhs for the safe return of the siblings. The mortal remains of the kidnapped siblings were discovered by a taxi driver in the bushes near Ring Road-Bhairon Road Crossing on 03.03.2013 morning.

ACCUSED ARRESTED

3 accused persons namely (i) Amit Singh @ Dabbu, s/o Jaipal Singh, (ii) Shivam Gupta, s/o Sanjay Gupta and (iii) Pankaj Kashyap, s/o Om Prakash Kashyhap have been arrested in connection with the kidnapping, demand for ransom and murder of the two siblings.

INVESTIGATION

The investigations had suggested that the kidnappers located in, or residents of immediate neighbourhood of the family of the kidnapped siblings. This premise was reinforced by the fact that all the ransom calls were made from PCOs located in the vicinity of the residence of the victims’ family. The gist of ransom calls made by unknown callers also suggested that the kidnappers knew the terrain and the victims’ family very closely. Investigations further suggested the involvement of some family members who were aware of the minute details of the family members and their financial worth. More than 20 teams were constituted to gather information which included compilation of list of relatives living in close vicinity of house of the victims’ family. The investigators also took into consideration the factum of the outer door of the house of the victims’ family being locked on 23.02.2013 and 26.02.2013. The investigating teams discovered that Amit Singh @ Dabbu who was a distant cousin of the siblings’ mother has recently taken a room on rent in a lane immediately behind the house of the victims’ family. Investigators also discovered that he was currently without a job and was looking to raise money for some real estate deal. Based on the information accused Amit Singh was picked up for interrogation who confessed to the crime after being subjected to sustain questioning.

Accused Amit Singh disclosed that he had planned the dastardly crime with three of his associates namely Shivam Gupta, Pankaj Kashyap and Abhishek. Shivam Gupta and Pankaj Kashyap were subsequently picked up for interrogation and both of them confessed of their involvement in the crime and disclosed the entire chain of conspiracy and subsequent criminal acts. Interrogation of all the 3 accused persons revealed that accused Amit Singh was currently unemployed, had taken a room on rent in the lane behind the house of the family of the victims, and was looking to enter the real estate market. It was further revealed that accused Amit Singh had scouted a deal for the sale of a flat in

Allah Colony, Mandawali and needed Rs. 6 lakhs immediately for clinching the same. Pankaj Kashyap on the other hand had lost heavily in gambling and had run debts amounting to Rs. 1.50 lakhs and, therefore, needed money to repay the debts. Shivam Gupta and Abhishek needed money to satisfy their consumerists instincts. Investigation further revealed that Pankaj Kashytap, Nikhil (younger brother of Amit Singh) and Shivam Gupta were classmates at R.S.K.V., Mandwali and Pankaj Kashyap was a friend of Abhishek for the last seven years. It was further revealed that the trio of Pankaj Kashyap, Shivam Gupta and Abhishek developed friendship with Amit Singh for the last 7/8 months and were frequent visitors to the room rented by accused Amit Singh where they shared drinks and thoughts.

It was at this rented premises that a conspiracy to kidnap the siblings for ransom was hatched. As per the conspiracy plan Pankaj Kashyap, Shivam Gupta and Abhishek were to get a share of Rs.2.00 lakhs each and the rest of the amount was to be kept by accused Amit Singh, the mastermind. The minor siblings were identified as the targets by accused Amit Singh who had come to know that the victims’ family had received Rs. 30 lakhs in consideration of a property transaction. As a part of the conspiracy, the victims’ house and their school were pointed out by accused Amit Singh to his co-conspirators. Amit Singh knew the routine of victims and the family members very closely since he was a relative and a regular visitor to the household. Amit Singh and his co-conspirators reconnoitred the victims household and school and the routes taken by the siblings and their mother, on several occasions accused Amit Singh and his co-conspirators had planned to give affect to the conspiracy on 23.02.2013 and in the process Shivam Gupta put a lock on the outer gate of the house of the victims to ensure that the mother of the siblings did not get out of her house to pick up children on time. Their plan, however, could not materialize as the children did not go to school on that day when enquired by Pankaj Kashyap from the school teachers and thereafter the locks were removed by Abhishek. The kidnappers gave effect to their plan on 26.02.2013 when Shivam Gupta locked the house of the victims preventing their mother from reaching the school in time while Pankaj Kashyap kept a watch on the house and Abhishek kept watch at the school, when the children were being picked by accused Amit Singh from the school. The children were taken on foot by Amit Singh and all the four co-conspirators met at Pandav Nagar around 2.00 PM from where the first ransom call was made by Pankaj Kashyap.

Investigation revealed that Amit Singh thereafter took the children to Mehrauli and waited for his co-conspirators to arrive with the ransom amount. He moved the children to Millennium Park, when his co-conspirators did not arrive with the ransom amount at Mehrauli and called Shivam Gupta and Pankaj Kashyap to the Millennium Park, near Sarai Kale Khan. Amit Singh, Pankaj Kashyap and Shivam Gupta realized that it was not possible for them to hold the children any longer. It was then decided by three of them to do away with the siblings. All three of them tried to strangle the little girl at Millennium Park but could not succeed. The three co-conspirators panicked and moved out of Millennium Park and walked on foot alongwith the children towards Pragati Maidan. It was already dark when the conspirators reached Ring Road-Bhairon Road Crossing and decided to kill the children at the spot from where their dead bodies were recovered on 02.03.2013 morning. The conspirators removed all signs of identification such as school bags, identity cards, water bottles, etc. from the bodies of the minor siblings to avoid an early discovery. The conspirators thereafter came back to their respective houses in West Vinod Nagar and made ransom calls on 27.02.2013 and 28.02.2013. The conspirators could not get the ransom as they were not able to make the parents speak to the kidnapped children. The kidnappers did not make any call on 01.03.2013. Their luck, however, ran out when the accused Amit Singh, Pankaj Kashyap and Shivam Gupta were arrested by the Investigating Teams of East District on 02.03.2013.

Staff of P.S. Kashmere Gate Metro has arrested one lady bag lifter namely Monika Khantwal (23 years old) d/o Sh. Subhash Khantwal r/o K-184, Shyam Vihar, Deenpur, Najafgarh, New Delhi and staff of PS Rithala Metro Station has arrested one Manju @ Mani w/o Darshan @ Kuki R/o C-166, Relief Camp, Peeragarhi Delhi at 4 PM from near Kashmiri Gate Metro Station near ISBT who is an active member of a Drugging Gang.

 

INCIDENT-1

On 21.02.2013, complainant Venus reported that some one stole her purse between Rajiv Chowk to Central Sectt. and later withdrew amount of Rs.50,000 /- from ATM Yes Bank, Rajiv Chowk.  A case FIR No.32/13 u/s 379 IPC was registered in PS Kashmere Gate Metro. Also Smt. Shweta Garg w/o Vibhor Garg r/o CM-804 Village Amarpali, Indrapuram, Ghaziabad, U.P. reported on 01.03.2013, that her purse was stolen from her bag at Rajiv Chowk Metro Station and after few minutes Rs.20,000/- was debited from her account through ATM Yes Bank, Rajiv Chowk.  A case FIR No.23/13 u/s 379 IPC was registered and investigation of both the cases was taken up.

INVESTIGATION

The staff of PS Kashmere Gate Metro inspected the incidents of bag lifting and also CCTV footage.  On the basis of CCTV footage a trap was laid and a lady namely Monika Khantwal d/o Sh. Subhash Khantwal r/o K-184, Shyam Vihar Deenpur, Najafgarh, New Delhi was arrested.  The withdrawn money has been recovered from her i.e. Rs.25,000/- in cash and Rs.45,000/- from her bank account.

PROFILE

On interrogation, it was revealed that accused Monika Khantwal used to pick pocket in Metro especially at Central Sectt. and Rajiv Chowk during morning hours i.e. 8.30 to 11.30 AM.  She is a graduate from Delhi University and presently a student of MBA at Amity University NOIDA and is also pursuing one year diploma of Computer Course from Institute of DISC Janakpuri, Delhi.  She desired to buy modern gadgets like expensive cell phones. As she wanted to live a lavish life, she has been committing pick pocketing in Metro since last few months.

On 30-01-13, one lady namely Smt Premjit Kaur w/o Sh Surender Pal Singh R/o Flat No. 38, Vidya Appartment, Sector-9 Rohini Delhi, reported that when she was travelling in Delhi Metro from Chandni Chowk Metro Station, she was drugged and her jewellery alongwith one mobile phone of Samsung Tata Indicom, 3 ATM Cards, one D/L were taken away. The above mentioned case was registered and investigation was taken up. During investigation, the stolen mobile phone was recovered from the possession of accused Asha w/o Ashok Kumar r/o R-335, Mangolpuri, Delhi. She confessed that her husband Ashok was involved in the incident.  Later, staff of Metro arrested one Manju @ Mani w/o Darshan @ Kuki r/o C-166, Relief Camp Peeragarhi Delhi at 4 PM, from near Kashmere Gate Metro Station near ISBT.

 

INTERROGATION

 

During interrogation she disclosed that on 30.01.2013, she alongwith Ashok @ Tony, Devender @ Rinku and Vinod had drugged the complainant.  The mobile phone has been recovered from Asha who has already been arrested on 04.02.2013.  Efforts are on to arrest the remaining accused.

An Interstate gang of Human Traffickers busted by Crime Branch.

Three persons arrested from Delhi.

Four persons arrested from Bengaluru, Karnatka.

 

The Crime Branch of Delhi Police has busted a desperate gang of Interstate Human Traffickers active in Karnataka and Delhi.  The gang targeted gullible women and transported them from Bengaluru on the pretext of providing livelihood in Delhi and then sold them to their members in Delhi for indulging in flesh trade. In the present case, the gang trafficked one woman from Bengaluru who was recovered in Delhi. A case vide FIR No.10/13 U/s 376/342/109/114/120 B/34 IPC and 5 ITP Act was registered at P.S Gazipur, Delhi.

 

The gang comprised of more than a half dozen members out of them three were arrested from Delhi and four from Bengaluru. The arrested persons from Delhi are:-

1. Zakir R/o Distt Muzaffar Nagar U.P. and presently Mulla Colony Delhi.

2. Geeta W/o Zakir R/o Distt Anandpur, Andhra Pradesh, and presently Mulla Colony Delhi.

3. Gulsanam (Pyari) R/o  near Shamil Mill, Kalor, Karnataka and A-2, MV-III, Delhi.

 

Thereafter, a team led by Insp. Bal Krishan Badola consisting of SI Rohit, HC Narender , HC Arun Kumar, Ct. Satish, W/Ct Hemlata and W/Ct Preeti, of Anti-Kidnapping Section of Crime Branch   arrested four human traffickers from Bengaluru, Karnataka. The arrested persons are:

2. Sakina Bi W/o Lt Mahboob R/o Chickballapur Distt, Karnataka

MODUS OPERANDI: The apprehended traffickers disclosed that their associate Sakina was in the flesh trade business in Delhi but used to travel to Bengaluru quite often. Her sister Gulsanam was in Delhi and was running the same trade on the pretext of running a beauty parlor in Mayur Vihar. It has also been revealed that the gang members at Bengaluru induced the gullible women on the pretext of providing them livelihood and Shahina used to travel along with the trafficked woman to Delhi and handover the same to Gulsanam in lieu of money. Gulsanam further used to transfer the trafficked women to one Zakir and his wife Geeta who used to induce these women in flesh trade.

In this instance, Laxmipathy, Sayana, Reshma and Sakina hatched a conspiracy to send the victim woman to Delhi for prostitution to Gulsanam @ Sanam, sister of Sayanam, who is residing in Mayur Vihar, Delhi. The victim was brought to Delhi in January 2013.  Before being pushed into the illegal trade, victim was raped by Zakir with the help of his wife Geeta. However, the victim managed to run away and reported the matter to police.

All the seven gang members involved in the crime have been arrested. Further investigations are in progress.

With the arrest of (1) Khushbu Hamal Thakuri @ Raj Hamal s/o Narbahadur Hamal Thakuri r/o Vill Bharatpur-8 Dhanushah, Distt. Dhanushah, Nepal aged 39 Years (2) Surya Karky s/o Mohan Karky r/o Vill. Ghatan-4 Megdi, PS Megdi, Distt. Megdi, Nepal aged 28 Years and (3) Kamal Chaudhary s/o Shobhal Chaudhary r/o Vill. Ratpur, Ward No. 4, Distt. Chaitanya, Nepal aged 34 Years, the Special staff of Central District has busted a racket involved in Human Trafficking and cheating on the pretext of “work visa” for South Africa and other countries. 47 Nepali passports, 5 Indian passports, cash Rs 8 lacs, Police clearance certificate of Nepal and three mobile phones have been recovered from their possession.

TEAM AND THE INCIDENT

A team consisting of SI Parmod Anand, ASI Gajendra, HC Brij Pal, HC Yashpal and Ct ombir was constituted under the supervision of Inspr. Satendra Mohan I/C Special Staff and overall supervision of Sh N. S. Ghumman, ACP/Operations, Central District, Delhi.

On 02.03.13, an information was received by HC Brijpal af Special Staff, Central District that two persons who are actively involved in Human Trafficking and impersonating them as employees of South African Embasssy, Delhi will come at Arakansha Road, Nabi Karim, Near Sanjeevani Hospital, Delhi at about 2 PM.

Accordingly, a raiding team was formed as above and a raid was immediately conducted at the place of information and at the instance of informer, two persons were apprehended whose identity was revealed as Khushbu Hamal Thakuri @ Raj Hamal s/o Narbahadur Hamal Thakuri r/o Vill Bharatpur-8 Dhanushah, Distt. Dhanushah, Nehal and Surya Karky s/o Mohan Karky r/o Vill. Ghatan-4 Megdi, PS Megdi Distt. Megdi, Nepal. On their search, 17 Nepali passports including 5 Indian Passports were recovered. On sustained interrogation, both disclosed that they are involved in trafficking of persons on pretext of ‘work visa’ and cheating innocent and gullible young persons who wants to go to African and European Countries. On questioning about passport owners, they also disclosed that they have detained five of them (Nepali citizens) in a hotel at Nabi Karim, Delhi for the purpose of cheating on the pretext of ‘work visa’. On this information, a raid was conducted in a Hotel of Nabi Karim and found five persons namely Top Bahadur s/o Likhat Bahadur r/o Vill. Bigihi, PS Bigihi, Distt. Baga Longa (2) Chakar Bahadur Adhikari s/o Bhim Bahadur Adhikari r/o Vill. Shiv Ganj-2, PS Shiv Ganj, Distt. Jhapa, Nepal (3) Sandeep Shresht s/o Dhan Bahadur r/o Vill. Khado, PS & Distt. Sindpal Chung, Nepal (4) Sujinder Thapa s/o Durga Bahadur Thapa r/o Vill & PS Panch Kanya, Distt Nuakut, Nepal and (5) Chet Prasad Sharma s/o Balram Sharma r/o Varirta, 05 Agrin Chowk, Dhadim, PS Salipamander, Distt. Dhadima, Nepal.

On interviewing, all the victims stated that they were brought to Delhi by another agent Maya Tawang through Airline and Buses and who assured them of work visa for South African Countries for Four to Five Lacs. They paid one Lac to Maya Tawang in Nepal. In Delhi, Maya introduced them to Raj Hamal Surya and Kamal who claimed as employee of South African Embassy. They assured work visa for South Africa from Delhi and asked for Rs. two lacs. They handed over Rs. Two lacs and their passports to accused persons. On assurance of work visa, accused persons made them to stay in a Hotel of Nabi Karim on 15.02.2013. After that, Maya returned to Nepal and Raj and his associates kept constant contact with them. Raj, during interrogation, claimed that he has worked in several Nepali Films so they belive on him blindly.

After lapse of 10 days, they asked another two lacs for work visa for which, they expressed their inability and asked to return their passports and given money but accused persons didn’t reply satisfactorily. Then, they came to know that they are being cheated. On the statement of Top Bahadur, a case vide FIR No. 40/13 was registered at PS Nabi Karim under the relevant provisions of Passport Act and IPC.

INVESTIGATION & INTERROGATION

On further investigation, Kamal was also arrested from his rental house at Ranjeet Nagar, Delhi and at his instance, 35 Nepali passports and cash Rs. 2 Lacs were recovered. At the instance of Raj Hamal, cash Rs. 6 lacs was recovered from his hotel room at Karol Bagh, Delhi

The preliminary investigation has revealed that they used to cheat innocent Nepali and Indian Citizens on the pretext of work visa in South Africa. Accused Surya and Kamal, used to impersonate themselves as Embassy Employees to obtain faith of the victims. For this purpose, they used the service of their sub agents in Nepal who used to introduce new victims. As per plan, they used to bring these victims to Delhi and made them stay in various Hotels after getting Rs. two to three lacs and passports. After that, they used to get medically examined and thereafter ask another two/three lacs. Thereafter, they disconnect their connections with victims and disappear. They used to charge 5 to 6 lacs rupees from their victims. It was further revealed that the racket also has contacts in Punjab, UP and other states also.

Further investigation/interrogation is in progress to unearth any other links of the racket and to establish the identity of other recovered passports.

He initially started direction in Film and after that played roles in Nepali Movies. During this, he came in contact with Surya who introduced him with Kamal and they started committing crimes.

(3) Kamal Chaudhary s/o Shobhal Chaudhary r/o Vill. Ratpur, Ward No. 4, Distt. Chaitanya, Nepal aged 34 Years is illiterate and residing in Delhi for last three years. He is operating this business for last three years.

Two auto-lifters arrested and six stolen motorcycles were recovered from their possession & instance

 With the arrest of three auto-lifters namely (1) Kuldeep s/o Sh. Balkishan r/o H. No. 116, Village – Bankner, Narela, Delhi, PS – Narela, Delhi (2) Ashok @ Socky s/o Sh. Jai Bir Singh r/o H. No. 1370, Gali No. 2-B, Swatanter Nagar, Narela, Delhi, “Narela Police” have recovered six stolen motorcycles from their possession & instance and solved six cases of M.V. Theft. TEAM

A team consisting of Inspr. Abhinendra, SHO/ Narela, ASI Devender No. 3119/OD,HC Bijender  No.  1116/OD,  HC Sukhbir  No.  468/OD,  Const.  Rajbir  No.  2971/OD,  Const. Vinod  No.  2159/OD,  Const.  Vikas  No.  1738/OD and  Const.  Satender  No.  2643/OD under close supervision of Sh. Rajiv Ranjan Singh, ACP/ Alipur was constituted and solved the six cases with the arrest of above mentioned accused persons and recovered six stolen motor cycle from their possession and their instance.                               

INCIDENT & INVESTIGATION:- 

the above team was formed to prevent & apprehend the culprits who commit the Motor Vehicle Thefts. In this regard the concept of basic beat policing was invoked and many known criminals including auto-lifters, thieves, robbers and snatchers were interrogated and their hide-outs were searched. During the course of this operation, the checking of vehicles was started intensively in the area.  On   26.02.2013   the   vehicles   checking   was   being   done   at   different   places   in   the jurisdiction of PS - Narela in connection with arrest of auto-lifters. During the course of checking one youth was stopped at Mangla Chowk, Narela, who tried to flee leaving behind their  motorcycle No. DL-6S-AC-1220 and was apprehended by Ct.  Vinod No. 2159/OD & Const. Rajbir No. 2971/OD (Checking Staff). On sustained interrogation the nabbed youth was identified as Kuldeep s/o Sh. Balkishan r/o H. No. 116, Village – Bankner, Narela, Delhi, PS – Narela, Delhi and the Motor Cycle found stolen vide case

FIR   No.   126/2013   dated   21.02.2013   U/sec.   379/411/34   IPC   PS   –   Narela,   Delhi.  Accused Kuldeep above was arrested in this case and taken two days PC Remand. 

During the course of investigation the accused person has disclosed that he had stolen more 4/5 M/Cycles from the area of Narela alongwith his associate Ashok @ Socky s/o Sh. Jai Bir Singh r/o H. No. 1370, Gali No. 2-B, Swatanter Nagar, Narela, Delhi, which they were planning to sell in U.P.  

In  the  follow-up  investigation M/Cycle No.  DL-08-S-NB-7319, Hero Honda Splendor – Black & Blue Colour, M/Cycle No. DL-8S-NC--7832 Bajaj Pulsar - Red Colour, M/Cycle No. DL-11S-E- 0553, Bajaj Pulsar - Black Colour, M/Cycle No. UP-14B-C - 3575, Bajaj Avenger – Black Colour, M/Cycle No. DL-8S-NC-2967 Bajaj Pulsar - Black Colour, were recovered from their possession & instances and both the accused persons were arrested in cases mentioned below and sent to Jail.
