14th, 2020 via virtual meeting due to COVID-19 gathering restrictions. 9 residents called into the

meeting.

CALL TO ORDER – President Frank Gerry called the July 14th, 2020 Prestbury Citizens

Association (PCA) board meeting to order at 6:17 p.m. after a discussion with the community

residents. Directors present were: Tom Brewer, Kathy Buzecky, John Osterman, George

Hauser, Tim Kanive, Doug Raskosky and Mike Krzus. Director Lindsay Yates could not attend

the meeting. Jeanette Catellier, from Associa Chicagoland, was in attendance.

A motion was made by Mike Krzus and seconded by George Hauser to approve the July 14th,

2020 agenda. The motion carried.

A motion was made by John Osterman and seconded by Mike Krzus to approve the June 9th,

2020 minutes. Motion carried.

PRESIDENT REPORT –

Dam Project - After a few logistical and weather-related delays, the final phase of dam construction has begun.

It is expected to take about a month to complete construction. Final landscaping will occur as a

last step and will be done in the September time frame to enable more suitable growing

temperatures and growing conditions.

Streets and Lights -

The planned road resurfacing project for 2020 has been largely completed. Resurfacing of two

North Buckingham cul-de-sacs, a portion of Winthrop New, and Ralph Judd Court were finished

in June. The project went well. It was contracted to J and J sealcoating and came in under

budget. One small patching area around a Cedar Gate mail box bank remains to be finished.

We also have had a recent resurfacing of the western end of Hankes out to Bliss Road by the

Sugar Grove Township. A big thank you to the Township for upgrading an important access

road in Prestbury.

Benefit of our transition to LED illumination for our streetlights has been noticeable. The

maintenance frequency for bulb replacement has dropped significantly along with the immediate

reduction of wattage demand.

CLUBHOUSE & OFFICE BUILDING – We are pleased that the clubhouse has re-opened

subject to limitations and guidelines issued under Phase 4 of Restore Illinois. Under these

guidelines, gatherings are limited to 50 people, users should practice social distancing, masks

are required except when seated. Tables must be spaced a minimum of 6 feet apart and the

facility must be cleaned and disinfected after each use. To facilitate compliance, we have set

up 8 round tables, 6 feet apart from each other, with seating for 50 people. Renters should not

put these tables and chairs away as they will be sanitized by our cleaning service after each

event. At the time of rental, the full list of guidelines will be provided. At the recommendation

of legal counsel, a liability waiver is now required to rent the facility.

COMMON AREAS

Mailbox and fence repair and maintenance are continuing.

The weed growth in the areas involved in the dam restoration have been cut back.

The signage areas at the East Hankes Road and Rt. 56 & Golf View Road entrances have been

cleaned up and replanted.

Planting beds at the mailbox areas of Judd Court and Green Hills Court have been cleaned up

and replanted.

The portable toilet at Hankes Road Park is again in place.

Mosquito spraying is continuing.

Mulching of the last 1/3 of the tree rings and beds has commenced as per our three-

year contract with our landscape company.

LAKES

The boat pad behind Fernilee and Hatherley Courts has been expanded. If it is convenient you

may like to move your boat from the rather overcrowded Cedar Gate Circle Boat Pads to this

newly expanded one.

The Cedar Gate Circle boat pads have been cleaned up and have had new sand installed.

The safety grate covering the Lake Prestbury Inlet at the Office/Cheshire Clubhouse has been

rebuilt and reinstalled.

Lake Prestbury has been lowered to facilitate final dam work. This Lake Level may fluctuate

over the next month as work continues. Some further lakeshore erosion prevention projects are

on hold till this is finished.

The Fish Census reports for Lakes Prestbury and Blackberry have been delivered. The results

show that no harm has been done to the Lake Prestbury fishery due to the dam improvement

project.

A summary of both fish survey reports follows:

Lake Prestbury Fish Census Summary

Daytime DC Electrofishing was conducted for a total of 38 minutes and the entire shoreline was

sampled on May 3, 2020.

The following is a summary and interpretation of the data from this fish survey. Over all, the

health and condition of the fish collected during the survey was good.

A total of 44 largemouth bass were collected that comprised nearly 12% of the overall collection.

Bluegill comprised 62% of the collection with 234 fish collected. Channel catfish (17), black

crappie (12), and hybrid sunfish (3) comprised the remaining game species for a total of nearly

8.5% of the collection.

Green sunfish (2), bullhead (6), gizzard shad (7) and common carp (52) are non-desirable

species and comprised nearly 18% of the fish collected. Non-desirable species compete for

food, space, and resources with the desirable game species.

Average relative length - weight for the game species of concern were mostly within objective

ranges with the exception of bluegill and black crappie. On average bluegill and crappie were

under weight for their lengths.

The largemouth bass fishery is missing several size classes, in particular the young of the year

bass that should have been spawned in 2019 and 2018. There is also one size group in the

older classes that were not observed at all.

Stocking Recommendations:

1) Normally, largemouth bass are capable of repopulating through natural spawning and

recruitment, however, there are several year classes of young bass missing. Stock 160

largemouth this fall (10 per acre) at 5” to 8” lengths and if available, 20 per acre (320) in the 2”-

4” length range. This should be done in 2020.

2) Due to the presence of large gizzard shad, stocking muskie can provide a predator capable

of eating those big shad and converting the biomass of shad into a desirable species. Muskie

are relatively expensive to purchase, but stock about 1 fish per acre (16) every other year and

monitor the fishery.

3) Age and growth studies on bluegill and crappie would provide better insight into the growth

rates and possible stunting on the lake. Consideration should be given to conducting these

studies during the next survey.

Stocking should occur in the fall as temperatures are dropping into the 50’s, but before early

winter.

Lake Blackberry Fish Census Summary

Daytime DC Electrofishing was conducted for a total of 28 minutes and covered the entire

shoreline of the lake on May 3, 2020.

A total of 4 species were represented during the survey of which 2 were considered important

game species, Largemouth Bass and Bluegill. The two other species were non-desirable green

sunfish and common carp . A total of 71 fish were collected.

The overall fish collection was low, with a lower than objective catch of bluegill. Largemouth

bass were missing the younger age groups. Bluegill were missing the younger age groups as

well as the larger size classes over 6” in length. Fish conditions for both bass and bluegill were

within objective range. Nearly 44% of the collection was comprised of largemouth bass and 52%

were bluegill. Fish collection could have been hampered by the weed growth in the Lake. Some

of the stunned fish could have remained under weeds instead of rising to the top.

Average relative weight for the game species of concern were all within objective ranges.

Stocking Recommendations:

1) If channel catfish are desired by the membership, the stocking of catfish every other year

would help create a fishery on Blackberry Lake. Catfish should be stocked at 8”-10” size range

or larger. The larger the catfish, the better their stock survival. Please note that a MINIMUM of

8” stocking size is required. Fish smaller than 8” are more likely to be consumed by other sport

species as prey. Stocking densities of 20 fish per acre (140 fish) is a good guideline.

2) Stocking largemouth bass is needed right now due to the lack of young of the year bass and

bass less than 10” in length. Stock 70 largemouth bass 5”-8” in length and 140 bass 2” to 4” in

2020.

3) Stocking large bluegill is also recommended. If bluegill are available that are 6” and over,

stock 200 individuals.

Stocking should occur in the fall as temperatures are dropping into the 50’s, but before early

winter.

PARKS / TRAILS / TENNIS COURTS –

PLAYGROUND and PARK UPDATE

All playgrounds were opened in late June with the following guidelines for all facilities:

No more than 50 patrons allowed on a playground at any given time

Visitors are encouraged to practice social distancing and wear masks

Avoid crowded playgrounds and minimize physical contact between kids

Outdoor playground equipment is not sanitized; use at your own risk

If you or your child feels sick or has any symptoms of COVID-19, stay at home

Wash hands with soap and water before and after playing or use hand sanitizer

Long Range Planning Parks and Trails

One of the top priorities identified during the long range planning survey was a need to upgrade

and improve our existing parks. We have requested recommendations and pricing for local

companies with responses received from one company and another will submit their results in

the next couple of weeks. These recommendations are being reviewed by the committee and

the committee choices will be shared with the community the next couple of months. Also, the

bridge system on the wilderness trail is under review to develop a safer crossing that will span

the marsh area on each end of the existing bridge and replace the existing structure with an

improved walkway. As these plans are finalized drawings will be available for viewing in the

office area and posted on the website. Our current budget should allow upgrading the park on

Winthrop New this year and we would plan to upgrade Hankes playground next year if funding

available and approved during the budget process at year end.

Tennis Courts

Two new tennis nets were ordered to replace the torn nets. Installation of one net has been

completed and the remaining net will be completed as soon as it is received from the supplier.

Last year the courts were resurfaced but there are some defects we are identifying for the

contractor to repair. Meetings with the contractor have been held on site to discuss these

conditions and the contractor has agreed to repair the defects. A complete list along with

photos is in process of being developed and will be submitted to the contractor by July 17th.

We would expect the repairs to be completed by the end of August depending on weather and

scheduling the repairs with the contractor.

POOL – The Board has spent a lot of time and energy preparing for the Prestbury Pool opening.

As noted, opening day is July 13. There has been a massive coordination between many

members of the PCA Board and our management team, our legal counsel, and Chicagoland

pool operations.

A PCA Pool Opening document was issued to the PCA community on July 10,2020. Within it

were our goals and objectives and a long list of necessary operating rules and space

information that we need to comply with to make the reopening a safe and successful endeavor.

In very short time PCA selected and adapted an on line registration website to fit our needs for

opening the pool. Initial feedback has been positive and the system is being used heavily. We

will adjust the system as our needs change.

As stated in the information sent via email, and the details available in the online reservation

system, all policies relating to the pool’s use in 2020 are being implemented consistent with the

current IDPH public health guidance, with the health and safety of all who use or work at our

pool as the primary focus.

Please help make the reopening of the pool a success with your help and cooperation.

SECURITY – Just a few reminders - please lock your cars if you park outside and keep your

garage doors closed. Also, street parking is not allowed all week between 1am - 6am, and

dogbone/shared parking is only allowed for 48 contiguous hours. We continue to report garage

doors open and people parking on the street, throughout the night.

TECHNOLOGY – PCA email was migrated to Office 365. Nicki’s new email address is

[email protected]. Please update your contact information. All other PCA Board email

addresses remain the same.

The new Prestbury.org website design and structure is currently being developed. If you have

anything you’d like to see on the new website, send me your ideas at [email protected].

A new email/newsletter distribution platform (MailChimp) was implemented, to facilitate higher

quality and faster email blasts to the community, with the many communications we needed to

send over the past month regarding the pool and related community meetings.

An electronic reservation system for the pool was developed and deployed rapidly, in order to

open the pool as quickly as possible for the season, once it was decided to open the pool for the

summer. We would not have been able to do this without the new wireless that was installed

over the winter.

Wireless internet is available at the PCA Office, Cheshire Clubhouse, and the pool. The wifi

password is posted in various locations. Enjoy!

SOCIAL & YOUTH- NO REPORT

UNFINISHED BUSINESS –

Lake Prestbury Dam Update - On track in week 1 of the 6 weeks in the remainder of project.

Weekly meetings with engineers and contractors are being held to ensure a timely finish to the

Dam project. Landscaping planned for September time frame.

NEW BUSINESS –

Motion to Approve Strang Snow Removal Proposal - Two bids were received for snow removal..

After an initial proposal, additional discussions with Strang took place and a new proposal in the

amount of $88,000/year for three years fixed, was made. A motion was made by George

Hauser and seconded by Tim Kanive to accept the proposal with Strang. Motion carried.

Fence Rails - A discussion point was made of split rail fences throughout the community that

have points where they are next to a private fence. This situation makes the split rail fence

maintenance difficult to upkeep. A reserve study was performed in 2017 that found Prestbury

has an estimated total of 20,520 ft., or about 3.9 miles, of Split Rail Fencing. The study

estimated that over the following 26 years we would spend an estimated $468,666 maintaining

and replacing this fencing. We have not lately been spending at this rate due to other temporary

ways being found to extend the lifetime of the fencing as maintained by Prestbury itself. Most of

the split rail already parallel and adjacent to homeowner fencing is along the west side of

Hankes Road, between Hankes Park and the Church property, measuring at approximately 575

ft. A motion was made by George Hauser and seconded by Tom Brewer to not spend any

money on maintaining or replacing split rail fencing that is parallel and adjacent to home owner

fencing, and will instead remove it when it starts to become unsightly. Motion carried.

EXECUTIVE SESSION - A motion was made by Mike Krzus and seconded by Tim Kanive to

move to executive session at 6:31PM. The motion carried.

A motion was made by George Hauser and seconded by John Osterman to return from

executive session at 7:17PM. The motion carried.

The next meeting of the PCA Board of Directors will be Tuesday, August 11th, 2020. The time

BOATS - Boat registration was due by June 1st, at a cost of $10.00 per year. After June 2nd, 2,

the cost goes up to $25.00 per year. Replacement stickers are available at the time of

registration if you are unable to read the numbers or it has been removed from your boat.

POOL – Pool ID pass photos are available at the PCA office between the hours of 8:30 A.M and

2:30 P.M. Monday – Friday

.

Hours 11:00am – 8:00pm Weather Permitting. Weather Policy is as follows; Thunder or

Lightning is heard or seen 30 minutes everyone out of the pool. 30 minutes restarts if additional

Thunder or Lightning is encountered. Notice has been posted in the display board outside of the

pool entrance.

The air temperature must be at least 68 degrees to open.

Any resident who does not have a pool ID card and wants to use the pool will need to come in

to the PCA Office to have one taken. Please remember, proof of residency is required.

Children that have turned 5 this past year will need to have a photo Identity pass made.

Children who will turn 11 years old by July 1st will need to have a new picture ID pass taken.

If you received a temporary card without your picture on it or require a replacement card, please

see Nicki in the PCA office.

Passes must be with residents at all times. Passes must be presented before entering pool. No

Entry without a Prestbury issued Identity pass. No Excuses will be accepted. Strict Rules apply.

LOT MAINTENANCE - Visual character and economic value of property in a neighborhood are affected by the quality of building and grounds maintenance. All owners shall keep all lots and premises owned by them, and all improvements therein or thereon, in good order and repair as determined by the PCA Board. Property owners and residents are responsible for properly maintaining the exterior of their residence, as well as fences, decks, and other structures on their lots. Required maintenance includes those actions necessary to preserve the appearance of the property and prevent deterioration. Materials that have deteriorated must be repaired or replaced. Examples of deterioration include, but are not limited to: peeling, fading, or chalking paint; siding or trim (including shutters, fascia, and flashing) that is severely faded, mismatched, broken, rotted, dirty, or dented; missing gutters or downspouts that are bent, sagging, or missing; and approved fencing that is broken, rotted, leaning, or missing. Lawns must be maintained in a manner that is in keeping with the ambience of Prestbury. Turf, including that on undeveloped lots, must be mowed before it exceeds 6" in height. Planting beds, shrubbery, driveways, and walkways must be properly maintained. Dead or dying trees and downed branches must be removed within 30 days, as outlined in the “Enforcement of Rules and Regulations.”

Grass clippings and yard waste must be placed in appropriate brown paper bags. No sticker is required. Brush & tree trimmings must be bundled and securely tied with twine or string not to exceed 4 feet in length, 2 feet in diameter and 50 pounds in weight. Individual branches contained in any bundle shall not exceed 4 inched in diameter. All rubbish, trash or garbage shall be kept so as not to be seen from neighboring dwellings and streets, and protected from animals, or kept in the garage. Neither garbage nor yard waste may be placed on curbs prior to 5:00 p.m. on the evening preceding the day of garbage pick-up. No Personal Garbage should be tossed out in the park garbage cans. Residents who pay for trash pickup with their assessments, please contact the PCA Office if you

will need to Dispose of large items.

Yard Waste Pick up runs the from the first Wednesday in April through the last Wednesday

November.

PARKING AND VEHICULAR RESTRICTIONS - Residents should make every effort to park their personal vehicles within their garage or on their driveway. Residents or their guests may use off-street parking areas for no longer than 48 consecutive hours. Residents or guests wishing to use off-street parking areas for longer than 48 consecutive hours must obtain permission from the PCA. Overnight parking (1:00 a.m. to 6:00 a.m.) on any street (including cul-de-sacs) within Prestbury is prohibited. LEASES, TENANTS, AND NON-RESIDENT UNIT OWNERS - All unit owners who do not reside in a unit owned by them shall provide the Association within 10 days of their departure, their permanent residence address and phone numbers where they may be reached in an emergency, both at home and at work. Any expense of the Board incurred locating a unit owner who fails to provide such information shall be charged back as a fine to that unit owner. Unless otherwise provided by law, any unit owner who fails to provide such information shall be deemed to have waived the right to receive notices at any address other than the address of the unit, and the Board shall not be liable for any loss, damage, injury, or prejudice to the rights of any such unit owner caused by any delays in receiving any notice. Any lease relating to a unit must be in writing, and all tenants shall be subject to all the terms, conditions, and requirements of the Prestbury Rules and Regulations and By-laws of the Prestbury Citizens Association. The unit owner, who enters into a lease of his or her unit, is responsible for providing the information regarding the tenant to the Association. ARCHITECTURAL STANDARDS – The Association has a complete set of Architectural Standards that must be adhered to for construction of new homes; remodeling of, or additions to, existing homes; any alteration of site drainage; or erection of any structure on the member's premises. The latter includes, but is not limited to, skateboard ramps, ice rinks, batting cages, tree houses, tree carvings, patios, decks, sunrooms, fences, and awnings as determined by the committee. Residents contemplating any of the above should request a set of Standards from the Prestbury Board Assistant and schedule a time to meet the Architectural Review committee prior to beginning any of the above actions. Residents of Sub-Associations may have their own set of Architectural Standards that must comply with PCA’s standards, but their standards may be more restrictive. Further, The Prestbury Architectural Review committee shall have the right to review all such plans and specifications and to accept the same or reject the same if, in the opinion of the committee, they are not suitable or desirable for aesthetic compatible or any other reasons as set forth within the standards as proscribe by the Committee or the Board of Prestbury. The Architectural Review Committee may or may not within its own purview request any applicant to seek input from residents residing contiguously to any site involved in any request for approval and the committee reserves the right to define and proscribe for the site location of any such request. Such plans, specifications, and request shall either be approved, disapproved or amended in accordance to the guidance provided by the Architectural Review Committee, Architectural Standard and any proscribed governing documents. The Architectural Review Committee may also take into consideration such additional issues as exterior appearance, consistency with existing neighboring structures, size, and proposed location. TENNIS COURT - To receive the code for the 2020 season, please, contact the PCA office by stopping in during Monday thru Friday 8:30am – 2:30pm or by calling 630-466-1576 or emailing [email protected]. Please have your Prestbury Photo ID number available to receive the new access code. If you do not have an ID, please come into the office to receive one. Please provide Proof of residency.

CHESHIRE CLUBHOUSE - Party dates to be canceled must be called in or e-mailed to the PCA Office immediately to open up the dates for other residents. STREET LIGHTS - outages should be reported to the PCA Office to the PCA office . MUSKRAT SIGHTINGS - report to the PCA Office with locations and photos if possible.

Assessment payments / Dues are not accepted in the PCA office or PCA mail box.

PETS/ANIMAL CONTROL No livestock (including poultry), horses, or more than two each of dogs or cats four months of age or older shall be kept or maintained on any lot or in any dwelling unit. Dogs and cats must be contained on the owner’s premises or on a leash in other areas. Residents walking pets on public streets or in common areas must clean up after their pets immediately and shall provide appropriate equipment for doing so (e.g., plastic bag and/or shovel). Pets are to be kept off private property, including empty lots. In accordance with Kane County animal control ordinances, every owner of a dog or cat four months of age or older must register that dog or cat with the county animal control department within 30 days after having that dog or cat inoculated against rabies, as required by law. Every owner of a dog or cat three months of age or older shall cause such dog or cat to be inoculated

against rabies by a licensed veterinarian at such intervals as have been established by the Illinois Department of Agriculture. When pets are found roaming within Prestbury, every effort will be made to identify their owners. If the pet's owner cannot be identified, Kane County authorities will be notified and the pet will be impounded to be retrieved by, and at the expense of, its owner. Line and Tap-Dancing Class meets every Monday at 6 PM in the Cheshire Clubhouse. No prior experience is necessary. You’re welcome to stop in and watch a class first or just join right in. PRESTBURY HELPING HANDS GROUP- Helping Hands is still looking for volunteers to help if someone in Prestbury needs a ride locally

for a doctor’s appointment, or to the grocery store, or just a friend to come visit if they’re alone

or to “sit” with someone when a family member must leave for an hour or two. We can also help

if someone has just come home from the hospital and needs some meals provided.

Please call or email Diane Allen to add your name to our list of volunteers waiting to help a

resident with a ride, meal, companionship, etc.

If you have a senior neighbor or friend in the neighborhood who you think could use the help of

the Helping Hands volunteer program, please pass Diane’s number on to them and we would
