INTRODUCTION

Civilsocietyrepresentsanunderusedresourcetoconfrontviolentextremism.Wecanoffera positive and nonviolent vision of our future together that can create an effectivealternativemessage in frontof thevoicesandgroups thatpromoteviolence.Civil societyneedstobesupported,protectedandempoweredtomakeaconstructivecontributiontoconfrontviolentextremism.

However, the good-willing positions expressed have not been followed by real on-the-groundmeasures to reinforce the civil society contribution topreventviolentextremism.Actually, there is a growing concern that states are interested in restraining the spaceofcivil society. In the name of fighting terrorism, governments have curtailed politicalfreedoms and imposed restrictive measures against human rights defenders and civilsocietyactivistsinmanycountries.Statessystematicallyinvokenationalsecurityandpublicsafetytoshrinkthespaceofindependentcivilsocietyactivities.Inmanycountries,speciallegislativeand regulatorymeasureshavebeenused tocrackdownonNGOsandactivistswhoadvocateforsocialchangeandcriticizegovernmentpolicies.Thesemeasuresmakeitmoredifficultforcivilsocietyactorstopromotehumanrightsandtoleranceasanessentialelementinthepreventionofviolentextremism.Itisessentialtomaintainandprotectcivilsocietyifwewanttoaddresstheconditionsconducivetothespreadofterrorism.

The following document aims to share good practices to prevent all forms of violentextremism in the Euro-mediterranean region, who have been classified both by thedifferent Goals of the OPEV Plan of Action as well as the 3 main regions of the Euro-mediterraneanregion.

1. EuroMeSCo Annual Conference "Confronting ViolentExtremismintheEuro-Mediterranean"

Activity:Researchersandpractitionersfrom22countriesdebatedthescopeofthethreatofviolentextremismintheEuro-Mediterraneanregion.

ObjectivesBuilding a EuroMediterranean approach in the prevention and countering violent extremism

policyformulationandresearch.PromotingaspaceforknowledgeexchangebetweenthetwoshoresoftheMediterranean.

Description

Theconferenceconsistedofplenarysessionsaswellassmallerworkinggroups.Plenarysessionsexplored how the Euro-Mediterranean region is affected by violent extremism, thespecificitiesofviolentextremismtodayandpossiblestrategiestocounterthephenomenon,aswell as the complexdrivers and root causesmotivating the radicalisationof individualsacrosstheEuro-Mediterranean.

Three differentworking sessions focused onmore specific issues. The first dealtwith the linkbetweenviolentextremismandgeopolitics,inparticularinSinaiandLibya.Thesecondonelooked into the complex nexus between violent extremism and populist, nationalist,islamophobicandauthoritarian trends.The lastonediscussedpolicy initiatives inLebanonandTurkeyinthefieldsofpreventingandcounteringradicalisation.

In the framework of the Annual Conference, over 30 young researchers and practictionersgathered in the Forum ‘Youth to Youth: How to Tackle Radicalisation of Young People?’where theypresented research strands and initiatives taken in various countries from theEuro-Mediterraneanregion, includingTurkey,Germany,Libya,UK,SaudiArabiaandEgypt,tocounteryouthradicalisation.

EuroMeSConetworkwouldliketoconveytopolicymakersandstakeholdersofthe43memberstatesoftheUnionfortheMediterranean,includingthe28memberstatesoftheEuropeanUnion.

DescriptionThe conference consisted of three blocks. In the first one, Diego Muro (University of St. Andrews,

CIDOB), Rik Coolsaet (University of Ghent) and Bibi Van Ginkel (Clingendael) discussed the threat of

violentextremismandtheinstitutionalresponsesinEurope.

In the second block, Toby Harris (House of Lords), Thorleif Link (Aarhus police), and Lorenzo Vidino

(GeorgeWashingtonUniversity)discussedbestpracticesandevidence-basedpoliciescarriedoutatthe

locallevel.Inthethirdone,DanielHeinke(BremenStatePolice)analysedthecities’tendencytodevelop

coordinatinginstitutions,whileDanielKoehler(CenterfortheCoordinationofthePreventionNetwork

against (Islamic) Extremism in Baden-Württemberg (KPEBW)presented tools to evaluate prevention

programmes at the local level. Finally, Marije Meines (RadicalisationAwarenessNetwork - RAN)

discussedthebuildingblocksofaEuropeanplantocounterradicalizationandviolentextremism.

TimWilson (Handa Centre for the Study of Terrorism and Political Violence at the University of St.

Andrews)providedtheconcludingremarksontheroleofcitiesinpreventingviolentextremisminurban

environments.
