Municipality of BraşovThe Municipality of Braşov is a legal person of public right, carrying out its activity in compliance with Law no. 215/2003 regarding the public administration.

The Municipality of Braşov has a functional organizational structure, which allows complex activities, such as applying for financing and implementing projects addressed to the citizens of Braşov City.

ensuring the relationship with the European Fund for Urban Safety; elaborating the pilot programme together with the other partners in

„Grundtvig” project; launching the pilot programme in Braşov area; coordinating the implementation activities of the pilot programme

until the termination of the „Grundtvig” project.

Tasks in the partnership:

Social Services Department

The Social Services Department functions under the authority of the City Council of Braşov and implements at the local level the social protection measures in the areas of protection of the family and child, as well as of the elderly and special needs persons.

Tasks in the partnership: carrying out a social investigation of former detainees at the request

of the Codlea penitentiary; providing counselling and information services of convicts released

conditionally in order to access the social benefits they are entitled to;

cooperating with the following agencies and NGOs in order to support the former detainees to reintegrate in the society:

- Employment Agency for placing on the labour market- Population Bureau for issuing new identification documents- Agapedia Foundation for offering financial and material aid- Association for Urban Safety for psychological or legal

counselling services monitoring the situation of conditionally released individuals once every 3

months and drafting a quarterly report.

The Local PoliceBraşov Local Police Department is an institution under the subordination of Braşov Local Council. It was set up according to Law no 371/2004, having the main mission to ensure the public order and to provide guarding of public and private interest assets and goods of the Municipality of Braşov.

Tasks in the partnership: making visits at the residence of

persons released from the prison on probation, at the request of the Social Service Department;

ensuring permanent assistance to the Centre for Homeless in order to prevent persons who are released from prison and sheltered in the Centre from anti-social acts;

carrying out examinations at the residence of individuals under investigation and who are no longer under preventive arrest.

Centre for the Homeless

The target group of the Centre is the homeless adults, persons who do not possess a home and live on the street (parks, markets, abandonedbuildings, etc.) or in temporary shelters, as well as persons in a crisis situation (psychological, relational, health, social, legal) determined by the lack of a shelter or by the impossibility of affording one.

TO WHOM WE ADRESS? -adult homeless persons;- young aged over 18 coming from orphanages;- old homeless persons who do not have access to the existing centres for old.- persons released from the Penitentiary.

Tasks in the partnership: providing accommodation for a limited time period; day centre; providing social, psychological and professional counselling; offering support for obtaining the ID papers and the legal rights; providing primary medical assistance, sanitation, disinfections and meals.

Codlea Penitentiary

The Maximum Security Penitentiary Codlea is a complex institution which safeguards the security of the convicts, as well as providing services for the reformation and re-socialization of the detainees, representing a last-resort social-curative effort.

Tasks in the partnership:

counselling and information services for the detainees prior to the their conditional release;

drafting a file containing an assessment of each individual detainee, to be transmitted to the Social Services department and Child Protection Agency after the conditional release;

collaborating with the Romanian Scout Organization and the Agapedia Foundation on projects aiming to improve education and development of the individuals, and to prevent reoffending.

Association for Urban Safety and Mediation

The Association for Urban Safety and Mediation (ASUM), established in 2006, is an autonomous, non-governmental and non-profit entity. Its area of activity is that of promoting and safeguarding the fundamental human rights, as stipulated by the Romanian Constitution and the relevant international treaties and charters.

Tasks in the partnership: providing psychological and educational counselling, as well as legal aid by specialized staff; within the framework of the programme “Liberty – Responsibility”,the ASUM staff carry out meetings between students from various Brasov high schools and selected inmates in order to prevent child delinquency and to facilitate the social reintegration of inmates.

County Agency for Labour Force Employment

Brasov County Agency for Labour Force Employment is a public institution with legal personality which offers free services to both individuals and firms aimed at balancing the supply and demand on the labor market.

Tasks in the partnership: co-operating with the Social Services Department for maintaining a

database with the jobseekers; providing information about the existing job training and retraining

opportunities, as well as consultancy for starting up a business; co-operating with the Agapedia Foundation and the Diaconia

International Aid Association in order to provide financial assistance to recently released individuals that find themselves in a difficult material situation;

co-operating with the Romanian Scout Organization for organizing job training activities in the framework of the program “Youth for a Better World” .

General Directorate for Social Assistance and

Child ProtectionThe General Directorate for Social Assistance and Child Protection ensures the implementation of the social policies concerning the child and family protection at the Brasov county level, as well as that of the old and persons with special needs.

Tasks in the partnership: carrying out a social investigation of former detainees at the request of

Codlea penitentiary; carrying out assessment visits at the residence of the potential

beneficiaries of social assistance; providing counselling service and establishing groups of support for the

social reintegration of the beneficiaries, in order to prevent the occurrence of reoffending.

Diaconia International Aid

Diaconia International Aid Association is a humanitarian-Christian organization which assists children, families or other persons in need and difficult situations, in order to improve their life conditions and to prevent children institutionalization and school abandon. The association has been functioning in Brasov since 2000 and it provides two social services accredited by MMFPS: the Daycare-Centre for children originating in families in risk situations and the Information, Support and Counseling Program.

Tasks in the partnership: providing financial and

material assistance, limited to the available resources, to recently released convicts;

providing information and counselling service to the former convicts and their families.

Agapedia FoundationAgapedia Foundation was established in 1995, having the goal to improve the quality of children’s and their families’ life in difficult social conditions. The foundation offers social services and medical assistance, as well as training opportunities to people involved in this policy field.

Tasks in the partnership:

providing financial and material assistance to the beneficiaries of the programme;

providing family planning services, as well as counselling and free medical consults;

providing free distribution of contraceptives and information sessions in order to improve parenting standards in targeted families.

Romanian National Scout Organization “Virgil

Oniţiu” Braşov BranchThe Romanian National Scout Organization “Virgil Oniţiu” Braşov Branch is a movement for youth that contributes to their development through physical and social education, in order to create more responsible citizens.

Tasks in the partnership: including in their regular activities, such as hiking trips or environmental

cleaning projects, individuals who have served a prison sentence; co-operating with Codlea Penitentiary for the implementation of the project

“International Award in a Penitentiary”; implementing the project “Youth for a Better World” comprised of job

training, educational or leisure activities addressed to 350 current or former inmates at the national level.

Reformed Church “Casa Speranţei”

The Reformed Church “Casa Sperantei”Brasov is active in the field of social protection through its program for “Combating and Preventing the Domestic Violence”. Through this program, the Reformed Church offers specialized assistance such as psychological counselling, legal advice, medical aid, and temporary shelter. The church also runs prevention programs through community information and education campaigns.

Tasks in the partnership:

In the framework of the partnership, the Reformed Church receives referrals from the other partners of possible cases of domestic violence. Following the referral the Church evaluates the situation and intervenes with the specific tools available.
