Dear Parent Starting school is a big milestone in every child’s life, and we know how important it is for you to have the right information to help decide which primary school you would like your child to attend. This booklet explains the process of applying for a reception place and provides information about all the primary schools in the Royal Borough of Kingston upon Thames. The Government now requires every local council to co-ordinate admissions to maintained primary schools in its area. This means that each child who applies for and qualifies for more than one Kingston upon Thames primary school place, will be offered a single school place. Kingston Council has already been operating this system successfully for a number of years. All our primary schools are committed to providing a high quality of education and excellent learning opportunities for children. They aim to develop the whole child in his or her knowledge, skills and understanding, and in his/her physical, social, moral and artistic development. Each school produces its own booklet for parents, in addition to this borough booklet. We recommend that you ask the schools you are interested in for a copy of their booklet (or prospectus). This will tell you more about the character, the curriculum and the achievements of each individual school. Types of school in Kingston upon Thames • Community schools

Community schools are owned and maintained by the Council. At community schools, the Council sets the admissions policy, including the criteria used for allocating places at schools that receive more applications than they have places. The criteria are the rules we follow when this happens. See pages 27 and 28 for a detailed description of the criteria we use.

• Voluntary aided (Church) schools

Voluntary aided (Church) schools are maintained by the Council, ie we pay the teachers’ salaries and the day to day running costs of the schools, but generally the buildings are owned by a church. Some schools are Roman Catholic (RC) and some are Church of England (C of E). In voluntary aided schools the governing body sets the admissions policy and criteria. See pages 33 to 38 for a guide to each school’s individual criteria.

• Foundation schools

Foundation schools are also maintained by the Council, but the governing bodies of foundation schools own the school buildings and sites. They are responsible for admissions and set their own policy and criteria. St Luke’s C of E Primary School is the only foundation primary school in Kingston upon Thames. See page 37 for details of its admission criteria.

• Independent schools

A list of independent (private) schools in Kingston upon Thames is available from the Admissions Office at Guildhall 2, Kingston upon Thames KT1 1EU Tel: 020 8547 4610. To apply, contact the independent school direct for further details and an application form. Kingston Council does not pay for any primary school places at independent fee paying schools, except when an independent school is named in a child’s Statement of Special Educational Needs. Age range of schools • Infant schools

Infant schools provide education for children aged four to seven years. Most infant schools have nursery classes attached to them which cater for children aged three to four, ie in the school year in which they become four, in part-time classes. If you want information about nursery admissions, please phone the Admissions Office on 020 8547 4610 for our separate booklet on nursery admissions. The first year of infant school is called the Reception Year, for children who become five during that year. Years 1 and 2 then follow for children who become six and seven during these years.

• Junior schools

Junior schools provide education for children aged seven to 11 years. They cover four school years, Years 3 to 6.

• Primary schools

Primary schools provide education across the whole primary age-range of four to 11 years. They cover the Reception Year and Years 1 to 6. Most primary schools have nursery classes attached to them for children aged three to four. Children transfer to secondary school at the end of Year 6.

Starting school

Step 1 Understanding the admissions process

• Co-ordinated Admissions Following recent Government regulations, every local council is responsible for co-ordinating admissions to maintained primary schools in their area. This is to ensure that, where possible, every child receives one offer of a place at a local primary school. Here, in the Royal Borough of Kingston upon Thames, we have been successfully operating this system for several years.

You will complete one application form for your child, naming your three preferred schools in Kingston upon Thames. This form is known as the common application form. Alternatively, you can apply online. There is more information about this on pages 24 and 25. We hope to be able to offer your child a place at one of your preferred schools. Each application will be individually considered using the school’s published admissions criteria. If your child meets the criteria for more than one of your preferred schools, we will offer you a place at the highest preferred school. If you live in the Royal Borough of Kingston upon Thames and it has not been possible to offer your child a place at one of your preferred schools we will, if possible, offer your child an alternative school place at your nearest local community school. This may happen because there have been more applications than places available or because your child has not met the admissions criteria of any of the schools you have named. If this happens and you live in another Council’s area, we will advise you to contact your own Council for advice on local schools with places.

• Equal Preference System

All the community schools and most church schools operate an ‘equal preference’ system, which means that your application for each school will be considered according to the published admissions criteria only and not according to the order of preference you have placed the school on your common application form.

• First Preference First System You should note that some church schools are operating a ‘first preference first’ system which means that they will give priority for admission to children whose parents have named their school as first preference (followed by second preference then third preference).

• How this affects your application It is important that you name your three preferred schools in the order that you prefer them. This is because you will be offered the highest preferred school your child qualifies for. If you live quite close to your three preferred schools, you may qualify for all three under the distance criterion. If this happens, we will offer you the school you named as your highest preference.

The order of preference given on your common application form will only be revealed to the church schools operating a ‘first preference first’ system as they will need this information to apply their admissions criteria. No schools will be told which other schools you have applied for. When children start school in Kingston upon Thames Our admissions policy enables children to start at an infant or primary school in the September of the school year in which they will become five years of age. Children reach compulsory school age at the beginning of the term following their fifth birthday. Compulsory school age means the age when a parent is legally required to make sure that their child attends school (or is educated otherwise than at school). Children can attend full-time at all Kingston upon Thames infant and primary schools from the start of the term in which they become five. The table below explains what this means. The term dates given are the standard ones used in law for this purpose; they are not necessarily the actual term dates in any year. If your child’s fifth birthday is between 1 September 2007 and 31 August 2008 (ie born between 1 September 2002 and 31 August 2003), then they will be able to start school in September 2007. This will be either full-time or part-time, according to the term when your child becomes five – see the table below. Part-time attendance means your child will attend school for half a day, either the morning or the afternoon - the school will let you know which of these apply. Full-time attendance means your child will attend all day. The pattern of part-time and full-time attendance in a child’s first year at school, depending on their date of birth, is shown in the table below.

* The Council has given governing bodies of all infant and primary schools two options to offer to parents:

(a) They can admit spring-born children (ie children born between 1 January

and 31 March) full-time from the start of the Autumn Term (instead of at the start of the Spring Term); and/or

(b) They can admit summer-born children (ie children born between 1 April

and 31 August) full-time from the start of the Spring Term (instead of at the start of the Summer Term).

Each governing body makes these decisions for its own school and if it decides to offer one or both of these options, it must give individual parents the choice of part-time or full-time education.

Requests to start full-time early

Children cannot start full-time any earlier or later than shown unless the Director of Learning and Children’s Services (in the case of community schools) or the School Governors (in the case of voluntary aided and foundation schools) consider that there are special circumstances. Any requests should be put in writing and given to the Headteacher of the school concerned, who will ensure your request is passed on for consideration. Reasons such as fitting in with parents’ work arrangements or childcare arrangements cannot be considered as special circumstances.

Step 2 Deciding which schools to apply for The decision about which school you would like your child to attend is an important one. To help you decide you should gather as much information as possible by:

• Reading this booklet Make sure you read this whole section about starting school. Also, look at the map that shows you where the schools are so you can see which schools are in your area.

• Considering these questions

o Do I want the nearest school?

o Do I want a large school or a small school?

o What can the school offer that is different to other schools?

o Is there a breakfast club at the school and/or any after-school care arrangements?

o Do I want a community (ie non-church) school, or a Church of England

• Think carefully about your preferences You need to be realistic in making your preferences. This is because you may not receive an offer at any of your preferred schools if your child is unlikely to meet the criteria eg if you live too far away from the schools. You also need to think very carefully about the preference order you put your schools in and make sure you have put them in the order you prefer. This is because your child’s name will automatically be kept on a higher preferred school’s waiting list if unsuccessful in your application. However, your child’s name will automatically be removed from any lower preferred schools if your child qualifies for a higher preference.

• Looking at school prospectuses

In addition to this booklet, you can get a free copy of each school’s prospectus or information booklet direct from the school, which will include much more detail. The church school prospectuses will also give full details of their admissions criteria.

• Visiting schools You can ask questions not answered in the school’s prospectus at the special open mornings or afternoons that the schools hold for parents. Phone the schools you wish to visit to ask on which days these will be held. You are welcome to visit more than one school before you decide on your preferred schools. If you cannot visit on the arranged date, you may be able to arrange another date with the Headteacher.

• Looking at performance tables and Ofsted inspection reports Performance tables (Key Stage 2) are produced for all schools nationally by the Department for Education and Skills (DfES). These can be viewed on Kingston Council’s website: www.kingston.gov.uk and the DfES website: www.dfes.gov.uk/performance tables. When comparing test results it is important to remember that these can vary each year in any school, as the overall abilities of pupils in different year groups in a school can vary. You can ask to look at copies of inspection reports, produced by the Office for Standards in Education (Ofsted) at your library or at www.ofsted.gov.uk. This information is also available on the Council’s own website at www.kingston.gov.uk.

Finally remember: Make sure you name three preferred schools on your application form, in order of preference, to maximise your chances of being offered a place at a school you prefer. You have the right to express a preference for any school, but there is a limit to the number of children that a school can admit, so it is not possible to guarantee your child will receive an offer of a place at a preferred school. However, because each of your school applications will be considered separately, your child may meet the admissions criteria for one or more of your preferred schools, providing you have made realistic preferences. If your child qualifies to be offered a place at more than one school, we will offer you the highest preferred school.

Please note that many schools in this borough are very popular and will receive more applications than the number of places available. Headteachers will be able to advise you about the likelihood of this on the basis of recent years’ experience. The list of schools on pages 10 to 15 shows (in the end column) the number of applications received by the closing date last year. The number of applications includes parents who named the school as their first, second or third preferred school. Step 3 Applying for places

• How to apply You should get a common application form, available from any infant or primary school or from the School Admissions Office Tel: 020 8547 4610.

o Fill in the form naming your first, second, and third preference of school, but make sure you only name schools in the Royal Borough of Kingston upon Thames. Do not name any schools outside of the borough or any private schools.

o If you have a child already attending your preferred school or paired

junior school, make sure you give that child’s details on the form.

o If you have a particular family, social or medical need for your child to attend one of your preferred schools and you want this to be considered, make sure you enclose evidence to support your request.

o If you are applying for more than one child e.g. twins, you must

complete a separate common application form for each child.

o If you are naming a church school as one of your preferred schools on your common application form, please make sure you also complete the school’s own extra form, known as the supplementary information form. Please see the paragraph on page 26 ‘Applying for church schools’.

• Applying Online This year for the first time you can apply online for a primary or infant reception class school place. The online application system is easy to use and will guide you through each step. The advantages of applying online are:

o You can view your application and make changes right up to the closing date which is Friday 26 January 2007

o You will receive an immediate acknowledgement that you have

You will still need to send proof of your home address to School Admissions, Learning and Children’s Services, The Royal Borough of Kingston upon Thames, Guildhall 2, Kingston upon Thames KT1 1UE. This should be a copy of your most recent Council Tax statement or utilities (gas or electricity) bill, clearly marked with your child’s name and date of birth.

You should not complete the common application form if you apply online. However, if the schools you are applying to require a supplementary information form you will need to complete this and send it to the address stated on the form. You can also download these forms.

If you do not have internet access at home and you would like to apply online, you may visit your local library or, if your child currently attends a school nursery, ask about facilities available to use there. • When to apply

o Closing date You should return your common application form to School Admissions, Learning and Children’s Services, Royal Borough of Kingston upon Thames, Guildhall 2, Kingston upon Thames KT1 1EU to be received no later than the closing date of Friday 26 January 2007. We do not offer places at schools on a ‘first come, first served’ basis, so early applications do not receive priority. We consider all applications received by the closing date, at the same time.

o Late applications

Any applications received after the closing date eg from a parent who has only just remembered to apply, will only be considered after all those received by the closing date unless there are exceptional circumstances. Any such requests would have to be supported by a professional such as a social worker or a doctor and would need to be received by 20 February 2007 in order to be considered.

o Applications from families who move into the area after the closing date Families who move to this area after the closing date but before 20 February 2007 and can provide documentary evidence to confirm this, will have their applications treated the same as those applications received on time. However, these applications will need to be received by 20 February 2007. Applications from parents who move in after 20 February 2007 will only be considered after those received by the closing date.

• Applying for church schools To apply for a church school place you must name the school as one of your preferred schools on the Council’s common application form. You will also need to complete an extra form, known as a supplementary information form, because church schools need additional information to apply their admissions criteria. This completed supplementary information form must be sent direct to the school to be received no later than the closing date of Friday 26 January 2007. Make sure you complete a supplementary information form, as well as naming the school on your common application form, as your application for the school may not be given full consideration without it. Also check if the church school you are applying for is operating a ‘first preference first’ policy. If it is, and this school is your first preference for your child, make sure you name it as your first preference on your common application form to give your child the best chance of being offered a place there. Unlike community schools, for which the Council’s single set of criteria for admissions is used, each voluntary aided and foundation school is responsible for its own admissions policy and sets its own criteria for admissions. These are particularly important if the school is oversubscribed, ie if there are more applicants than places available. A summary of criteria for all the individual church schools is listed on pages 33 to 38. This is only a guide. Please make sure that you fully understand the school’s admissions criteria published in their own school prospectus before naming the school on your common application form.

• Applying for schools outside this Borough

You can apply for schools outside this Borough and you may want to do this, particularly if you live close to the boundary of another council area. You will need to contact the other council’s education office for their admissions policy and common application form. Contact details of neighbouring council’s education offices can be found on pages 52 to 62. Kingston Council is not able to apply on your behalf to other councils. Do not include any preferences for schools that are in other council areas on the Kingston upon Thames common application form. All the schools within approximately three miles of the Kingston upon Thames borough boundary are listed on pages 52 to 62 of this booklet, together with the surrounding council areas’ closing dates for application. As you may not get an offer at your preferred out-of-borough school, you are strongly advised to complete a Kingston upon Thames common application form as well.

• Applications from families living outside this Borough If you live in another council area and want to apply for schools in this area, you do this by completing a Kingston upon Thames common application form. However, you should remember that one of the criteria used in cases where a school receives more applications than it has places available is the distance between your home address and the school. Borough boundaries are not taken into account because this is against the law, but you might still live too far from the school to be offered a place. You should follow the same procedure as for Kingston upon Thames parents and submit your common application

form by Friday 26 January 2007. As there is no guarantee you will be offered a school in the borough, it is important you complete an application form for schools in your own council area. Contact details of neighbouring council’s education offices can be found on pages 52 to 62.

• Children who have Special Educational Needs

o Children with a Statement of Special Educational Needs

If your child has a Statement, they will be offered a place at the primary or infant school named in their Statement (if one is named) in accordance with the Education Act 1996 and the Special Educational Needs Code of Practice. Similarly, an assessment placement at a particular school considered most suitable for your child’s needs can be reserved pending the outcome of the statutory assessment. Please see page 49 for further information.

o A child undergoing an assessment of special educational needs

If your child is undergoing an assessment and you do not know what the outcome will be by the closing date of application, Friday 26 January 2007, you should apply in the standard way as outlined on pages 24 to 30. If a particular school is later named in your child’s Statement of Special Educational Needs, a place will be provided automatically for your child at that school.

• Admissions Criteria for the Community Infant and Primary Schools

If there are more applications received for a community school than there are places, the following criteria will be used to work out which children can be offered places, in this order of priority (after taking account of any children for whom the school is named in a Statement of Special Educational Needs):

(i) places will be offered firstly to Looked After Children ie children who are looked after by a public authority and are in public care. Applications made under this criterion must be accompanied by details of circumstance and professionally supported evidence (eg from a social worker);

(ii) places will then be offered to children who have a brother or sister,

including an adopted, step- or foster- brother or sister, living at the same address and attending the same school (or the paired infant or junior school) at the time of admission;

(iii) places will then be offered in cases of particular family, social or

medical need (which must be described on the application form and then be verified) which makes the school concerned the most suitable one for the individual child;

(iv) the remaining places will be offered to children who live nearest to

the school, as measured using the shortest approved walking route. All distances will be measured using the Council’s computerised Geographical Information System. For Ellingham Primary School (in

Chessington) only, a child living in the Malden Rushett area will have priority over children who live nearer to the school but outside that area.

These criteria will be applied to every application for a community school whether named as a first, second or third preference on the common application form. These same criteria are used to draw up the waiting list for the school. The distance from home to school, criterion (iv), is used as a ‘tie-breaker’ if there are more applications than places available under criterion (i) ‘looked after children’, criterion (ii), ‘brother or sister attending the same school’, or criterion (iii), ‘particular family, social or medical need’.

• Brothers and sisters (including adopted, step- or foster- brothers or

sisters If you have a child currently attending your preferred primary, infant or paired junior school (including the school’s own nursery class) who will still be attending in September 2007, make sure you give that child’s details on your common application form. Infant schools and their paired junior schools are listed below:

• Particular family, social or medical need You need to show why your preferred school is the most suitable school for providing what your child needs and you must submit supporting evidence for this to be considered. Make sure you note this on your common application form and support your case with evidence from a doctor, social worker, educational psychologist or other professional, which should be included with this form.

You can put your documentary evidence in a sealed envelope and mark it for the attention of ‘The Primary Schools Admissions Officer’. We will treat any information given in the strictest confidence. It may not be possible to take the medical or social needs into account if you do not supply evidence. We do not consider reasons such as convenience for your place of work, nearness of a child minder, or previous family connection to be strong enough to be considered under this criterion. We will only give admission on medical grounds if these are of such a serious nature that the preferred school is clearly the most suitable one. We do not consider a common medical condition such as asthma, which can be dealt with in all schools, as a reason for offering a place on medical grounds. The Director of Learning and Children’s Services will consider the merits of each individual case in deciding to allocate any places under this criterion.

• Distance from home to school If your application is likely to be considered under the ‘children who live nearest the school’ criterion, try to access whether you live close enough to the school for your child to qualify for a place. The final ‘cut-off’ distance for admission to community schools that regularly receive more applications than places is given in the table on pages 22 and 23. However, this is only an approximate guide as the cut-off distance can vary from year to year. Even if you live within the cut-off distances for the last few years, there is no guarantee your child will qualify for a place.

• Children currently attending a school nursery

Priority is not given to children who attend the nursery class in the same school. This is to ensure that parents who place their children in other kinds of nursery, or do not use a nursery, are treated fairly for a school place for their child. Whatever nursery a child attends, parents must complete a common application form for a primary/infant school place in any Kingston upon Thames school. Your application to any community infant or primary school will be considered using the admissions criteria listed on pages 27 and 28.

• Change in circumstances If there is a change in your circumstances after you have submitted your application and you think this may affect your child’s school application, please contact the Admissions Team on 020 8547 4610 for advice.

• How your address affects your application

o The address you give on your common application form must be the one that your child normally lives at on the closing date for applications. We will not accept a business address, the home of a relative, or a childminder’s address.

o Temporary addresses, for example because your permanent home is

undergoing building works or because you are having domestic difficulties, will not be accepted. However, an address that is temporary because you have had to move to the Kingston upon Thames area from abroad or another part of the country may be accepted. Where this is the case, contact the Admissions Office 020 8547 4610 for advice and information before submitting your application.

o You must include proof of your home address by providing a copy of

your most recent Council Tax statement or a utility (gas or electricity) bill.

o If your child spends time at two addresses you should use the main place of residence, and this may need to be verified.

o We will not accept possible future addresses as a basis for allocating school places. If you change your address before 26 January 2007 and have already submitted your common application form, please send in proof of your new address so that your common application form can be amended.

o If there are any doubts about the information you give, it will be checked. If you use an incorrect address this will be considered an attempt to obtain a school place on the basis of false information. The Council will withdraw any offer of a school place if it is discovered that you have given an incorrect address.

• Circumstances where you are able to apply in advance of your move

o If you are an HM Forces family or any other UK Crown servant family returning to this country from a posting overseas or you are being posted to this area from another part of the UK, or if you are a UK family returning to your home in Kingston upon Thames from temporary employment abroad, you can apply for a school place up to four months in advance of your return. This is providing you supply documentary evidence from your employer of your exact date of return and can verify your address here. To be able to apply by the closing date of application (26 January 2007), you must be returning no later than the end of May 2007. If you are only arriving at the end of August 2007, the earliest you could apply would be the end of April 2007. In any event, if a place is available to offer your child, it will be reserved for them. If a place is not available, your child’s name can be added to the waiting list(s) using your local address.

o If you are a Kingston upon Thames family adopting a child, you can apply for a school place up to four months in advance of the child coming to live with you. Formal confirmation of the adoption is required from the Social Services authority concerned.

• Measuring home to school distances The distance from home to school is measured from a point in the centre of the property to the nearest school gate. The distances are measured by the Council’s computerised Geographical Information System, which is consistent for all applicants. The routes used for this are all paved and lit and are designated public rights of way.

Step 4 Being offered a place We will ensure that your child will be considered for every school named on your common application form using the admissions criteria for that particular school. For any community schools you have named, we will follow the listed criteria on pages 27 and 28 and for any church schools you name, the school governors will apply their individual criteria using any extra information you have been asked to provide on a supplementary information form. If your child meets the admissions criteria for more than one of the schools named on your common application form, we will offer you the highest preferred school.

If your child does not qualify for a place at any of your preferred schools and you live in the Royal Borough of Kingston upon Thames, we will, if possible, offer you a place at the closest local community school to your home address with a vacancy. Many of you will receive an offer for your child at the highest preferred school you named on your common application form. Unfortunately, we cannot guarantee that all of you will get an offer of a place at one of your preferred schools, particularly if you have named three schools that regularly receive more applications than places and your child has not met the admissions criteria.

• Your application outcome

o On 19 April 2007 we will send you a letter by first class post showing the outcome of your application.

o If we have not been able to offer you your highest preferred school, we

will explain why your child is not being offered a place at that school or any other higher preferred schools named on your common application form. If you have not been offered any of your preferred schools, we will also explain why this has happened.

o The letter will also advise you about your statutory right of appeal

against the decision(s) to refuse your child a place at any of the schools to which you applied. The appeals process is explained on pages 47 to 49.

o A reply slip will also be enclosed, on which you must state whether or

not you are accepting the place offered. This reply slip should be returned to the school you have been offered by 9 May 2007. If you have been offered an alternative school which is not one you named on your common application form, you will be advised to return the slip to the Local Authority by 9 May 2007.

o Your child’s name will automatically be on the waiting list of any higher

preferred school your child has not qualified for. Similarly, your child’s name will automatically be removed from any lower preferred schools you have named if you have been offered a higher preference. You can make a written request to have your child’s name added to a lower preferred school’s waiting list. You can also make a written request to have your child’s name added to a school’s waiting list you did not previously name. However, your child’s name will only come after all those children for whom the school was named as a higher preference.

• Waiting lists for community schools

From 9 May 2007 we will reoffer any community school places that may have become vacant since 19 April 2007, giving priority to children unsuccessful in their application and strictly in accordance with the schools’ admissions criteria.

The waiting list will automatically consist of the names of unsuccessful applicants who have not had a higher preference offer. This list will be held in criteria order and will include any late applications. Names of children who have had a higher preference offer, or who did not originally name the school as a preference, can be added to the waiting list. However, these names will be added to the list after the names of children for whom the school remains a higher preference. This list will also be held in criteria order. From 1 September 2007, all names will be held on a single waiting list in criteria order only.

• Waiting lists for church schools Each church school will manage its own waiting list and make further offers after 9 May 2007 as vacancies arise. As these schools have their own individual admissions policies, you may find that they operate their waiting lists in a different way to the Council. Details are available from each school.

Parents wishing to apply to any Church of England (C of E) school or Roman Catholic (R C) school must make sure they contact the school direct to obtain a prospectus. This will give you further details of the admissions criteria the school uses if they receive more applications than places. You must also make sure you complete the school’s own supplementary information form, if this is needed, so the school governors can give full consideration to your application. Transferring to junior school

Step 1 Understanding the junior school admissions process Children in separate infant schools (for four to seven year olds) have to transfer to a junior school in the September following their seventh birthday, at the start of Year 3. Children in all-through primary schools (for four to 11 year olds) will progress through the school from the infant to the junior departments. Your child is due to attend a junior school from September 2007 if he or she is currently attending an infant school and was born between 1 September 1999 and 31 August 2000.

• Co-ordinated Admissions Following recent Government regulations, every local council is now responsible for co-ordinating admissions to maintained junior schools in their area. This is to ensure that, where possible, every child receives one offer of a place at a local junior school. Here in the Royal Borough of Kingston upon Thames, we have been successfully operating this system for several years.

You will complete one application form for your child naming up to three preferred junior schools in Kingston upon Thames. This form is known as the junior common application form. We hope to be able to offer your child a place at one of these schools. Each application will be individually considered using the school’s published admissions criteria. If your child meets the criteria for more than one of your preferred schools, we will offer you a place at the highest preferred school. If this is not possible because your child has not met the admissions criteria of any of the schools you have named, we will, if possible, offer your child an alternative school place at your nearest local community school.

• Equal Preference System

All the community junior schools and all the church junior schools operate an ‘equal preference’ system, which means that your application for each school will be considered according to the published admissions criteria only and not according to the order of preference you have placed the school on your junior common application form.

• How this affects your application It is important that you name your preferred schools in the order that you prefer them. This is because you will be offered the highest preferred school your child qualifies for, eg if your child currently attends the paired infant school and if you live quite close to your other preferred schools, you may qualify for all of them. If this happens, we will offer you the school you named as your highest preference. The order of preference given on your junior common application form will not be revealed to any of the schools you have applied for. Also, no schools will be told which other schools you have applied for.

Step 2 Deciding which junior schools to apply for Most of you will want your child to attend the junior school that is paired with the infant school your child currently attends. Community Infant schools and their paired community junior schools are listed below:

o Burlington Infant and Nursery School and Burlington Junior School o Buckland Infant and Nursery School and Moor Lane Junior School o Coombe Hill Infant School and Coombe Hill Junior School o Latchmere Infant School and Latchmere Junior School o Tolworth Infant and Nursery School and Tolworth Junior School

If your child attends one of the above infant schools and you apply for a place at the paired junior school, you are likely to qualify for an offer of a place. This is because attending the infant school is the second highest criteria for allocating places if the school receives more applications than places (see page 42). However, your child’s transfer cannot be guaranteed as this will depend on how many applications are received for children under the ‘looked after’ category (these are children in public care), which is the highest priority for admission. If the school receives none at all, then it is likely that all the children that currently attend the paired infant school will qualify for an offer providing the parents name the school as a preference on the application form.

• Schools paired with voluntary aided (church) junior schools

o Alexandra Infant School and St Paul’s C of E Junior School o Maple Infant School and St Andrew’s and St Mark’s C of E

Junior School The governors of the voluntary aided junior schools are responsible for the admission of pupils. A guide to their particular admissions criteria is given on pages 36 and 38. The governors at St Andrew’s and St Mark’s C of E Junior School and at St Paul’s C of E Junior School give priority for admission to looked after children before children attending the paired infant school. The governors of St Paul’s C of E Junior School also give priority to applicants who live within a maximum of one mile from the school. Please refer to the individual school’s admissions criteria on pages 36 and 38. Make sure you contact the individual church junior schools for full details of their admissions policy, published in their own school prospectus, before naming the school on your junior common application form.

Step 3 Applying for junior school places

• How to apply You should get a junior common application form, available from your current infant school, any of the junior schools or from the School Admissions Office on Tel: 020 8547 4610. Please note it is not possible to apply online for a junior school place.

o Fill in the form, naming up to three preferences of junior school in your preferred order. Make sure you only name junior schools in the Royal Borough of Kingston upon Thames. Do not name any primary schools in Kingston upon Thames or any schools outside of the borough or any private schools.

o If you have a child already attending your preferred junior school or

paired infant school, make sure you give that child’s details on the form.

o If you have a particular family, social or medical need for your child to attend one of your preferred junior schools, make sure you enclose evidence to support your request.

o If you are applying for more than one child, eg twins, you must

complete a separate junior common application form for each child.

o If you are naming a church junior school as one of your preferred schools on your junior common application form, please make sure you also complete the school’s own extra form, known as the supplementary information form. Please see the paragraph on page 42, ‘Applying for Church Junior Schools’.

• When to apply

o Closing date You should return your junior common application form to School Admissions, Learning and Children’s Services, Royal Borough of Kingston upon Thames, Guildhall 2, Kingston upon Thames KT1 1EU to be received no later than the closing date of Friday 26 January 2007. We do not offer places at schools on a ‘first come, first served’ basis, so early applications do not receive priority. We consider all applications received by the closing date together.

o Late Applications

Any applications received after the closing date e.g. from a parent who has only just remembered to apply, will only be considered after all those received by the closing date.

o Applications from families who move into the area after the closing date Families who move to this area after the closing date but before 20 February 2007 and can provide documentary evidence to confirm this, will have their applications treated the same as those applications received on time. However, these applications will need to be received by 20 February 2007. Applications from parents who move in after 20 February 2007 will only be considered after those received by the closing date.

• Applying for Church Junior Schools

To apply for a church junior school place you must name the school as one of your preferred schools on the Council’s junior common application form. You will also need to complete an extra form, known as a supplementary information form, because church schools need additional information to apply their admissions criteria. This completed supplementary information form must be sent direct to the school to be received no later than the closing date of Friday 26 January 2007. Make sure you complete a supplementary information form, as well as naming the school on your junior common application form, as your application for the school may not be given full consideration without it. Each voluntary aided junior school is responsible for its own admissions policy and sets its own criteria for admissions. These are particularly important if the school is oversubscribed, ie if there are more applicants than places available. A summary of criteria for the individual church junior schools is listed on pages 36 and 38. However, this is only a guide. Please make sure that you fully understand the school’s admissions criteria published in their own school prospectus before naming the school as a preference.

• Admissions Criteria for the Community Junior Schools

If there are more applications received for a community junior school than there are places, the following criteria will be used to work out which children can be offered places, in this order of priority:

(i) places will be offered firstly to Looked After Children ie children who are looked after by a public authority and are in public care. Applications made under this criterion must be accompanied by details of circumstance and professionally supported evidence (eg from a social worker);

(ii) places will then be offered to children attending the ‘paired’

community infant school; (iii) places will then be offered to children who have a brother or sister,

including an adopted, step- or foster- brother or sister, living at the same address and attending the same school (or the paired infant or junior school) at the time of admission;

(iv) places will then be offered in cases of particular family, social or medical need (which must be described on the application form and then be verified) which makes the school concerned the most suitable one for the individual child;

(v) the remaining places will be offered to children who live nearest to

the school, as measured using the shortest approved walking route. All distances will be measured using the Council’s computerised Geographical Information System.

These criteria will be applied to every application for a community junior school whether named as a first, second or third preference on the junior common application form. These same criteria are used to draw up the waiting list for the school. The distance from home to school, criterion (v), is used as a ‘tie-breaker’ if there are more applications than places available under criterion (i) ‘looked after children’, criterion (ii), ‘attending the paired infant school’, criterion (iii), ‘brother or sister attending the same school’ or criterion (iv), ‘particular family, social or medical need’. The ‘brothers and sisters’ criterion (iii) and the ‘particular family, social or medical need’ criterion (iv) are explained in more detail on page 28. The importance of your home address and how the distance from your home to school is measured is also explained on pages 29 and 30.

• Change in circumstances

If there is a change in your circumstances after you have submitted your application and you think this may affect your child’s school application, please contact the Admissions Team on 020 8547 4610 for advice.

• Children who have a Statement of Special Educational Needs

If your child has a Statement, they will be offered a place at the junior school named in their Statement (if one is named) in accordance with the Education Act 1996 and the Special Educational Needs Code of Practice. Similarly, an assessment placement at a particular school considered most suitable for the child’s needs can be reserved pending the outcome of the statutory assessment.

• To apply for a Year 3 place in a Primary School

If your child is in Year 2 at an Infant School and you wish to apply for a Year 3 place at a primary school, please contact the school to find out if there are places available. If the school has places available in the year group, your child may transfer when you apply. If you only want to transfer your child in September 2007 and not before, you should contact the primary school you prefer towards the end of the summer term (the summer term ends on Friday 20 July 2007), to see if the school has a place available in September 2007. This is because places available during the school year cannot be reserved for children whose parents only wish them to start in September. As there is no guarantee that your preferred primary school will be able to offer your child a place, you are still advised to complete and return a Council junior common application form by the closing date of Friday 26 January 2007. You must not name your preferred primary school on this form.

Step 4 Being offered a junior school place We will ensure that your child will be considered for every junior school named on your junior common application form using the admissions criteria for that particular school. For any community junior schools you have named, we will follow the listed criteria on pages 42 and 43. For any church schools you name, the school governors will apply their individual criteria using any extra information you have been asked to provide on a supplementary information form. If your child meets the admissions criteria for more than one of the junior schools named on your junior common application form, we will offer you the highest preferred school. If your child does not qualify for a place at any of your preferred junior schools and you live in the Royal Borough of Kingston upon Thames we will, if possible, offer you a place at the closest local community junior school to your home address with a vacancy. This will only apply if your child is without a school place. Most of you will receive an offer for your child at the highest preferred junior school you named on your common application form, particularly if your child currently attends the paired infant school. Unfortunately, we cannot guarantee that all of you will get an offer of a place at one of your preferred junior schools, particularly if you have named schools that regularly receive more applications than places and your child has not met the admissions criteria.

• Your application outcome

o On 19 April 2007 we will send you a letter by first class post showing the outcome of your application.

o If we have not been able to offer you your highest preferred junior

school, we will explain why your child is not being offered a place at that school or any other higher preferred schools named on your junior common application form. If you have not been offered any of your preferred junior schools, we will also explain why this has happened.

o The letter will also advise you about your statutory right of appeal

against the decision(s) to refuse your child a place at any of the schools you applied for. The appeals process is explained on pages 47 to 49.

o A reply slip will also be enclosed, on which you must state whether or

not you are accepting the place offered. This reply slip should be returned to the school you have been offered by 9 May 2007. If you have been offered an alternative school which is not one you named on your common application form, you will be advised to return the slip to the Local Authority by 9 May 2007.

o We will also let you know in the letter how you can ask for your child’s

name to be added to the waiting list for any school, whether or not you named this as a preference.

• Waiting Lists for Community Schools

From 9 May 2007 we will reoffer any community junior school places that may have become vacant since 19 April 2007, giving priority to children unsuccessful in their application and strictly in accordance with the schools’ admissions criteria. The waiting list will automatically consist of the names of unsuccessful applicants who have not had a higher preference offer. This list will be held in criteria order and will include any late applications. Names of children who have had a higher preference offer, or who did not originally name the school as a preference, can be added to the waiting list. However, these names will be added to the list after the names of children for whom the school remains a higher preference. This list will also be held in criteria order. From 1 September 2007, all names will be held on a single waiting list in criteria order only.

• Waiting Lists for Church Schools Each church junior school will manage its own waiting list and make further offers after 9 May 2007 as vacancies arise. As these schools have their own individual admissions policies, you may find that they operate their waiting lists in a different way to the Council. Details are available from each school.

Admissions to schools at other times If you want a place at a Kingston upon Thames primary school at a time other than the normal age of admission or transfer to the school, eg if you have just moved into the area, you should contact individual schools to see if they have places. Schools in the borough are popular and many are full in most year groups. If you experience any difficulties, please contact the Admissions Team on 020 8547 4610. All state primary schools in the Royal Borough of Kingston upon Thames are listed on pages 10 to 15 of this booklet. If your preferred school is full, you may apply to have your child’s name added to the waiting list. Application forms for community school waiting lists are available from the Admissions Team on Tel: 020 8547 4610, together with details of how the waiting lists are kept. This will depend on the admissions criteria being followed when you apply, eg if you apply at any time within the school year 2006/2007 beginning September 2006, the waiting list will be kept following the published criteria for that year. If you apply after September 2007, the community school waiting lists will be kept following the criteria published in this booklet. Once you return your application to the Admissions Team, together with verification of your address in the area, you will be advised of your child’s waiting list position and of alternative schools with places for your child. All the church schools keep their own waiting lists based on their own admissions criteria. You should, therefore, apply direct to these schools. The address you give in your application must be the one where your child normally lives. Please see pages 29 and 30 for further information. If there is any doubt about the information you have given, we will check it. We cannot accept possible future addresses as a basis for allocating a school place or for adding a child’s name to a waiting list. If you are refused a place at your preferred school for your child, you have the right to appeal for a place. The appeal procedure is explained on pages 47 to 49.

• Circumstances where you are able to apply in advance of your move

o If you are an HM Forces family or any other UK Crown servant family returning to this country from a posting overseas, or you are being posted to this area from another part of the UK, or if you are a UK family returning to your home in Kingston upon Thames from temporary employment abroad, you can apply for a school place up to four months in advance of your return. This is providing you supply evidence from your employer of your exact date of return and can verify your address here. If a place is available to offer your child when you apply, it will be reserved for them. If a place is not available, your child’s name can be added to the waiting list(s) using your local address.

o If you are a Kingston upon Thames family adopting a child, you can

apply for a school place up to four months in advance of the child coming to live with you. Formal confirmation of the adoption is required from the Social Services authority concerned.

Transfers between primary schools If you want your child to transfer to another primary school (or from one infant school to another, or from one junior school to another) because you have moved house and the journey is proving difficult, let your child’s present Headteacher know that you are going to do this before contacting the Headteacher of another school. If you want to transfer your child for reasons other than moving house, you should first discuss this with your child’s present Headteacher. This is because a child’s education usually benefits most when he or she has continuity of teaching and learning in the same school. Also, this ensures that your child’s present Headteacher is fully aware of the reasons for you wanting to transfer your child and has the opportunity to discuss these with you. If, after discussing your reasons for wanting to move your child you still want to do this, please ring the Admissions Team on Tel: 020 8547 4610 for advice on other schools with places. If you are not given a place at the school you prefer, you have the right to appeal, as explained below. The right to appeal applies equally to community schools, voluntary aided schools and the foundation school.

Appeals for primary school places

• General You have the legal right to appeal against a decision not to offer your child a place at any or all of the school(s) to which you have applied. You are entitled to appeal for a place at your preferred school even though your child may have a place somewhere else. The admissions authority for the school you are applying to is required to explain why your child has not been offered a place at that school. They must also explain how you can appeal against this decision. Your appeal will be heard by an appeal panel, which is independent of the school and the local authority whose decision you are appealing against. You have the right to attend the hearing to explain your case to the independent appeal panel. To ensure their impartiality and independence, there are strict rules covering the appointment of the appeal panel members. The appeal panel’s decision is binding on the admissions authority and the school.

• Appeals for community schools

You have the right to appeal against a decision by Kingston Council not to offer your child a place at your preferred community school.

• Appeal rules followed for all infant classes ie Reception, Years 1 and 2 The powers of appeal panels in infant school admission cases are restricted because infant class sizes are limited by law to a maximum of 30, except in certain exceptional circumstances. An appeal panel must allow an appeal only where it is satisfied either:

o Ground A: that the admission authority did not follow its own rules which

were published in its admission arrangements. If the admission authority broke its own rules - either deliberately or by mistake - then your appeal can succeed, but only if your child would have been offered a place if the rules had been applied properly; and/or

o Ground B: that the admission authority acted unreasonably. The law

defines ‘unreasonable’ very carefully in these cases. The Courts have said that, for a decision or action to be ‘unreasonable’ it must be completely irrational, or not based on the facts of the case. These facts include the published admission arrangements for the school, the number of applicants, and the capacity of the school to admit pupils without breaching the infant class-size limit.

Please note: you may give the panel fresh information relating to your case, which was not available at the time the decision to refuse admission was made. However, the panel can only use this to help it determine whether, in the circumstances, the original decision was irrational.

• Appeal rules followed for all other year groups

When considering an appeal for any other year group, appeal panels follow a two-stage process in reaching decisions.

o First: a factual stage: at which the panel considers whether the school’s

published admission arrangements were correctly applied in the individual’s case, and decides whether prejudice (or harm) would arise to the efficient provision of education and/or the efficient use of resources in the school were the child to be admitted.

o Second: a balancing stage: at which the panel exercises its discretion,

balancing between the degree of prejudice (or harm) and the weight of the parent’s case, before arriving at a decision.

• Appeals for voluntary aided and foundation schools You are entitled to appeal against the decision of the governing body of a voluntary aided or foundation school not to offer your child a place. Full details of how to make an appeal will be given to you by the school if your child is refused a place. An independent appeal panel will hear your appeal. This independent appeal panel will be bound by the same rules as an independent

appeal panel for a community school.

This includes appeals for admission to infant classes because the legal limit of 30 on the size of an infant class applies to all types of state school. The decision of the appeal panel is binding upon the governing body of the voluntary aided or foundation school.

Special educational provision Both the Council and schools have a duty to provide for all pupils, including those with special educational needs (SEN). Schools place great importance on identifying SEN early so that they can help children as quickly as possible. If you think your child may have a special educational need that has not been identified through medical screening or by your child’s nursery class/early education setting, you should talk to your child’s class teacher, to the SEN Co-ordinator (SENCO) or to the Headteacher. All children with SEN should have a broad and well-balanced education. Council-maintained schools must do their best to see that special help is provided for all children with SEN. Most children’s needs can be met from within the resources normally available to the school through its funding for additional educational needs. However, if your child has significant special needs that cannot be met from within the school’s resources (known as ‘School Action’ or ‘School Action Plus’) and the provision necessary is likely to exceed that which is normally available to mainstream schools, the school may ask the Council to carry out a statutory assessment, with your agreement. If the Council decides that a statutory assessment is necessary then advice would be sought from you, the school, an educational psychologist, the health service and social services in line with the Government’s SEN Code of Practice. School meals Pupils may bring a packed lunch to school and space will be provided where it may be eaten in comfort. Some schools also provide hot meals. Your child’s Headteacher will be able to provide you with details. A free school meal consists of a nutritionally balanced packed lunch.
