1.2. Other News and Developments
1.2.1. Antarctic Ozone Hole Recovery Study
On 04 January 2018, NASA announced the publication of a study showing a decrease in stratospheric ozone depletion over the Antarctic. Measurements collected using NASA's Aura satellite show that levels of ozone-destroying chlorine have declined. This study is the first to use chemical composition measurements from inside the ozone hole to confirm that ozone depletion is decreasing and the decrease is caused by a decline in chlorofluorocarbon (CFC) consumption. Ozone-depleting substances, such as CFCs, are controlled under an international treaty, the Montreal Protocol on Substances that Deplete the Ozone Layer.

1.2.2. European Chemicals Agency Updates
As part of its implementation of the European Union’s (EU’s) regulation on the Registration, Evaluation, Authorisation and Restriction of Chemicals, the European Chemicals Agency (ECHA) has added the following substances to the Registry of Intentions for Substances of Very High Concern (SVHCs):

ECHA expects technical dossiers for these substances to be submitted by 07 February 2018. Dossier submittal is the first step of the process by which substances are considered for designation as SVHCs and addition to the Candidate List for Authorisation. Substances on the SVHC Candidate List may be considered for listing on the Authorisation List (Annex XIV). Inclusion on the Authorisation List would impose special authorization requirements for continued manufacture and use in the EU. Although requirements associated with authorization do not affect operations in the United States (U.S.) directly, they can affect the global supply chain and potentially reduce the future availability of regulated substances.
1.2.3. EPA Region 6 Stormwater Conference
EPA's Region 6 Stormwater Conference is scheduled for 19–23 August 2018 in Albuquerque, New Mexico. The conference will focus on the challenges of managing municipal stormwater and new and upcoming regulations. Region 6 includes Louisiana, New Mexico, and Texas, among other states. Registration is required.
1.2.4. GeoCarb Mission
NASA's Geostationary Carbon Observatory (GeoCarb) is scheduled to launch in the early 2020s and will map concentrations of carbon gases from geostationary orbit over the Americas. GeoCarb's observations will complement those of NASA’s Orbiting Carbon Observatory-2 and other satellites to help answer questions related to the effects of weather patterns on concentrations of gases such as carbon dioxide and methane. GeoCarb will collect 10 million daily observations of carbon dioxide, methane, carbon monoxide, and solar-induced fluorescence, a measure of photosynthesis, from the southern tip of Hudson Bay to the southern tip of South America.

▪ Clarifies dewatering projects and hydrostatic discharge flows must be managed to minimize erosion
▪ Clarifies residual chlorine data below the quantification level of 0.1 mg/L must be reported as "<QL"

▪ Removing effluent limitations and monitoring requirements that only applied for the first 4 years of the original permit
▪ Defining "1/3 months" monitoring frequency ▪ Requiring permittees to develop an O&M manual for equipment or
systems used to meet effluent limitations within 90 days of permit coverage

▪ Revising new and existing source load reductions for permittees discharging to the Chesapeake Bay
▪ Adding requirement that local TMDL action plans be made available for public review
Comments due 03/09/2018. Hearings are scheduled for 02/09/2018 in Woodbridge, Virginia; 02/12/2018 in Richmond, Virginia; and 02/14/2018 in Roanoke, Virginia.
