PROCEDING OF
REVIEW –CUM- FEEDBACK WORKSHOP HELD ON DATED 09.08.2012
AT STATE HEAD QUARTER, WSSO, PANCHKULA (HARYANA)
WSSO Haryana appointed District IEC & Equity consultants one month back in 19 Districts of
Haryana. This workshop was conducted for the review and feedback regarding various
activities conducted during July 2012.
The Workshop was started with the
key address of Sh. R.K Singla,
Director, WSSO. He briefed the
objective of the workshop with the
introduction session to all the
participants. All the District
consultants made PowerPoint
presentations of their activities,
achievement, bottlenecks/problems
and suggestions during the month.
The progress made in water conservation activities and formation of VWSCs was reported.
District consultant Kurukshetra reported that all the VWSCs have been formed. Jind, Panipat,
Fatehabaad, Yamunanagar are doing well in VWSC formation

The demonstration to upload entries on GOI
website were given by Sh. Rajiv Batish, Executive
Engineer, WSSO in detail. He explained the
process for making entries in WQMSP website of
GOI.
It
was
emphasized that entry on (IMIS) software shall be
done strictly and after due approval from nodal
Executive Engineer of District.
Hand practice were also initiate for better learning of entries online data entry.
The IMIS session by Sh. Rajiv Batish, Executive Engineer,WSSO
Mr.Laxmi Kant Bhatia, Consultant,
HRD & IEC explained to consultants
how to work in better coordination &
with enthusiasms. He briefed their
role & responsibilities as a consultant
at district level, and how they can
perform better on this platform.
Mr.Bhatia also summarized the
communication skills needed to
develop as a social activist.
Ms. Partibha, Consultant
Monitoring & Evaluation gave
status of their report writing in
Daily progress report, how to
make improvement in report
writings. The processes involved
in formation of VWSC, the format
of resolution from Panchayats
were also discussed by her. The
Monthly report formats of WSSO
were also explained. She
emphasized to send Monthly Progress to Head office before 5th
of each month.
At the end of the workshop the support activities of WSSO were discussed by Director
WSSO. All the District consultants were motivated to make all out sincere efforts to
develop WSSO on a strong footing. In case of effective and strong WSSO, they will be
termed as founder member of organization. An interactive session was conducted in which
instructions for smooth and effective working of WSSO were given to all the district
consultants. Director, WSSO gave his valuable suggestions to improve field working. He
advised to all the consultants to enter progress on GOI Website without fails before 5th
of
every month.

Based on feedback received from the Participants of workshop, the
following Decisions/recommendations were finalized:-
1. All IEC activities shall be undertaken jointly for water and sanitation sector. There
should not be any place for miscommunication.
2. The sitting place for IEC & Equity consultants in PHED offices will be made
available by the concerned Executive engineer/nodal officer for PHED. The furniture
will also be provided by him.
3. The responsibilities related to release & collections of application for new water
connections will be done by concerned SDE/JE. The consultants will only undertake
the awareness/motivation activities for change in mindset of community, so that
villagers are ready to get water connections sanctioned.
4. The respective Superintendent Engineer (PHED) shall supply Over Head Projector,
already available with their office, for awareness activities in the district to the
consultants.
5. Director WSSO suggested constitution of Water Conservation & Sanitation Clubs in
government schools on the pattern of Eco Clubs and the volunteers for the same shall
be identified.
6. The departments at district level, other than PHED, if interested in WSSO awareness
campaign shall be encouraged to participate.
7. It was decided that each consultant shall visit 3 no. villages on each day of village
tour, in a group comprising of consultants from sanitation, Block Resource
Co-ordinators etc. There shall be two such tours in a week time. Hence 6 villages will
be covered in a week time and accordingly each consultant will complete 24 villages
tour in a month with a group. For the said activities it was decided to devote 2 days
in a week to village tours individually. The Block Resource Co-ordinators may also
be deputed for 2 days in a week for follow up activities. Please ensure that touring
days shall not exceed 20 days in a month.
8. The success of IEC activities at the village level shall be assessed/gauged in terms of
the following:-
a) No. of taps got provided/installed on stand posts/private connections in a village.
b) No. of private connections got sanctioned in a village.
c) Reduction in no. of hours in supply of water.
d) Making available the water in areas where it was not reaching earlier.
e) No. of villages motivated for water conservation award.
f) No. of VWSC formed.
g) No. of water supply schemes handed over to VWSC.
h) No. of water testing kits distributed.
9. It was decided that the Consultants will submit data success parameters stated at Sr.
no. 8 above in a month so that consolidated information may be compiled at head
quarter level.
10. It was recommended that a sum of Rs.1000/- may be spent for organizing awareness
activities at Gram Panchayat level. This shall include stationary and refreshment. A
sum of Rs.2000/-may be spent for school awareness activities including stationary,
prizes, refreshment etc. having strength upto 500 students and Rs. 2500/- for schools
having strength more than 500.
11. The District Consultant will work directly under supervision of Executive Engineer
i.e. Nodal Officer of the District & not under SDEs or JEs. The vouchers for items
stated at serial no. 10 shall be verified by the District Consultant, passed by the
Executive Engineer and may be paid by the Sub-Divisional Engineer (SDE). One
SDE in the District may be authorized to make all such payment involved in the
District.
12. The pay / honorarium of the District Consultants & Block Resource Coordinators
may be paid by the Sub-Divisional Engineer designated for this purpose.
