The oil terminal consists of : one jetty on the

river Danube, a tank farm

consisting of eight tanks,

truck-loading facilities and, from mid 2012

a mixed-gauge rail loading/unloading facilities.

The total storage capacity of 63,600 cubic meters.

The laws and regulations concerning occupational safety and health in Republic of Moldova

The responsability of the employer is to take measures forpreventing its workers from risks.

STANDARD EN ISO 14121-1: 2007 Establishes the risk assessment principle: identifying the risk factors in the system under consideration and quantifying the size of the risks based on the combination of the severity and frequency of the maximum foreseeable consequence of the risk factor action on the human bodyIt summarizes six risk assessment methods (HAZOP, MOSAR, AMDEC, DELPHI, WHAT IF, APR)

What kind of risks exist?

• Real risk - the one transformed into an accident or occupational disease (resulting from statistics)

• Potential risk - one that can cause an accident or can lead to a professional illness

• Assumed risk - the one remaining after all known measures

• DL developed the HAZID document for an oil terminal - presenting significant hazards associated with operational activities - based on different scenarios of possible accidents.

• For the existing and expected port instalations assessed by an HAZID team, led by the Germanischer Lloyd Industrial Services GmbH, Buseness Segment Oil and Gas, 77 diferent scenarios were analised with final identification of:

• 29 scenario’s with a reducedrisk level (green color)

• 48 scenario’s with a medium level of risks (yellow color )

• no scenario with high level of risk (red color)

• Development of safety fiches for each working place, separate tasks, and for each position, Oil Terminal Risks Register

• Development of safety documentation• Evaluation of risks - individual risks, collective and/or group risks• It is a systematic review of the risks associated with all components of the

• The review responds to: which risks do exist at the work place• which risks can be eliminated• what preventive and protective measures must be taken to control the risks
