He would like to make Graettinger a community that will appeal to younger citizens. Wayne Anderson will be running for City Council. Wayne says is the responsibility of the council to see the people get the most for their tax dollar. Dan Skattebo will be running for City Council. Dan wants to see Graettinger grow, prosper and provide a great place to live. Ken Smith is running for City Council. He wants to promote the city’s strengths; have awesome potential. Kevin Hanson is running for Mayor in the election. He believes interest of our school needs to be included in council decision making process. Margaret Tatman will be opening “More than Tans.” She hopes to have it up and running by November 1. She will have Candles by Carla, Booster club clothing and gift lines as well as tanning. Jeff Johnson, J’s Market, said he is a little unsure of how he was going to get 14 pallets of groceries into the store but he was thankful when the Graettinger FFA showed up and helped him break down the pallets. The Catholic Daughters of the Americas of the Immaculate Conception Catholic Church celebrated their 50th anniversary. Knights Volleyball team rally for District win over the Armstrong Ringsted Mustangs. Twenty-five years ago October 25, 1995: Elliott Larson was 13 years old when he started hand picking corn for his father. The back breaking harvesting stayed with the sturdy 73 year old and he came home from Kimbalton with the first place senior division trophy in the Iowa State Hand Corn Picking Contest. His qualifies him for the Nationals in Kansas later this year. The sheriff Russ Jergens and Graettinger Police Chief Ted Helmich talk to the Graettinger school students about the risk of drug and alcohol abuse. Senior Spotlight is Sarah Ratigan. Her pet peeve is people who act high and mighty. She would like to be stranded on an island with...a boat that works. The music and drama students will present “Made in the USA.” Angie Torreson, Haley Rose, Amanda Helmich, Brandon Nicol, Steve Farris, Steph Stillman, Jen Handeland, Trish Stevens, Brandi Refsell and Dawnielle Brown will be part of the Mock Trial team this year. They expect to do well this year under direction of attorney/coach John Brown. Forty Nine Years Ago October 28, 1971 Pirates hold streak and down Marathon 32-0. Graettinger used the reserves the whole last 6 minutes but the score remained the same. Arlyn Peterson and Bettie Schany are running for Graettinger Mayor. Clifford Harris, Jim Spies, George Torrence are running for two of the city council seats. Shirley Moran are running unopposed for town treasurer. Rainfall lags far behind 1970. 1970 was the wettest October of the last ten years with 6.16 inches of rain and 1962 was the driest with .87 inches. Graettinger as of this printing is at 1.67 inches. The undermanned Graettinger B team was beaten 28-0 by the Terril team. Many of the boys could not play in this game because they were approaching the rules limit of 14 games per season. John H. Ennen lost two relatives with a three hour span on October 20. His aunt, Mattie Brass, passed away at 12:35 and his father John J. Ennen passed away at 3:05. They were the only family left, John the youngest at 75 and Mattie the oldest at 94. Aren’t old ads fun to look at? Page 10 Graettinger Times Wednesday, October 28, 2020 Council Meeting The Graettinger City Council met in regular session Monday, October 19, 2020 at 6:00 P.M. at Energy Panel Structures conference room with Mayor Flaherty presiding. Present were council member Armstrong, Hoffman, McGrauth and Masters and employees Henderson, Petersen, and Harris. Absent: Alderson. Motion by McGrauth second by Masters to approve the consent agenda. 1. Motion to approve agenda. 2. Motion to approve minutes. 3. Motion to approve bills dated 10- 12-2020, bills were not mailed until approved by the city council on 10- 19-2020 council meeting. 4. Motion to approve financial statement. 5. Proceeding of the City of Graettinger Motion to approve Special Class C Liquor License (BW) (Beer/Wine) and Sunday Sales for Graettinger Grill, with proper paperwork. All ayes. Carried. Discussion was held on gas rate for customers outside the city limits. Motion by Masters, seconded by Hoffman to set the rate at $1.50 per ccf and authorized the clerk to prepare an ordinance. All ayes. Carried. Petersen reported that the water main and building will be installed this week and the project should be completed the first week of November. Motion by McGrauth, seconded by Armstrong to approve Pay Estimate #1 Henkel for Well no. 8, Division 2-Well house and water main for a total of $38,893.95. All ayes. Carried. Motion by McGrauth, seconded by Hoffman to pay $500 to Bruce Gerdes for hours worked to covered rounds for the water, sewer, and gas utility. All ayes. Carried. Motion by Hoffman, seconded by McGrauth to appoint Wayne Anderson to Board of Adjustment and Jerry Petersen to the Planning and Zoning for a five-year term expiring on 10-2025. All ayes. Carried. Motion by Hoffman, seconded by Armstrong to appoint Mayor Flaherty to the Regional Housing Authority Board. All ayes Carried. Petersen updated the council on the Robins Street Project, the curbs and gutter and the crack have been fixed. There are problems with the bases of the streetlight poles, until the light plant board approves them the final payment will be held. Motion by Hoffman, seconded by Masters to approve PACGDC a housing demolition grant. for Terry Behrends. All ayes. Carried. Motion by Masters, seconded by Armstrong to approve a PACGDC new housing grant for Doug Hoffman with proper paperwork. All ayes. Carried. Motion by Armstrong, seconded by Masters to approve the AFR for fiscal 2019-20. All ayes. Carried. Armstrong introduced Ordinance no. 214, An ordinance amending the Code of Ordinances of the City of Graettinger, Iowa, 2020, by amending provisions pertaining to solid waste collection fees. Then said ordinance was read. All premises residential and apartment units-$15.00 per month for recycling and solid waste consisting of not more than 2-32-gallon bags, not to exceed 50 pounds per bag, per week. A $2.00 single-use sticker must be attached to each additional bag over the two containers per week limit. Stickers are available for purchase at city hall. Motion by Hoffman, seconded by Armstrong to approve the second reading of said ordinance. Ayes-4. Motion Carried. Motion by Hoffman, seconded by McGrauth to adopted Ordinance 214. Ayes-4. Mayor declared ordinance adopted. McGrauth introduced resolution no. 34-2020, “A resolution amending resolution no. 32-2020, A resolution requesting reimbursement from the Iowa COVID-19 government relief fund and moved that it be adopted. Seconded by Hoffman. Ayes- 4. Resolution adopted. Carried. The council reviewed list and pictures of junk and junk vehicles. Junk vehicles means any vehicle legally placed in storage with the county treasurer or unlicensed and having any of the following characteristics: Broken glass, broken, lose or missing parts, habitat for nuisance animals or insects, Flammable Fuel, inoperable or defective or obsolete condition. It is unlawful for any person to store, accumulate, or allow to remain on any private property within the corporate limits of the City any junk or junk vehicle. The council instructed the clerk to send out notices to property owners in violation of the code. Discuss was held on duty to trim trees. 151.03 DUTY TO TRIM TREES. The owner or agent of the abutting property shall keep the trees on, or overhanging the street, trimmed so that all branches will be at least 15 feet above the surface of the street and eight feet above the sidewalks. If the abutting property owner fails to trim the trees, the City may serve notice on the abutting property owner requiring that such action be taken within five days. If such action is not taken within that time, the City may perform the required action and assess the costs against the abutting property for collection in the same manner as a property tax. A list of trees needing to be trimmed will be sent out to property owners. Mayor Flaherty declared Halloween for October 31, 2019 from 6 to 8 P.M. The Graettinger Business Club and Graettinger Economic Development Council is willing to split the cost three ways for the website and app, cost for set up is $3000, and annual fee for is 4100 per year for 5 years, with Apptegy. Motion Masters, seconded by McGrauth to approve the cost sharing the website and app. All ayes. Carried. Motion by McGrauth, seconded by Masters to adjourn at 7:05 P.M. All ayes. Carried.
