5. The parking facility for two & four wheel vehicles of CMFRI residential quarters is not sufficient at present condition. Provide additional parking facility at Residential Quarters.

A sketch and estimate has to be prepared by Shri N. Viswanthan, ACTO instead of going for a CPWD estimate.

[Action: Shri N. Viswanathan, ACTO] 6. The parking facility at CMFRI Headquarters is also

not sufficient. Provide additional parking area at Headquarters.

Drawing from the Architect is yet to be received. The proposed work will be included in the Works-Plan during 2017-18.

[Action: AAO(CDN.)] 7. For research purpose our technical staffs is visiting

harbour twice in a week at early morning. The Technical staff who are residing faraway places, are suffering to reach at early morning. Some times while they are going to Kollam and Neendakara they can reach office only after 10 PM. In this regard, a permanent room to technical staff may be provided for staying in the Institute, as provided to Driver.

Rooms are provided as per the request from Technical Staff. Discussed and dropped.

8. As discussed in the 5th meeting of the 12thIJSC, the present status of providing 8 nos. of Air Conditioners to Madras Research Centre of CMFRI, Chennai, may be intimated.

4 Air Conditioners have been provided. The balance no. of Air Conditioners will be considered on receipt of RE 2016-17.

[Action: AAO (Pur.)] 9. As per ICAR guidelines, copy of Service Book with

entry of all kinds of leave should be provided to all the staff. In the recent past Headquarters and many Centres are not following this. Necessary instruction in this regard may be issued to all the Centres.

Copying/issuing of Service Books is being done at Headquarters. Chairman desired to send a D.O. letter to all SICs in this regard.

10. Providing first aid facility at all floors at Headquarters.

This may be intimated to Recreation Club for doing the needful.[Action: AAO (Cdn.)]

11. Office Circulars are not being circulated in time at Regional/ Research Centres.

12. Revamping of Recreation Club at Hqrs.

Room has already been provided. Discussed and dropped.

13. Implementation of Aadhaar Enabled Biometric Attendance System

AEBAS devices have been sent to all Centres except KVK. The installation of the same is in progress.

Centre of CMFRI:

Discussed and dropped.

15. Provide State-wise Compendium of commonly found and commercially important fishes

Chairman informed that he will talk to the SIC, Madras and Dr. M. Sivadas, Principal Scientist, on this account.

16. Distribution of copy of APARs

Discussed and dropped.

17. Distribution of Assessment Forms and conduct of Assessment Committee meeting.

Discussed and dropped.

18. Constitute a committee for review of action pending on the items considered in the IJSC meetings

Committee already met. Follow-up action may be done as per the discussion held with IJSC Members.

[Action: Secretary(SS), IJSC] 19. As per the proceedings of the 6th meeting of the

12thIJSC conducted at Calicut RC, a committee was constituted for examining the issues related to the promotion of Canteen Staff. In this regard the staff side would like to know the action taken report on the recommendations of the said committee.

Necessary action has already been taken. Shri P.V. George has been promoted as Halwai-cum-Cook. In the case of Shri Devassykutty, as instructed by the Council, the matter will be processed and decided at the Institute level as per rules.

20.

There is no facility for stocking and pumping drinking water for the usage of the residents at quarters at Calicut Research Centre. In this regard kindly take necessary action for solving this issue.

Estimate yet to be received from the CPWD.

21. Some Technical staff who have been promoted from Supporting Staff cadre and designated as Technician (Group-I Field/Farm Technician), are working in ‘Workshop’ Group. Since the future promotion of these staff will be affected due to their educational qualification, the Staff Side requests to re-designate them according to their working field.

Necessary proposals are yet to be received, from the SICs concerned. [Action: SICs of Regional/Research Centres]

22. Staff Side requests to publish the list of authorized private hospitals of all Research Centres including Headquarters of CMFRI.

23. Staff Side requests to add the new Multi- Specialty Hospital at Ramanathapuram in the list of eligible authorized Hospitals for Medical treatment.

The proposal has already placed before the Institute Management Committee

24. Due to the non- availability of Department canteen, a Tea/Coffee vending machine may be provided at Mandapam Regional Centre of CMFRI.

25. Recognition of Medical Trust Hospital Annex at Kuzhuppilly instead of St. Vincent De-Paul Hospital, Kuzhuppilly for the medical treatment of staff members of CMFRI and their family members.

Discussed and dropped.

26. Utilization of the prize money of “Best Institute Award”.

A committee may be constituted for looking into the utilization of prize money. [Action: AAO (Vig.)]

27. Procurement of furniture for KVK of CMFRI, Njarakkal.

Discussed and dropped.

28. Training to all new Technical staff members

Training has been provided to the new Technical/Skilled Support Staff. Discussed and dropped.

29. Distribution of all Office Orders/Circulars etc. to those who posted at CMFRI Hatchery, Narakkal.

Discussed and dropped.

30. Change of date of ICAR Inter Zonal Sports meet. Discussed and dropped.

The Staff Side Members expressed their satisfaction on the action taken on the above Agenda items. New Agenda Items discussed in the Third Meeting of the 13thIJSC:- Before taking up the new agenda items, it was suggested that the fresh points to be discussed in the meeting should be with the prior approval of the Chairman.

1. LDC recruitment action was stopped by the Headquarters during 2013-14 and the same has not been considered for appointment till now. In this regard we request to take further action to appoint the LDC at Mangalore Research Centre.

The Chairman informed that the recruitment of LDCs are being now done by ASRB only.

2. Timely conduct of Department Competitive Examination for Administrative Staff to LDC, Assistant and AAO. Last exam to the post of Assistant was conducted during 2014 and to the post of AAO during 2013. After the respective exams, the Institute appointed 5 AAOs on promotion from Assistant cadre through DPC and 8 Assistants through DPC against the existing procedure. In this regard we requested to look into the matter and may take appropriate action to conduct exam.

This matter was discussed in detail. The Chairman assured that the matter will be examined on a priority basis.

3. In Mangalore Research Centre, many of our staff are presently residing in other Govt. Department quarters. There is a chance to get a suitable land area very near to Mangalore RC from Lakshadweep Government. In this connection we request to take up action for getting the land area for residential quarters.

The chairman suggested that the SIC, Mangalore RC along with IJSC/staff may explore the possibility to get a suitable land area so as to enable to include the construction work in the Plan budget.

4. The amount allotted to the field staff for purchasing Bag, Umbrella, Raincoat, Gum Boot, Water Bottle etc. may be increased to a sufficient amount.

A review of the existing rates will be done as per ICAR Liveries Rules.

[Action: AAO (Purchase)] 5. As per the ICAR order F.No.11(20)/2001-Estt.IV dated

12th April, 2012 the five yearly assessment of the Technical Staff may be considered two times in a year . But CMFRI conducted only one DPC during the last two years. In this regard we request to conduct DPC at least once in year.

Chairman assured that the matter will be looked into.

6. Revision of grant-in-aid provision on account of Recreation Club at Mangalore RC.

Grant-in-aid to Recreation Club at Mangalore RC can be considered only as per the prevailing rules. Discussed and dropped.

7. There is no storage facility available to store the fresh water supplied by Calicut Water Authority at Calicut Residential Quarters. The normal pumping done by the water authority in alternative days and during the time of pumping the occupants have trouble to store the same. In this regard we request to provide the underwater sump and overhead tank to supply the drinking water to all the residents.

An estimate may be obtained from the CPWD in this regard.

[Action: SIC, Calicut R.C.] 8. The street light available in the residential campus of

Calicut RC are not sufficient and during the power failure the entire campus goes fully dark. In this regard we request to provide at least 10 solar street lights to the residential campus so that the problem can be solved.

E&M Cell will do the needful for preparing the estimate by visiting the Calicut RC.

9. Requesting for new computers for the IJSC members who are working in outstations to perform their official duties for the staff welfare and for the Institute.

Chairman agreed in principle to provide computers to those IJSC members who are not having computers subject to availability of funds.
