    CHAPTER 1

    GENERAL PROVISIONS

    1. INTRODUCTION1.1This Procurement Specification (PS) intends to provide details of Marine Department

    (hereinafter referred to as MD) requirements for Three (3) Steel Berthing Pontoons

    (hereinafter referred to as Pontoon) for the Marine Department with respect to its:

    (a) Performance, design and construction;(b) Safety;(c) Operation;(d) Fitting out; and(e) Drawings and documentation.

    1.2The Government New Construction (GNC) Section of MD is the section responsible for theprocurement of the Pontoon for the Government of the Hong Kong Special Administrative

    Region (HKSAR) of the Peoples Republic of China (hereinafter referred to as

    Government).

    1.3Tenderers are invited to submit their proposals and list of equipment that would best fit therequirements stated in this PS.

    1.4Together with this PS, the General Conditions, the payment terms, requirements forguarantees, and liquidated damages as stipulated in the tender document issued by

    Government under the Gazette Notice, shall form part of the Contract. The PS shall form the

    First Schedule of the Contract.

    1.5The delivery time of the Pontoon quoted by each tenderer will start to run from the date MDissues the Notification Letter of Acceptance.

    2. DESIGN AND CONSTRUCTION RESPONSIBIL ITY2.1 Of essence, it is the SOLE responsibility of the Contractor to supply a safe and suitable

    working Pontoon to meet all the requirements given in this PS, which include requirements

    for safety, hull design features, structure, method and materials for construction, fitting out

    and stability.

    2.2 The Contractor should note that the intent of the Contract is to design, build and supply the

    Pontoon in full compliance with the requirements given in this PS for quality in every

    aspect which, where necessary for the specific role of the Pontoon, may be over and above

    that normally required by statutory and classification rules.

    2.3 If the Contractor employs a consultant to design the Pontoon, whether this is agreeable to

    GNC or not, this would not in any way whatsoever diminish the contractors contractualresponsibility towards the design of the Pontoon.

    3. PROVISION OF DOCUMENTS BY SUCCESSFUL TENDERER3.1 The following documents should be submitted by the successful tenderer after receiving the

    Notification Letter of Acceptance from MD:

    (a) Full name and position of the representative(s) of the successful tenderer who areauthorized by the Memorandum and Articles of Association, to enter into and execute

    the Contract on the Companys behalf;

    (b) One photocopy of the Latest Memorandum and Articles of Association of the successfultenderer;

    (c) One photocopy of the Notice of Directors and Secretary and their particulars under theCompanies Ordinances;

    (d)The original and three photocopies of the insurance policy and the premium receipt forthe Contract (refer to Clause 7 of the General Conditions in the tender document);

    (e) One photocopy of the employee compensation insurance policy and the premiumreceipt for the shipyard ;

    (f) One photocopy of the Business Registration Certificates; and(g) Within 21 days from the issuing date of this letter, the original and three photocopies of

    the irrevocable guarantee for the Contract in accordance with the Third Schedule and

    Clause 15 of the General Conditions (if applicable).

    4. LIQUIDATED DAMAGES AND PAYMENT TERMSTenderers are hereby informed that the liquidated damages and payment terms stipulated

    herein this PS must be acceptable to the tenderer before submitting their bid. Otherwisethebid from the tenderer would be deemed invalid.

    5. WARRANTY5.1 Details of warranty terms are given in the General Conditions. Additional warranty is given

    in this section and also stipulated in APPENDIX 1.

    5.2 The Contractor is required to have (or have arranged) substantial and established ship

    repairing/servicing facilities in the HKSAR capable of servicing the Pontoon during the

    12-month warranty period. Otherwise the submitted tender shall not be considered.

    5.3 Notwithstanding and without prejudice to the Contractors warranty obligation for the totalPontoon under Clause 16 of the General Conditions of Contract, the original copy of the

    manufacturers warranty certificates and/or documents of all bought in equipment and

    apparatus valid for 12 months from the date of acceptance of the Pontoon, shall be handed

    over to MD at time of Delivery Acceptance.

    5.4 The Contractor is responsible for towing the Vessel from Government Dockyard to theplace for guarantee slipping and return the Vessel to Government Dockyard.The towing fee

    of the Vessel will be at the Contractors cost.

    5.5 The ballast water inside the permanent ballast tank to be removed during the guaranteeslipping and the new fresh water ballast to be re-filled into the permanent ballast tank.The

    filling new fresh water ballast will be at the Contractors cost.

    5.6The Contractor is responsible for arranging the Pontoon for guarantee slipping by the end ofthe 12-month warranty period. In addition to warranty defects as required by Clause 16 of the

    General Conditions of Contract, the Contractor should also be responsible for the

    rectification of any design and/or manufacturing faults found after delivery.

    5.7 The Contractor is required to have a duly authorized (by the Contractor) representative in

    the HKSAR during the warranty period to handle all warranty matters. The Contractor's

    representative should be a reputable firm in the HKSAR, and should be acceptable to GNC.

    Otherwise the submitted tender shall not be considered.

    6. ACCEPTANCE AND DEL IVERY6.1 Acceptance of the Pontoon is to be carried out in two parts:

    (a) Part 1: Technical Acceptance by GNC

    (b) Part 2: Delivery Acceptance by MD

    6.2 Technical Acceptance

    (a) This includes all the functional tests considered necessary by GNC, includingEquipment Tests, Stability Test and Bottom Survey on the slipway, before the

    Delivery Acceptance in the HKSAR.

    (b) The Contractor shall pay for all material and labour costs for the tests.(c) The main items that must be inspected by GNC are listed in the Main Inspection Items

    (M.I.I.) inAPPENDIX 2, Table APP 2.1.

    6.3 Delivery Acceptance

    (a)The Pontoon, after its successful completion of Technical Acceptance, should bedelivered at the Contractor's expense to the Government Dockyard.

    (b)If the delivery of the Pontoon is 120 days later than the delivery date specified in theContract, at the discretion of Government, Delivery Acceptance may not take place and

    the Contract may be terminated according to the terms stipulated in the General

    Conditions.

    (c)On delivery, the Vessel must be in a clean, tidy, fully fitted and operational conditionwith appropriated capacity of ballast fresh water filled; and well-moored in designatedlocation with satisfactory of MD officers.

    (d)The Contractor must demonstrate to GNC that all equipment are in good working order;and must hand over the Pontoon, its fixtures and equipment to MD in a clean, complete

    and operational condition.

    (e)The Delivery Acceptance of the Pontoon should be carried out by GNC in accordancewith the terms stipulated in the General Conditions. The Delivery Acceptance is only

    completed when the Certificate of Acceptance is issued by the Director of Marine.

    (f) In not later than two weeks before the Delivery Acceptance of the Pontoon, theContractor is required to submit to GNC four copies of the Inventory List covering the

    entire Pontoon. The Inventory List, which is without prejudice to the General

    Conditions of Contract, shall be agreed by GNC before the day of Delivery Acceptance.

    At the Delivery Acceptance of the Pontoon the agreed Inventory List will be used to

    check that all the items have been delivered to GNC in a satisfactory state. Details of

    each inventory item should include: item name, description, type, quantity,manufacturers name, manufacturer's part reference number and/or serial number, and

    items locations in the Pontoon.

    (g) All equipment manuals and documents, spares, stores and special tools shall be

    delivered to MD at the Delivery Acceptance of the Pontoon. Delivery Acceptance will

    follow GNCs Delivery Acceptance Procedures, a copy of which is available to the

    tenderers upon the tenderers request. The Contractor must provide 2 weeks advancenotice in writing for Pontoon delivery when the Pontoon is considered to be completed

    in accordance with the Contract and ready for Delivery Acceptance.

    7. SURVEYS7.1 Tenderers shall note that the tender price quoted in their Tender Form must include the

    cost for surveys to be carried out by the GNC officers (or their appointed representatives) as

    owner representatives.

    7.2 All plans and drawings except those supplied by GNC, shall be approved by GNC (see

    APPENDIX 3 for the list of drawings to be submitted to GNC for approval). Subject to the

    next paragraph, an advanced written notice of not less than 5 and 10 working days must be

    given to GNC before a survey visit is carried out in P.R. China and Overseas respectively.

    7.3 A programme for inspections and tests of hull and equipment should be prepared by the

    Contractor and be acceptable to GNC within 40 days after signing the Contract. The

    Government may suspend payment if the programme is not produced by the Contractor or ifthe progress of work does not follow that indicated in the programme. A monthlywork

    progress report with photographs is required to be submitted to GNC during the

    construction of the Pontoon.

    7.4 After arriving at the shipyard, if the GNC officer considers it is UNSAFE to carry out the

    test or inspection, the test or inspection will not be carried out. The Contractor shall have to

    arrange another additional survey visit at the Contractors own expense. The same

    arrangement shall apply if the test fails to meet a prior agreed standard between the

    Contractor and MD.

    7.5 If the Pontoon is built outside the HKSAR, tenderers are required to arrange and pay for

    GNC officers to carry out survey and construction progress visits to the Pontoon. As a

    minimum, the number of visits for GNC officers should be about 30 man-visits for three

    Pontoons to be built (assumed 1 night stay for each visit for Pontoon built in P.R. China,

    while for Pontoon built overseas the tenderers should allow a longer period of stay and

    reduce the survey visit frequency).

    8. SUPPORT SERVICES

    8.1 All equipment installed in the Pontoon must be designed for through life support and easy

    maintenance in the HKSAR.

    9. MARKINGS AND COLOUR SCHEME9.1 Markings and colour scheme shall be provided as per requirements given inAPPENDIX 6.

    CHAPTER 2

    MANDATORY REQUIREMENTS

    1. The tender shall be in compliance with the following mandatory requirements:

    1.1 Contractual:

    (a) APPENDIX 1 Warranty and Guarantee Slipping(b) Second Schedule Payment and Retention Money(c) Third Schedule Irrevocable Guarantee(d) Fourth Schedule Liquidated Damages for Breach of Contract(e) Delivery The Pontoon shall be delivered to the Government Dockyard

    1.2 Technical:

    (a) Particulars of Pontoon:(i) Overall Length : 29 metres(ii) Breadth : 7.3 metres(iii) Depth : 2.2 metres(iv) Material of Construction : Mild Steel

    (b) Proven Record of Shipyard:The shipyard should have experience in building similar or larger vessels withverifiable records (i.e. the users information / reference / certificate of acceptance,

    photos, etc. should be submitted for tender evaluation).

    (c) Submission of all required information as stipulated in Paragraphs 7 and 8 of theStandard Terms of Tender.

    2. The tender that fails to comply with the Mandatory Requirements shall not be

    considered by MD.

    CHAPTER 3

    GUIDEL INE REQUIREMENTS GENERAL

    1. GENERAL1.1The Guideline Requirements given in this PS are not mandatory for the tenderers to comply

    with. They are guidelines for tenderers to understand the characteristics of the Pontoon that

    MD has in mind. Tenderers are free to propose alternatives. In such a case, the tenderers

    must put forward reasons for the changes.

    1.2 If there are any discrepancies between the Mandatory Requirements and Guideline

    Requirements, the Mandatory Requirements shall prevail.

    2. ROLE OF VESSEL2.1 The Pontoons will be used as a berthing pontoon for the MD.

    3. WORKMANSHIP AND QUALITY CONTROL3.1The Contractor shall ensure that the workmanship is of a consistently high quality so that the

    requisite watertightness is obtained, exposed surfaces are smooth, properly fit and alignmentaccomplished; stress concentration should be avoided.

    3.2Welding shall be done by qualified welders. All welders shall be pre-qualified by arecognized Classification Society for the type of material and welding being used.

    3.3 For steel welding and fabrication control, the International standard should be followed. A

    Contractors Shipyard Quality Control Standard or equivalent standard acceptable to MD

    would also be considered.

    4. MATERIALS4.1 The hull and deck shall be manufactured in mild steel. All material shall be manufactured

    and certified in accordance with the latest requirements of a recognized Classification

    Society.

    5. TALLY PLATES5.1 Tally plates in both English and Chinese should be fitted for spaces and equipment in the

    following locations:

    (a) Air pipes;

    (b) All valves;

    (c) Switch panels, distribution boxes and electrical circuits; and

    (d) Any other equipment/fittings as required.

    5.2 Tally plates exposed to weather should be durable and non-corrosive material, and be firmly

    fastened.

    5.3 All cable terminations should be clearly identified for disconnection and reconnection. The

    capacity and service of all fuses should be marked at convenient places adjacent to the fitted

    position of the fuses.

    6. StabilityThe Vessel is required to comply with the stability requirement stated in the APPENDIX 5

    of Procurement Specification.

    7. Rules and RegulationsThe Vessel and all related works shall be in compliance with the requirements of various

    regulatory bodies and rules listed below that are in force at the time of Contract signing

    insofar as they may apply:

    (a) Code of Practice --- Safety Standards for Classes I, II and III Vessels published by MD(http://www.mardep.gov.hk/en/pub_services/ocean/pdf/lvs_cop123.pdf);

    (b) Relevant Rules and Regulations applicable to this type of vessel for the construction ofhull and machinery from a recognized Classification Society;

    (c) International Regulations for Preventing Collisions at Sea 1972 (as amended by IMOresolution XII) and A.626(XV));

    (d) Resolution MSC.267(85) Adoption of the International Code on Intact Stability, 2008(2008 IS CODE)

    (e) IEC Regulations for the Electrical and Electronic Equipment of Ships in respect ofelectrical installations;

    (f) All fittings shall be produced and installed in accordance with an accredited national orinternational standard, (e.g. British Standards, J IS, ISO)

    (g) Quality and standards of construction not mentioned in this PS shall comply with theinternational standards or rules.

    CHAPTER 4

    GUIDEL INE REQUIREMENTS HULL, FITTINGS AND EQUIPMENT

    1. HULL DESIGN FEATURES1.1 The hull form of the pontoons are basically box shape with a rake at both ends.

    1.2 Four transverse watertight bulkheads and a longitudinal centreline bulkhead divide the

    pontoon into eight compartments as follows:

    (a) Fore peak space;

    (b) Aft peak space;

    (c) Four water ballast tanks; and

    (d) Two centre void spaces.

    1.2 The lowest freeboard should be about 0.8m for easy embarkation and disembarkation.1.3 The general arrangement plan could enhance the effective operation of the pontoon for

    assigned mission.

    2. HULL STRUCTURE2.1 The Pontoon is to be longitudinally framed thoroughly but with transverse side frames in

    peak spaces. Structural details should follow the technical information provided byGNC

    as shown on the following drawings:

    (a) General Arrangement

    (b) Construction Plan

    2.2 Limber holes of not less than 65 mm radius are to be provided in floors, transverse and

    bottom girders as appropriate, to ensure complete drainage of liquids inside the Pontoon to

    be pumped off.

    2.3 A steel doubler should be fitted on the main deck under the embarkation ladder base roller

    for following berthing pontoons as per General Arrangement Drawing provided by GNC as

    follow:

    (a) Berthing Pontoon No.1- 4500 x 3500 x 10mm

    (b) Berthing Pontoon No.2- 4500 x 4000 x 10mm(c) Berthing Pontoon No.3- 4500 x 3500 x 10mm

    2.4 Berthing requirement of the pontoon should match with the designated point of berth.

    2.5 The hull and deck are easy to maintain and repair.

    2.6 The tanks and compartments are easy to maintain and repair.

    3. WELDING3.1 All weld joints are to be inspected by GNC officers; and the contractor is to be responsible

    for the non-destructive testing of weld joints (e.g. radiography by X-ray), as required by and

    to the satisfaction of GNC.

    3.2 Welding scheme covering all weld joints of the Pontoon should be provided by GNC priorto the commencement of any construction work.

    3.3 Details are shown on the Welding Scheme.4. AWNING4.1 The following awning apply for Berthing Pontoon No.1 only:

    (a) A portable tarpaulin awning in white color providing partial shelter for persons is to beextended from amidships. The clear headroom of the sheltered deck is about 2720mm

    in height at centre and 2260mm at port & starboard side.

    (b) All the supporting steel pillars are to be of tubular shape.Details are shown on the Portable Awning plan provided by GNC.

    4.2 The following awning apply for Berthing Pontoon No.2 only:(a) A GRP awning providing partial shelter for persons is to be extended from

    amidships. The clear headroom of the sheltered deck is about 3 metres height. Two

    flood lights and the lighting installed underneath the GRP awning are for the

    illumination of the deck area.

    (b)The GRP awning on weather deck is to be of single skin construction forming by GRPlaminates, and the GRP panels should be corrugated.

    (c)The GRP awning is to be secured on steel frame work by means of the stainless steelbolts and nuts, and the joints of GRP panels should be suitably reinforced and sealed.

    All the supporting steel pillars are to be of tubular shape.

    (d)The camber height of the GRP awning is 150mm. Gutter ways on port andstarboard sides of the GRP awning and four (4) individual galvanised steel scupper

    pipes leading to the weather deck edges are to be provided for awning drainage.

    (e) Details are to be as shown on the GRP Awning plan provided by GNC.5. FENDERS5.1 As shown on the General Arrangement Plan, two rows of D shape proprietary make

    rubber fenders of 250 mm thick are to be fitted together with rubber tires at each side of the

    pontoon.

    5.2Rubber tires of about 1.2 metres diameter and secured at the ends of the Pontoon are to beperformed as bumping buffers.

    5.3 Details are shown on the Rubber Fender Arrangement provided by GNC.5.4 For Berthing Pontoon No.1, 2 and 3:

    In addition, sixty (60) lashing eyes in 25mm thick steel plate are to be equally distributed on

    both sides of main deck and side shell for securing rubber tires as additional fenders.

    6. DECK COVERING6.1 Open deck spaces, embarking steps and platform surfaces should be self-draining and

    covered with non-slip epoxy paint, and/or a proprietary make non-slip deck covering

    (rubber mat).

    6.2 The colour of all deck coverings shall be assigned by GNC.6.3 Top surface of all raised platforms of Berthing Pontoon No. 2 should be covered with

    non-slip specialty coating with non-skid silicon carbide.

    7. PAINTING7.1The pontoon should be well protected from corrosion by suitable and adequate marine paint

    and applied in accordance with the manufacturers specification. The surface preparation

    before coating shall strictly follow the instruction required by the paint manufacturer. Apainting report shall be submitted to GNC upon completion of work.

    7.2A Colour and Painting Scheme shall be submitted after the Contract awarded.Theproposal should contain a list and the detailed specification of the paint intended to be used.

    The dry film thickness of each coating should be specified in the painting scheme.

    7.3All paintwork shall carry a three-year guarantee provided by the paint manufactureragainstdefects in material and by the Contractor against workmanship. The Contractor shall provide

    GNC at Acceptance Delivery a letter of certification with three-year guarantee of paintwork

    from the paint manufacturer.

    7.4 Tributyltin (TBT) free anti-fouling paint shall be applied to the underwater hull.7.5 VOC content of all paints should be complied with Volatile Organic compounds (VOC)

    Regulation of Hong Kong Air Pollution Control Ordinance.

    7.6 Colour scheme is outlined below and the colour codes of finished coats are to be submittedfor GNC approval well before painting.

    8. CATHODIC PROTECTION8.1 A permanent system of self-energised cathodic protection suitable for a minimum of three

    year life should be fitted comprising a number of anodes secured to the hull below the light

    waterline at the appropriate location.

    8.2 The actual numbers, size and positions of anodes and method of securing shall strictly

    follow the instruction required by the proposed anode manufacturer.

    9. MOORING EQUIPMENT

    9.1 Four 65mm diameter nylon ropes with spring assembly and other fittings are to be provided

    for mooring purposes.

    9.2 Two mooring eyes in 25mm thick mild steel plate, each with dia. 25mm O-ring, were

    inserted and welded on each end of the pontoon. Details are shown on the drawing Detailof Mooring Eye.

    10. FRESH WATER SUPPLY LINES AND FLEXIBLE CONNECTIONS10.1 The following item apply to the Berthing Pontoon No.2 only:

    (a) One fresh water supply line with a filling point is to be fitted on each side of thepontoon. Each freshwater filling point is to be fitted with a 22 mm diameter supply tap

    and a transparent flexible reinforced hose of sufficient length to reach any part of the

    pontoon.

    (b) Locations of the said fresh water supply points and length of the flexible hoses forthose supply points are to be agreed by GNC.

    (c) Fresh water supply lines should be of 50mm diameter galvanised steel pipe andsubjected to hydraulic test and witnessed by GNC officer. Piping is to be secured on

    deck by permanent means, and adequate numbers of expansion joints/elbows are to befitted on the lines.

    (d) The flexible connections of all service lines at the ends of the pontoon to be of strongand tough material, possessing high heat/corrosion resistance and suitably reinforced.

    Steel drums of 300 mm diameter fitted at ends are for providing smooth loop to these

    flexible connections.

    (e) Four raised platforms (two on port and two on starboard) for pontoon formed by 8 mmsteel chequered plates are to be fitted at the entries, covering the service lines.

    Details are shown on the Detail of Raised Platform provided by GNC.

    (f) Details are shown on the Fresh Water Piping Arrangement provided by GNC.(g) Technical information of the flexible hoses and the method for connecting metal piping

    shall be approved by GNC.

    11. MANHOLES AND VERTICAL LADDERS11.1 The following items apply to the Berthing Pontoon No.1, 2 and 3: Eight watertight

    manholes with covers are to be arranged on both sides of the deck as shown on the

    General Arrangement plan for the eight below-decked compartments. The steel

    covers are to be secured with stainless steel studs and nuts.

    11.2 Fixed steel vertical ladders of adequate length, with non-slip rungs, are to be provided foreach manhole leading to below-decked compartments.

    11.3 Details are shown on the Manhole Cover and Ladder provided by GNC.12. VENT PIPES FOR BALLAST TANKS12.1The following items apply to the Berthing Pontoon No.2 only:

    (a) A 150mm diameter mushroom head vent pipe is to be fitted on each compartment (Tobe well separated from the manhole).

    (b) The coaming height of vent pipes is not to be less than 380mm, and should be capableof closing weathertight.

    12.2 The following items apply to the Berthing Pontoon No.1 and 3 only:

    (a) A 150mm diameter gooseneck vent pipe is to be fitted on each compartment (To bewell separated from the manhole).

    (b)The coaming height of vent pipes is not to be less than 380mm, and should be capableof closing weathertight.

    13. SOUNDING PIPES FOR BALLAST TANKS AND VOID TANKS13.1 Individual sounding pipe of 50mm dia. for each compartment is to be provided and fitted

    with striking plate. Flush deck type of 50 mm diameter with screw caps should be provided

    for all sounding pipes.

    14. BOLLARDS14.1 The following items apply on the Berthing Pontoon No.2 only:

    (a) Eight (8) sets of double bollards of 300 mm diameter are to be fitted as shown on theGeneral Arrangement plan. Bollards are to be of mild steel with stainless steelsheathing and fitted with circular prevention caps.

    15. HANDRAILS AND STANCHIONS15.1 Tubular handrails are to be arranged on the main deck as shown on the General

    Arrangement plan. The handrails are to be formed by 50 mm diameter galvanised steel

    pipes with stanchions spaced not more than 1.5 metres.

    16. LIFEBUOYS & FIRE EXTINGUISHERS16.1 The following items apply on the Berthing Pontoon No.2 only:

    (a) According to the General Arrangement, the Contractor should supply and install six (6)lifebuoys with 30M lifeline. The types and locations shall be agreed with GNC before

    installation. Approval certificates issued by a maritime organisation should be

    submitted to GNC.

    (b) Six (6) 4.5 kg dry powder fire extinguishers should be supplied and installed as shownon the General Arrangement plan.

    16.2 The following items apply on the Berthing Pontoon No.1 and 3 only:

    (a) According to the General Arrangement, the Contractor should supply and install four(4) lifebuoys. The types and locations shall be agreed with GNC before installation.

    17. ELECTRICAL FITTINGS17.1 The following items apply to the Berthing Pontoon No.2 and 3 only:

    (a) All electrical fittings, circuit breakers, switches, cables, insulation, sheathing, and theirinstallations shall comply with the latest Regulations for the International

    Electro-technical Commission (hereinafter referred to as IEC), Electrical Installations

    in Ships. Classification Society's requirements for electrical installation should also be

    followed if applicable.

    (b) All electrical fittings exposed to weather shall be of weatherproof and marine type.(c) Megger test and other safety tests should be performed and witnessed by GNC

    officers.

    18. 220V SOCK ET OUTLETS18.1 The following items apply to the Berthing Pontoon No.2 and 3 only:

    (a) One independent 220V, single phase, 2 poles, 32A socket outlet with suitable cablingare to be provided on the Pontoon. Another two 220V, single phase, 2 poles, 16A

    socket outlets with a Residual Circuit Breaker with Overload protection (RCBO) are to

    be included in the lighting circuit of the Pontoon.

    (b)These socket outlets and MCCB/RCBO are to be contained in a weatherproof servicesupply box, and installed in the positions agreed by GNC.

    19. SINGLE-PHASE AND 380V 3-PHASE SHORE SUPPLIES19.1 The following items apply to the Berthing Pontoon No.2 and 3 only:

    (a)Two weatherproof steel connection boxes for shore supplies should be mounted at thelocations agreed by GNC.

    (b) One connection box is to enclose two weatherproof 220V plugs for connecting the220V power supply sockets and another connecting box is for 380V x 125A, 3-phase

    shore supply.

    20. MISSION LIGHTING20.1 The following items apply to the Berthing Pontoon No.1 only:

    (a) One (1) LED anchor light with lamp post should be provided and installed at thelocations as shown on the General Arrangement plan.

    (b)Two (2) LED side lights with lamp posts should be provided and installed at theappropriate locations.

    (c)The navigation lights are to be of MD approved type.20.2 The following items apply to the Berthing Pontoon No.2 and 3 only:

    (a)Two (2) LED (150W) floodlights and one (1) LED anchor light should be providedand installed at the locations as shown on the General Arrangement plan.

    (b)Two (2) LED side lights with lamp posts should be provided and installed at theappropriate locations.

    (c) Sufficient numbers of fluorescent lamps should be provided and installed underneaththe GRP awning of the pontoon for illumination.

    (d)The 24-hour timer switch and photo cell kit electronic for the lighting control system.20.3 The navigation lights are to be of MD approved type. Other lights should be

    weatherproof with steel wire protection covers.

    21. SCHEMATIC LAYOUT OF ELECTRICAL SYSTEM21.1 All necessary fittings and protection devices essential for the proper functioning of the

    whole electrical system should be provided. Detailed wiring diagram of the complete

    supply and distribution network, including wire size, insulation and sheathing should

    be submitted to GNC for approval.

    21.2 Where cables are exposed to weather or mechanical damage, sheathing or protection bymetal conduit should be provided. Where cables are protected by pipe conduits, the space

    factors of the pipe conduit shall conform to IEC regulations in order to minimise earth

    faults.

    21.3 The metallic sheathing, armour or braid of cable shall be properly earthed at both ends.All bare terminals shall be properly insulated by approved cable insulators.

    22. DOCUMENTS TO BE SUPPLIED ON DELIVERY ACCEPTANCE22.1 As Fitted drawings and other information to be supplied

    The Contractor shall supply the following items upon acceptance of the pontoon:

    (a) 4 complete sets of As-Fitted (i.e. finished) drawings as per APPENDIX 3.(b) 4 copies (at least 1 original) of maker operation and maintenance manuals for all

    equipment.

    (c) Photographs:i. sets of colour prints (130 mm x 90 mm) from different aspects to give an overall

    picture of the various parts / areas of the Pontoon.

    ii. Three (3) framed colour photographs of picture size not less than 350 mm x 270mm and frame size not less than 510 mm x 400 mm showing the profile of thePontoon in HKSAR waters.

    iii. Three (3) 200 mm x 150 mm colour photographs showing the profile of thePontoon in HKSAR waters.

    (d) Certificates and Reports:Copies of the following documents (1 original and 2 copies), filed in clear folders,

    shall be forwarded to MD at the time of delivery of documents:

    i. Test performance certificates of equipment (if any).ii. Original copy of the warranty certificates of all bought-in equipment (valid for 12

    months from the date of acceptance of the Pontoon).

    iii. Certificates of light and sound signalling equipment.iv. Builder certificates.v. Certificates of building material.vi. Any other certificates as appropriate.

    APPENDIX 1

    WARRANTY AND GUARANTEE SLIPPING

    1. WARRANTY

    The Contractor, or his appointed agent, is required to have (i.e. the Contractors own

    shipyard or that an arrangement has been made by the Contractor with a local shipyard or

    repair yard in the HKSAR) substantial and established ship repairing/servicing shipyard

    facilities in the HKSAR capable of servicing all aspects of the Pontoon during the currency

    of the warranty period under Clause 16 of the General Conditions of Contract, including

    guarantee slipping as stipulated in this specification. Full details of the repairing/ servicing

    shipyard facilities including establishment, repair equipment/Pontoons, etc. shall be

    submitted with the tender.

    Purposes of requiring a repairing/servicing shipyard is to facilitate rectification of the

    warranty defects without delay to the Pontoon's operation. As such, the Contractor should

    give full authorization to the repairing/servicing shipyard or agent in the HKSAR for

    making decision on validity of the warranty claims. If such authorization is not given, the

    Contractor should specify in the tender the means by which the repairing/servicing shipyard

    could receive immediate agreement from the Contractor, so that rectification of the

    warranty defects could be carried out in the most fast and efficient manner.

    For those equipment to which the manufacturer/supplier does not offer one-year warranty

    on each equipment, in this case the shipbuilder should arrange repairs for the remaining

    warranty period at his own cost, i.e. the tenderer must at its sole cost and expense either (i)

    provide the warranty for a continuous period of 12 months commencing on the delivery of

    the Pontoon; or (ii) procure the manufacturer/supplier to provide the warranty for a

    continuous period of 12 months commencing on the delivery of the Pontoon. No

    counterproposal by the tenderer will be considered by the Government. For other loose

    equipment and installation, such as life saving and fire fighting equipment, etc., which are

    required to be serviced, inspected or renewed annually, shall have a validity period of not

    less than 10 months from the delivery date of the Pontoon. These items shall not include

    machinery, electrical and electronic equipment.

    The Contractor should also follow the details / procedures stipulated in this section to

    implement his warranty obligations. During the warranty period, when the Pontoon is

    handed over to the Contractor, or his representative/agent for rectification of Contract

    outstanding items, warranty repair and/or guarantee slipping, the Contractor shall beresponsible for the due return of the Pontoon in good order. Should there be any loss or

    damage caused by any reason while the Pontoon is in the possession or control of the

    Contractor or his representative/agent, the Contractor shall pay for the cost for the loss or

    damage plus 20%. During such period, and until the Pontoon is returned to MD, the

    Pontoon is deemed to be at the Contractors risks, and the Contractor shall insure and keep

    insured, at his own expense, for an amount of not less than the purchase price of the

    Pontoon plus 20% to protect the Government property against any risks of damages.Certificate of Insurance and evidence showing premium being paid shall be available for

    inspection in advance.The Contractor should provide this insurance policybefore the

    signing of Contract.

    1.1 Total Pontoon Warranty

    It is required that the Pontoon is covered by the Contractors warranty for one year after the

    date of acceptance of the Pontoon. It is intended that this warranty cover the entire Pontoon

    and all its associated equipment, fittings and outfit (including spare parts, documentation

    and repair by replacement items) against defects of design, construction and failure of

    materials. This warranty may be backed up by the Contractor using individual equipment

    suppliers/manufacturers warranties but the Contractor shall remain solely liable to MD for

    such warranty. Notwithstanding and without prejudice to the Contract on warranty

    obligations for the total Pontoon, any individual equipment supplier/manufacturers warranty

    extending beyond the one year total Pontoon warranty must be passed on to MD as

    appropriate.

    1.2 Procedures for Warranty Claim

    A detailed procedure for dealing with warranty claims must be proposed by the Contractor

    and agreed by MD before acceptance of the Pontoon. This should be based on the following

    principles:

    (a) Warranty for total Pontoon between MD and the Contractor.

    (b) Notification of claimed defect to be sent from MD to the Contractor by a defined route.

    (c) Joint inspection to agree defect and remedial action to the satisfaction of MD.

    (d) The Contractor should undertake as far as practicable and reasonable on-site warranty

    services/repairs (including parts, labour and transportation cost).

    The Contractor will be expected to undertake all defect rectifications at his expense and

    using his own facilities, resources, etc. As such any Contractor must have suitable facilitiesin the HKSAR to undertake his obligation under the warranty. This is considered by MD to

    mean a minimum of established repairing/servicing/yard facilities capable of servicing all

    aspects of the Pontoon.

    The Contractor shall be responsible for rectification including repair and replacement as

    necessary for warranty claims. This shall, at no cost to MD, include services described in

    the following sub paragraphs:

    (e) To attend to any requirement for inspection and repair within 24 hours (excluding

    Hong Kong public holidays) of receiving the report of a fault and to take immediate

    action of rectifying the fault after inspection. MD should be informed of what the

    rectification action has been taking within 48 hours of receiving the above-mentioned

    report.

    (f) To provide all necessary transport, labour and material, tools and testing instruments

    required for the warranty repair service.

    (g) The Contractor shall bear all costs, insurance, risk of labour and transportation for

    agreed warranty claims.

    If the Contractor fails to response against any reported warranty claims within 48 hours

    at no reason, MD may arrange defect rectification as deemed appropriate with a view to

    minimizing any downtime incurred. In such case MD should reimburse the cost of

    such repairs from the Contractor afterwards.

    1.3 Extension of Warranty

    The warranty period for all goods requiring service under warranty shall be frozen

    whilst the Contractor fails to repair and correct satisfactorily all defects within an

    agreed and reasonable period.

    1.4 Recurrent Defects

    During the warranty periods specified above, should a second and similar defect arise,

    this shall be construed as conclusive evidence of the equipment's unsuitability for the

    purpose intended, and the Contractor shall take immediate steps to conduct a thorough

    investigation jointly with MD at the Contractor's expense, to ascertain the reasons for any

    such defect and shall forthwith at MD's option and the Contractor's expense, manufacture

    and effect delivery of equipment with a new design suitable for the purpose intended to

    replace those defective.

    2. ITEM S TO BE PROVIDED DURING THE WARRANTY PERIOD

    2.1 Updated/Upgraded Information

    It is expected that during the warranty period certain equipment may be modified or

    changed. All documentation affected by this change must be updated to reflect the new

    situation. A system for configuration control must be set up and rigorously applied to ensurethis work.

    2.2 Support Information

    The above principal applies particularly to support documentation. At the expiry of the

    warranty period it is required that the Contractor should provide a means of reproducing

    these items to allow future modifications to the Pontoon to be input into the system.

    3 GUARANTEE SLIPPING

    As stated in the section "Warranty" above, guarantee slipping shall be carried out at the end

    of the 12-month warranty period.

    At the guarantee slipping, the Contractor shall carry out the following work with all the

    necessary cost, labour, materials and paint, etc., provided by the Contractor.

    3.1 Hull and Deck Items

    (a) Clean off all marine growth.(b) Renew all zinc anodes if 50% consumed OR supply one set of spare anodes.

    (c) Repair damage paint properly and apply two touch-up coats primer, one touch up and

    one full coat of anti-fouling paint to hull below waterline.

    (d) Repair damage paint properly to hull exterior above waterline and all other area

    including hull interior, superstructure and fittings, etc. Apply two touches up coats

    primer, one touch up and one full finishing coat as original.

    (e) Paint the Pontoon's name, Draught marks and insignia two coats.

    (f) Scrape, clean, wash and paint all deck surfaces. Apply two touch-up coats deck primer

    and one full coat non-slip deck paint to main deck.

    (g) Scrape, clean and apply two touch-up coats primer, one touch up and one full finishing

    coat to deck fittings including rails, stanchions etc..

    (h) Open up all ballast tanks for inspection. Dry, clean and paint one touch up coat primer

    and one full coat as original.

    3.2 Fittings and Equipment

    APPENDIX 2

    MAIN INSPECTION ITEMS (M.I.I.)

    Tenderers shall complete the following tables so as to plan and estimate the required number ofOverseas (i.e. places outside of the HKSAR) Survey Visits to be made by GNC officers (about

    30 man-visits for the three pontoons). A number of survey items can be carried out within one

    trip. The items included inTable APP 2.1are key activities in the construction progress.

    Tenderers should add other relevant inspection items/activities not mentioned below. In any

    case, GNC may require other activities and /or items to be inspected at any other time.

    Notes :

    (a) Tenderers shall note that the inspection items listed inTable APP 2.1 are for the

    evaluation of overseas survey expenses. The survey of the listed items shall also be

    carried out even if the Pontoon is built in the HKSAR.

    2. Drawings and Documents To Be Submitted by Contractor for GNC Approval

    Three (3) copies of each of the drawings/documents as listed below should be forwarded to

    MD for approval before the commencement of work. Adequate time (at least 4 weeks)

    should be allowed for MD's reply. One copy will be returned to the Contractor with orwithout comments.

    The drawings, etc. should embody all amendments as agreed at the time of placing Contract

    and during subsequent detailed development of the design.

    A copy of the programme for preparation and submission of such drawings and

    specifications should be supplied to GNC within 40 days after the Contract is awarded.

    Should any drawings be modified by the Contractor after first forwarding copies to GNC

    (including those drawings modified to incorporate GNC comments) the appropriate number

    of further print copies of the modified version should be forwarded to GNC concurrently

    with issue of the revised version to the yard.

    APPENDIX 5

    STABILITY REQUIREMENTS

    1 GENERAL

    All calculations and drawings shall be in metric units. If a computer programme is used, the

    user manual, input and output format shall first be acceptable to GNC. The submitted output

    data shall be accompanied with input data.

    2 INCLINING EXPERIMENT

    An inclining experiment should be carried out with the attendance of GNC officers.

    Guidance should be sought from Chapter 7 and Annex I of IMO Resolution A.749 (18) in

    conducting such an inclining experiment to determine the lightship weight and centres of

    gravity.

    3 STABIL ITY INFORMATION BOOKLET

    The Pontoon shall comply with the stability criteria as mentioned in Para. 4 of this

    APPENDIX or equivalent. The booklet in its final version shall include:

    Pontoon particulars, sketch of general arrangement drawing showing differentcompartmentand tank positions hydrostatic curves and cross curves;

    Tank calibration/sounding tables for ballast tanks. These tables shall consist oflocations of

    tanks (frame numbers), levels from tank bottom, capacities, VCG/LCG/TCG and free

    surface moments, and location of sounding points. The trim and heel of the

    Pontoon where these tables are applicable shall be stated;

    Stability calculation for each loading condition shall include a profile drawing, items of

    deadweight, lightship, displacement, Draughts, trim, VCG, GM(solid & fluid), LCG,

    down-flooding angle, statical stability curve, etc.;

    The Stability Information Booklet shall include the following conditions:

    4 INTACT STABIL ITY CRITERIA

    Stability and freeboard will be considered satisfactory if the following criteria are

    a) The maximum righting lever (GZ) occurs at an angle of heel of not less than 30

    degrees;

    b) The righting lever GZ should be at least 200 mm;

    c) The area under the GZ curve should not be less than:

    (i) 0.055 metre-radian up to an angle of 30 degrees;

    (ii) 0.090 metre-radian up to an angle of 40 degrees.

    (iii) 0.030 metre-radian between 30 and 40 degrees or such lesser angle as is referred

    to in (ii) above;

    d) The initial transverse metacentric height should not be less than 0.15 metre.

    N.B.

    The Contractor should note that the opening to be used to determine the down flooding angle

    should be agreed with GNC.

    APPENDIX 6

    MARK INGS AND COLOUR SCHEME

    1 PONTOONS NAME

    The Pontoon's name shall be permanently displayed forward of the Pontoon on both sides of

    the hull and at the transom. The exact size and letters and numbers shall be agreed by MD.

    2 COLOUR SCHEME

    All colour samples will be submitted by the Contractor for approval before application.

    Piping colour codes will comply with BS 1710: 1975 or equivalent and be approved by

    MD.

    Colour of draught marks, name, insignia and other colour markings, etc. will be provided,

    as required by MD.

    3 DRAUGHT MARKS

    Draught marks should be provided at the port and starboard of stem and stern. The marksshall be painted in a colour contrasting with the hull colour.

    Draught marks are to be numbers cut from steel plates and secured to the hull by welding.

    They shall be measured from the lowest point of the Pontoon to the underside of the number

    markings. The marks shall be in Arabic numerals 100 mm high and spaced every 200 mm,

    and shall be marked as follows:
