Section L.16.2 (b) states that “...multiple volumes may be submitted in the same binder… unless otherwise stated in this section” Section L.16.2 (c) states that “Volumes shall be separately bound in 3-ring binders…” In the interests of conserving offeror bid and proposal cost, the Government will allow offerors to place multiple volumes in one three ring binder. The RFP will be updated to remove conflicting language.

Will the government consider allowing another page to be added to the resumes to include Letters of Commitment for Key Personnel, or excluding Letters of Commitment from page count?

The RFP will be updated to state that Letters of Commitment are excluded from the Key Personnel Resume page count. The page count for the Key Personnel Resume will remain at two pages. The Letter of Commitment should be no more than one page in length.

4 L.8.(b) (b) A page is defined as one side of a sheet, 8 1/2" x 11", with at least one inch margins on all sides, using not smaller than 12 point type.

We request that font sizes smaller than 12 point type be allowed in tables and graphics to allow for a more substantive discussion against the voluminous DRD, L, M, and SOW requirements. We recommend 10 pt Arial Narrow be allowed for tables for and figures.

Offerors shall use no smaller than 12 point type on tables and graphs in their proposals per Section L.16.2(c) of the RFP.

Please clarify what the Government means when it states the "Organizational Chart" is excluded from the page limits. The offeror may choose to include more than one organizational chart for purposes of easing evaluation and describing the organizations, lines of communication with our JSC counterparts, and lines of authority within our team.

Table L-2 in the final RFP will be updated to state that the Government will accept multiple Organizational Charts as part of the proposal. The Organizational Charts will NOT be excluded from page count.

7 General General Our group did NOT submit a response to the synopsis by the September 11 date. With that, is it still permissible for our group to submit a proposal in response to the solicitation?

Yes, once the final RFP is posted, any SBA certified 8(a) company may submit a proposal. A response to the synopsis posted on August 28th is not a prerequisite to submit a proposal. The Final RFP will be released around 10/16/2015. Please refer to the HRIPS procurement website for the current schedule and links to Pre-Solicitation Synopsis.

8 General General How would the 22 FTE’s be broken into skill sets? For example how many contract specialist do they anticipate needing versus admins, HR Specialist, Engineers, Developers, trainers, etc...?

It is up to the Offeror to propose the skill mix, direct or indirect, to successfully complete the work per the contract once the contract is awarded. The government does not anticipate that any Contract Specialist direct labor positions are required on this contract; reference the Standard Labor Categories direct positions and skill mix provided in the RFP. Also reference Table L-3 of the RFP which is provided as a reference of anticipated Standard Labor Categories for the Statement of Work. However, note that Table L-3 provided does not guarantee future work of those Standard Labor Categories; they are provided as a reference. If the Offeror is proposing indirect

9 C-1, 2.0 SOW How many internal and external hires do they average per year?

Johnson Space Center averages 150 internal and 85 external hires per year. An internal hire occurs when a civil servant is hired from one JSC organization to another JSC organization. An external hire occurs when a person that is not currently on the JSC payroll is hired into a JSC organization.

10 C-3. 3.3 How much travel is expected per year? Travel averages 15-18 trips per year with 12-15 in HRIS and an average of 3 trips in HR Operations, however, this can vary from year to year based on need. The current HRMODSS contract is stored in the Technical Library for reference.

The Safety and Health Plan of the incumbent contractor will not be provided for review because it is considered business sensitive. The successful Offeror will have to provide the Government with their proposed Safety and Health Plan during phase-in in accordance with DRD HRIPS-01. The negotiated S&H Plan will be incorporated into the contract in Section J.

There have been five scholarships given each year for the last two years across all of NASA.

The majority of the work in Section C.7.2 is expected to be designing, developing, coding, and configuring ColdFusion applications and SQL databases.

19 General General Can the government confirm that this will be a single award IDIQ that will issue multiple task orders? Can the government expound on how they intend to issue Task Orders?

The Government plans to issue a single award IDIQ contract with multiple firm fixed price task orders. The Government will request the contractor to submit a price proposal for each task order. The Government will award each task order once a negotiated price has been deemed fair and reasonable. See RFP Section I.13 TASK ORDERING PROCEDURE

20 SOW 3.1- 14 It has been identified that the contractor will be required to staff positions within 15 days of TO issuance. The industry standard is 30 days that allows for time for a new hire to negotiate an offer and then terminate their current contract (14 days’ notice) before processing.

Will the government consider extending to 21 days versus 15?

No, due to the criticality of the positions on the contract, the government will keep the requirement at 15 days.

If the requirements for the Exchange/Starport are within scope of an established Task Order, then the work for Exchange/Starport may be added to that existing Task Order. If the requirements are out of scope of the established task orders, then a new Task Order may be initiated.

A correction has been made to the HRIPS SLC Guidelines to read as follows: It is desirable to have either a Bachelor’s Degree and at least 7 years of experience in a related area or a Master’s Degree and at least 5 years of experience in a related area; or 9-11 years of equivalent experience without a degree.

23 General General Is there a requirement for Government Security Clearance for any of the personnel assigned to this contract?

There is currently no requirement for a Government Security Clearance for any personnel assigned to this contract. However, the contractor will have to comply with FAR Clause 52.204-9 PERSONAL INDENTITY VERIFICATION OF CONTRACOTR PERSONNEL (SEP 2007) which will be included in the final RFP.

The distribution is to two different addresses: the BR2/Contracting Officer and Contracting Officer Representative. The offeror is required to determine which labor categories are Exempt or Non-Exempt and complete the respective TC templates. For example, the offeror may place the Project Manager’s direct labor rate in TC(b) and not in TC(a). The Project Manager is listed in the TC(a) but no direct labor rate would be proposed on this template. The entire list of SLCs are provided as a place holder as a matter of convenience so that the offeror may complete the templates for the applicable exempt or non-exempt personnel. The list is provided in its entirety so that there would be no omissions. Note that the offeror must provide fully loaded rates for all the SLCs listed in the FBR; this requires the offeror to determine rates as applicable for exempt and non-exempt personnel.
