Health and Safety's Role in Mitigating the Insider Threat Risk

While organizations maintain many layers of controls to prevent outsiders from gaining
unauthorized access to cause loss or harm, persons who have been granted legitimate
access can become an “insider threat”. Although the typical insider targets assets or
data, in some cases their actions can also have significant impacts on workplace and
environmental health and safety. Because much of an organization’s safety program
activities are carried out with the workers in their workplace, this represents a unique
opportunity to assist in the possible detection of insider threats. This presentation will
discuss the threats represented by insiders so that health & safety professionals can
enhance their situational awareness and report suspicions to the appropriate
authorities.

Joe Leonard is a 30‐year veteran of the United States Coast
Guard (USCG) and United States Army. He is an experienced
Incident Commander/Planning Section Chief/Operations
Section Chief who has served in a wide array of responses.
He supervised the development of policies, protocols and
procedures to activate and sustain the Coast Guard’s first
full‐time all‐threats/all‐hazards Incident Management Assistance Team in
accordance with the National Incident Management System (NIMS). He was
directly involved in developing and institutionalizing the use of the Incident
Command System throughout the Coast Guard. In 2006, he received the coveted
US Navy League Captain David H. Jarvis Award for Inspirational Leadership during
the response to Hurricane Katrina. Fox News also recognized him as the “Power
Player of the Week” for his actions during that response.

Mr. Cerenzio currently oversees ISN’s Contractor Development Division, preceded by oversight
of the HS&E Review and Verification Services and Downstream Services Client Development
Divisions. Prior to joining ISN Mr. Cerenzio spent over 20 years as a Global Senior Manager in
HS&E within the North American and Australian petrochemical industries; North American
facilities and road maintenance industries, and South American copper mining industry.
A long‐standing member of the American Society of Safety Engineers (ASSE), Mr. Cerenzio
currently serves on the NORA Oil & Gas Council, and the NCCER Workforce Development
Committee.
His industry outreach also includes numerous global industry conference presentations and
panel mediations. He has also authored numerous industry‐specific articles both in the US and
abroad.

Dr. Thomas “Tommy” Hysler is President of Global Health, a provider of
Occupational Medical services which is a partner of the Houston Area
Safety Council. He completed his Occupational Medicine residency at
the University of Texas while also obtaining a Master in Public Health.
Dr. Hysler is board certified in Occupational Medicine.
Dr. Hysler completed his occupational medicine residency training at
corporations such as Chevron, ExxonMobil, and Shell Oil. He is also a
certified medical review officer (MRO), a certified impairment and
disability rating examiner and a nationally registered Department of
Transportation medical provider.

His experience in HSE ranges from HSE specialist to Firefighter to Vice President. Britt’s
experience offers those he instructs and serves thoughtful insight on the importance of safety.
He is a sought after inspirational speaker and shares his stories of lessons learned and personal
philosophies from his HSE adventures spanning 29 states, eight countries and several
continents mostly in the Petro Chemical Industry.
Britt imparts some of his personal and process safety philosophies in his book The Ten E’s in
Safety Leadership, published in the spring of 2011. He is currently working on a second edition
of The Ten E’s in addition to a basic leadership book (Leadership in 50) and in a series of
children’s book that were initially published in the fall of 2013 (Little B’s Safety Coaching).
Britt’s proudest accomplishment is the continued positive safety performance of the sites and
groups with whom he has served. He is currently the Vice President of HSSEQ for the CH2M‐
HILL. Britt earned a BS in Criminal Justice from West Virginia State University, a MS in Safety
Management from Marshall University; he is a Certified Safety Professional (CSP), and a
Canadian Registered Safety Professional (CRSP).

Developing Effective Electrical Safety Programs

Many companies struggle to understand what should be included in ESP and,
most importantly, how to implement an ESP. Further, it is important for managers
to differentiate between “compliant” ESP and “effective” ESP. Taking the
minimalist (compliant) approach will likely satisfy OSHA minimum requirements
but will still leave electrical workers exposed to unnecessarily‐high levels of Risk.
This presentation is intended for management teams interested in implementing
effective ESP. Students will emerge with an understanding of the necessary
components that must be included in an effective ESP. This presentation will also
provide guidance regarding how measure ESP effectiveness in numerical terms.

The Prevalence of Safety Professionals' Knowledge and Involvement with

This presentation summarizes the results of research into the NIOSH Total
Worker Health (TWH) program and how it is impacting Safety Professionals
in their work environment. With the growing emphasis on TWH, working
knowledge of how and where safety programs and wellness programs are
interacting and overlapping can be key to increasing program productivity
and reliability, as well as identifying areas of concern.

fire research. She holds a Master of Public Health degree from the University

Culture Change: Winning Hearts and Minds for Safety

If unsafe behaviors and unsafe conditions cause workplace injuries and illnesses, we
know that we need to not only ensure regulatory compliance but also implement
culture change engage employees in safety. This culture change is, however, an abstract

who have worked in culture changes in the most austere and dangerous of conditions
for this process. Using military “hearts and minds” counterinsurgency operational

Implementing a Safety Improvement Plan by Leveraging Strategic Partners

Calumet Specialty Products is a Fortune 500 independent producer of high‐quality,
specialty hydrocarbon products in North America. The Calumet San Antonio refinery
produces ultra‐low sulfur diesel fuels, military and commercial jet fuels and
conventional unleaded gasoline. This refinery has been owned by 3 different companies
over the past 6 years. Since Calumet acquired the refinery in January 2013, significant
investment has been made into facility upgrades, improving Operating Management
Systems (OMS), emergency response capacities and safety culture. This presentation
will tell the “turn‐around story” of a refinery known for much negative publicity to a
local company committed to being a good neighbor. This journey to Operational
Excellence is built on the path of strong leadership support leveraging strategic partners

Indianapolis, IN. In 2011, Damon and his family relocated from Indy to the GREAT state

In today’s business environment there are many priorities that compete for an
organization’s limited resources. In order to ensure that safety and health
activities are adequately funded, financial decisions makers must be presented
with a complete analysis of the costs and benefits associated with proposed
safety expenditures.

Preventing Serious Incidents & Fatalities

Dr. McSween will provide an overview of a simple integrated approach to
preventing serious injuries and fatalities. Recent studies suggest that recordable
injury rates are poor predictors of fatalities and other serious injuries. The
precursors for serious incidents include the “safety absolutes” which include
procedures such as lockout/tag‐out, permit to work, etc. Safety committees
should analyze both BBS data and traditional safety outcome measures to identify
high risk tasks that warrant management attention and additional layers of
protection. For such initiatives to be successful leadership must create a positive
workplace that promotes system’s thinking.

Respirator Cartridges and Filters ‐ Just How Do Those Things Work?

Air purifying respirators are commonly used in industry and rely on filters
and cartridges to clean the air prior to it being breathed. But, just how do
they do that. This presentation will discuss the mechanics of filter/cartridge
function, factors that go into affecting service life, and critical information to
know when determining if air purifying respirators are appropriate for your
work site. We will also address common questions on filter/cartridge
function such as particle size filtration efficiency, reuse of chemical
cartridges and service life calculations.

What Every Safety Professional Needs to Know About Global Health Security

The academic curriculum for safety professionals typically does not include information
on infectious diseases beyond the basics associated with bloodborne pathogens and
possibly tuberculosis. But a series of global factors are combining to make the risk of
infectious disease perhaps the world’s most significant health and safety threat. A new
international initiative called “Global Health Security” has been launched by the White
House that consists of strategies for the prevention, detection, and response to disease
outbreaks in all settings. This presentation will describe the initiative and what aspects
every safety professional should be aware of to protect themselves, their loved ones,

Mr. Heard is an authorized OSHA trainer in both the General and Construction
Industries. In a typical year, Mr. Heard speaks to hundreds of safety professionals on a
wide variety of topics including OSHA record keeping, aerial lifts, fall protection,

In his role as Outreach Training Director, he has placed over 2000 employers and

safety, training, emergency response, project management, and risk and loss
control. Mr. Cordova earned an Environmental Science degree in Safety and
Industrial Hygiene from the University of Houston and is a CSP. Having worked
for Valvoline, Simpson Paper Company, Huntsman Chemical, Air Liquide, and the
HASC, his broad‐base exposure to industry provides him with a unique and
valuable perspective on safety and risk issues in the workplace.

Strategies for Keeping Your Safety Program on Course
in a Sea of Constant Change

The University of Texas School of Public Health recently conducted a straw poll of
approximately fifty very experienced health & safety professionals and the results were
astonishing: 80% had reported to the person they current report to for a period of less
than 5 years, and 25% for a period of less than 1 year! These striking results underscore
the old adage that “change is constant”. But adapting to change is not something that is
traditionally addressed in academic health & safety programs. Interestingly, although
change is indeed constant, the underlying data that drives health & safety programs
doesn’t change. What does change is the framing of the delivery of this important
information to ensure continued program support. This presentation will discuss the
dilemma of constant change and provide some tips on the personal management of
change and will present options to consider for communicating essential information to
the ever‐changing environment.
