Duties and Responsibilities Managed the Federal Tuition Assistance Program (FTA) and the state Guard Tuition Incentive Program (GTIP). Counseled over 1000 Soldiers annually toward their educational goals. Managed the FTA budget ($3m) for the Arkansas Army National Guard to include reviewing historical data in order to forecast the funding required to meet program goals for each fiscal year. Also, used automated accounting systems to reconcile government purchase card transactions to obligations in order to ensure the budget was balanced and fully executed. Managed the GTIP budget for the Arkansas Army National Guard to include the execution of $500,000 budget. Responsible for determining the GTIP awards based on a points based evaluation and prioritization system.

Accomplishments ~ Managed the Federal Tuition Assistance for all Arkansas Army National Guard Soldiers. Rated in the top 5 education offices in the nation for having less than 1% grow back of the fiscal year budget left. ~ Recognized by NGB as one of the best managed states for tuition assistance budget execution with less than 1% grow back for three years running.~Worked with NGB Education Leadership on a consistent basis to design, update, and improve the iMARC operating system for FTA. ~ Designed, authored, and published a Standard of Operating Procedures (SOP) for the Federal Tuition Assistance (FTA) processing which was distributed to all 54 states and territories.
