Centre for Civil Society
Durban? • global crisis of capitalist overaccumulation
and uneven & combined development • global threats from speculative finance,
real estate and international trade • due to municipal state’s impotence, future
alliance-based resistance must jump scale

plenary: The State In/And the City
This plenary seeks to reflect on how we understand the nature, role and transformations of the local
state as it exists today, the possibilities for its democratisation as well as its continued relevance
in today’s globalising world. It will explore, both empirically and theoretically, the contours and
possibilities of struggles for democratisation of the local state and where they can lead us in our quest
for more just and sustainable cities.

The Rani Jadhav government committee A thousand acres can be made available. One-third should be reserved for open spaces, one-fourth for roads and rail, and another third for mixed use, including tourist facilities, schools, hospitals and financial or convention centres. No affordable housing, only rehabilitation housing for slum-dwellers. Walkability emphasised.
APLI Mumbai and Meera Sanyal Port activities should be reduced and the land carved up for different purposes: a nature park on the mudflats, a heritage and cultural zone near Sewri fort, a sports and education zone at Cotton Green, an innovation and incubator hub at Elphinstone Estate, and modern facilities for the fishing community. The aircraft carrier INS Vikrant, already sold to a ship-breaker, should be turned into a maritime museum.
Port Trust worker unions Port activity should not be reduced. Instead, the port should be modernised to handle bigger ships, and any free land should be used to provide housing for 12,000 workers and 39,000 pensioners. Build a maritime education institute and a sports complex.

Brazil Slump Risks Leaving Taxpayers With Olympic Real Estate Bill Reuters, September 30, 2015 RIO DE JANEIRO— The highway has been torn down, tunnels dug, and the walkways and gardens laid in Rio de Janeiro's new business district. But the dozens of office towers needed to make the 8 billion real ($2 billion) renovation viable are missing. The transformation of a derelict port district before the 2016 Olympic Games is a flagship development that wasn't supposed to cost Brazilian taxpayers a thing. Less than a year before the Olympics, however, a real-estate meltdown in Rio has killed appetite for new skyscrapers and left a public fund - which paid upfront for infrastructure betting it could profit by selling building rights - shouldering the burden of the 8 billion real cost. Of over 20 corporate developments planned, many with multiple towers, the vast majority have not broken ground. They include the Trump Towers, a set of five high-rises gilded by a branding agreement with U.S. property mogul and presidential candidate Donald Trump. That project was announced in 2012 as the largest corporate development in any major emerging nation, but it too is still on the drawing board.

who wins from new
infrastructure spending? • Johan van Zyl, Toyota SA CEO: ‘Durban as a
brand is not strong enough to simply say “come and invest in Durban”. What it needs to attract investors are big projects. Durban needs to keep ahead of the competition. China is building ports they don’t even know when they will use. If return on investment is the line of thinking we may never see
the infrastructure.’ – 6 February 2012

The opening up of global markets in both commodities and capital created openings for other states to insert themselves into the global economy, first as absorbers but then as producers of surplus capitals. They then became competitors on the world stage. What might be called
‘sub-imperialisms’ arose… each developing centre of capital accumulation sought out systematic spatio-temporal fixes for its own surplus capital by defining territorial spheres of influence…

David Harvey (1989) on ‘interurban entrepreneurial competition’ resulting from
“Deindustrialisation, widespread and seemingly ‘structural’ unemployment, fiscal austerity at both the national and local levels, all coupled with a rising tide of neoconservatism and much stronger appeal (though often more in theory than in practice) to market rationality and privatisation, provide a backdrop to understanding why so many urban governments, often of quite different political persuasions and armed with very different legal and political powers, have all taken a broadly similar direction.”

David Harvey (1989) on interurban entrepreneurial competition
“To the degree that interurban competition becomes more potent, it will almost certainly operate as an ‘external coercive power’ over individual cities to bring them closer into line with the discipline and logic of capitalist development. It may even force repetitive and serial reproduction of certain patterns of development (such as the serial reproduction of ‘world trade centers’ or of new cultural and entertainment centers, of waterfront development, of postmodern shopping malls, and the like).”

Limits of Interurban Entrepreneurial Competition in Durban Structure and Agency under Neoliberal-Nationalist Municipal Management

Can Durban Recover From City-scale Neoliberal Nationalism?
Looting Durban by PATRICK BOND 2 January 2012
This is the South African city of Durban’s first week since 2002 without City Manager Michael Sutcliffe. He became well known across the world as a target of community and environmental activism, for catalyzing a $400 million stadium for the soccer World Cup in 2010, and for hosting the COP17 climate summit last month, in a city of 3.5 million of whom a third are dirt-poor and another third struggle as underpaid workers. Why did they put up with Sutcliffe’s mainly malevolent rule? Alongside constituencies of fisherfolk, streetchildren and informal traders, many grassroots groups like the South Durban Community Environmental Alliance, the Chatsworth Westcliff Flatdwellers, Abahlali base Mjondolo shackdwellers and Clairwood Ratepayers and Residents Association have long condemned race- and class-biased municipal policy and Sutcliffe’s viciousness. But the prestige of the African National Congress (ANC) liberation movement means the ruling party has been comfortably re-elected since the days of Mandela (1994-99). Until the leading trade unions break their alliance with the ANC, that won’t change, and ruthless men like Sutcliffe will stay at the top of government.

Durban’s dubious infrastructure
• new, unnecessary $1bn King Shaka airport (SAA dropped Dbn-CT!) and Dube trade port • harbour and oil pipeline expansion
• new highways akin to Engels in Manchester, 1844 (Sutcliffe: “I am a Marxist geographer.”)
• bus privatisation disaster • water innovations in (unfair) ‘Free Basic Water’
and Urinary Diversion sanitation; unjust bulk supply and crises in sewage piping, maintenance • energy, high-emissions corporations, petro-
chemicals, auto factories, container transport, dubious CDM in Africa’s largest landfill (Bisasar Rd)

‘globalisation of people, deglobalisation of capital’
I sympathise with those who would minimise, rather than with those who would maximise, economic entanglement among nations. Ideas, knowledge, science, hospitality, travel – these are the things which should of their nature be international. But let goods be homespun whenever it is reasonably and
conveniently possible and, above all, let finance be primarily national. -John Maynard Keynes (1933), ‘National Self-Sufficiency,’ Yale Review.

case study of successful SA-internationalist social movement advocacy for
AIDS policy and solidarity: access to Anti-RetroVirals
Gugu Dlamini
• 1990s – US promotes Intellectual Property above all, so monopoly-patented ARVs cost $10-15,000/person/year – way too expensive!
• 1997 – SA’s Medicines Act allows ‘compulsory licensing’ to break patent for generic producers – i.e., deglobalisation of medicines;
• 1998 – US State Dept counters Medicines Act with ‘full court press’, Treatment Action Campaign (TAC) formed, stoning death of AIDS activist Gugu Dlamini in her Durban township due to stigmatisation
• 1999 – Al Gore for president, ACTUP! opposition to Gore, Seattle WTO protest, Bill Clinton surrender, ‘AIDS dissidents’ emerge
• 2000 – AIDS conference in Durban, rise of Thabo Mbeki’s denialism • 2001 – ‘PMA-SA v Mandela’ lawsuit w Medicines sans Frontiers &
Oxfam, while TAC imports Thai, Brazilian, Indian generics

TAC’s Anti-RetroVirals campaign:
Zackie Ahmat,
Nelson Mandela
• 2001 – Constitutional Court supports nevirapine, major World Trade Organisation (TRIPS) concession, Doha
• 2002 – critiques of Mbeki, Manto Tshabalala-Msimang • 2003 – ANC compels change in state policy • 2004 – generics produced in SA, global AIDS funds increase • 2013 – 4 million public sector recipients of ARVs • 2014-15 threats – fiscal conservatism, Obama’s Pepfar cuts
strategic successes: dramatic rise in life expectancy from 52 in 2005 to 62 in 2015
‘commoning’ of intellectual property decommodification and destratification
