Registration to participate in a magnet program begins on December 7, 2015. A completed application must be received by the Magnet Programs office no later than 4:30 p.m. on January 7, 2016. The application is located inside this brochure. The student must live within the San Bernardino City Unified School District attendance boundaries. If interested in more than one program, a separate application must be received for each program. Additional brochures may be obtained at any elementary school or the Board of Education building (777 North F Street, San Bernardino). Students must have completed regular school enrollment or pre-enrollment to have the application processed.

Transportation is generally available from most areas of the city to Magnet Program schools. Parents are welcome to use this service or to transport their child themselves. Stops do not have to be the same in the morning as they are after school. If day care is in another area, stops may be arranged, provided a Day Care form has been submitted to the school of attendance office. Day Care forms may be obtained at any elementary school.

Students must meet program criteria in order to establish placement in the program. Parents and students must attend an orientation meeting at the magnet site prior to final placement in the program.

All eligible applicants will be selected for program participation using a random, unbiased drawing to determine ranking for placement. The drawing will be held at 6 p.m. in the Board of Education Community Room, 777 North F Street, on January 14, 2016. Students will be placed in programs based upon space availability at the requested grade levels. A waiting list of qualified students will be established, and vacancies will be filled from this list as space becomes available. Waiting lists are maintained only for one school year. Parents must reapply each year if their child was not placed in a magnet program.

Once a student has been selected for a program, parents will be notified and will have five (5) days to accept or decline this placement. If the parent does not accept within five days, the student will be placed on the waiting list for that program.

Enrollment in all programs is for a full school year. Good attendance and high behavior expectations are required to remain enrolled in any of the magnet programs listed in this booklet. Once enrolled in a program, the student may remain at that school for the rest of the grades of the program. If the student needs to leave the magnet school during the year, an exit meeting is held with the parent, principals of the magnet and the home-area schools, and the program coordinator. If a student is exited from a program, she/he is not eligible for another magnet program that school year.

Often it is not possible for a student to return to his/her home school due to lack of space. The student may be capped to another school.

Accelerated Kindergarten is a full-day kindergarten program designed for children demonstrating developmental maturity and advanced-level academic skills. Critical-thinking, problem-solving, and emergent-reading skills are tested prior to enrollment. The program is offered at Ramona-Alessandro, Kimbark, North Park, Roosevelt, and Salinas Elementary Schools. To apply for testing, please complete and return the application for Accelerated Kindergarten/Vanguard Programs.

giftEd and talEntEd Education (gatE)

Schools with Accelerated Kindergarten programs also have Vanguard Programs to serve advanced learners in first and second grades. Grade-level standards are taught with differentiated, enhanced instruction designed to meet a student’s interests and abilities. To apply for testing, please complete and return the application for Accelerated Kindergarten/Vanguard Programs.

Students are screened for Gifted and Talented Education (GATE) in second grade, according to the established District criteria. Students identified for GATE are served through GATE Cluster Classes and/or differentiated instruction at their home school. However, there are also GATE magnet programs offered at designated schools. Parents of GATE- identified students may request transfer to the following elementary GATE magnet programs:

• Henry Elementary School• Ramona-Alessandro Elementary School• Roosevelt Elementary School• Salinas Elementary School

GATE magnet programs emphasize strong, accelerated academic achievement of grade-level standards. Children identified for GATE classes are given instruction with increased depth, complexity, and novelty. The SANKOFA model of instruction is a research-based approach to teaching that integrates aspects of

culture and language into the teaching and learning process. SANKOFA creates

learning environments that affirm and value students’ cultural

backgrounds to create connections that promote academic excellence. This instructional model utilizes culturally relevant

teaching practices that emphasize the value of all cultures, with a

focus on the culture and learning styles of African American and other

culturally diverse learners. This approach has been proven to increase academic achievement

and promotes closing the excellence gap.

Students in these classes are taught the same Common Core State Standards using District and state-approved curriculum. SANKOFA classes are open to all students who meet entry criteria, particularly those students who would benefit from deliberate instructional approaches in an interactive and collaborative learning environment.

Anton Elementary, in partnership with the Segerstrom Center for the Arts, offers long-term and in-depth instruction in the four art disciplines: music, dance, drama, and visual arts. Through an Artist-in-Residence program, students, teachers, and parents participate in varied aesthetic and cultural experiences interwoven into the academic curriculum. Art partnerships build basic intellectual, physical, and social skills; expand multi-sensory perception; and nurture creative expression within students. Culmination performances by students and professional ensembles are staged throughout the year at the Sturges Center for the Fine Arts in San Bernardino.

Performances enhance an appreciation of the four art disciplines and varied cultures, musical genres, and art mediums. Instrumental and choral music programs are also offered.

Salinas Elementary believes that every child has gifts and talents which must be discovered and nurtured. In addition to the Common Core State Standards, California Framework, and District curriculum, students receive instruction in art, drama, music appreciation, instrumental music, and chorus. Students attending Salinas are eligible to participate in art classes (taught by a dedicated art teacher) and instrumental and singing classes (taught by a dedicated music teacher). Advanced art classes are available for those students specifically attending the school under the art magnet program.

Active, hands-on lessons in science and nature characterize Kimbark’s award-winning Environmental Education Program.

Facilities include three gardens (vegetable, Native American, and California/drought-tolerant) and a well-equipped science room. Grade-level field trips and assemblies are geared toward science standards and increasing students’ understanding and respect for nature.

Kimbark students will be using and integrating technology to create projects to demonstrate what they’ve learned in environmental education, language arts, and math. Enrichment opportunities to extend and enhance state standards acquisition, as well as discover and nurture each child’s multiple intelligences, will be offered (Examples: art and engineering, chess, music, drama, sports, and/or gardening).

The Spanish-English Dual Immersion Program at Hillside is designed for all students who want to learn a second language. The program serves students in kindergarten through fifth grades and uses the 50/50 model in which students are taught 50 percent of the curriculum in English and 50 percent in Spanish. This program is based on high expectations and fosters academic achievement in the core curriculum. The program is rigorous and challenging, allowing students to become biliterate as well as bilingual. Parent support and involvement are critical to student success in the program, and parents will be invited to attend an informational orientation meeting. Students must meet program criteria in order to establish and maintain placement in the program. All students who request entry into dual immersion after the first trimester of kindergarten must be assessed prior to admittance into the program.

After completion of elementary grades, dual language immersion students are invited to continue developing their biliteracy skills at Arrowview Middle School and San Bernardino High School. Students will continue to develop their skills in English and Spanish by taking three classes in each language. By continuing to build biliteracy, dual immersion students will be well prepared to enter post-high school opportunities. Students who have not been previously enrolled in a dual immersion setting may request to be assessed for possible entry into the secondary program.

There is an afternoon instructional program for kindergarten students that extends their time at school to the equivalent of a full day. Our full-day kindergarten has an enriched academic program and requires that students demonstrate the necessary maturity to handle the high standards and extra work to participate in our pull-out programs. To facilitate a common understanding of Kimbark’s full-day kindergarten program goals and expectations, there is a mandatory orientation meeting of all incoming students prior to actual enrollment in the program. The Dual Immersion Program at Bonnie Oehl Elementary is designed to promote biliteracy in English and Spanish for students in grades K-6 by following the District’s 90/10 model of second-language acquisition. The unique program offers opportunity to learn both languages through instruction in reading, writing, speaking, listening, and mathematics. As students begin the program in kindergarten, the instructional day consists of 90 percent Spanish instruction and 10 percent English instruction. Each year thereafter, Spanish language instruction is reduced and English language instruction is increased by 10 percent. As students enter the upper grades, the program balances out at 50 percent for each language of instruction. The goal of the program is for students to continue in a Dual Immersion setting all the way through high school and earn the State Seal of Biliteracy upon graduation. Positive behavior and regular attendance are critical components to student success in the program. These components are essential in order to remain in the program. High levels of parental involvement and communication are necessary in order to maintain an active parent-school partnership. Regular communication between school and home is required.

Enrollment in all programs is for a full school year. Good attendance and high behavior expectations are required to remain enrolled in any of the magnet programs listed in this booklet. Once enrolled in a program, the student may remain at that school for the rest of the grades of the program. If the student needs to leave the magnet school during the year, an exit meeting is held with the parent, principals of the magnet and the home-area schools, and the program coordinator. If a student is exited from a program, she/he is not eligible for another magnet program that school year.

Often it is not possible for a student to return to his/her home school due to lack of space. The student may be capped to another school.

Accelerated Kindergarten is a full-day kindergarten program designed for children demonstrating developmental maturity and advanced-level academic skills. Critical-thinking, problem-solving, and emergent-reading skills are tested prior to enrollment. The program is offered at Ramona-Alessandro, Kimbark, North Park, Roosevelt, and Salinas Elementary Schools. To apply for testing, please complete and return the application for Accelerated Kindergarten/Vanguard Programs.

giftEd and talEntEd Education (gatE)

Schools with Accelerated Kindergarten programs also have Vanguard Programs to serve advanced learners in first and second grades. Grade-level standards are taught with differentiated, enhanced instruction designed to meet a student’s interests and abilities. To apply for testing, please complete and return the application for Accelerated Kindergarten/Vanguard Programs.

Students are screened for Gifted and Talented Education (GATE) in second grade, according to the established District criteria. Students identified for GATE are served through GATE Cluster Classes and/or differentiated instruction at their home school. However, there are also GATE magnet programs offered at designated schools. Parents of GATE- identified students may request transfer to the following elementary GATE magnet programs:

• Henry Elementary School• Ramona-Alessandro Elementary School• Roosevelt Elementary School• Salinas Elementary School

GATE magnet programs emphasize strong, accelerated academic achievement of grade-level standards. Children identified for GATE classes are given instruction with increased depth, complexity, and novelty.
