This qualification is suited for both new and existing workers holding a position in the civil
construction industry working in the field.

Assessment Environment and Induction
As the target group consists of employed civil construction workers the majority of assessments are
expected to take place in the normal workplace of the candidate i.e. construction site, subdivision.
This approach will require coordination on the part of the assessor, candidate and employer, as the
assessor will need permission to enter the workplace and observe the worker as he/she undertakes
normal duties.
Candidates will be offered the opportunity of participating in an on-site induction where the program
delivery strategy will be explained including flexible learning/training options and assessment
approaches. At most inductions, it will be normal for candidates to enrol in the program where
appropriate. However, candidates may enrol later once they have considered the material presented
in the induction.

Assessment Modes/Approaches Suitable for the Target Group
Experience to date indicates that most civil construction workers will have considerable, relevant
industrial experience and the assessment approach will reflect this. Many workers will be under
pressure to not only complete their allotted work in the time available, but also to provide time to
work with the assessor/trainer. Therefore, the assessment process will be undertaken principally on-
the-job, and will only move to an off-the-job situation after consultations with both the candidate and
the employer. It is Training Services Tasmania’s policy to collect as much indirect evidence of
competency first before moving to direct assessment of the candidate.
An RPL instrument has been developed for the above qualifications and will be administered to all
candidates within three months of them enrolling. A verbal explanation of how to complete the
evidence collecting and documentation process will be provided to the candidate at either the
induction session, or within three months of commencement.
Training Services Tasmania’s policy (see Delivery Guidelines) indicates that evidence in general,
must be from multiple sources and reflect a reasonable period of time. For these Civil construction
qualifications, this is to be interpreted as follows:
For each unit of competency, no less than two pieces of evidence will be collected. However, it
is strongly recommended that all assessors attempt to collect a minimum of between three and
four pieces of evidence per Unit, to be made up of:
1. Workplace observations e.g. Excavating, Pipe Laying, Construction
2. Oral questioning
3. Third party testimonials
4. Other supplementary evidence such as:
Position descriptions
Employer policies and procedures
Workplace records e.g. JSEA’s, Daily Diaries, Plans, etc
Training records
Qualifications
The delivery plan developed for Civil Construction, and customised to meet individual needs, is a
valuable resource that assessors must use to assist in the evidence collecting process.
All evidence collected must meet the following criteria before the candidate is to be deemed
competent for the given Unit:
1. Valid
2. Reliable
3. Current
4. Authentic
5. Sufficient
Where doubt exists for any of the above criteria in relation to the evidence collected for a given Unit,
the assessor should liaise with another assessor/senior manager to determine the appropriate
response.

Informing all of the above are Training Services Tasmania’s Delivery Guidelines which outline an
assessment and training policy framework.
Assessment Instruments/Processes
Only assessment instruments issued either from the Industry Skills Council (Skills DMC) or from
the Easy Guide series of assessment instruments (for plant operations) shall be used, as these have
been designed to cover all aspects of workplace performance, including task skills, task management
skills, contingency management skills and job role environment skills and have been endorsed by
Industry and mapped to the units of competency.
Training Services Tasmania has designed its own RCC/RPL instrument, with inbuilt testimonial
form, and this must be used as described above.
On-the-Job Learning Strategy
Following the administration of the RCC/RPL process, an outcome will be determined which will
either lead to the issuing of a qualification or some gap will be identified, where additional learning
will need to take place. The learning strategy to which the trainee will be exposed will depend upon
the workplace situation. In some workplaces, trainees will be encouraged to job-rotate, thus exposing
them to new skills which may address some of the gaps. In other situations, Training Services
Tasmania’s staff will negotiate with the trainee and the employer the opportunity to deliver
structured training on site, using the employer’s facilities and equipment. This training will
ultimately lead to direct workplace assessment of the trainee, or the collection of additional
assessment evidence.
Support Arrangements/Other Options for Disadvantaged Groups
The civil construction industry attracts candidates who sometimes have low literacy and language
skills. The assessment/delivery process described above acknowledges this and reflects an approach
where these people will not be disadvantaged.
Candidates are asked to indicate if they are disadvantaged or have low reading/literacy skills at the
enrolment stage. However, from our experience to date, most tend to not publicly acknowledge this
problem. If an assessor/trainer finds that a candidate may be disadvantaged in some way, then
special efforts should be made to support the candidate. File notes outlining the approach adopted
should also be recorded on the candidate’s file.
In general, where a candidate has a reading difficulty, and does not wish to participate in a
literacy/language support program, then the assessor/trainer should diplomatically and sensitively
support the candidate by not requiring the candidate to read lengthy or complex documents, such as
the RCC instrument, without assistance. Only oral assessments should be used and all documents
that the candidate needs to sign should be either read first or left with the candidate for later
collection. In this way, the candidate can seek support from a relative, friend, or work colleague
without undue embarrassment.

Industry Validation/Consultation Processes
This assessment strategy will be validated by representatives of the civil construction industry and
the appropriate peak body. The purpose of the consultation process is to seek the views of the
construction industry about the assessment strategy that Training Services Tasmania is
implementing, with a view to continuous improvement and validation.
A formal record of the meetings will be kept and outcomes will be actioned and recorded.
Feedback/Moderation and Subsequent Action
This process involves Training Services Tasmania instigating an internal moderation process to
maintain consistency and validity of the assessment and delivery process. Moderation meetings will
involve all civil construction assessors/trainers and will be held on demand, but at least annually.
The civil construction program moderation process will provide the opportunity for Training
Services Tasmania workplace assessors/trainers to discuss issues relating to the implementation of
the Training Package, audit one another’s candidate files for consistency of assessment decisions and
generally provide an opportunity to network and compare notes.
A formal record of the meetings will be kept and outcomes will be actioned and recorded.
Quality Indicators
During the course of a traineeship, Training Services Tasmania’s personnel will provide trainees the
opportunity to provide feedback through the use of Client Feedback Sheets or Delivery Review
Reports.
The feedback sheets are to be handed out to trainees after every major on site assessment or
classroom based course.
These are to be issued to trainees with an envelope (that is to be sealed by the trainees) after they
have completed the form.
During the course of the year, Training Services Tasmania will send (to all current or recently
completed employers) a feedback/survey sheet to be filled out by a company representative.
These should be mailed out at least 6 monthly.
The information obtained from these feedback sheets shall be analysed by the General Manager and
acted upon if necessary.

Staff Professional Development
All Training Services Tasmania staff involved in the delivery of the Civil Construction Training
Package will be provided with the opportunity to access appropriate professional development to
support their personal skill development.
Professional development will focus on three aspects of the assessor/trainer’s skill requirements:
1. Technical qualifications as a civil construction worker. This involves all staff being
technically qualified to the level to which they are assessing and the maintenance of that skill
set.
2. Assessor/trainer qualifications. This involves all assessors being assessor qualified and
ultimately being qualified to Certificate IV in TAE.
3. Other skill areas. This program focuses on emerging issues such as ASQA compliance
requirements and other issues as required.
Responsible Behaviour
Training Services Tasmania has an assessor–candidate relationships policy which broadly outlines
the responsible behaviour required of both the trainer/assessor and candidate while
training/assessment is undertaken. A copy of this policy is available to any candidate who wishes to
see it.
Training Services Tasmania’s staff have a responsibility to behave in an ethical and objective
manner and candidates are also obliged to respond by providing all of the information that is
requested by the trainer. No candidate should act in an irresponsible manner while training is being
undertaken, as it may endanger the trainee, work colleagues and/or the trainer.
If the behaviour of either the trainee or the trainer is considered by either party to be inappropriate,
that behaviour will be reported to either the trainee’s supervisor or the trainer’s manager.
Appropriate action would then follow from the relevant organisation and may result in disciplinary
procedures.

Packaging Rules
Requirements for completion of the qualification
The following provides the packaging rules for this qualification, followed by the list of relevant units of
competency.
The qualification has core and elective units of competency requirements that cover the general and
specialist skills for seven (7) specialists and one (1) general civil construction stream.
Stream 3 – Pipe Laying
Stream 8 – Traffic Management Plan
Stream 9 – Civil Construction General
The core units and requirements of one (1) stream must be met for award of this qualification.
Units chosen must be relevant to the job function.
There are both licensed and non-licensed units of competency relating to high risk work in the Resources
and Infrastructure Industry Training Package. To be appointed under any statutory requirements in
related roles, units of competency should be selected to meet the state/territory licensing requirements.
There are no prerequisites to imported units listed in this qualification.
Stream 3 – Pipe Laying
Successful completion of twenty five (25) units of competency made up of:
7 core units, and 18 elective units of which:
ten (10) must be chosen from group G
at least three (3) must be chosen from group I
at least one (1) must be chosen from Group H
no more than four (4) may be chosen from elsewhere within this training package, or from
another endorsed training package, or from an accredited course.

Stream 4 – Road Construction and Maintenance
Successful completion of twenty five (25) units of competency made up of:
7 core units plus 18 elective units, of which:
nine (9) must be chosen from Group J
at least two (2) must be chosen from Group K

no more than five (5) may come from elsewhere within this training package, or from another endorsed
training package, or from an accredited course
