    This concept note concerns reforestation and energy efficiency through the diffusion of improved stove technologies to combat climate change while minimizing catastrophic risks (Kabuno) vulnerability factor. The socio-economic-environmental approach puts reforestation at the center by integrating sustainable agriculture and the birth of small production, storage and marketing units. At the end of the chain of these activities, there will be international mechanisms on carbon credit. The Reforestation and Horticulture Department with WATICO are the promoters. As executing entity there will be local NGOs, youth, and women (Promotion Green Jobs).

Context and Baseline (max. 2 pages) BASELINE The study conducted by the International Center for Agronomic Research and Development (CIRAD) with funding from the European Union has shown that the City of Kinshasa, Capital of the Democratic Republic of Congo, is the most energy-consuming city because of its population estimated at over 12 million. Its wood-energy consumption reaches 60,000 tons of fuelwood per year and 490,000 tons of charcoal per year (Nasien et al 2013) and SNV (2015).

    The selective cutting of Afromosia (Pericopsis elata) and Wenge (Miletia laurentii), two species of high commercial value, has threatened extinction and are part of the CITES list of endangered species. Their exploitation is strictly regulated. They also have the distinction of being found only in specific ecological environments in this case Tshopo for Afromosia and Mai-Ndombe for the Wenge. It is in this particular context that this pilot project aims to domesticate them in their own environments while increasing density in order to achieve greater productivity on the farm than in the natural state. At the end of this pilot phase to a greater or lesser extent, it will be drawn all the consequences that will be imposed for future strategic directions of exploitation and development. Kinshasa, the capital of the Democratic Republic of Congo and all 25 provincial chiefs suffer the full consequences of climate change due to the disappearance of green spaces lotis and transformed into residential neighborhoods and agglomerations.     service, equipped and having consistent means of its policy. The reason why this pilot project starts from Kinshasa the capital first and will spread gradually over all the 25 chiefs of the provinces. All modular projects identified above must be supported by operational management, monitoring and evaluation, human capacity building and rehabilitation or creation of basic infrastructure structures without which implementation would not be possible. . Reason why, it includes the following axes: Sensitization and reinforcement of the human capacities; Feasibility studies; Rehabilitation / creation of infrastructures; and Monitoring and Evaluation of Modular Projects. ALIGNMENT COUNTRY PRIORITIES AND STRATEGIES This program is in line with the commitments that the country has made by depositing its Nationally Determined Contribution (INDC) in the fight against climate change prior to COP 21 and the adoption of the Paris Agreement, which has subsequently been ratified by both rooms. Also, this project is respectful of our REDD strategy to strengthen the biodiversity of our forests by reducing their destruction. Through the improved stoves, actions and measures to reduce greenhouse gas emissions will be conducted. Promoting improved stove technology is another alignment of this project with the priorities of the country. POSSIBLE INSTITUTIONAL BARRIERS POLICIES AND REDD + PROCESSES At the institutional level, it is important to note that DRC REDD + is going through a period of turbulence in terms of the division of tasks between FONAREDD and the National REDD + Coordination. While the former is wholly dependent on the Ministry of Finance, the latter is under the supervision of the Ministry of Environment and Sustainable Development. It is important for this project to observe the evolution of what will happen in the months to come. Also, you should know that the National Forestry Fund as an autonomous entity under the supervision of the Ministry of Environment and Sustainable Development at the main mission to rebuild the forest capital of the country. So, a little collaboration between the HRD and the FFN is very important to exchange information and even experiences. DESCRIPTION OF THE MARKET FOR IMPROVED STOVES The public entity promoting the project hopes to produce the improved stoves, sell them in some markets and distribute others to the most vulnerable in order to reduce the pressure on the country's forests to reassure their survival. The market seems to be growing but still shy in relation to the vastness of the national territory and the populations that depend on firewood. B.2. Project / Programme description (max. 3 pages) PROJECT COMPONENTS COMPONENT 1: AGROFORESTRY, REFORESTATION, AND AFFORESTATION 1) Three agroforestry homes serving the city of Kinshasa on the Kinshasa - Bandundu (Batéké plateau) and Kinshasa - Kongo Central (Kasangulu) axis: planned area: 2000 hectares 2) Ecological Reforestation of the Kabuno / Lake Kivu Gulf Surroundings. It is an agroforestry project financed and carried out by the Congolese Government prior to the degassing of the waters of the Kabuno / Lac Kivu Gulf in CO2 saturation. This project aims to create a carbon sink in the vicinity of this Gulf to capture CO2. which will be returned to the atmosphere. Planned area: 500 hectares of agroforestry. 3) Agroforestry serving four cities in DR Congo's forest regions. Mainly in the hinterlands of Kisangani, Mbandaka, Bandundu and Kindu main forest areas. Planned area: 2500 hectares of agroforestry. The hinterlands of these cities are very much affected by overexploitation by burning agriculture, the removal of wood energy and the industrial and artisanal exploitation of timber.

    4) Replication of the Enhanced Mampu Agroforestry Project to the Savannah Provinces of Kasaï Orientale, Lomami and Lualaba. Area: 1200 hectares of agroforestry. This project is an improved replica of a forest plantation model formerly financed by the European Union which resulted in the reforestation of 8,000 hectares of savannah with Acacia in Mampu located 170 km from Kinshasa on the N ° 1 axis Kinshasa - Kikwit on poor soils of the Batéké plateau. 1. Stakeholder awareness. Expected cost: $ 20,000 2. Support for agroforestry plantation ($ 1000 / ha for the simplified system, source PIF). Expected cost: $ 6,200,000 3. Monitoring and evaluation. Expected cost: $ 30,000 Total: 6250000 usd COMPONENT 2: ENERGY EFFICIENCY THROUGH THE DIFFUSION OF ENHANCED FARMS The impact of forest solutions alone does not solve the short-term tensions and problems that result from fuelwood supply. In practice, it is still necessary to use a combination of actions that act on the main parameters of supply and demand. Because of the importance of domestic fuelwood consumption, it is on domestic furnaces that the main action of this component will carry. It will be aimed at supporting actions to disseminate improved stoves at the level of communities around the sites where reforestation, afforestation and agroforestry will be implemented. With the aim of aiming for a paradigm shift in the use of firewood and other cutting practices to serve as energy sources. Activities planned: 1) Outreach and extension support: $ 150,000; nr 2) Support to Production and Distribution (Marketing): $ 650,000; 3) Support to the target groups (craftsmen and users) of the improved stoves: $ 100,000; 4) Monitoring and evaluation: $ 100,000 nr Total: 1000000 usd COMPONENT 3: INTEGRATION OF CARBON CREDIT REMUNERATION MECHANISMS The reforestation, agroforestry and afforestation activities identified in this program are of a multiple nature and sometimes participate in the protection of endangered communities (Kabuno case). Others are pioneering projects in reforestation in the DRC (Mampu case) capable of being replicated in areas of critical deforestation in the country. In this case it will be necessary that this work of conservation and restoration of the forests is valorized to encourage the local communities and the private or public investors. There will be the involvement of financial actors as a basis for ensuring standards and enabling initial contacts at the level of international and regional mechanisms in order to ensure the sustainability of the project. The entities "Climate Resources Exchange CarbonBank (CRX-CarbonBank)" and "SamilPriceWaterhouseCoopers (SamilPWC)" will act as the backdrop for the activities of certifications and registration on the financial operations related to the products of mitigation activities that are reforestation and improved stoves. To this end, Decree-Law No. 025 / CAB / MIN / ECN-DD / CJ / 00 / RBM / 2016 OF 09 FEBRUARY 2016 CONCERNING SPECIFIC PROVISIONS RELATING TO THE MANAGEMENT AND OPERATION OF THE FOREST CONCESSION OF LOCAL COMMUNITIES. ARRANGEMENTS WITH PARTNERS OF EXECUTIONS AND POTENTIAL ENTITY ACCREDITED Since the Reforestation and Horticulture Department is the structure to carry out these activities with WATICO, and the support of ICUE HOMES PTY LTD. Contact with specialized entities in the field of improved stoves will be possible too. Also the recourse to specialized entities in carbon credit transactions at the level of international mechanisms. The African Development Bank is a potential accredited entity that has already accompanied the country in the REDD + preparatory process through the Congo Basin Forest Fund. OPERATIONAL AND FINANCIAL RISKS / PREVENTIVE MEASURES Reforestation and Agroforestry activities depend on climatic factors in their implementation. The cultural calendar in the North is different from that in southern DRC. The programming of the activities and especially the financial availability will have to take into account this specificity which could be a major constraint. The mobilization of financial resources should be as flexible as possible in order to promote the operationalization of activities in time and space. The environmental impacts are rather positive and the potential risks are negligible.

    In order to avoid any risk of conflict, awareness and prior involvement of customary authorities and all stakeholder communities will be involved in the project area and will have to take into account the customs and practices of each community for land issues in particular. B.3. Expected project results aligned with the GCF investment criteria (max. 3 pages) ACHIEVEMENTS OF OBJECTIVES THAT MEET THE INVESTMENT CRITERIA OF THE FUND I. Potential for change paradigm (Potential to catalyze impact after Project / Program investment o All the identified projects have their origins in several projects carried out by the DHR and other partners in the recent past. And these projects are their replication taking into account the lessons learned over the years and the issues of the hour ie climate change. Therefore, their subsequent replication can only be done. The major projects that have served as a model are: The agroforestry project of Mampu 8.000 ha (financed by the EU), the Ibi Village project (MDP) 4.000 ha (private financing), the Agroforestry Support Project in the DRC 950 Ha (Kinzono site 450 Ha and 500 Ha for Kongo central communities), Ecological Reforestation project around the Gulf of Kabuno / Lake Kivu 650 ha (financing Government of DR Congo), The NTSIO project 2,000 Ha in Kingawa / Kinzono (European Union funding). The "Green Cities" project will begin in Kinshasa, the capital, and will gradually extend to the 25 chief towns of the DR Congo with a view to maintaining the living conditions of urban populations and an adequate adaptation to the effects of climate change.     - Access to improved education: each "modular project" plans to build in each site a primary school for the children of project workers and project beneficiaries living near the site; - Improved health and safety: every "modular project" carried out in a site provides for an emergency health facility and ensures a mechanism for resolving conflicts. "Co-environmental benefits: Improved air quality in cities and microclimatic conditions in each project area. It also contributes to the improvement of the global macroclimate by the amount of sequestered CO2 (452,600 t CO2 eq) and equivalent oxygen released into the atmosphere by photosynthesis; - Improved soil quality : the combination of fast-growing leguminous species and food crops sediments farmers by improving soil quality and avoiding erosion in mountain areas; - Improved Biodiversity : The restored forest ecosystem promotes the recolonization of animal populations in the development zones of these woodlands. Recipient Needs [Climate Change Vulnerability and Recipient Funding Requirements] "The Democratic Republic of Congo (DRC) has more than 60% of Africa's forest reserves, and at the global level these forests represent a vital carbon sink that needs to be protected to fight climate change."     V. Country Ownership The development of this concept note is the result of a public entity in charge of the main activity that will be implemented. This project is a part extracted from a program developed by the experts of the Reforestation and Horticulture Department to extend the reforestation, urban planning, the resolution of problems of lack of green spaces in the cities of the DRC. Also, the reduction of greenhouse gases contributes to the country's NDC and automatically complies with national mitigation measures. By targeting the use of reforestation for the reduction of natural disasters as in Kabuno and by creating clusters of economic activities around plantations and agriculture, the project reduces vulnerability. Local communities will be the purveyors of the workforce, and local authorities will be involved in project management. Several local committees will be set up. VI. Efficiency and effectiveness [Economic and financial strength and efficiency of proposed activities] The project provides for an overall investment of $ 9,950,000 USD / 547,500 teqCO2. This project will promote small units that would serve project activities as creators of local and connected markets between territories. Also, the establishment of small processing and storage units would bring some economic strength.     This project aims to achieve some sensitive activities for the survival of communities such as the Gulf of Kabuno which is likely to cause an unprecedented disaster. Indeed, the populations of this part of the country are exposed a danger which requires a particular attention of the Government both national and provincial but also from the world point of view. Reforestation of this area could reduce this threat in the long term and needs funding from the Green Fund to address the lack of financial resources at the national level. The use of the GCF's financial resources is justified by the fact that since the closure of the pioneering reforestation projects on the basis of external funding the Mampu box, there has been no government resources for a certain national ownership of the gains. This time of inaction due to lack of funding internally forces proponents of this project to use this new mechanism to not only strengthen the results that were achieved and similarly recreate the positive impacts that this project had produced. The proximity of Kinshasa as a source of contribution to the improvement of the air of this capital it would be important for the Fund to support this initiative which will create green spaces in order to reduce the asphyxiation toward which this megacity tends. INCAPACITY OF FINANCING AT NATIONAL LEVEL The first beneficiaries of this project are the local communities which at this moment are very vulnerable in most of them. They are households that do not have enough income to cope with the constraints they face. The level of poverty in which rural communities live prevents them from contributing at this stage in the realization of this project. In some cases, such as planning for climate purposes would be beneficial for the city of Kinshasa and it would be possible to create initiatives from the municipal authorities and the capital to solicit contributions from the private sector. Nevertheless, the public-private partnership in this case would be welcome, but trust will have to be re-established to mobilize funds that can be used as financing. JUSTIFICATION FOR SUBSIDY AND FUTURE DEALER LENDING The project will mainly use grants for all activities that target reforestation and that have more a purely humanitarian purpose in most of the areas selected by this project and mainly the case of Kabuno Gulf where the lives of the thousands remain in danger in case of reforestation. The use of loans will not be very significant at this initial stage, nevertheless in the development of activities and subsequent phases of concessional funds will be solicited to support the profitability of these activities in the various mechanism of carbon credits. Sustainability and replicability of the project (exit strategy) (max. 1 page) STRATEGIES TO ENSURE SUSTAINABILITY AND DUPLICATION OF THE PROJECT First, this project with the funding obtained from the Green Climate Fund will allow reforestation that will be a start-up investment that will reduce emissions in areas where different activities will be implemented. Also, this funding will promote improved stoves to avoid logging for energy and household needs. These activities from the start will require registration in international mechanisms through CRX-Bank Arbon and SamilPWC. The monitoring of the standards of these financing systems such as the Clean Development Mechanism, emissions trading systems, results-based payment, and other compensation practices for carbon credit accumulation efforts. Secondly, in the project cycle and more precisely the phase of its maturity could begin to install small processing and storage units for fruits of certain activities coming from sustainable agriculture and fish farming, and other products such as natural essences for perfumes. Although the results may not have significant impacts, it will nevertheless help the project to start making strategic reserves for project needs and sustain its sustainability.     During this first Green Fund request the non-repayable grant will be the only instrument this project will need. The promoters of the projects that are the Directorate of Reforestation and Horticulture (DRH) of the Ministry of Environment and WATICO are in permanent contact with the National Designated Authority (DNA) of the Green Climate Fund. The HRD was the first structure of the Ministry of Environment and Development (MEDD) to respond to the call for projects and programs that the DNA had launched to public entities in general and those of the MEDD in particular in 2015. WATICO has signed partnership agreements with the MEDD which allowed him to keep permanent contacts with the DNA in order to share the idea note of this project. Engagement with the DNA by the two promoters of this project can no longer be demonstrated. The local populations of the places where these activities of reforestation and promotion of improved stoves will be implemented are already mobilized to support its realization. A more detailed consultation will be carried out during pre-feasibility studies. Some populations in places where projects have already taken place and this funding only reinforces previous efforts, their commitment to support this project is perceptible. Civil society is also part of the groups that the promoters of this project are talking to while waiting for the financing of the feasibility studies. Information on this concept note is shared with all stakeholders.
