Assalamualaikum warahmatullahi wabarakatuh

It is indeed an honour for me to be given an opportunity to say a few words on this auspicious occasion for The Institution of Engineers, Malaysia (Southern Branch)’s Annual Dinner and Award Night 2014.

The role played by the engineers as nation builders is by no means insignificant. Through the test of time, engineers have demonstrated their abilities to contribute to the growth of the nation. Engineers have been instrumental in delivering professional services that supports the socio-economic well-being of the country, delivering world-class practices, cultivating the entrepreneurial spirit and delivering marketable products and services.

As Johor’s economy continues to strive to a higher level, the focus of the state government would be on ensuring sustainable development. There are immense requirements and opportunities for engineers to contribute in transforming Johor into a major economic region. The engineering community must be able to face these challenges. Yet, these are exciting times ahead of us. There will be high demand for constant innovation as well as requirements for high standards of research and entrepreneurship in order to ensure sustainable economic growth for the state.

It is my sincerest wish that the engineering community of the southern region continue to be at the forefront of development. Their role is the vanguard for progress especially for the state of Johor.

As in the past, we hope that the IEM continues its outstanding work in advancing the contribution of its community as well as providing valuable feedback. The state government has always held high regard for the Institution and endeavour to provide support for IEM and its community to flourish. We also believe they will continue to do us proud in the future.

It gives me great pleasure as President of the Institution of Engineers, Malaysia to put down a few words in the IEM (Southern Branch) Annual Dinner 2014 Souvenir Programme. I would also like to put on record my sincere appreciation to the Organising Committee who has spent a lot of time in organising this event.

The primary aim of our Institution is to meet the needs and aspiration of its members, and this involves for the most part providing services for members. We need to be focused on that aim.

It is my sincere belief that each of our IEM Branch Committees should be active in its own region in providing support services to the members residing in the area to which the National Head Office is unable to provide. In this instance, I heartily congratulate the IEM (Southern Branch) for its very successful session and for the initiatives in organising many successful activities at the Branch level. I truly appreciate the contribution of our members, both at the National and Branch levels, in working to advance our country’s progress.

We at the National Head Office need your support for the success and growth of our Institution; and in return I affirm my tireless effort, as President, for the good running of our Institution.

On behalf of the Institution of Engineers, Malaysia (Southern Branch), I would like to extend my warmest welcome to everyone to our Annual Dinner and Award Night 2014. I also like to take this opportunity to thank our distinguished guests and esteemed IEM members for being with us this evening.

My heartiest congratulations go to YB Datuk Ir. Hasni bin Mohammad and YBhg. Datuk Ismail bin Ibrahim for the conferment of Honorary Member of the ASEAN Federation of Engineering Organisations (AFEO), in recognition of their distinguished services and contributions to the nation. It is also my pleasure to congratulate the outstanding young achievers amongst the children of our members.

Driven by the Economic Transformation Programme (ETP), Malaysia is poised to achieve the ambition for a developed nation status by the year 2020. The delivery of projects under the ETP hinges on engineering services and substantial employment as well as business opportunities will be created for the engineering industry.

In line with this initiative of nation building, the engineering community in the south must now rally and garner all efforts to support the agenda in firing up the engines of growth to a higher level and to ensure sustainable developments for generations beyond the year 2020. All engineering initiatives must take into account social needs, such as quality of life, cost of living, safety and security of the people and environmental sustainability. These are the attributes which engineers must hold dear to the heart as we commit ourselves to the nation.

Let us stand together joined by the myriad of engineering disciplines in the IEM Southern Branch to support the Johor State Government in advancing the profession and providing expertise in realizing the nation’s aspiration. Let this gathering of professionals tonight be the beginning of an era of professional engineering excellence leading to a successful future for Malaysia.

AbOUT AFeO

The ASEAN Federation of Engineering Organisations (AFEO) is a non-governmental body. Its members are the engineering institutions and organisations of ASEAN countries with the following main objectives:

• To promote goodwill and mutual understanding• To establish and develop a ASEAN baseline standard for the engineering profession with the

objective of facilitating the mobility of the engineers within the ASEAN countries.

hiSTOrY OF AFeO

AFEO has its beginning in 1973; from the engineering convention held between The Institution of Engineers Malaysia (IEM) and The Institution of Engineers Singapore (IES). AFEO has grown from five (5) members in 1980 comprising of Persatuan Insinyur Indonesia (PII), the Institution of Engineers, Malaysia (IEM), the Philippine Technological Council (PTC), the Institution of Engineers Singapore (IES) and the Engineering Institution of Thailand under H. M. the King Patronage (EIT) to nine (9) in 2001 with the inclusion of Pertubuhan Ukur, Jurutera dan Arkitek (PUJA) Brunei 1984, Vietnam Union of Science and Technological Associations (VUSTA) in 1998, Myanmar Engineering Society in 2000 and the Engineering Institution of Cambodia in 2001. The full membership of ten was achieved when Lao P.D.R was admitted on September 3rd, 2002.

Starting 1998, AFEO embarked on a very important mission with the aim to spearhead and to facilitate the mobility of engineers within the ASEAN Free Trade Area (AFTA) with the formation of the ASEAN Engineers Register (AER). This is in line with the AFTA’s AFAS - programming for the liberalisation of professional services within ASEAN to prepare for globalisation under the World Trade Organisation (WTO) initiative.

Distinguished persons of acknowledged eminence are honoured by awarding the Honorary Membership to them. It is to be awarded to those persons who had rendered outstanding services, greatness of spirit, integrity and devotion to the engineering profession, the Institution and/orthe Nation, and have shown selfless service without expecting public recognition.

Chairman of Johor Executive Council Public Works, Rural and Regional Development

Datuk Ir. Hasni Mohammad, 55, is a graduate of civil engineering degree from University of Missouri, USA. He is a member of The Institution of Engineers, Malaysia and The American Society of Civil Engineers.

Datuk Ir. Hasni has over 15 years experience in the field of civil and structural engineering while practicing as a consultant engineer. He has worked as Lead Consultant for rural road development for the state of Johor. He has also worked with various professionals including accountants, bankers and lawyers doing due diligence services, project assessments and third-party consulting to verify project viability and value engineering.

Datuk Ir. Hasni became a fulltime politician in 2004 when he was elected as a Member of Parliament for Pontian, Johor constituency. As an MP he has served as a member of the Public Account Committee, Secretary to the Backbenchers Club Parliament of Malaysia, Vice Chairman for the Malaysia – Myanmar Caucus and permanent Delegate of Malaysia to the World Climate Change Committee Meeting under the Commonwealth Parliamentary Association.

In 2013 he was elected as Member of State Legislative Assembly for Benut, Pontian Division and appointed as the State Executive Council Member responsible for works, rural and regional development.

Datuk Ir. Hasni is passionate about capacity building among professionals to be more effective partners of development in Malaysia.

DATUK iSMAil bin ibrAhiMPJN BCN

B.Sc. Town Planning (Heriot-Watt University, UK)

Chief Executive Iskandar Regional Development Authority (IRDA) & Adjunct Professor, Faculty of Built Environment, UTM

Datuk Ismail Bin Ibrahim, 55, received his early education at the Malay College Kuala Kangsar and later furthered his studies in town planning at Heriot-Watt University, UK. He is registered with the Board of Town Planners Malaysia and a member of the Malaysian Institute of Planners (MIP).

Datuk Ismail started his career in 1983 as a town planning officer with the Department of Town and Country Planning, Ministry of Housing and Local Government. In 1990 he was awarded the British Council Fellowship to specialise in Planning Law at Newcastle University, UK. He has served in various positions at the ministry including: Director, Penang State Town and Country Planning Department; Secretary to the Penang State Planning Committee; and Director, Physical Planning Division of the Town and Country Planning Department. He had contributed significantly in the areas of town planning and land use development specifically in developing policies for the nation, state and local governments.

Datuk Ismail was seconded to Khazanah Nasional in 2006 to oversee the planning of the southern economic region in Johor (now known as Iskandar Malaysia). He was appointed as the Chief Executive IRDA in 2010 with responsibility of planning and implementing the economic, physical and social development strategies to meet the vision of realising the Iskandar Development Region as a Strong and Sustainable Metropolis of International Standing. Amongst his many achievements in IRDA include securing a total cumulative investment worth RM106 billion and successful execution of public infrastructure projects for Iskandar Malaysia.

He received the Bintang Cemerlang Negeri (BCN) Award from the Penang State, the Darjah Panglima Jasa Negara (PJN) Award from the Yang Di-Pertuan Agong and The Business Leadership Award (International Investment) from the Malay Chamber of Commerce of Kuala Lumpur.

His interests are in the areas of organizational development, economic and land use, planning administration, heritage and environmental conservation law.
