Training for International DiplomatsGermany’s Federal Foreign Office started to organise training courses in 1992, originally for young, aspiring diplomats from Central and Eastern Europe. Since then, over 3500 young professional diplomats from more than 180 countries have participated in the programmes.

The aim of Training for International Diplomats (1DA) at the Federal Foreign Office is to create a worldwide network of actors who share values and cooperate in a spirit of partnership. Along with the dissemination of knowledge and skills, Training for International Diplomats greatly values “diplomacy by networking”. This booklet gives an overview of our planned activities for 2018. Additional ones may be offered in the course of the year.

Candidates are to be nominated by their own Foreign Ministry, after a formal call for applications by the German Federal Foreign Office via the German Embassy in the respective country. We will not consider individual applications.

42. Internationaler DiplomatenlehrgangThe Executive Seminar for International Diplomats ( Internationaler Diplomatenlehrgang) is our oldest programme and is taking place for the 42nd time in 2018. It offers a wide range of seminars, study trips and practical elements on the core topics international economic policy, peacekeeping, conflict prevention and human rights. Participants are as different and diverse as the world itself. Many of the seminar’s 800 alumni to date now work in highlevel positions. The programme is geared to Germanspeaking diplomats from around the world who have, ideally, already been on postings abroad. The course is held in German.

9th International Diplomats ProgrammeYoung diplomats posted to Berlin are invited by the International Diplomats Programme to experience Germany from various angles through an inservice training programme in English. The programme is driven by current affairs, focusing on topical issues such as global, European or German policies, the media landscape, economic issues, cultural dialogue and civil society. The participants gain enriching input and get to know valuable partners for their work. The aim is to enhance young diplomats’ options for cooperation, personal development and career opportunities by means of modern “diplomacy by networking”. The International Diplomats Programme is an initiative of the Federal Foreign Office in cooperation with the German Council on Foreign Relations (DGAP).

The seminar for diplomats from the Western Balkans brings together young colleagues from the countries of this region and thus helps improve mutual understanding. True to its motto, “A Common Future in Europe”, the course focuses on steps being taken to equip the region for the future.

The High Level Experts Programme Ukraine provides a forum for discussing security and stability in the region. The programme is usually attended by young government executives from all regions of the country who, upon completion of the programme, become part of an extensive network of good relations, both within the group and with Germany.

11th Executive Seminar for Diplomats from Asia and the PacificAsia is one of the most dynamic regions in the world and can be considered the engine of globalisation. The continent’s international impact is growing steadily. At the same time, its countries are shouldering an ever greater responsibility to help address urgent global issues, such as climate change, the shortage of raw materials, and international security. The programme aims to draw young diplomats’ attention to the opportunities and challenges of globalisation and invites them to engage in multilateral policymaking by taking an active role in a trustbased partnership with Germany and Europe.

This year’s Programme focuses on energy efficiency and climate policy.

2nd Helmut Schmidt Programme on Global IssuesThe Helmut Schmidt Programme on Global Issues is one of the newest Training for International Diplomats programmes. It is geared to highranking diplomats from the G20 countries who work in the fields of policy planning and global issues.

The programme was inspired by Helmut Schmidt and Valéry Giscard d’Estaing, who, as founding fathers of the G7, sought to establish an informal forum for frank debate and for concerted efforts to solve international problems. An emphasis is placed on current issues such as climate change, dealing with the scarcity of raw materials, resource security, energy, disarmament, infrastructure matters and counterterrorism. The seminar also serves as a means of enhancing dialogue and networking between decisionmakers from the participating countries.

12th Executive Seminar for Diplomats from AfricaGiven their geographic, social and cultural diversity, as well as their natural and human resources, African countries have great potential and are important global players. Stable and prosperous conditions are beneficial not only for African nations themselves, but also for their international relations in general and, more specifically, for relations with Germany and Europe.The Seminar for Diplomats from Africa gives participants the opportunity to improve their professional and diplomatic skills and to gain a deeper understanding of social and political life in Germany and Europe. By participating in this seminar, diplomats will deepen their knowledge about Germany and at the same time exchange views with colleagues from other African countries. The Federal Foreign Office is thereby investing in future cooperation and strengthening international dialogue, professional ties and transnational partnerships. The course is held in English.

13th DiplomatenkollegEach year, the Diplomatenkolleg invites young diplomats, primarily from Middle and Eastern Europe, the Southern Caucasus and Central Asia, to discover Germany from various different angles through an inservice training programme. Current affairs are a focus of the programme – including global issues, European affairs and domestic policy, the media landscape, economic policy, cultural dialogue and civil society. In the course of a programme of events throughout Germany, the Diplomatenkolleg introduces participants to institutions and topics, thereby offering them insights that go further and deeper than those encountered in their everyday professional lives. Thanks to the programme, young diplomats are able to expand their cooperation and career opportunities, as well as their scope for action. The Diplomatenkolleg is conducted in cooperation with the German Council on Foreign Relations (DGAP). The course is held in German.

17th Executive Seminar for Diplomats from Afghanistan and neighbouring countriesIn 2015, Germany and Afghanistan celebrated 100 years of friendship. Since 2002, we have been offering seminars for young diplomats from Afghanistan to strengthen this relationship.

Due to the longstanding friendship between our countries, the reconstruction effort in Afghanistan is one of Germany’s foreign policy priorities, both from a humanitarian and a security standpoint. The seminar’s objective is not only to help strengthen and consoli date democracy in Afghanistan, but also to promote regional cooperation and networking. Thus, as was already the case before, the programme is again being expanded to include diplomats from neighbouring countries.

15th International FuturesInternational Futures (IF) was the first programme offered by Training for International Diplomats that is open to both diplomats and young leaders from civil society interested in international affairs. Aiming to take a look beyond the boundaries of traditional foreign policy, the programme provides an introduction to foreign affairs and diplomacy in the 21st century. Participants from around the world have the opportunity to engage in dialogue and grasp the complexity of presentday issues. For more than ten years IF intends to create a platform for sharing concerns, approaches and perspectives.

Training for International Diplomats runs this programme in cooperation with the German Development Institute (DIE), the German Council on Foreign Relations (DGAP) and the Federal Ministry for Economic Cooperation and Development (BMZ).

gdl Global Diplomacy Lab The Global Diplomacy Lab is a platform for exploring a new and more inclusive diplomacy which goes beyond traditional politics. It allows diplomats and experts from nongovernmental organisations to share thoughts and ideas with people working in business, cultural institutions, academia and foundations. This collaborative approach aims to reflect the modern day diplomatic trend to include energised and numerous nonstate actors more efficiently in the global debate on present and future challenges.

Alumni of Training for International Diplomats (1DA) interested in engaging with diplomats and civil society members to jointly develop new ideas are welcome to apply to join a Lab and thus become members of the GDL. These networkoriented, trans sectoral and interdisciplinary approaches provide diplomacy with fresh impetus. The call for applications is sent directly by Training for International Diplomats.

Application deadline: For 2018, the deadline has already expired; the call for applications for 2019 will be issued in Sep tember 2018.
