PROGRAMME AREA
INTRODUCTION
IFAD- CBARDP was formulated in February 2001, appraised in May 2001, negotiated in September 2001 and approved for a loan of SDR 23.8 million (USD 29.9 million) on September 13, 2001. The Programme Loan Agreement (PLA) was signed on December 11, 2001. The Programme was initially declared effective on January 31, 2003, conducted Mid term review in April, 2007 and had March 31, 2010 and September 30,2010 as completion and closing dates respectively.
The Programme has been approved for a three year Extension with effect from April 1, 2010. The extension Completion and Closing dates are now March 31, 2013 and September 30, 2013 respectively. The disbursement effectiveness date for the extension period is December 13, 2010.
Programme Development
Objectives:
The main goal of the Programme is to improve the livelihoods and living conditions of the rural poor, with emphasis on women and other vulnerable groups ( mainly children, unemployed, youth, young couples, widow, physically challenged, the old and HIV infected/ affected persons).
Specific Objectives include:-
Means of achieving objectives is through appropriate capacity building and awareness creation, institutionalization of participatory community driven development processes and policies which will:-
Empower poor rural women and men to critically analyze their constraints,
opportunities, support requirements and to increasingly manage their own development effectively;
Support institutionalization of the policies and process, create awareness and
develop the capacity of public and private sector service providers to become more relevant and responsive to the rural poor women and men;
Support balanced sustainable, social, agricultural and economic development
interventions for appropriate village women’s and men’s groups and individuals.
Programme 3 Main Components
Awareness Creation and Capacity Building at community, Local
Government Area (LGA), State and Federal levels.
Community Development Fund to finance Support services
covering Rural Enterprise Development and Financial Linkage
Services, Sustainable Agriculture Development , Gender and
Vulnerable Group Development and Environmental safeguards, as
well as rural infrastructure development at the community level.
Programme Management and Coordination.
Programme Coverage The seven participating States are Borno, Jigawa, Katsina, Kebbi, Sokoto, Yobe and Zamfara;
69No Local Government Areas (LGAs) within the seven participating States. With the buy ins, there are 97No
LGAs
207 Village Areas (VAs) with over 1500 Hamlets and Wards participating. With the buy ins, there are over 300
Village Areas
There is 100% programme approach buy in by Kebbi, Sokoto and Zamfara States, directly financing the
remaining LGAs and VAs. Katsina state is also adopting the programme approach in its Budgetary and rural
development planning and implementation.
Direct Target Beneficiaries: 400,000 Rural households (about 3m individual beneficiaries) and will impact about
12m people in the long run. With the buy ins and expansion, it is estimated that it will directly benefit 720,000
Rural households (about 5.5m individual beneficiaries) and will impact about 18m people in the long run.
Programme Activities Capacity Building : Awareness and Capacity building activities
conducted across the major programme components. The lives of more than 16 million people have been touched, out of which more than 80% are females, children, youths, young couples, widows, physically challenged, the sick and aged.
Rural Water Supply Facilities: constructed/Rehabilitated rural water
supply facilities (concrete Cement Well, Tube well, Hand Pumps, Boreholes, Earth Dams, Pipe Borne Water Reticulation etc). The lives of about 15 million People were touched, out of which 70% were females. These provisions have significantly improved community access to potable water and reduced the level of water borne diseases in the participating communities.
Education Facilities: constructed/rehabilitated/provided education
facilities (Primary, Secondary, Adult Literacy and furniture) across the participating communities to provide support in the education sector. The lives of about 6 Million people were also touched, out of which 48% were females.
Programme Activities Cont. Health Facilities: constructed/rehabilitated/provided health facilities
(Health centres, Dispensary, Maternity & Child Health Care Clinics, Paravat Clinics and other Sanitary Points). These supports resulted in the outbreaks reduction of the common diseases in the communities. About 7 million people benefited with 51% of the total being females.
Rural Access Road: rural access roads were constructed/rehabilitated across the participating communities, linking farmers and other entrepreneurs to markets. About 6million people had been positively affected with 48% of them being females.
Skill Development Centres/Market stalls: skill development centres and Market stalls were constructed/ rehabilitated across the participating Village Areas which provided the community members with marketing facilities. About 6 million people had been positively affected, out of which 60% are females.
Programme Activities Cont. Rural Income Generating Activities: income generating activities
such as Tailoring, Carpentry, Hand Craft, Petty trading, Welding work and Soap making were supported across the participating communities, of which 75% are females.
Sustainable Agriculture Development: Over 5,000 technical support activities under the Sustainable Agriculture Development conducted. About 13 million people had benefited from these activities, of which 40% were females.
Gender and Vulnerable Group Development. : Gender activities such as seed capital/support, Health/Sanitation, Nutrition development and Literacy/Education activities were supported across the participating communities. The lives of about 11 million people were positively affected, of which 56% were females.
