Welcome & Bienvenue On behalf of the Canadian Communication Association (CCA), we welcome you to the capital of Canada for the 2015 Conference of the Canadian Communication Association at the University of Ottawa.
This year marks the 35th anniversary of the CCA, an event we celebrate by bringing you an exciting program of presentations, roundtables, and workshops that reflect the important work being done by information and communication researchers in Canada and abroad, as well as two keynote addresses, one in each official language.
We are particularly delighted to have Professor Gaëtan Tremblay, the CCA’s first President (1980-‐81), deliver our inaugural French language keynote address, and equally pleased to welcome Professor Kate O’Riordan who will deliver our English language keynote address. We are also very much looking forward to an important announcement from the Canadian Radio-‐Television and Telecommunications Commission (CRTC) that has positive implications for CCA members.
Throughout the last 35 years, the CCA annual conference has thrived as a central national meeting place for those working in the field of Communication Studies. The work of creating this venue for some 350 presenters is challenging and time-‐consuming. It takes months of hard work behind the scenes. We are grateful to our hosts in the School of Information Studies (ÉSIS) at the University of Ottawa and extend a sincere thank you to our colleague from the Department of Communication, Boulou Ebanda de B’béri, who is the Local Area Coordinator for this year’s meeting. He has worked tirelessly as a liaison between the CCA and Congress, and has provided endless support to ensure the conference operates smoothly. We also owe a debt of gratitude to the members of the CCA Executive and Board for their contributions throughout the year on behalf of the CCA, and to all those, both on the Board and outside it, who volunteered their time to help with the adjudication of abstracts for this year’s
Au nom de l’Association canadienne de communication (l’ACC), nous vous souhaitons la bienvenue à notre Conférence annuelle à l’Université d’Ottawa et à la capitale nationale du Canada.
Cette année marque le 35ème anniversaire de la fondation de l’ACC, un événement que nous avons pensé célébrer à travers une programmation passionnante. Cet ainsi que notre conférence 2015 inclus non seulement des présentations, des tables rondes et des ateliers reflétant le vaste domaine des Études en communication et en information, et le travail réalisé par des chercheurs au Canada et à l'étranger, mais aussi deux Conférenciers invités.
Nous sommes particulièrement ravis, en effet, d'avoir le professeur Gaëtan Tremblay (le tout premier président de l'ACC en 1980-‐81), comme notre premier Conférencier invité de langue française et tout aussi heureux d'accueillir le Professeur Kate O'Riordan comme notre Conférencière invitée de langue anglaise. Nous sommes par ailleurs très impatients d’entendre une annonce importante du Conseil de la radiodiffusion et des télécommunications canadiennes (CRTC), qui semble-‐t-‐il, aura une implication positive pour les membres de l'ACC.
Au cours des 35 dernières années, la Conférence annuelle de l'Association canadienne de communication s’est donnée le statut d’espace de rencontre incontournable au Canada, pour celles et ceux qui travaillent dans les Études en communication et en information. La création de cet espace qui offre aujourd’hui l’opportunité à quelques 350 chercheurs et chercheuses de présenter leur recherche ne se fait pas seul. Le succès de telles réalisations requiert l’implication sans faille et l’engagement de toute une équipe qui travaille de longs mois dans les coulisses. Cette année, nous sommes reconnaissant à nos hôtes de l'École des sciences de l'information (SIAE) de l’Université d’Ottawa et à notre collègue du Département de communication Boulou Ebanda de B'béri, le Coordonnateur local pour notre Conférence

Collaboration between policy-‐makers and researchers is part of the answer. Join Mr. Jean-‐Pierre Blais, President and Chief Executive Officer of the Canadian Radio-‐television and Telecommunications Commission (CRTC), who will speak to the importance of collaboration between researchers and decision-‐makers in the communications field. Mr. Blais will also take the opportunity to announce the CRTC’s new initiative to reach out to academia. The speech will be followed by a networking session.

The CRTC recently concluded Let’s Talk TV, a landmark hearing on the future of the television. It also introduced a suite of changes that signal new directions in the support of content made by Canadians. But in an age where viewers are overwhelmed with audio-‐visual content choices, discoverability is emerging as one of the key challenges for creative industries. The solutions and strategies are not in the hands of the regulator. They come from innovators and thought provokers across disciplines. The 2015 CCA Conference provides a unique opportunity to start this conversation. Jean Pierre Blais, Chairman and CEO of the CRTC, will moderate a discussion on how to bridge the gap between these emerging industry issues and old policy imperatives to ultimately find better solutions for content made by Canadians
Le CRTC vient de mettre un terme à l’audience Parlons télé, qui a été marquante pour le futur de la télévision. Par les changements qu’elle a introduit, l’audience Parlons télé a orienté le contenu fait par les Canadiens dans une nouvelle voie. Dans un contexte où les téléspectateurs sont sollicités de toutes parts par l’abondance de choix, la découvrabilité du contenu devient un enjeu clé pour permettre à l’industrie de la création de tirer son épingle du jeu. Toutefois, les solutions et les stratégies ne reposent pas dans les mains des régulateurs. Elles sont le fruit d’innovateurs et de penseurs de toutes les disciplines. L’édition 2015 de la conférence de l’ACC est pour le CRTC l’occasion d’engager une réflexion sur cette question. C’est pourquoi le Président et Premier dirigeant du CRTC, Jean-‐Pierre Blais, modérera une table ronde sur les nouvelles manières de faire valoir le contenu fait par les Canadiens dans un environnement où l’offre afflue et les outils réglementaires préexistants n’ont plus la même portée.

(Keynote in French followed by a bilingual question period) Résumé: Depuis plus de cinquante ans, le service public a constitué un principe ordonnateur central de l’organisation, du développement et de la régulation des médias au Canada, dans plusieurs pays européens et ailleurs dans le monde. Mais à partir de la fin des années 70 du siècle dernier, il a progressivement cédé du terrain à une autre référence régulatrice, le marché, au fur et à mesure de la multiplication des moyens de transmission, de la prolifération des services et de la montée en puissance de l’idéologie néo-‐libérale. Est-‐il encore pertinent à l’ère de l’internet et des réseaux numériques ? Après avoir rappelé les conditions d’émergence et le sens du service public en matière de radiodiffusion ainsi que les grandes étapes de son histoire, j’analyserai de manière critique les stratégies déployées par la Société Radio-‐Canada/CBC et ses homologues (en particulier la British Broadcasting Corporation, France Télévisions et Arte) pour relever les défis posés par l’expansion des réseaux numériques. Face à des politiques conservatrices qui mettent en péril son existence même, j’argumenterai en faveur de la nécessité d’un service public renouvelé et innovateur pour les sociétés du présent et du futur que l’UNESCO nous invite à imaginer comme des sociétés du savoir.
Abstract: For more than fifty years, the public service principle has been the cornerstone upon which the organization, development and regulation of the media in Canada and several other countries around the world has rested. Since the 1970s increases in the means of transmission, the proliferation of services, and the growing pervasiveness of neo-‐liberal ideology have all contributed to the rise of another regulatory reference; the market. Today, many are asking whether the public service remains relevant in the digital age. In this lecture I will reflect upon the conditions leading to the emergence of the public service principle and its meaning in the broadcasting sector, and critically analyze the strategies deployed by the CBC/SRC and its counterparts (especially the British Broadcasting Corporation, France Télévisions and Arte) to meet the challenges posed by the expansion of digital networks. I will argue that in the light of threats to its very existence, there is a very real need for a renewed and innovative public service in contemporary societies that UNESCO invites us to imagine as knowledge societies.

Location: Montpetit MNT 202 Abstract: In the digital age, archives are often associated with the explosion and propagation of data. As numerous theorists have been exploring, digital media are impacting the very meaning and location of the archive (Chun (2008), Sobchack (2010), Røssaak (2010), Ernst (2013)). New notions of storage and ephemerality require analytics to make sense of massive datasets that, along with the proliferation of both personal and public archival practices, have created a deluge of mediated memory. Yet in spite of and perhaps because of this deluge, the physical materiality of archives -‐-‐ the archive as both a collection of things and a place -‐-‐ has become increasingly subjected to financial and technological constraints under which media materials are literally shrinking into oblivion. In this talk, I address some of the material challenges that moving image archives are facing globally, and look to some novel conceptualizations of the future archive that may be of use for Canada. Artists, digital humanists and information coders have been exploring new ways to understand archives since the ‘archival turn’ in the early 1990s. The tension between media archaeologists who propose a non-‐discursive techno-‐mathematical storage (Wolfgang Ernst’s approach to memory as machine rather than recounting), and media phenomenologists concerned with forms of embodiment and collectivization (e.g., recent collaborations between archives and artists) suggest some ways forward.
Résumé: En cette époque numérique, les archives sont souvent associées à l’explosion et à la propagation des données. Sujet de recherche de nombreux théoriciens, les médias numériques ont un impact sur le sens même et l’emplacement de l’archive (Chun [2008], Sobchack [2010], Røssaak [2010], Ernst [2013]). Devant de nouvelles notions de conservation et d’éphémère, des procédures analytiques sont nécessaires pour dégager du sens des vastes ensembles de données qui, ajoutés à la prolifération des pratiques archivistiques autant personnelles que publiques, ont créé un déluge de mémoire médiatisée. Cependant, malgré et peut-‐être en raison de ce déluge, la matérialité physique des archives – l’archive à la fois comme collection de choses et comme lieu – est de plus en plus assujettie aux restrictions financières et technologiques sous lesquelles rétrécit, littéralement jusqu’au point de disparaître, la matière médiatique. Dans cette conférence, j’aborderai certains des défis matériels auxquels font face, de manière générale, les archives d’images en mouvement, et je poserai un regard sur certaines conceptualisations novatrices de l’archive future qui pourraient être utiles au Canada. Des artistes, des humanistes numériques et des encodeurs d’information ont exploré de nouvelles manières de comprendre les archives depuis le « tournant archivistique » du début des années l990. Il est possible d’explorer quelques pistes à partir de la tension qui existe entre, d’une part, les archéologues des médias qui proposent une conservation techno-‐mathématique non discursive (l’approche de la mémoire comme machine plutôt que récit de Wolfgang Ernst) et, d’autre part, les phénoménologues des médias qui s’intéressent à différentes formes de corporéité et de collectivisation (par exemple, les collaborations récentes entre archives et artistes).

Abstract: In this talk, I map some of the current turn in media and communication studies to particular versions of materiality. I overlay this with another account, which elaborates the ways in which objects in our social worlds have become differently material, more mediated and informational. I counter some accounts of materiality and ontology by introducing the concept of “unreal objects”. Unreal objects can be thought of as media materialities; assemblages that exist primarily in a media form. They are big technoscientific projects vying for publics, investment and political agency; new political centres where utopian visions for the future are combined with investment and materialization in the here and now. Such objects cast shadows in which experience is lived, as well as conjuring utopian visions for how life might be lived. They are redemptive in that they seek to ameliorate the past and present with the prospect of a better future, they are ontologically uncertain and have high media presence and, they signal technoscience at its apex and at moments of failure. Examples of such include genomes and genomic projects, smart grids, biosensors, in-‐vitro meat and de-‐extinction projects. This paper offers a framework for the collective understanding of unreal objects and their politics and sketches out a project for their analysis, by drawing debates about materiality through clearly specified case studies.
Résumé: Dans cette conférence, je commence par analyser le tropisme récent des études sur les médias et la communication vers certaines articulations de la notion de matérialité. Puis, je développe l’idée selon laquelle les objets qui peuplent nos mondes sociaux sont devenus matériels de façon différente, à la fois plus médiatisée et plus informationnelle. À contre-‐courant de certaines conceptualisations de la matérialité et de l’ontologie, j’avance le concept « d’objet irréel ». Les objets irréels peuvent être conçus comme des matérialités médiatiques, des assemblages qui existent principalement en tant que forme médiatique. Ce sont de grands projets technoscientifiques qui se disputent les publics, les investissements et l’action politique ; de nouveaux foyers d’attention politique où les visions utopiques pour le futur se combinent aux investissements et à la matérialisation ici et maintenant. Ces objets projettent des ombres dans lesquelles l’expérience est vécue, tout en suscitant des visions utopistes sur la façon dont la vie pourrait être vécue. Ils sont rédempteurs au sens où ils cherchent à améliorer le passé et le présent en offrant la perspective d’un avenir meilleur ; ils sont ontologiquement incertains, ont une forte présence médiatique, et montrent la technoscience à son sommet et à des moments de défaillance. Comme exemples de tels objets, citons les génomes et les projets en génomique, les grilles intelligentes, les biosenseurs, la viande conçue in-‐vitro ainsi que les projets de désextinction. Cette présentation propose un cadre pour penser collectivement les objets irréels et leur politique, et présente les grandes lignes d’un projet qui vise à en faire l’analyse en suscitant un débat autour de la matérialité à partir d’études de cas précises.
