1.0 TIMUNTVERSITY

Indira Gandhi National Open University (IGNOU) was established in Seprember l9g5 by an act ofParliamentwith aviewto democratizeeducation so thatitcovers large segments ofpopulation, vocationsand professions. The primary emphasis is on innovation, flexibility and cost etrectiu"n"rr. Thus, it is aUniversity with a difference.

The major objectives of the University are to:

promote the educational well being of the commuirity;o democ tatizehigher education by providing easy access to all those who desire to improve their

qualifications, skills and competence by taking education to the doorsteps of people living even inremote areas;

o disseminateleamingandknowledgethroughinnovativemulti-mediateaching-leamingsystem;

o coordinate and determine the standards of Distance Education and Open University Systemsthroughoutthecountry.

IGNOU offers various academic programmes that lead to certificates, diplomas and degrees. Itdevelops and produces courses for delivery through open leaming and distance education modes. Communication and mass media play an important role in disseminating information tothe target audience and bridge the information-gap. Media education helps the leamers enabling them tounderstand the complex role of media in society and keep pace with the fast changing technologies. Italso empowers them by opening new vistas of opportunities as well as upgtua", their skills andcompetencies to meet the challenges of changed job scenario.

Mediainlndiahave grown exponentially duringpastfew decades as ne*spalErscminre togrow interms of cireulation and readership. The expansion of television in past few d* hc beea @omenal.Starting with only 21 tansmitters on the eve ofAsian Games in 1982, the televisim scd hs grcwnby leaps and bounds. About 831 TV channels have been telecasting prograames, out of frese 4O5 arenews channels and the remaining in non-news category. Radio remains a popular medium frnews andentertainment, particularly for those on the move. The advent of radio in the privale secttr and FM radiohas given further boost to its spread in the meffo cities. In addition, low cost community radio stationswith afivekmrangehavebeen allottedto various NGOs andeducationalinstitutions furttrerexpandingthe oufreach ofradio. New media such as the Intemetandmobiletelephony have alsotaken greatstridesin facilitating easier and faster communication. All these developments have created immense demandfor manpower fraining needs.

The Post Graduate Diploma in Journalism and Mass Communication @GJMC) is aimed to address thisneed by imparting theoretical knowledge and skills. The programme keeps in view the requirements ofvarious medi a organrzations in both government and private sectors.

2.2 Objectives

The Post Graduate Diploma in Journalism and Mass Communication aims to:

o provide opportunities to those who are working inmediaorganizations to enhancetheirknowledgeand skill for their development;

o produce professionals who after graduating are able to work in mass media brganizations; and

. c.reate better understanding of the role of mass media in the society.

2.3 Eligibility Criteria

The following are the eligibility criteria forjoining the programme: .

o Bachelor's degree in any subjectwith aminimumof trvo years of working experiencein any mediaorganization. The workingexperiencemaybe as ascriptrvriter, reporter, editor,photographer, publicrelation officer, etc.

o The studdnts must have the knowledge of English language and should be able to express themselvesin simple conect English.

2.4 Medium of Instruction

The programme is offered through English medium only.

2.5 Programme Duration

Thedurationof theprogramme is oneyear. However, dueto inherentflexibilityofferedby theUniversity,it can be completed in four years

2.7 Credit System

IGNOU follows the Credit System for its academic programmes. Each credit amounts to 30 hours ofstudy comprising different leaming activities, including assignments and listening/watching audio andvideoprogralnmes. Thus an 8 credit course involves 240 hours of study Knowing the number of credits foreach course helps you to getanidea about the academic effort required for successfully completing a

course. The PGJMC programme consists of 32 credits (960 study hours), which have been equallydistributed in four courses.

4.5 Interactive Radio Counselling

Interactive Radio Counselling (IRC) is prpvided to students enabling them to interact with experts and

seek clarification on academic matters. Live counseling is conducted on radio by invited experts for an

hour from different radio stations in the country. Students can ask questions from their homes through

telephones by availing the facility of toll-free telephone number 1600112345 provided from select cities.

4.6 Counselling Sessions

In distance education, contact sessions between learners and their counsellors are an important activity'

The purpose of such a contact is to answer some of your questions and clarify your doubts which may

not be possible through any other means of communication. It is also intended to provide you an oppornmity

to meetyourfellow students. There are experiencedAcademic Counsellors atthe Study Centres to

providetounselling andguidanceto you inthe courses thatyouhave chosenfor study. The counselling

sessions for each of the courses will be held at suitable intervals throughout the academic session.

Attendingcounsellingis notcompulsory. However, theymay be very useful in certain respects

such as to share your views on the subject with teiachers and fellow participants, comprehend some of

thecomplexideas ordifficultissuesandgetclarifications formany doubs whichyouwouldnotothenvise

try to raise.

Counselling sessions will be provided to you at the Study Cenfre assigned to you. You will note that the

counselling sessions are very ffierent from the usual classroom teaching or lectures as Counsellors will

not be delivering lectures oi speeches. They will try to help you to overcome difficulties (academic as

well as personal) which you face while studying for the PGJMC programme. In these sessions, you must

look inio the subject based diffrculties and any other issue arising out of such difficulties. Besides, some

of the audio and video prograrnmes that are available at that time will be played in the counselling

SESSIONS.

Before you go to attend the counselling sessions, please go through your study material and' note down

the points tJbe discussed. unless you have gone through the units, there may notbe much to discuss.

Try to concenffate on the relevant and the most important issues. You may also establish personal contact

with your fellow participants to get mutual help for academic purposes. Try to get the maximum possible

guidance from your Counsellors.

The detailed schedule of the counsellingsessions willbeinformedtoyouby the Coordinator of

yourStudy Centre.

4.7 Study Centres

To provide effective student support, we have set up Study Centres all over the country. You will be

allottedone of these Study Centres taking into considerationyourplace ofresidence orwork' However'

each Study Cente can handle only a limited number of snrdents and despite our best efforts, it may nol

always be possible to allot the Study Cenffe of your choice. The particulars regarding the Study Centrt

to which you are assigned will be communicated to you'

Each Study Cenfe has:

A candidate of PGJMC programme is required to secure a minimnrrn ,.rf D grade rn both averagecontinuous evaluation as well as the term-end examination ofcourses. Hoq-er-eror-erall ar-erage grade ineach course shall be at least c for successful completion ofthe programme.

Students who do not qualify in the term-end examination of a particular year are allog'ed to take up theterm-end examination in that same course in the next three years.

5.L Assignments

You must have received a set of assignments for PGJMC along with the set ofprint material sent to youwhich are also uploaded on the University website.Assignments constitute the continuous evaluationcomponent of a cornse and working on the assignments is compulsory. There are atotalof fourAssignmentsfor the theory courses. You will have to submit the assignments responses at the Study Centres. Thesewill be evaluated byAcademic Counsellors within a specified time to provide feedback to you.

You have to complete the assignments on time. You will not be allowed to appear for the term-end-examination for a course ifyou do not submit the specified assignments in time for that course. Ifyouappearinterrn-end examinationwithout submittingthe assignments, thenthe result ofterm-endexaminationis liable to be cancelled.

The main purpose of assignments is to test your comprehension ofthe learning material you receive fromus and also to help you get through the courses by providing feedback to you. The information given inthe printed course material should be sufficient for answering the assignments. Please do not worry aboutthe non-availability of extra reading material for working on the assignments. However, ifyou have easyaccess to other books, you may make use of them. But the assignments are designed in such a way tohelp you concentrate mainly on the printed course material and make use ofyour personal experience.

For PGJMC programme of 32 credits there are atotalof fburAssignments which are evaluated by thecounsellors. Some of the assignments are knowledge-based and some are application-based.Assignments which are knowledge-based will require you to write essay type answers. For answeringappplication-based type of assignments, you should apply the knowledge you have gained through aUnit/Block/Course. In eithercase, the answers should be yourown. You must not reproduce textmaterial verbatim orcopy the information from othersources. However, you can make use ofthematerial and information you have at your disposal in an innovative way You can pick up ideas fromwhatever sources youmay have. Howeveq plan and use them in your own words when you write theanswers to the assignments.

The following nonns have to be strictly practiced when you work on assignments:

o The answer should be precise, well documented and relevant to the question.

t KeeP the word-limit of the answer in mind. A slight variation in length does not matte4 but youranswer should not be too short or too lengthy. Avoid discussing minor issues at greqtlength. Bysetting a word-limit for some assignments, we mean to convey that a reasonably adequate responsecan be presented within the suggested word-limit.

Wheneveryou receive a set ofassignments, checkthem immediately. Ifthere are anymissingpages,ask for them from the Coordinator ofyour Study Centre or write to: Registra4 Maierial production& Distribution Division (MPDD), IGNOU, Maidan Garhi, New Delhi-11006g. Assignments arealso uploaded on IGNOU website.

The assignment responses should be complete in all respects. Before submission, you should ensurethat you have answered all the questions in all assignments as incomplete answerstring poor grades.

You must submit your assignments accordin$ to the schedule indicated in the assignments. TheU_ niversity/Coordinator ofthe Study Cenfre has the right to reject the assignments received after thedue date. In case you get the assignments and study material late, the assignment responses shouldbe submitted within one month ofthe date ofthe receipt of study material and assignment or withinthe due date given in the schedule whichever is later.

For your own record, retain a copy of all the answers to assignments which you submit to theCoordinator ofyour Study Centre. Ifyou do not get back the evaluated assignments within a monthoftheir submission, please fiyto getthem fromyour Study Centrepersonally. This mayhelp youtoimprove your answers foryour future assignments

Maintain an account of all the corrected responses to assignments received by you after evaluation.This will help you to correspond with the University in case any problem arises in future.

Ifyou are unable to submit yow assignments or are unable to score the minimum qualifying gradeD , you have to collect/download, attempt and submit the assignments meant for the next batch of

In case you find that the score indicated in the assignment sheet ofyour assignments has not beencorrectly reflected in your grade card, you are advised to contact the Coordinator of your StudyCentre with a request to forward correct authenticated award list (through respective negionalCentre) to the Registra4 Student Evaluation Division, IGNOU.

Once you get the pass grade in an assignment you cannot re-submit it for improvement of grade.Assignments are not subject to re-evaluation except for factual errors, if any. The discrepancynoticed by you in the eryaluated assignments should be brought to the notice of the Coordinator ofyour Study Centre.

Go through the units on which the assignment is based, note the points relating to the question,rearrange those points in a logical order and work out a rough outline to your answer. Give adequateattention to the introduction and the conclusion. In the introduction, you should give a briefinterpretation of the question and how you propose to develop the answer. The conclusion shouldsummarise your response to the question. Make sure that the answer is logical and coherent. Theanswer should be divided into appropriate paragraphs. The answer should be relevant to the questiongiven in the assignment. Make sure you have attempted all the main points of the question. Once youme satisfiedwithyouranswer, write downthefinal versionneatly andunderlinethepoints youwishtoemphasize.

Use only A- 4 sizepaper for your response and tie all the pages carefully. Avoid using thin paper.Allow a,f cmmargin ontheleft side andatleastafewlinesbetweeneachanswer. This mayfacilitatethe evaluator to write useful comments on the margin at appropriate places.

Write the responses to assignments in your handwriting. Do not print or type the answers.
