These are the 8 Colleges of the Rochester Institute of Technology (RIT). The National Technical Institute for the Deaf (NTID) is one of RIT’s eight colleges. NTID is the world’s first and largest technological colleges for deaf and hard of hearing students. It was formally established in 1965 through an act of Congress, and opened in 1968.

There is a total of 1,256 students at NTID including: Approx. 1,050 undergraduate deaf and hard of hearing students. Approx. 75 deaf/ hearing students in the Master of Science in Secondary Education program. Approx. 116 hearing students in the Interpreter Education program. Of the total NTID student body: 28% are in a minority/ethnic group (approx. 58) 94.9% are United States students (approx. 1,192) 5.1% are international students representing approx. 13 countries (approx. 64)

NTID offers: Career exploration studies, sub-baccalaureate programs, Educational Interpreting, and a Master of Science in Secondary Education. RIT offers: baccalaureate and graduate programs. Since NTID was established in 1968, a growing number of deaf and hard of hearing students are enrolled at the 7 other colleges of RIT to earn bachelor and masters degrees. Currently, 55% of all deaf and hard of hearing students at RIT/NTID are enrolled at the College of NTID, and 45% are enrolled at the seven other colleges of RIT with support services provided by NTID (such as interpreting, notetaking, and real-time captioning services). Generally, there are three academic ‘tracks’ for deaf and hard of hearing students at NTID/RIT: Students may be enrolled at the College of NTID to earn Associate of Occupational Science degrees and prepare for employment; 2. Students may be enrolled in transfer programs at the College of NTID to earn Associate of Arts degrees to prepare for transfer to one of RIT’s other colleges; 3. Students may be enrolled directly in one of RIT’s colleges, while receiving support services from NTID, to earn bachelor or masters degrees.

The College of NTID uses the Direct Service Model. This means that professors at NTID are responsible to communicate directly with students themselves. They need to be able to demonstrate proficiency in sign language. Thus, students enrolled in NTID courses do not require sign language interpreting, notetaking, or captioning services. Generally, professors in the other seven colleges of RIT do not teach courses using sign language. Thus, deaf and hard of hearing students enrolled in these College courses require support services such as interpreting, notetaking, and captioning.

The Support Services Model is applied for deaf and hard of hearing students who are enrolled in the other seven colleges of RIT where the Direct Service Model (utilized at NTID) does not apply. This model includes: Access Services and Academic Support Services. Access Services includes: Counseling, sign language interpreting, notetaking, real-time captioning services (C-Print), and other technological solutions. Academic Support includes: Academic advising/ counseling, tutoring services (individual or group), mentoring, and coordinated efforts for service delivery.

NTID has over 35 years of real-world experience providing services to deaf and hard of hearing students. NTID ha refined and enhanced the level and quality of access services. These access services enable more than 650 deaf and hard of hearing RIT students to register and fully participate in approx. 23,000 credit hours annually in 200+ academic programs. Access services can also be used to support involvement in extracurricular activities on campus. “NTID provides comprehensive programs in support of students enrolled in more than 200 baccalaureate or graduate programs in RIT’s other colleges (cross-registered). The educational support services available include academic advising, tutoring, audiological, speech, and personal and career counseling. In addition, NTID provides access services that are based upon each student’s educational need and typically include sign language interpreting services, speech-to-text services, and notetaking services. Through support and access services, students who are deaf are able to participate in all aspects of the RIT community” (RIT website) These are the four primary areas for access services. We will cover these in detail now.

Interpreting Services

FTE = Full Time Equivalent Interpreters work in teams within each of RIT’s Colleges, and have expertise in specialized subject areas such as science, math, information technology, engineering, etc. Interpreting services are primarily provided as American Sign Language, although tactile (deafblind) cued speech and oral interpreting can be provided upon request. We contract with freelance interpreters to fill ‘gaps’ as our staff interpreters can not fill the great demand for services for students, faculty and staff.

During the 2005 academic year, 46,889 hours of notetaking services were provided for 1,678 class sections. Student notetakers are hired, trained, and monitored. They record information in classes and labs for deaf and hard of hearing students at RIT. Notetakers are recruited every quarter, and are assigned based on having already completed the study material which may be similar to the courses for which they are taking notes. The class notes are then made available online for student access.

Other special access services include captioned classroom video materials, real-time captioning of special events, and assistive listening devices. Approximately 20% of NTID student population have cochlear implants, about 220 students (estimated, Fall 2006). This number is rapidly growing. Audiological services (hearing evaluations, hearing aid trials, fittings, CI mappings, courses) are available to all deaf and hard of hearing students. This includes speech and language services for students who want to improve their spoken communication skills. There are practice labs available. C-Print is a form of real-time captioning services. For courses taken in the colleges of RIT other than NTID, any NTID supported student may request either C-Print or notetaking services, but may not receive both. In 2005, 14 individuals received training in C-Print, and 7,485 hours of C-Print services were provided. This number is quickly growing.

In addition to access services, NTID support faculty provide academic assistance in the form of tutoring and academic advising for deaf and hard of hearing students registered in the other colleges of RIT. In 2005, 15,103 hours of tutoring were provided for 1,458 class sections. This also includes personal, career and academic counseling, NTID’s Student Life Team, and financial aid for domestic students.
