What is the APGTF?

• UK industry-led stakeholder group – PG sector:– power generators

– equipment manufacturers

– fuel suppliers

– technology providers (eg universities)

– CO2 storage sector (for CCS)

• Strong links with relevant trade associations

• Public sector and university representation

• Technology focus: long-term, proactive – RD&D

• Focus on fossil fuel ‘carbon abatement technologies’ (CATs) – generating efficiency, CCS, biomass co-firing

The UK CCS Competition

• Announced in 2007 Budget

• >300MWe post-combustion capture project on coal-fired power plant with CO2 stored offshore

• Operational by 2014 (latest view: “by 2015”)

• Focus on dissemination of knowledge

• Handled via competitive process

• 3 consortia: E.ON; Peel/DONG/RWE npower; Scottish Power - commercial negotiations ongoing

• 2 consortia to be selected for detailed design and development (FEED studies supported by Govt.)

• Decision was due mid-’09 (“some time in new year”)

The EEPR and the UK

• EC proposed €1.25Bn for 5 CCS demos (x1 each in Germany, Netherlands, Poland, Spain+Portugal, UK) as part of EU Recovery Plan – Jan ‘09

• Approved €1.05Bn (x1 in Germany, Netherlands, Poland, Spain, UK, plus Italy & France) – Mar ’09

• Only 4 UK projects in UK considered eligible to compete (Kingsnorth, Tilbury, Longannet & Hatfield)

• Called for proposals – May ‘09

• Shortlisted 7 projects (inc Powerfuel’s Hatfield IGCC

Project in UK) – Oct ’09 (not finalised)

• Funds need to be committed by end of 2010

Summary

• Lots going on in the UK – a crucial time!

• Should be a >300MWe post-comb. capture demo on coal with offshore storage by ~2015 (UK Competition)

• Should be a 900MWe coal IGCC with pre-comb. decarbonisation on similar timescale (EEPR funding)

• Other potential full-chain demos – funding?– UK Government Consultation: “up to 4” CCS demos on coal

– Change of Government? Conservatives seeking 5GWe of CCS by 2020

– EC’s ‘NER300’ funding?

• Other key component demo or part-chain activity, including oxy-firing and constrained saline aquifers ongoing/proposed

• Hopefully addressing all 3 capture routes, pipeline transport and various storage options in next 5-8 years

• What about CCS on gas?
