• On March 11, 2019, the Town Council held a goals setting session to discuss goals and priorities for the coming year.

• Council identified the following 7 priorities for 2019-20:

• Civic Center• Housing/Affordable Housing• Sustainability• Leadership Decisions on Open Positions• Emergency Preparedness• SMART Train Infrastructure• Organizational Systems/Infrastructure• Mandated Programs and Contractual Decisions

• Following is a report on progress made towards 2019-20 priorities to date, other projects, and what’s ahead in 2020.

CIVIC CENTER Completed Exclusive Negotiating Agreement with The Robert

Green Company. Completion of property appraisals for WUSD and Telfer

properties Completion of space needs analysis for future Town Hall Presentation of Preferred Alternatives and Economic Analysis

expected in February, 2020



AFFORDABLE HOUSING Fastrack review and approval of construction plans for 60-unit

Windsor Veterans Village project Approval of Fee Deferral for Windsor Veterans Village Secured Grant Funding to develop Objective Design Standards

to streamline review of Multi-Family Housing projects Re-initiated review of Inclusionary Housing policies



SUSTAINABILITY Implementation of Integrated Pest Management IPM program Completed construction of floating solar panel project Budgeted part-time Sustainability Coordinator position Adoption Climate Emergency Resolution Adoption of Zero-Waste Resolution Adoption of All-Electric Reach Code Adoption of Disposable Food Service Ware Ordinance

SMART TRAIN INFRASTRUCTURE Advanced design and construction plans for roundabout design at

Windsor River Road- Windsor Road intersection

Contracted with bond consultant for issuance of bonds for roundabout project

Secured $375K funding for SMART multi-use path from developer of Mill Creek development project



ORGANIZATIONAL INFRASTRUCTURE Implemented new VoIP phone system Initiated implementation of Sharepoint internal intranet, data

and file management system Completion of upgrade to internet and email security systems

MANDATED AND CONTRACTUAL Adopted 2-year Town Budget Completed adoption of ordinance transitioning to District

Elections Amended District Election Boundaries to include annexed

“North of Arata” area Initiated transition to District Elections with County Registrar

of Voters Adopted 2019 California Building Code Initiated negotiations on long-term contract for police

services
