Brief description of Project : its purpose and the principal activities (including when and where) :

The objective of this project (SAKE 2008) is to promote the development of knowledge-based economies. The method is to encourage the use of satellite images in the design/development/monitoring of marine-related economies by providing free satellite images. Satellite images of high ground resolution are commercially available, but they are too expensive to most potential users. The high cost of satellite images hinders their usage in knowledge-based economies, especially in the marine-related economies, which cover large surface areas. Two-meter resolution satellite images may be used in the planning, development, and monitoring of marine-related ecotourism, in coastal development and management, in the management of near-shore mariculture industry, and in the promotion and monitoring of marine parks in remote areas. Chinese Taipei contributed satellite images to match APEC funding of this project. Satellite coverages were initiated by users, and the priority of satellite coverage were managed by the Steering Committee that was composed of experts from co-sponsoring member economies and Chinese Taipei. The major activities planned in this project includes (1) Steering Committee Meeting, June 1-3, 2008, Danang, Viet Nam; (2) Fourth SAKE Training Workshop, late October, 2008, Lombok Island, Indonesia (3) Third SAKE Workshop, November 2008, near Jakarta, Indonesia; (4) acquiring

Objectives

How do results of the project thus far (if any) compare with its expected results? Include your results thus far (if any) relative to quantitative measures you proposed in paragraph 1 (and 25) of the project design proposal.

SAKE project was carried out with the following goals:

(1) helping local civil servants to build capability of processing and interpreting satellite images on monitoring marine resource (sea grass and coral) and marine environment (water quality);

(2) setting up field program to acquire underwater images for comparing against Formosat-2 images;

(3) jointly analyzing field data and satellite images;

(4) reporting the results of analysis in the Third SAKE workshop. All of these designed tasks were completed according to the proposal.

The major activities completed in SAKE project includes:

(1) Steering Committee Meeting, June 1-3, 2008, Danang, Viet Nam;

(2) Third SAKE Workshop on presentation of SAKE-related research; October 15-16, 2008, Jakarta, Indonesia;

(3) Field demonstration of SAKE project on of fast mapping of coral reef; October 17-20, 2008, Lombok Island, Indonesia

(4) SAKE Training Program on Satellite Remote Sensing; Jungli, Chinese Taipei, October 27-November 4, 2008; SAKE project supported five speakers, and Chinese Taipei sponsored 10 trainees from SE Asia covering international transportation and local expenses;

(5) acquire Formosat-2 images for the national sub-projects in this SAKE project; Over 22 high-resolution images have been provided to Vietnamese and Indonesian participants since June 2008; Their market value is over US$14,000.

Linkages, Methodology, Budget

Describe any problems which have arisen and how they were resolved, including changes in schedule or revised dates, budget changes, changes in participation, or additions or deletions of activities.

The planned committee meeting, two workshops and field demonstration were carried out as planned in the proposal. An extra capacity-building workshop was held to broaden the benefits from this APEC-supported SAKE project, without extra funding from APEC. The satellite images, as requested by SAKE participants, were delivered to Indonesia and Vietnam as soon as the satellite data were available.

Remaining tasks are:

(1) continuing to acquire Formosat-2 images to support national sub-projects in this SAKE project;

(2) editing/printing/distributing workshop proceedings;

(3) producing electronic format and web format of the proceedings for easy distribution and download by any person, APEC Officials, Contact Persons, or general public..

Gender Considerations

Gender issues were well adopted by the Steering Committee members of SAKE project.

In the two workshops and field demonstration, women scientists were consulted to recommend and to organize local activities. For example:

(1) At least 1/3 of the people involved in the SAKE workshop in Jakarta were women, either in the organizing process, or among the participants;

(2) Field demonstration program was coordinated by Ms. Frida Sidik

(3) In SAKE Training Program on Satellite Remote Sensing that was held in Chinese Taipei, about 40% of participants were female. Full financial support was provided to trainees to ensure women participation in the SAKE project.
