The outline of the deliverable steps the reader through an introduction to the WG activities and plans (section 1), the strategy for the WG structure for second period of the project, including a list of potential members that will be contacted in early 2017 (section 2), the steps being planned for the application as a SIG on Cloud computing for SBC (section 3). Finally, Section 4 concludes the deliverable, outlining the next steps towards the development of the WG activities into 2017.

Executive Summary

The main objective of this document is to summarise the follow up activities in relation to the Working Groups since the last published WP2 deliverable at the end of October, 2016, entitled D2.1, Interim report of the Working Group (WG) activities1.

In this intervening three month period, the results of the on-line survey carried out as part of D2.1 were further analysed, consolidated and presented to the wider community at a face-to-face workshop held in Brussels on 9-10th November, 2016, as part of the Open Workshop on Successful cooperation for Cloud Computing, including Security, which was co-organised by the EUBrasilCloudFORUM project and the European Commission as an input for the IX Dialogue EU-Brazil EC Workshop held on 10-11th November, 2016.

There were two principle outcomes in terms of the next direction of the Working Groups from the survey and November, 2017 workshop, and these are the two focus areas of the report:

1. To complement the existing WG1 (Future Scenarios and Research Challenges), a new Working Group 2 (WG2) should be set up to focus on “Policy aspects”, especially in relation to the standards and legal areas;

2. The work of the WG1 (Future Scenarios and Research Challenges) was very valuable especially in the prioritisation of mutually beneficial research topics for future EU-BR calls and the combination of these two WGs (WG1 + WG2) should make an application for the establishment of a Special Interest Group (SIG) on Cloud Computing within the remit of the Brazilian Computer Society (SBC).

For the first activity, the deliverable explains the requirements for a second WG dedicated on Policy based challenges (standards, legal, regulatory, …) for EUBR cooperation on Cloud Computing. The new WG established in Year 2 will focus more on Policy elements such as standards, regulatory and legal aspects. The document establishes the terms of reference (coverage areas), objectives, structure and potential membership of the new WG. Their principle role will be to provide valuable feedbacks on the soon to be published D3.2, Preliminary Research Roadmap, and contribute toward the next WP3 deliverables, including D3.3, Socio-economic impact report, and D3.4, Final Research Roadmap, both due at the end of the project.

For the second activity, the deliverable indicates in detail the steps that the project will take by combining interested members from within the two Working Groups (WG1 + WG2) to form into a formal and sustainable Special Interest Group (SIG) on Cloud Computing within the remit of the Brazilian Sociedade Brasileira de Computação (SBC) - EN: Brazilian Computer Society.

In addition, it is expected that the SIG on Cloud Computing will eventually form into an official SBC-CE (in Portuguese, Comissão Especia / Special Committee) in Cloud Computing. Taking into account the rules of establishing a SBC-SIG and SBC-CE, and discussing already with the relevant authorities within SBC, who have already indicated positively to these plans, the following timeline for their expected submission and acceptance is currently envisaged as:

July, 2017: creation of the SIG in the WCN 2017, being organised by EUBrasilCloudFORUM;

July, 2018: WCN 2018, organized by members of the SIG;

August. 2018: submission for the creation of a CE in Cloud Computing.

Finally, the project is undertaking to work with the relevant authorities in Brazil to gather up information on the individual H2020-eligible Brazilian SMEs for inclusion within our project web site and market place. For this activity, we have asked the relevant authorities to gather all of the relevant data on the SMEs from the published H2020-eligible incubators to be provided to us. At the time of writing of this deliverable, the work on this matter is still ongoing, and there isn’t anything else to report. Once we receive the list, we can begin the process of contacting the SMEs about their willingness and gathering data for inclusion on the web site and marketplace.

1. Introduction

The deliverable D2.1, Interim report of the Working Group (WG) activities2, submitted at the end of October, 2016, contained a detailed account of the EUBrasilCloudFORUM project’s WG activities up until 31st October, 2016. D2.1 contained a comprehensive description of the WG activities starting from the kick-off WG meeting held during the EUBrasilCloudFORUM concertation meeting3 in Brazil in March, 2016 and the follow up EUBrasilCloudFORUM organised events WCN Workshop on Cloud Networks and the 3rd edition of Cloudscape Brazil4 during July, 2016 in Porto Alegre, Brazil. The deliverable D2.1 also contained an analysis of the responses obtained from an on-line survey for WG members5 conducted during August and September, 2016.

Since the deliverable D2.1 was published, on 9-10th November, 2016, an Open Workshop on Successful cooperation for Cloud Computing, including Security, as an input for the EU-BR Policy Dialogue meetings, was co-organised by the EUBrasilCloudFORUM project and the European Commission.

The purpose of the two-day event was twofold: to provide an update on the project progress and achievements, including an overview of next steps, and to brainstorm on priority topics in cloud computing, including security, for an EU-Brazil research and innovation roadmap, in particular for the 5th call.

The open workshop was held alongside the "IX Dialogue EU-Brazil EC Workshop" on EU-Brazil Coordinated Calls in the area of ICT on 10th November, 2016 and the official EU-Brazil Policy Dialogue meetings held on 11th November, 2016. The work contained within D2.1, largely based on inputs from WG1, was presented to the participants and further feedback was elaborated in the report of the event that can be found at https://EUBrasilCloudFORUM.eu/sites/default/files/EUBR_PolicyDialogue_9-10_postevent_final.pdf.

2. EUBrasilCloudFORUM WG structure for second period of the project.

A Working group on Future Scenarios and research challenges (WG1) has already been set up and running since March, 2016. The strategy for the first WG was to look at future scenarios (to 2025) in relation to cloud computing, including security aspects, that were then transposed into a number of research challenges that can be collectively addressed by EU and Brazil researchers in future work programmes. The findings of this work are captured in Deliverable 2.1, Interim report of the Working Group activities6 and they are also used in the development of D3.2, Preliminary Research Roadmap, to improve and consolidate the findings initially presented in D3.1, Analysis and identification of the gaps and research opportunities related to cloud computing, including security7.

At the Open Workshop8 of EUBrasilCloudFORUM held alongside the IX Dialogue EU-Brazil EC Workshop on 9-10th November, 2016, it was decided to extend the working group structure to another WG comprised of policy experts in cloud computing, including security, including those with expertise in standards, legal and regulatory aspects.

Therefore, in close collaboration with the ongoing work being carried out in WP3, WP2 is going to establish a new Working Group (WG2) on Policy based challenges (standards, legal, regulatory, …) for EUBR cooperation on Cloud Computing, including Security. As shown in Figure 1, the overarching strategy for WG2 is to look at the resultant work from the first Work Group on future scenarios and research challenges, and the project’s deliverables, especially D3.2, Preliminary Research Roadmap, being published at the end of December, 2016, with a view to identifying important policy related areas that EU and Brazil research and innovation communities should work together, including standards, legal and regulatory aspects related to cloud computing, including security aspects.

In similar fashion to WG1 interactions, WG2 members will be requested with delivering inputs mainly in online format (questionnaire/survey) on the work they are already doing in EU-Brazil cooperation, especially in relation to their views on policy aspects that need to be addressed accordingly with these cloud computing future scenarios and the research challenges required for these scenarios. This will enable the project to undertake a gaps analysis to provide input on mutually beneficial priority topics for cooperation between the EU and Brazil in the both the technology and policy areas related to Cloud computing, including security. This information will feed into the Final Roadmap deliverable (WP3) document that will contain visions from the perspectives of both countries and a mapping of the activities into an actionable roadmap plan. Indeed, the results will be used to formulate recommendations to the Policy makers in the political dialogue on Cloud Computing, in particular to the EU-BR Dialogues.

Working Group Activities and Operations (Terms of Reference)

In a snapshot, Figure 2 shows the Terms of reference of the focused activities of the working groups; these will be the main steps to guide the activities and work of the group. This in turn will feed into the required output materials for compiling into a Roadmap document.

The EUBrasilCloudFORUM project will leverage the expertise of the WG members, their Cloud computing, including security aspects domain specific knowledge and also their outreach channels to enhance the impact this EUBrasilCloudFORUM WG will have at EU and Brazil levels.

To support these activities, the WG will also investigate and track on a regular basis external groups, initiatives, events to link/liaise with at EU and BR level, for greater impact, dissemination and also to identify synergies and potential areas for collaboration and knowledge sharing. Such current identified initiatives would include CSBC, WCN, Cloudscape Brazil, NIS Platform, cPPP, RDA, and other initiatives. Suitable Cloud computing focused events to target will also be considered on a regular basis, to assess possible dissemination opportunities and visible involvement of the EUBrasilCloudFORUM project and other EUBR collaborative projects to promote is activities and the outputs from the Working Group.

The participation of members in the EUBrasilCloudFORUM working group is on a voluntary basis, but active involvement is necessary to be successful. Nevertheless, EUBrasilCloudFORUM consortium wishes to interfere minimally with the participants’ usual day-to-day responsibilities. Thus, the foreseen workload of the working group is estimated to be about a few hours per month, and it is expected that this work would also be part of the individual members’ own projects or organisations’ dissemination/collaboration activities and our project will raise awareness of your role on a continual basis, highlighting their good work in the WG.

WG2 will have a balanced membership between the EU, Brazilian and other countries, where appropriate (e.g. USA and others), and will be the main instrument for EUBrasilCloudFORUM to ensure high quality debate and engagement in relation to international collaboration in this vitally important and hot topical focus area. When identifying WG2 members from Brazil, it was noted

that Brazil has no de facto standards organization for Cloud computing as yet, although there is a clear need and intentions for its creation. Therefore, the establishment of a formalized Special Interest Group (SIG) on Cloud Computing in 2017 (within the remit of the Brazilian Computer Society) being proposed by the EUBrasilCLoudFORUM project may represent a good starting point for such an initiative (see section 3.0 for more details). In the meantime, for WG2, we intend to include ABNT (Associação Brasileira de Normas Técnicas (NBR ISO/IEC 17788:2014), which is similar to ISO but without as much an ICT focus, and ANATEL (Brazilian NATIONAL TELECOMMUNICATION AGENCY), which is Brazil's equivalent to ANACOM (Autoridade Nacional de Comunicações )in Portugal, which usually target only the physical layer of standards, as opposed to from the cloud level. In addition, we are also inviting members from the Federal Data Processing Service (Serviço Federal de Processamento de Dados, or SERPRO), which is the largest public information technology service provider in Brazil. The SERPRO agency works for the Brazilian federal government, maintaining computer systems that manage its budget, help it integrate states’ and municipalities’ accounting, track Brazilian imports and exports, and process electronic income tax returns.

The project team, with the assistance of some of the Advisory Board and WG1 members, have already identified a number of excellent candidates for WG2 and these will be contacted at the start of 2017, when the Deliverable 3.2, Preliminary Research Roadmap, is available for review and feedbacks. 3. Application for Special Interest Group (SIG) for SBC

Based on the outcomes of the WCN/Cloudscape Brazil 2016 event WG sessions held in July, 2016 and the survey conducted for D2.1 on future activities for the Working groups, the project has the goal to create a Special Interest Group on Cloud Computing during 2017, within the remit of the Brazilian Computer Society (SBC). It is expected the created SIG will evolve into an SBC-CE (in Portuguese, Comissão Especia / Special Committee). The SBC-CEs meet with common interests in a particular Computer sub-area. Each committee also organizes its respective symposium and periodically holds its general assembly. As per the general rules of SBC, any SBCs may be entered in the Special Committees.

The first step that the EUBrasilCloudFORUM project took toward the creation of the SIG on Cloud computing was the organization of an annual workshop within the Congress of the SBC (CSBC). This workshop was called WCN (Workshop on Cloud Networks) and its first edition was held in Porto Alegre in July, 20169. The second edition of this workshop will be held in São Paulo, next July 2017. The program chair of the WCN 2017, in conjunction with EUBrasilCloudFORUM project, will be Wagner Meira, the Brazilian coordinator of the EUBRA-BIGSEA project, and also a core member of the EUBrasilCloudFORUM WG1 and member of SBC's board.

During the WCN edition of 2017, one special session of the workshop will be committed to the creation of the SIG, in which interested and previously contacted members of the SBC will be defined as members. Some potential candidates for this SIG have already been identified in the EUBrasilCloudFORUMproject’s Working Groups via the on-line survey carried out for D2.1 and are mainly researchers that have participated in previous research projects around cloud computing. They will be contacted in the first semester of 2017 to follow up this important activity.

The SIG that will result after the WCN 2017 will organize the next editions of this workshop within the CSBC and will submit in 2018 to the SBC's board the creation of the SBC-CE / Special Committee in Cloud Computing.

This process is being followed to cater for the rule for the establishment of a CE/Special committee to exist, it must organize an annual event, i.e., workshop or symposia. For the case of a CE in Cloud, as EUBrasilCloudFORUM project is organizing WCN in 2017, it provides the perfect occasion for this endeavour organising the SIG, which will then be in a position to organise the WGN in subsequent years, which will enable the formation of an SBC CE during WCN 2018.

Since the creation of the CE is approved by the SBC’s board, the creation of the CE must be submitted when it shows to be sustainable by SBC’s members already formed as the SIG. Therefore, in timeline format, we envisage the following activities, with the first step being the creation of the SIG based as part of WCN 2017.

July, 2017: creation of the SIG in the WCN 2017;

July, 2018: WCN 2018, organized by members of the SIG;

August. 2018: submission for the creation of a CE in Cloud Computing.

4. Conclusions and Next Steps

This deliverable was written to complement the previous deliverable, D2.1, Interim report of the WG activities, which covered the period January - October, 2016. Therefore, the focal period of this deliverable was November - December, 2016.

The deliverable covers the two key outcomes from the analysis of the online survey carried out in D2.1 and the face-to-face discussions that took place at the Open Workshop on Successful cooperation for Cloud Computing, including Security, held on 9-10th November, 2016, co-organised by the EUBrasilCloudFORUM project and the European Commission. Therefore, the two key focus outcome areas considered by this deliverable includes:

1. To complement the existing WG1 (Future Scenarios and Research Challenges), a new Working Group 2 (WG2) should be set up to focus on “Policy aspects”, especially in relation to the standards and legal areas;

2. The work of the WG1 (Future Scenarios and Research Challenges) was very valuable especially in the prioritisation of mutually beneficial research topics for future EU-BR calls and the combination of these two WGs (WG1 + the newly set up WG2) should make an application for the establishment of a Special Interest Group (SIG) on Cloud Computing within the remit of the Brazilian Sociedade Brasileira de Computação (SBC) - EN: Brazilian Computer Society.

For the first activity, the deliverable explains the requirements for a second WG dedicated on Policy based challenges (standards, legal, regulatory, …) for EUBR cooperation on Cloud Computing. The new WG established in Year 2 will focus more on Policy elements such as standards, regulatory and legal aspects. The deliverable establishes the terms of reference (coverage areas), objectives, structure and potential membership of the new WG.

For the second activity, the deliverable indicates the steps that the project will take by combining interested members from within the two Working Groups to form into a formal and sustainable Special Interest Group (SIG) on Cloud Computing within the remit of the SBC. In addition, it is expected that the SIG will eventually form into an official SBC-CE (in Portuguese, Comissão Especia / Special Committee) in Cloud Computing. Taking into account the rules of establishing a SBC-SIG and SBC-CE, and discussing already with the relevant authorities within SBC, the following timeline for their expected submission and acceptance is currently envisaged as:

July, 2017: creation of the SIG in the WCN 2017, being organised by EUBrasilCloudFORUM;

July, 2018: WCN 2018, organized by members of the SIG;

August. 2018: submission for the creation of a CE in Cloud Computing.

Finally, the project is undertaking to work with the relevant authorities in Brazil to gather up information on the individual H2020-eligible Brazilian SMEs for inclusion within our project web site and market place. For this activity, we have asked the relevant authorities to gather all of the relevant data on the SMEs from the published H2020-eligible incubators to be provided to us. At the time of writing of this deliverable, the work on this matter is still ongoing, and there isn’t anything else to report. Once we receive the list, we can begin the process of contacting the SMEs about their willingness and gathering data for inclusion on the web site and marketplace.

EUBrasilCloud Forum: Working Groups Terms of Reference (ToR)

Members, Activity plan and Operations

The EUBrasilCloudFORUM project: Fostering an International dialogue between Europe and Brazil, which began on 1st January, 2016 is a Coordination Action project whose main purpose is to facilitate the policy and technical dialogues between the European Union (EU) and Brazil in focus areas related to cloud computing, including security aspects. The project’s main aim is to establish an organisational cooperation forum that enables the European Union and Brazil to formulate and develop a common strategy and approach for research and innovation in cloud computing, including security aspects.

EUBrasilCloudFORUM has the following core objectives:

Objective 1. Structure a community driven engagement forum for EU-Brazil policy and research and innovation dialogues;

Objective 2. Deliver an EU-Brazil Research and Innovation Roadmap and Action Plan related to Cloud Computing;

Objective 3. Build a web based EU-BR Service Platform to promote and market the results from the EU-Brazil community as well as showcasing success stories;

Objective 4. Organization and support for focused EU-BR Cloud Computing Events including EU-BR policy dialogue, Cloudscape Brazil annual events, cooperation workshops and major EU-BR conferences.

In order to facilitate objectives 1 and 2, the project is forming a small number of tactical Working Groups (WGs) that will consist of experts representing and connecting to a broad network of researchers and innovators involved in projects, initiatives and platforms related to EU-Brazil cooperation and Cloud computing.

A Working group on Future Scenarios and research challenges (WG1) has already been set up and running since March, 2016. The strategy for the first WG was to look at future scenarios (to 2025) in relation to cloud computing, including security aspects, that were then transposed into a number of research challenges that can be collectively addressed by EU and Brazil researchers in future work programmes. The main body of work carried out by WG1 can be found in the project deliverable entitled D2.1, Interim report of the Working Groups activities10.

At the Open Workshop11 of EUBrasilCloudFORUM held 9-10th November, 2016, it was decided to extend the working group structure to another WG comprised of Policy experts in cloud computing, including security, including those with expertise in standards, legal and regulatory aspects.

As shown in Figure 3, the overarching strategy / work methodology for WG2 is to look at the resultant work from the first Work Group on future scenarios and research challenges, and the project’s deliverables, especially D3.2, Preliminary Research Roadmap, being published at the end of December, 2016, with a view to identifying important policy related areas that EU and Brazil research and innovation communities should work together, including standards, legal and regulatory aspects related to cloud computing, including security aspects.

WG2 will have a balanced membership between the EU, Brazilian and other countries, where appropriate (e.g. USA and others), and will be the main instrument for EUBrasilCloudFORUM to ensure high quality debate and engagement in relation to international collaboration in this vitally important and hot topical focus area.

In similar fashion to WG1 interactions, WG2 members will be requested with delivering inputs mainly in online format (questionnaire/survey) on the work they are already doing in EU-Brazil cooperation, especially in relation to their views on policy aspects that need to be addressed accordingly with these cloud computing future scenarios and the research challenges required for these scenarios. This will enable the project to undertake a gaps analysis to provide input on mutually beneficial priority topics for cooperation between the EU and Brazil in the both the technology and policy areas related to Cloud computing, including security. This information will feed into the Final Roadmap deliverable (WP3) document that will contain visions from the perspectives of both countries and a mapping of the activities into an actionable roadmap plan. Indeed, the results will be used to formulate recommendations to the Policy makers in the political dialogue on Cloud Computing, in particular to the EU-BR Dialogues.

Working Group Activities and Operations

In a snapshot, Figure 4 shows the focused activities of the working groups; these will be the main steps to guide the activities and work of the group. This in turn will feed into the required output materials for compiling into a Roadmap document.

The EUBrasilCloudFORUM project commenced on 1st January 2016. The duration of the project is 24 months, and we are currently at the middle mark of the project. During this two year timeframe, or as long as required, the WGs will remain active, and will participate in conference calls meetings and workshops organized by the EUBrasilCloudFORUM consortium, or those organised as part of the participating members’ projects and initiatives.

The EUBrasilCloudFORUM project will leverage the expertise of the WG members’ expertise, their Cloud computing, including security aspects domain specific knowledge and also their outreach channels to enhance the impact this EUBrasilCloudFORUM WG will have at EU and Brazil levels.

To support these activities, the WG will also investigate and track on a regular basis external groups, initiatives, events to link/liaise with at EU and BR level, for greater impact, dissemination and also to identify synergies and potential areas for collaboration and knowledge sharing. Such current identified initiatives would include CSBC, WCN, Cloud Connect, Cloud Brazil, NIS Platform, cPPP, RDA, and other initiatives. Suitable Cloud computing focused events to target will also be considered on a regular basis, to assess possible dissemination opportunities and visible involvement of the EUBrasilCloudFORUM project and other EUBR collaborative projects to promote is activities and the outputs from the Working Group.

For all meetings and events, all participants will be informed with enough time in advance, for planning arrangements to be made.
