    Filing the application or regulatory review with the National Energy

    Board (NEB) and the Canadian Environmental Assessment Agency

    (CEAA) is an important step orward or the Northern Gateway Project.

    over the last two years Ive

    had the pleasure, along

    with other members o the

    project team, to spend time in

    many o the communities along

    the route. During these visits

    with community members, Ive

    had a number o discussions

    about the project, ranging

    rom employment and local

    hiring to Aboriginal business

    opportunities and community

    investment. One particular

    issue that has been consistently

    raised is the need to protect

    the environment. I certainly

    appreciate the importance that

    local residents place on the environment and Iwant to encourage all aected stakeholders and

    Aboriginal people to continue to provide eedback

    on our project.

    The success o a project on the scale o Northern

    Gateway depends on the support o the communities

    it impacts. We know that this support will depend

    on our ability to prove to communities that our

    project is sae, that it has been planned responsibly

    and that environmental protection will always be

    ront-o-mind throughout both construction and the

    operational lie o the project.

    For this reason, we strongly encourage people to

    participate in the regulatory review process. The

    process will be led by a three-person Joint Review

    Panel (JRP) appointed by the NEB and the Minister

    o Environment. The JRP will need to ensure that all

    questions about the project have

    been answered and be satisfed

    that the project is in the public

    interest. The Secretariat to the

    JRP will conduct inormation

    sessions with the public and

    Aboriginal people to assist in

    understanding the joint review

    process and the ways in which

    one can participate and make

    their views known to the Panel.

    As a fnal thought, I would

    like to suggest that people

    also consider the numerous

    benefts that Northern Gateway

    can provide to the residents

    o northern BC and Alberta. These includeemployment, skills development, procurement

    The regulatory fling represents an important

    step orward in the public review o the

    project and is another opportunity or

    Aboriginal people, community leaders and

    citizens to ask questions about the project

    and provide their eedback. There are various

    ways to participate in the

    regulatory process and

    inormation on that will be

    sent out by the regulator.

    At the heart o the regulatory review process

    is what is known as the Joint Review Panel

    ocated in Kitimat at the end o the

    Douglas Channel, one o the widest

    and deepest inland waterways on

    North Americas West Coast, the Kitimat

    Marine Terminal will be a model o world-

    class saety and navigational standards.

    To help ensure those standards are met,

    Northern Gateway is participating in a

    voluntary assessment known as the

    TERMPOL Review Process, administered

    by Transport Canada. This review

    process evaluates marine terminal

    operations, vessel routing and other

    marine saety issues. As part o this

    process, Northern Gateway, together

    with interested participants, also

    completed a Quantitative Risk Assessment

    (QRA) to evaluate the marine

    operational components o the project.

    Northern Gateway invited

    representatives from local government,

    environmental organizations and

    Aboriginal groups to participate in

    the QRA. A QRA working group was

    then formed to allow interested

    participants to provide advice on

    the design, consultant selection

    and completion of the Quantitative

    Risk Assessment for the marine

    components of the proposed

    Northern Gateway project.

    Over the past 25 years, more than 1,500 ships have saely travelled

    to Kitimat carrying petrochemical products, including methanol,

    ammonia and condensate. For Northern Gateway, three tanker routes

    are proposed, all o which are existing shipping routes. The routesinclude the North route via Dixon Entrance and Browning Entrance,

    the South route via Queen Charlotte Sound and Caamao Sound

    and the South route via Queen Charlotte Sound and Browning Entrance.

    know the intricacies o BCs

    coastline and work together

    by communities along the project route is always ront-o-

    mind, and we understand that the best way to do this is to

    protect the environment. As such, the long-term success o our

    project depends on our ability to construct the project in an

    As part o Northern Gateways planning, a team o over

    200environmentalexpertsandscientistsconducteda

    comprehensive analysis along the project route in areas such

    as marine biology, soil, vegetation, wildlie, water resources,

    fsh, human health, archaeology and others. The fndings o this

    analysis have been incorporated into our planning to ensure

    that construction proceeds saely and responsibly and thatour environmental impact is minimized throughout the

    operational lie o the project.

    causes short-term disruption when the

    ground is excavated to lay pipe.

    Tncng Layers o soil are peeledaway and stored until the pipe is laid.

    Construction crews dig the trench or

    the pipe. The depth o the pipeline

    trench will typically be a metre or more

    beneath the surace.

    Stngng/Bnng Pipe is laid outalong the right-o-way. Individual joints

    o pipe are bent to ft the terrain using a

    hydraulic bending machine, and the pipe

    is prepared or welding.

    Through Enbridges Neutral Footprint

    Program, Northern

    Gateway will work

    with conservation and

    environmental partners

    to counter the impacts to

    land and trees caused by

    the project. The program

    advances various stewardship

    and habitat protection

    initiatives, such as:

    Planting a tree seedling or every tree

    removed to create the

    pipeline right-o-way

    Setting aside an acre o land

    or habitat conservationor every acre o wilderness

    permanently impacted

    Creating a kilowatt o

    renewable power or every

    kilowatt o power used by

    pipeline operations

    The Enbridge Natural Legacy Program

    is an opportunity or Enbridge to

    demonstrate our ongoing commitment

    to environmental stewardship, habitat

    remediation and protection. The program

    has a successul track record o

    working with organizations such as the

    Nature Conservancy o Canada, Ducks

    Unlimited, Trout Unlimited, Pacic

    Salmon and Tree Canada, as well as

    local schools, educators and volunteers.

    The Enbridge Sae Community

    Program is designed to provide

    The Enbridge School Plus Program
