1.0 Method Statement

The works are to be executed safely and diligently in accordance with all current legislation. All demolition works will be carried out in line with BS6187:2011 Demolition Code of Practice

1.1 Scope of the works 1.11 A Demolition & Refurbishment Survey has been completed by ESG (Report Ref: ASO3509-

013) to identify all Asbestos Containing Materials within the Coal Plant and Amenities Block Building. The survey confirms the presence of a considerable amount of asbestos, to allow these works to take place the building must be soft stripped in accordance with the asbestos removal plan. All identified asbestos contaminated products will be removed by a licensed contractor prior to full structural demolition works being undertaken. Asbestos removal works will be carried out under a separate specific method statement and will be carried out prior to structural demolition works commencing.

Isolation of all services has been carried out by RWE Npower asset development team prior

to the handover of the site. Information and confirmation of disconnections can be found in the handover and residual risk register document no. DCA2013-CHRR-0013. A copy of this relevant disconnection confirmation paperwork should be attached to work permits prior to issuing.

1.12 The works will involve the demolition of a concrete building previously used as the control

room for the coal plant yard, two smaller annex type buildings are attached at either side of the main control building were used as workshops for coal yard plant.

1.13 All works will be carried out by trained and competent operatives, any work at height will be

carried out using MEWPS and demolition excavators. All plant will be operated by trained and competent operatives. Any operatives working at height will, where required wear harnesses, any operative wearing a harness will be trained in it’s use and in the relevant rescue procedures.

1.2 The Surrounding Area 1.21 Didcot A power station is self contained and fully decommissioned at the time works will be

undertaken. However, there may be other site activities on-going during this works phase. 1.22 The building is situated at the north end of the coal yard, 1.23 Access to the building will be gained using access route A then turning left onto access

route C then following access route C to the right, and following signs to the coal yard. Drive onto the coal yard turn left and the buildings are on the left.

Access routes are defined as per drawing number C143.001 Rev.B traffic management

plan. Movements and traffic routes will be adhered to at all times.

2.0 Method and Sequence The scope of the works will be as follows 1. Set up of work area

2.1 Set up of work area 2.11 An exclusion zone around the Coal plant and amenities block will be created using heras

type fencing. The location of the exclusion zone will take into consideration the safe working radius of the excavator undertaking the works, and the drop zone for demolition arisings. The Heras fence line will also designate an exclusion zone around the Coal plant and amenities block for strip out works, and any drop zones needed for the demolition and strip out. The fence line will remain secure at all times to ensure no unauthorised entry can be made into the works area

2.12 Fencing to be erected in accordance with manufacturer’s instructions and in line with

any temporary works procedures issued by CES

On a flat level surface

2.13 Only Coleman employees should be allowed to enter this work area

2.14 Retained roads and footpaths will be protected from any damage that could be caused by a

tracked excavator during the loading, unloading and tracking into the work area, by laying to ground ply-boards and\or road-plates. The protection measures will be put in place using a skidsteer\bobcat machine and operatives.

2.15 Access to the 1st work area will be along access route A then turn left onto access route C

then right towards the coal yard, enter the coal yard and turn immediately left, the building to be demolished is on the left.

2.16

2.2 Asbestos removal 2.21 Any asbestos containing products will be removed under separate method statement, by

trained and competent operatives prior to any works commencing, clearance certificates or survey results confirming there is no asbestos present must be received prior to work commencing.

2.22 Asbestos surveys have been carried out ESG and validated by our on site asbestos

management team Document Ref: ASO3509-013. 2.23 Should operatives find any substance suspected to be contaminated with asbestos, work

must stop and the area supervisor contacted, the area supervisor will then contact our on site asbestos manager. Works must not recommence until site management have deemed the area safe. An assessment shall be made wit the HSEQ department with regards to their potential contamination and any decontamination requirements.

2.3 Soft Strip of Buildings 2.31 Coleman & Company site supervisor will undertake a demolition site safety check which

includes searching for hazardous materials in and around the site, check if there are any changes to the site or buildings following any previous inspections.

2.32 There are a number of rooms that will be soft stripped. All soft strip arisings will be disposed

wherever possible through the rear windows of the buildings, onto the concrete hardstanding near the coal field.

2.33 Coleman & Company will identify recyclable material within all of the structures, i.e. wood,

plastic, glass, copper, metals, bricks, blocks and tiles. These materials will be taken to a licensed recycling facility.

2.34 The buildings will be stripped back to the bare fabric of the structure, removing all

deleterious material, mechanical and electrical fixtures and fittings. To include all pipes, cables, metals and timber. All these materials will be segregated at source where possible to enable full recycling objectives.

2.35

2.36 Soft stripping will involve the use of hand held tools including powered tools such

reciprocating saws, any electrical tools used shall be PAT tested. 2.37 2.38

The noise and dust levels will be controlled to create minimal noise and dust. Records shall be maintained of noise and vibration levels for any hand held tools. All electrical equipment shall be 110v maximum.

2.40 Demolition of annex buildings 2.41 A demolition excavator shall be brought to the work area by low loader, using access routes

described at the front of this method statement. It will be off loaded on the south side of the building in the coal yard.

2.42 The excavator will be equipped with a concrete pulverising attachment, and a demolition

grapple, work will commence to the eastern side of the building. 2.43 The eastern side of the block has a low level annex building made of reinforced concrete

and concrete block beams, with a metal and glass panel section above. 2.44 The excavator will use the grapple attachment to lift the metal and glass up and away from

the building, broken glass will be cleared during the works using skid steers. 2.45 Demolition works will stop periodically to allow clearance of glass and metals, all waste will

be segregated into skips for recycling. 2.46 Once the glass has been removed from the higher level, the excavator will then be fitted

with the concrete pulveriser. 2.47 Working from the highest part of the roof section, the pulveriser will work across from left to

right, removing the roof sections back to the first support legs.

2.48 The walls will then be worked down using the pulveriser, allowing the debris to fall into the

footprint of the building. 2.49 The demolition of the annex building will then continue until level with the main control

building. 2.50 The excavator will then move around to the other annex building to the west side of the main

building. 2.51 The western annex has an overhead crane that spans the width of the building, prior to

demolition starting the overhead crane will be removed using the excavator. 2.52 The rest of the demolition will be as points 2.41-2.49 above. 2.53 All waste will be stockpiled within the works area and made ready for removal to a recycling

facility. 2.6 Demolition of the Main Control Building 2.61 The building to be demolished is made of reinforced concrete with corrugated metal sheets

above first floor level. A fire escape is situated to the south east corner (nearest the coal yard).

2.62 A high reach excavator fitted with a multi-purpose attachment will be used to remove the

emergency staircase, pulverising the concrete stairs from top to bottom, in a controlled and methodical manner.

2.63 The high reach excavator will then demolish the building using the multi-purpose attachment

to pulverise the concrete and allow the arisings to fall to the floor, in a controlled and methodical manner.

2.64 Work will start at the highest point working left to right, as the building reduces floor by floor,

the high reach excavator will reach across the building and demolish each floor in it’s entirety. Reducing the building in square sections across and back throughout the demolition, removing 1 floor at a time.

2.65 The smaller excavator fitted with a bucket will clear any debris caused by the demolition,

and stock pile it within the work area giving a clean work area for the high reach excavator throughout the work.

2.66 The debris will then be sorted into waste streams and sent for recycling either on site at our

crusher, or off site at a recycling facility. 2.7 Making Good 2.71 The work area will then be made good using a machine with a bucket to grade the area and

left in a clean, safe and tidy condition ready for handover to client. 3.0 Documentation Required Prior to Work Commencing

Refurbishment / Demolition asbestos survey to HSG264:2010 must be in place prior

to soft strip or any structural demolition.

4.0 Identified Hazards-General All operatives on site will be inducted and advised of the contents of this method statement

and relevant associated Health and Safety and Environmental documentation within the Site Starter Pack. All operatives will sign a register to demonstrate that they have understood the relevant Site Health and Safety, Environmental Documents.

4.1 Specific The site layout should be considered to take into account the location of the drainage, this

should take into account the location of stored substances or anything else which has the potential to contaminate the drains on or adjacent to the site. G3 filters should be used to protect drains from possible refuelling or oil spills. The site is operated under license of the EA, the zone supervisor should ensure spill kits are available, and any environmental issues are reported to the site supervisor.

4.2 Coleman & Company, Sub Contractors and RWE staff All site personnel will be inducted and provided with a daily task briefing so they are aware

of their own work but also the interface with other contractors to ensure works are planned and executed safely. The exclusion zone for these works will be secure and controlled by a Banksman to ensure that all site staff are at a safe distance from the works area at all times, during the demolition works.

Client Relations 4.3 During the demolition works the site supervisor will constantly apraise the RWE team of the

areas of work on-going and will monitor the works and assess levels of noise, dust and vibration and the impact on other site activities.

4.4 Access and Egress Access and egress to the site will be via the A4130 then directly through the security gate on

Purchas Rd. All site attendees must park at the parking area near the south cooling towers report to security, sign in, and enter site through the pedestrian turnstiles as per the induction. A designated banksman will control the access and egress of all vehicles.

4.5 Traffic Management All plant and pedestrian movement will be co-ordinated by Coleman & Company including

arrangements for segregation and safe transit routes. A traffic management plan will be created prior to the works and updated, where necessary, during the works

Traffic movements, where appropriate, will be controlled by a designated banksman. Vehicle

reversing will be minimised where possible. Pedestrian and plant routes will be clearly identified, with each delineated and protected by

the use of a suitable means.

4.6 Identified Hazards-Structural Demolition Demolition and dismantling is a potentially hazardous operation, it is essential that

demolition works are managed by experienced personnel and executed by fully trained operatives. All personnel and operatives, who work on site, will be inducted before entering the working area. Site visitors may only enter the working area if they are accompanied by the site supervisor, members of the contract management team or their nominated deputy.

The safe working radius of plant and equipment, debris ejecta, and exposure to noise and

dust will influence the exclusion zone which will be designated with suitable fencing to the perimeter of the work area. Safety-warning signs will be erected on the external face of the fence

RWE asset development team in line with site engineers have issued a handover document

containing all relevant disconnection details for all buildings and any relevant safety information for the work area. Confirmation of such will be required in writing prior to commencing demolition work.

All retained services, will be located, identified and noted on existing drawings. Any works,

necessary to protect the services during the works, and will be carried out prior to the works commencing. As built records will be produced at the end of the project.

4.7 In the event of an accident or incident on site, it will be reported immediately to the Site

Supervisor who will report to the Project Manager and HSEQ department Should the accident / incident be reportable under the Reporting of Injuries Diseases and Dangerous Occurrences Regulations, the appropriate documentation will be completed by our Health and Safety Manager and submitted to the HSE. Supervisors are trained four-day first aiders. A complete First Aid kit will be kept on site at all times. The RWE Health & Safety Manager must also be informed ASAP. If the incident involves any potential impact on the environment including the use of fire extinguishers, Sarah Camps / Mike Clarke of RWE must also be informed ASAP.

4.9 Coleman & Company will carry out regular safety inspections appropriate to the activities

taking place. The results of which will be recorded and kept on file. 4.10 All works will be executed in daylight hours. No operatives will work in the hours of

darkness. Unless agreed in advance 4.11 The site will be secured at all times and locked at the end of each working day. 4.12 Noisy operations will be minimised with breaks at regular intervals, working between the

hours of 0800-1700. Monday to Friday. Cab doors and windows will be kept closed to prevent exposure to noise and dust and impact from ejected materials.

4.13 All plant conforms to current European Legislation. Percussive breakers are suitably

silenced for working in sensitive areas. Plant operators shall undertake plant and vehicle checks on a daily basis and note any defects. The plant will not be used if those defects constitute a health and safety hazard until they have been rectified and no longer present a hazard

4.14 Should dust be generated, it will be suppressed with water or other suitable method,

ensuring that it is sprayed in a fine mist controlling dust, whilst preventing silt run off. 4.15 Maintain safe access / egress to / from site at all times ensuring;

Emergency services routes etc

Walkways are kept clear

There is no build up of flammable materials

There are no slip trip and fall hazard

Site generated waste i.e. from welfare is contained and disposed of properly

There is suitable lighting for the works 4.16 Rubbish will be removed from site as works proceed to eliminate the risk of fire. All loads will

be sheeted prior to leaving site. 4.17 All waste produced at site will be treated in accordance with the Landfill (England & Wales)

Regulations 2002. 4.18 The treatment given to all waste produced will give due consideration to all recycling

opportunities which will be investigated and where possible recyclables such as wood and plastic will be recovered from waste.

4.19 Please refer to 2.0 Method & Sequence for recycling opportunities already identified. 4.20 Due care and attention will be taken whilst working in the vicinity of adjacent buildings and

internal site footpaths or roadways. 4.21 The site supervisor will ensure that suitable drop and exclusion zones are used when

necessary. 4.22 Prior to commencing any work a Refurbishment / Demolition asbestos survey in accordance

with HSG264:2010 must be in place. This document has been produced Doc no. ASO3509-

013. The asbestos survey identifies any asbestos containing materials present within the work area. The asbestos survey has identified asbestos in the following areas; No asbestos present.

4.23

Should any asbestos be discovered which was not foreseen or anticipated then the following procedure should be followed.

Ensure that work in that area immediately stops.

This area will then be closed off and marked up as an exclusion zone.

The Site Supervisor must be informed and in turn must inform his Project Manager via Shady Lane reception noting it as an incident. Call 0121 3252424..

The site supervisor will assess if there are any other works, which are being

conducted in similar areas, which are now suspected to contain asbestos.

If this is the case then work in those areas should also come to an immediate stop.

These areas are to be sealed off and marked up as exclusion zones.

A suitable method of work and removal will then be chosen.

Project Manager will then advise an appropriate course of action.

This methodology is to be strictly adhered to at all times. In the event of any occurrence that may necessitate a change to the method e.g.

(a) Changes in the nature of the works (b) Additional works , ancillary works (c) Previously unknown / unidentified risks (asbestos/suspect material/ etc) (d) Ground/site conditions

The works will cease and an assessment will be made as to the most appropriate course of action to be taken. The revised method of work MUST be agreed by a Project Manager and approved by the HSEQ Manager / Contracts Director and the agreed method will be advised to the workforce by the Site Supervisor by means of a toolbox talk or suitable method. This will require the risk assessment and method statement to be reviewed and approved as per Coleman procedures (see above) and must be signed off prior to any changes commencing. This may include the site supervisor drafting a proposed method for review and approval (refer to cover sheet for details of signing procedures) and forwarding to the PM in sufficient time for the reviews and approvals to be undertaken, and where required issue of the documents to the client / CDM-C / client’s representative. Coleman and Company accept no liability for injury to persons, damage to plant, property or materials resulting from the acts of Sub Contractors working outside the scope of their agreed method statement.
