1.0 PROJECT DESIGN ANALYSIS

1.1 SIE INRODUCION

 Jalan Alor - famous for being a “food street” attracts manyforeigners and locals alike especially during the night. However, itis also infamous for being a “red light district” in town.

Te site is located along Jalan Alor and within the entertainment district of BukitBintang, Kuala Lumpur, Malaysia. Atpresent, it is utilised as an open parkingspace for vehicles. Te design brief calls for acommunity centre programme.

POIICALBased on the Kuala Lumpur Structure Plan 2020, Te Kuala Lumpur City Hall is supportive of the provision ofnew and technologically relevant community facilities in the city centre. Te proposed community centre wouldbe a much welcomed addition in accordance to the plan to accomodate a projected population figure of 2.2million for Kuala Lumpur in the year 2020.

ECONOMICALTe proposed community centre would especially serve to liven lives and l ighten burdens of the lower income-group community in the city c entre through its public facilities. Sufficient income could be generated throughattractive communal programmes considering the high influx of human population near the site on a daily basis

 which could then be invested in better public facilities.

SOCIOLOGICALTe diversity of people around site strengthens the need for a community centre that could act as a bridge thatconnects people of different culture, status and age. Communal activities has the potential to foster unity andharmony among people, thus the community centre may be a catalyst to a safer and friendly environmentconsidering Jalan Alor’s stigma.

ECHNOLOGY Te Kuala Lumpur Structure Plan 2020 requires for public facilities that are technologically relevant in thepresent day, thus the proposed community centre has the potential to utilise sustainable modern technologysuch as the rain-water harvesting system in order to gain cost savings that would benefit the local community.

LEGALTe build of the community centre would require approval from local authorities and upon its completion.

ENVIRONMENALIn response to the existing busy vehicle traffic around site, the community centre could be designed with alandscaped walkway that is more pedestrian-friendly and inviting in order to encourage more people to walkinstead of drive around site. Improved pedestrian accessibility and landscaping may in turn improve undesiredvehicle noise and polluted air from vehicle emissions near site.

1.2 SWO ANALYSIS

Strength - Te site is a popular culinary and cultural tourist destination, thus the high anddiversed human population is a b oon to awareness of the proposed design.- It is easily accessible by vehicles is and surrounded by 650 public parking bays withina 200m radius.- It is also accessible by foot as there are many bus stops nearby and the nearest MRstation is only a 5-minute walk away.

Weakness - Te site is located opposite a large construction area that does not have plans for anybuilding development in the near future. Tis creates a rather unfriendly and coldenvironment for the site.

Opportunity - Te site is located at the apex of Jalan Alor, allowing it the opportunity to become animportant landmark to immediate places- Te high and diversed human population that is already present on site creates anopportunity for a socially impactful programme.

Treat - Jalan Alor is known for being a “red light district” which is reflective of a lowpedestrian security level.- Te high vehicular traffic density along Jalan Alor results in a rather noisy andpolluted environment that may affect proposed site activities.

EngageMedia is a media, technology and culture organisation that uses the power of video,the Internet and open technologies to create social and environmental change by working with independent film-makers, journalists, technologists, campaigners and social movements.EngageMedia could patron the proposed digital library  besides host film screenings relatingto social justice in the amphitheatre and provide workshops relating to privacy, freedom ofexpression and innovation in the digital realm.

Established in 1993, ARROW strives to work toward achieving sexua l and reproductivehealth and rights for women. Based in Kuala Lumpur ARROW has consultative status withthe Economic and Social Council (UN ECOSOC) of the United Nations. ARROW could mitigate the stigma and d iscrimination against sex workers that populate thesite by utilising the proposed therapy centre through providence of public access to sexual

health consultations and care.

ED is devoted to spreading ideas, usually in the form of short, powerful talks. In Malaysia,the EDx Program is designed to help communities, organizations and individuals to sparkconversation and connection.ED could be instrumental in providing a platform for social justice awareness andcomunity dialogue through talks at the proposed auditorium.

Suara Rakyat Malaysia (SUARAM) was established in 1989 to monitor and advocate for therespect of human rights in Malaysia. Trough its consistent and uncompromising work, ithas established itself as one of the key human rights organisations, one to which Malaysiansturn to for information and support.SUARAM could utilise the proposed legal office space in Jalan Alor to provide communitylegal assistance in defense of all aspects of human rights especially the right to freedom of

expression and information; freedom of assembly and a ssociation and the right of minorities.

Te Biji-biji Initiative is a social enterprise that champions sustainable living and reuse wa stecreatively. By using discarded materials, ba sic electronics and passive building tec hniques itaims to inspire our surroundings with fresh and fun approaches to sustainable living.Te Biji-biji Initiative could utilise the proposed upcycle garage and exhibition spaces inorder to promote social justice.

Pasar Percuma is a free event to share resources with the community. It is a market of freethings where people give away their belongings a nd or take pre-loved ones home.Pasar Percuma could be held at the proposed “Market Strip” as a supplement to theproposed upcycling programme.

Te proposed programme for the community centre is one that focuses onsocial justice awareness and action. Alor Centre for Sicial Justice (ACSJ)targets relatively priviledged young adults who have the much neededresources in skills, energy and time to bring about social change in relation tohuman rights and gender equality. It also welcomes societal outcasts (minoritygroups) and provides a safe refuge for their voice.

Te proposed programme finds its importance in being a place where more priviledged societal groups canparticipate in social welfare activities as the site is surrounded by many people in poverty, adjacent to a luxuriousentertainment area along Jalan Bukit Bintang.

Specific target users include students from nearby schools (Stella Maris high school, Confucian PrivateSecondary School, Methodist Boy’s School), sex workers along and around Jalan Alor, local working adults

around the city centre and tourists.

Te landscaped area in green is envisioned as a “Market Strip” for cheap or freetrade of goods. It is located next to the proposed upcycle garage that acts as itscatalyst for trading activities.

 ACSJ is lifted off the ground at the apex of Jalan Alor to allow for a publicoutdoor amphitheatre where free film screenings can take place

Public spaces are mainly located in the middle of ACSJ especially on the ground floor i n order toencourage human flow from the verandah-way tothe “Market Strip” and vice versa that will liven

adjacent programme spaces.

5.0 SUCCESS CRITERIA 

Tis project aims to acheive quality del iverables within the shortest amount of time and minimum budget whileencompassing all the brief requirements. More than that, customer satisfaction will define its success.

QUALIY Te success criteria of this project is to achieve its intended functions while producing good a rchitecture work.Design consideration should be given to the users as it is a community center while ensuring good workmanshipof the building during construction phase.

COSClear planning of cost should be done before and after completion of building, which includes the buildingmaintenance to ensure it can sustain its operation. Close monitoring and proper estimation of c ost should bedone throughout the construction to prevent extra spending.

IMETe duration of the time is dependant on the tasks required to complete the project. Te project should becarried out according to the planned timeframe to ensure minimal delay. Gantt chart and risk analysis are usedin the early planning phase as guidelines for better flow of project and clearer work structure. Te estimatedproject time for ACSJ is 17 months, starting from March, 2016. Certificate of Completion and Compliance(CCC) will be issued and received no later than August, 2017.

7.0 GANTT CHART 

Te Gantt chart for the construction of ACSJ would be linked to a BIM (Building InformationModelling) software such as Autodesk Revitfor the enabling of a 4D construction planningthat allows for significant time and cost savings.

Scheduled data added to the digital 3D modelof ACSJ will render it a 4D model where timeis the 4th dimension. A 4D model enables theproject team and stakeholders to easily visualise

the assembling of ACSJ over time

 As stated by the National Building Specification,BIM (Building Information Modelling) is aprocess where all project data is modelled andmanaged in digital form allowing the users

 who interact with the process to optimizetheir actions. Te result of this process is thatBIM ensures all te am members involved in theprocess works to the same standards as oneanother, allowing better design coordination

and higher constructability.
