NORTH CENTRAL CANADA CENTRE OF ARTS AND ENVIRONMENT
VISION STATEMENT Special places existwhere ambitions and abilities in certain types of endeavors far exceedwhat onewouldexpect intermsofsizeandpopulation,orwealthofresources. OnecanperhapscitethesmallKenyan towns thatproduceworld class runners indroves. Flin FlonhasnoOlympicGoldbut itdoeshaveanunusuallystrongculturalenvironment.Itisalsoacommunitywrestlingwiththelegacyofoldschoolindustrialization,whichistryingtorecreateitself inanewspiritofrespectfortheenvironmentthatsurroundsit.We envision a vibrant professional art centre that serves the public’s creative needs and artisticdevelopment in collaboration with a centre of academic excellenceforthe arts and environment innorthcentralCanada.TheCentrewillprovideservicetonorthernManitobaandSaskatchewan,aswellas to students, mentorsand guests from other provinces and countries.It will become aninternational“jewel”ofnorthcentralCanada.Weenvisionan institution that takesa leading role inCanada’snorthernarts and culture, that formsdeeproots,engagedinsoundAboriginalandnon-Aboriginalexplorationofartsandculture,promotingthis knowledgeonanational and international level. Itwill be an institution that embraces, supportsandpromotesexcellence.Itwillcelebrateourlocaldistinctivenessandreachouttounderstand,developand promote northern art and artists. Itwill encompass, nurture and promote each art form so thatnorthernCanadianscandevelopexpertiseandexpandtheirknowledgeofthearts.Itwillincludespacefor practicing artists towork and study, provide opportunities for short- and long-term engagement,summer symposia andmaster classeswhile expanding the capacity for academic achievement at thepost-secondarylevelandbeyond.It will be a welcoming place for the community and surrounding area, and support economicdiversificationforourregion.The environmental component of the Centre will address programs directed towards strengtheningcommunitiesandpromotinganunderstandingofboththenaturalandbuiltenvironment.Itwillsupportstrengthening knowledge and understanding of the role of northern communities in a changinglandscapeduebothtoclimatechangeandgrowth.Heritagehasbecomeakeytotheuniqueidentityoftraditional northern communities through arts and culture. In a changing environment, heritage canbecomethreatenedashavetheculturesofmanyotherpartsoftheworld.TheCentrewouldstrivetosupport, protect and spreadanunderstandingof the importanceofmaintaining anddevelopingboththe built and environmental vibrancy that is distinctive to the north by developing ties withorganizationsthatwouldbealignedinengaginginthistimelyphilosophy.TheCentrewillpromoteexcellenceinthetraditionalartsastheyrelatetobothbuildingandmaintainingtheuniquestrengthsthatarekeytoeducationandcommunitybuilding.

NorthCentralCanadaCentreofArtsandEnvironmentReferred to as ‘The Centre’ in this Terms of Reference. This title clearly indicates the broadvisionintendedforthisproject.
ObjectivePurposeoftheFeasibilityStudyThepurposeofthisstudyis:• to engage stakeholders and the community to quantify information on the needs and
desires for a dedicated performing arts space and dedicated visual arts space for thegeneralpublic;
• to engage stakeholders and the community to quantify information on the needs anddesires for an arts and cultural centre thatwill collaboratewith and academic centre ofexcellenceforartseducation;
• toengagestakeholdersandthecommunitytorefineinformationonneedsanddesiresforaprogramofstudyontheinteractionbetweenpeople,industryandtheirenvironment(builtenvironment);
• to identify potential usage, attendance and requirements, and thus facility design andsizing;
• todevelopconceptualdrawingsofthefacilities,andassociatedcapitalcosts;• toconsidertheprosandconsofproposedsiteoptions;• toconsideroperatingmodelsandfundingofoperationalcosts;• todeterminethepotentialforincomefromthefacilityandassociatedbuildings;• to quantify the economic impacts and benefits to Flin Flon, the neighbouring towns of
Creighton SK, Denare Beach SK, Cranberry PortageMB and Peter Ballantyne CreeNationandthenorthernregion;
• toidentifypotentialfundingsources;• todeterminethesustainabilityoftheproposedprojectanddeterminethedrawofpotential
students and administrative staff as well as address potential barriers (e.g.distance/infrastructure,etc.);
• recommendsconnectionsbetweenartsandtheenvironment[possiblyaddasaSteptotheTermsofReference);
• incorporatesAboriginalcommunities;and• willresultinprovidingafocuseddirectionfortheExecutiveandTaskForceCommittee.

GoalThegoalistoproduceareportthatwillguidetheFlinFlonArtsCouncilinitspursuitofaNorthCentral Canada Centre of Arts and Environment so that the final development will be astate-of-the-art centre of excellence, will be sustainable and architecturally fitting into thenaturalenvironmentandwillprovideeconomicdiversityandbenefittotheregionforyearstocome.
Step 1: Project Initiation
The studywould be initiated by ameeting of the consultants and the Flin Flon Arts CouncilExecutiveCommittee.Theobjectivewouldbeto:• obtainwrittenconfirmationofavailabilityofany/allproposedsitesaroundtheCityofFlin
Flon,theTownofCreightonandfromtheprovincialadministration,MayorandCouncilortheirappointedrepresentatives;
• collect background information, documentation, reports and other data that have beengeneratedbydiscussionsoftheNorthcentralCanadaCentreofArtsandEnvironment;
• collectinformationregardingtheinvolvementofindividuals,institutionsandorganizationsincludingbutnotlimitedtothoselistedinStep3;
• communicatewithalllevelsofgovernment;• reviewandconfirm theprojectapproach, schedulingandbudgeting requirements for the
feasibilitystudy;• discuss facility needs, assessment goals, data collection and analysis, objectives,
methodology,scopeandtiming. Integratecommunityconsultation/outreachworkalreadyunderway.Developafinalworkplan;
• NEEDTOCLARIFYTIMELINES;• reviewproposedsites;• establishcommunicationandproceduralarrangementsbetweentheExecutiveCommittee
andtheconsultingteam;• confirm key project stakeholders, user groups, business leaders and political
representatives;• outlinereportformats;and• investigate outside facilities (e.g. Grand Tipi at Cranberry Portage, Rocky View at Denare
Beach).

Study existing documentation including previous studies and reports, census data, economicdevelopmentdata,demographic information,drawingsandanyother information. Issuesandsignificantstudyfactorswillbeidentified,rankedandreviewedduringthisstep.

Step 4: Inventory of Existing Facilities and ProgrammingAfacilityandprogrammingauditofcurrenttheatreandcommunityoperationsfortheartsandenvironmentinthesurroundingareawillbeundertakentodetermine:• theexistingperformancevenuesandartscentrefacilitiesandtheircontext;• thetypesofprogrammingincluding:

Step 5: Projected UseInthisstep,thetypesofactivitieswhichwouldbeaccommodatedintheproposedfacilitiesaswell as the frequency of use at opening, in three, five and 10 years will be determined.Informationgatheredwillbeanalyzedtocreateademandprojection(current,three,fiveand10 year) for the performance space, education space/art classes and community arts centrefacilities.Theseprojectionswillbecompared tocurrent capacityof the facilitiesexamined inStep4 todetermine if there isa shortfallof suitablevenues/facilitiesandbookingdays,both

now and in the future. Emphasis will be placed on those programs indicated in Step4. Thereportwillprovideprojectionsoffacilitybookingdaysaswellaspotentialuseofthefacilitiesfor public andprivateuse, in addition topossible usage strategies (e.g.rented space, sharedspaceandpartnerships(FlinFlonSchoolDivision),etc.).
Step 6: DemographicsDemographicinformationshouldbecollectedfromallsourcesincludingStatisticsCanada,CityofFlinFlonstrategicplanning,TownofCreighton,VillageofDenareBeach,LocalUrbanDistrictofCranberryPortage,FlinFlonArtsCouncilstrategicplan,variousuniversity/collegeprogramsandresearchabouttheartsandtheenvironmentandanalyzedtodetermine:• audiencepotential;• potentialstudentinvolvementatpost-secondaryandcommunitylevels;• communityartsusergroupinvolvementwiththefacilities;• localandregionaleducationalattainmentstatisticsandgraduationrates;• universityenrolmentintheartsinCanadaandregionally,todeterminepotential;and• universityenrolmentinenvironmentalstudiesinCanadaandregionallytodetermine
potential.
Step 7: Capacity AnalysisSeating capacity is of critical importance because it has significant effect on capital costs,operationalcosts,degreeofuseandpublicacceptanceofthefacility.
Educational use requires classroom/lecture space, studio space, administrative space andspecializedcreativespacessuchasceramicslabordancerehearsalspaces.
Information gathered in the preceding steps would be analyzed to determine the mostappropriatecapacity,basedonthefollowingcriteriaandwithafocusonamodular,adaptivedesignapproach thatcouldbeadaptedover timeascommunityneedsand financial capacitydictate:• bookingdemandandshortfallforvarioustheatresizes;• projectedaudienceattendancepatterns;• communityeventsdemand;

• capitalandoperatingcosts;• audiencedevelopment;• localtransportation-prosandcons;and• identificationoflimitationandbarrierstotheprojectdevelopment,projectprogressandto
projectsustainability,andtoidentifysolutionsbasedoncasestudyandbestpractice.
Step 8: Facility Configuration
Usingtheinformationgeneratedinprevioussteps,particularlytheidentificationofthevarioususes,anumberofformatoptionsshouldbepresentedfordiscussion.Someproposedfacilitiesare listed inthechartbelow.AppendixA includesadetailedreportof facilitiesproposedbycommunityartsandcultureorganizationsina2011meeting.

Step 9: Preliminary Capital Cost Estimate and Preliminary Funding Predictions TheCommitteewould like tohaveanopinionon threepotential levelsofproject for InterimReport1:AGoldModel,SilverModelandBronzeModel.
Interim Report 1 BackgroundinformationandpreviousstudiescollectedduringSteps1and2willbesynthesizedwith the new information gathered through interviews, inspections, tours, observations andpublicmeetings,alongwiththeanalysisundertakeninSteps3to9.Theinterimreportshouldindicate the feasibility of: (1)Community Arts Centre, (2) Academyof theArts and (3)largescalecombination,wholeand/orinphases.Thereportwillbedue16weeksaftercompletionoftheinterviewphase.
Step 10: Building Program
Based on use projections, format and capacity analysis, a building program should bedeveloped.Thiswillbeadetailedlistofspaceswhichmakeupthefacilityandwillincludenetandgrossareasforamultipurposeartsvenuetoaccommodatethespecificactivitiesidentifiedin the preceding steps. Through this process, other spaces may be identified, such asrestaurants, retail space, live/work space and others which could financially support theoperationandcreateavibrantcommunitycentre.
Step 11: Functional RelationshipsFunctionalrelationshipsofspaceswithrespecttoaccess,wildlife,trafficcirculationandsecuritywouldbediagrammedanddescribed.Consideration shouldbegiven toournorthernclimateandseasonalvariations.
Step 12: Space DescriptionsAllspacescalledforintheBuildingProgramwouldbedescribedastotheiruse,roomfinishesandspecialneeds.Buildingand theatre technical systemswillbedescribed inageneralway.Thebuildingshouldfacesouth,eastandwesttomaximizetheusageofthesun.Thisstepand

the previous stepswould provide the information to develop themost accurate capital costestimate.
Step 13: Determine Building FootprintInorderthattheselectedsitecanaccepttheplannedfacility,anoptimumfootprintwouldbedeveloped. The building program would identify the optimum building design by assigningvariousspacestofloorswithconsiderationforpotentialprogramgrowthandfacilityexpansion.
Step 14: Site AssessmentThestrengthsandweaknessesoftheselectedsiteswouldbedevelopedto includeAboriginalconsiderations.Astrategywouldbedevelopedtoexploittheidentifiedstrengthsandmitigatetheidentifiedweaknesses.Specialattentionneedstobepaidtothenaturalenvironmentandenvironmental impacts (Leadership in Energy and Environmental Design or LEED) of thebuildings. The assessment should include but not be limited to access to utilities, services,internet, public transportation, parking, universal accessibility (e.g.wheelchair ramps,elevators).
Step 15: Capital Cost EstimateA costestimateusingunit costs shouldbe identified for three identifiedpotential sitesusingdata from the feedback to the first interim report to determine the scope of the project(CommunityArtsCentre,AcademyoftheArtsoracombinationinitiative).
Althoughnecessarilypreliminary innature, theestimatesshould furtherassist indeterminingthescale/scopeoftheprojectandthecostsinvolved.Costsshouldinclude:• professionalfees;• permits;• sitedevelopment;• constructioncosts;• specializedequipment(e.g.theatrical,technical);• LEEDmodelingrequirements;and• phasingstrategieswouldbeexplored.

Step 16: Conceptual DrawingsA schematic design should be developed, workingwith an architect to be appointed by theExecutive Committee. The conceptual drawings should include exterior views and interiorplans.
Step 17: Funding Feasibility UsinginformationprovidedbytheFlinFlonArtsCouncilExecutiveCommittee,alistofpotentialfundingsourceswouldbe included in the report. Inaddition to those listed inSteps1and2.The consultantswillalsoproduceACase forSupport feasibilityassessmentreportaswellastestingoffundingfeasibilityforprivateandpublicfunders.
Interim Report 2 AsecondinterimreportcoveringSteps10through17willbesubmitted.
The structure and layout of this report will be set in the initiation meeting and revised asrequiredduringthestudy.
Thereportwouldbe issuedtotheFlinFlonArtsCouncilExecutiveCommittee forreviewanddissemination topotential partners and theTask ForceCommittee. Followinganappropriatetimeforreview,theprojectteamwouldmakeaformalpresentationtothecommunity.
The interim report would be revised based on the input and feedback received during thepresentationsandsubsequentdiscussions.
Step 18: Operating Models and Operating BudgetsIn this step various operating models will be explored along with appropriate operatingagreements,jointuseagreements,operatingmandates,policiesandprinciples.Organizationalstructures will be determined as well as staffing levels, board of director roles andresponsibilities.Theuseofvolunteerswouldbeexamined.Usingallthedatainthestudy,proformaoperating budgetswould be developed for opening, in three, five and tenyears. studiesasrequiredwillbeincludedinthereport.Finally, the study should include three and five year operating projections (followingcompletionofconstructionoffacility).Theoperatingbudgetshouldclearlyindicatesuchitemsas staffing, facility maintenance and programming. Clearly before these projections can becreated,aprogrammingplanhastobedeveloped.Economicimpactoftheoperationandconstructionwillbeestimated.
Step 19: Final DraftA draft of the final reportwill be prepared andwill contain the information gathered in theprevious steps,analysisanda seriesof recommendations.Thedraftwillbe submitted to theFlinFlonArtsCouncilExecutiveCommitteeforreview.Anagreednumberofboundcopieswillbeprovided.TheprojectteamwillmeetwiththeExecutiveCommittee,TaskForceCommitteeand their identified partners in the project one week following the submission of the draftreporttodiscussthereportindetailandsolicitinput.
Final Report ThedraftreportwillberevisedinresponsetothecommentsandconcernsreceivedfromtheFlinFlonArtsCouncil ExecutiveCommittee,TaskForceCommitteeand itspartners.The finalreport of the study will be presented in person to the Executive Committee. An additionalpresentationwillbemadetoFlinFlonCityCouncil.Presentationformatandmaterialswillbedeterminedattheinitiationmeetingandrevisedasnecessaryduringthestudy.
Anagreednumberofboundcopiesofthefinalreportwillbeprovidedaswellasadigitalcopyand an original unbound copy of the report suitable for reproduction by the ExecutiveCommitteeasrequired.

Located north of the 54thparallel of latitude, the City of Flin Flon is part of thePrecambrianAmiskVolcanicBeltthatispartoftheTrans-HudsonOrogen.Themajorityofthebeltwasformedapproximately1.9billionyearsagobyaquaticvolcaniceruptions;these intenseeruptionsandmultipleepisodesofglaciations leftusthepresentunique landscape.Thebeltisthesourceofourmineraldeposits,whichareprimarilyzinc,copperandgold.FlinFlonisincloseproximitywiththeSaskatchewancommunitiesofCreightonandDenareBeach,allofwhicharelocatedwithina20kmarea.TomCreightonandDavidCollinsdiscoveredthemainlensoftheFlinFlondepositin1914.HudsonBayMining and Smelting Company established a mining and smelting complex, which resulted in thedevelopmentofFlinFlonasathrivingcommunity.Today, Hudson Bay Mining and Smelting Co., Limited (now known as HUDBAY), is still the majoremployer in the area and mining is at the heart of the economy. Flin Flon has an above-averagehouseholdincome,makingitpossibletosustainahealthyretailsector.Wehaveaprosperousbusinessareawithanumberofstores,restaurantsandservices.FlinFlon isManitoba’s11thlargest community,withapproximately5,836people. FlinFlon is abordercommunity.Thereareapproximately242peopleinFlinFlon,SaskatchewanmakingFlinFlononeoftwoborder communities in Canada, the other being Lloydminster on the Saskatchewan/Alberta border.LocatedatthewesternentrancetotheGrassRiverCorridor,ourregionhasforgedapageinthehistorybooks as one of Canada’s richest mining districts.
