Purpose of the Project

The main purpose of the project is to enable the establishment of an applicable model based on (Assessment of Prior Learning- APL) system which is created by ISQ from Portugal for disadvantaged individuals including convicts and BBS START GmbH from Germany which is acting as a “Competence Agency” and giving career planning services disadvantaged individuals.

Process of the Project

• Initially the Project APL and Career Planning Centers in Social Services for Sentenced Women is predominantly built on “ Foundations of Social Help and Solidarity” and the “Family and Social Support Experts” program which is planned to be put into force by the Ministry of Family and Social Policies.

• By July 2014 this structure has been changed. In consideration of their roles and responsibilities of sentenced women Ministry of Justice – General Directorate of Prisons and Detention Houses were included to the Project.

• Later on a Project Academician Team in accordance with the new structure.

Project Partners - 1

ISQ (PORTUGAL)ISQ is a private, non-profit and independent technological institution founded in 1965 and actually runs operations in more than 30 countries across the world. They are giving trainings both in prisons and to ex-offenders after punishment They develeoped the model for “Assesment of Prior Learning” (APL). Their inclusion in the project is mostly for this APL model.

Project Partners - 2

BBS START GmbH: BBS START GmbH is a non profit company, main shareholder is the county administration. It has more than 20 years in the field of vocational counselling and orientation, social integration and vocational training, partly financed by the employment agency, partly financed by the county and partly by companies. BBS START GmBH is acting as a competence agency that gives service to both business life and sentenced women as a bridge for improving their economic well-fare by mutual benefit. Their inclusion in the project is mostly for this Competence Agency model.

Implementation

• By Portugal and Germany workshops, on-site observations were made and infrastructure were prepared.

• In Turkey "institutions / organizations and services" operating in the field of adult education, has been viewed.

• By researchers, 8 evaluation scale and 45 occupational form was developed.

• Pilot was held in Ankara and Istanbul Penal Institutions. Here the scale was evaluated over 380 sentenced women.

• By analyzing the results of the application, Career Planning Centres and Qualifications Agency structure was modeled.

Suggested Model

• Career Planning Centres in Prison.

• In these centres the staff would be psychologists, social workers, psychological counselor and act as a career planning advisor after trainings.

• A Competence Agency will be build in the General Directorate of Prisons and Detention Houses and Agency will coordinate this career planning centres with the Software produced with this project

Results

• Turkey Status Quo Report on adult education and assessments by the project partners for this report.

• 10,000 brochure; 100 occupation hand books; 100 posters; 100 USB Flash Drive to introduce the project and the model.

• A guidebook on the implementation details of the model.• A software integrated to National Judiciary Informatics

(UYAP).• Project Web Site (www.apltransfer.gov.english )• Training of Trainers 24 social workers working in prisons.• Protocol between the Ministry of Justice and the Ministry of

Sustainibility

• The model generated within the project will be sustainable, useful and efficient by the protocol signed between The Ministry of Justice and the Ministry of Family and Social Policies The Ministry of Family and Social Policies.

• The software, integrated to National Judiciary Informatics (UYAP), is another important tool to sustain the project model. With this software, the model will be in all prisons of Turkey and they will be coordinated online.

• Training of Trainers is also a very strong tool the sustain the project.
