After the community decides to proceed with a Construction Project, what needs to happen first – before we can even think about getting a contractor to build, the Project?

Project Planning Activities (PPAs)!

Who should do “PPAs”?

PPAs should be performed primarily by Chapters,with the technical assistance of the CapitalProjects Management Department, the fundingagency that provided funds for your chapterProject, and/or some limited assistance from theLead Agency.

Why are PPAsso important?

Because all necessary PPAs mustbe completed before actualProcurement for a constructioncontract can be started!

• REMEMBER THAT COMPLETION OFPPAs TAKES !

• Do not expect that the entire amount of funding available can be spent on the actual construction of the Project.

• Upon completion of design, the architect or engineer will have a better understanding of the costs and how the project will fit into your budget.

• You may need to scale down the original concepts and plans for the Project, given the funding limitations.

What are PPAs?

Project Planning Activities!

1. Secure land free and clear via land withdrawal or other method, factoring in utilities, access roads and additional acreage to be used if necessary.

2. Secure a comprehensive legal description of the sitefor the facility, including any existing land use rightsof other parties such as rights-of-way or othereasements, if any.

3. Obtain land survey information, withcomprehensive site data. May need to contract with someone for this.

4. Obtain evaluation of existing site conditions, anyand all site development requirements, subsoilinvestigation & test results, including soil andwater retention & drainage, fill requirements, anderosion control. May need to contract withsomeone for this.

5. Determine building & site material requirements and all required quality construction standards, quality assurance and quality control requirements. May need to contract with someone for this.

6. Take into account any desired aestheticconsiderations for the building. Is the designcompatible with existing facilities, if any?

7. Make a description of planned and potentialuses for the proposed facility, the conceptualcriteria for project, and a schematic design anddrawing.

“Don’t forget about me!”

8. Determine needs for furniture, fixtures, and any special equipment.

9. Determine electrical, HVAC, plumbing/fresh & waste water/septic system requirements.May need to contract with or hire someone for these.

10. Determine the cost for all phases of the project; available and projected funding; budget estimates including available funding.

11. Determine schedules,milestones, critical dates.Again, may need to contract with, or hire someone for these tasks.

12. Determine what special codes, regulations,ordinances, statutes, and permittingrequirements apply to the project.Child daycare? Food Service? Don’t forget it should be handicapped accessible.

13. Determine the availability and location of all utilities, any additional land use necessary for utilities infrastructure, and what parties will have responsibility for the costs of utilities.

14. Determine necessary turnouts, access roads, parking and landscaping requirements.

Are we there yet?

16. Determine what existing contracts, if any, are to be utilized . . . . .

15. Determine any future expansion requirements.

17. Do your best “due diligence” to find out if there are other applicable requirements or considerations that must be taken into account for the project.

Good News!Some of the requirements on the list will not apply to your project if your project if your project does not involve new land disturbance. Use your best judgment to determine which items on the list apply to your project; and if in doubt, ask!

Remember:• all items on the list must be fully completed before

procurement for construction can begin• CPMD will determine the “project delivery method” to use

for your project” (this is part of procurement)• chapters and programs must consult with CPMD before

publishing any solicitation for a project
