Background
The motivation for this project is to identify and rank the freight movement problem areas in the Anchorage area.

Scope of Work The study consisted of three deliverable modules
which progressively feed into one another. Database development using subjective and
objective criteria. End result is a comprehensive prioritization list of
freight infrastructure projects.

Subjective Inputs Defined as those inputs which have no numerical value, it is the
most difficult to quantify. Stakeholder values are the main component of inputs. On-line survey was used to gain stakeholder input.
