Media and Ente11ainment indu trie are some of the fastest growing sector of the economy in
Kenya. The two industries are expected to be the major economic drivers by 2020. Media and
Entertainment indu try in Kenya is valued at USS 1.8 Billion and foreca tcd to urpa s US$ 3
Billion by 2019. These industries are mainly propelled by an emerging growth in the urban
middle class population, whose ri e in di po able income toward con umer products and
services is pu hing growth in the ad ertising market .
The teady growth of internet acce and u e in Kenya is the key driving force behind the
explo ion of the Media and Entertainment industrie . Internet i now the leading source of
information for a majority of the growing urban middle class population, leading to increased
pending on internet adverti ing content. Internet acce in Kenya is expected to more than
double by 2019 to to generate revenue amounting to US$ 1.2 Billion, an increa e of 20.4% in
five year from USS 485 Million in 2014. This is the econd fa test rate of growth in internet
acces revenue worldwide after 1gena.
Revenue generated from internet acce s exceed that from Tele i ion and radio combined.
Internet i therefore projected to be the large t growth driver, followed by Tele i ion, and radio
respectively. Internet acce s and advertising revenue combined is expected to rise to USS 1.4
Billion, a 42% ri e by 2019.
The exponential growth of internet acce s is driven by the wide pread use of mobile device
among the middle cla s population in Kenya. Mobile internet i projected to account for more
than 80% of the internet access revenue. Mobile platfom,s dominated internet access in Kenya
at 82% and expected to ustain the dominance into the future.
Kenya i expected to have a mobile internet ub criber penetration rate of 35.4% from the 14.7
Million subscriptions in 2014.

The fixed broadband connectivity i equally growing steadily and contributing to increa ed
acces and use or internet. In 2014. broadband subscriber totalled 148.000 and grew by 15.6%
thereafter due to the fibre network connectivity.
Smartphonc u er and mobile internet will be the two main growth drivers for internet
adveni ing and other content consumption in Kenya.
Mobile communication device will remain the dominant advertising medium in Kenya and
other African countries.
Challenges
The economic potential of the media and ente1tainment industry in Kenya. and indeed Africa
region i limited by the lack accompanying infra tructure and adequate professional kill sets
to generate content for utilization in the digital media platforms. The potential i further
challenged by the lack of appropriate technology. facilities and a conducive eco ystem that can
accelerate re earch and innovation in the digital media and entertainment indu try.
Konza Technopoli wa e tablished to po ition Kenya a the leading technology hub in the
region, and be a major economic driver for the nation contributing to the vi ion 2030 goal of
creating a competitive and pro perous nation with a high quality of life for citizen by the year
2030.
A proposal to create a modern digital media centre at Konza Technopolis to serve Kenya and
the Africa region has been developed. The Digital Media Centre will be a place where creative
talent in the media and entertainment industry will be nurtured and upported by a robust smart
city environment with a vibrant range and mix of people.
The Media Centre will comprise among other the following segments:

Establishment ofa Digital Media Centre at Konza Technopolis will provide an ecosystem that
promote re carch and innovation in the media and entertainment indu try in Kenya and lhe
African region. The Centre will be a community where creative talents in the media and
entertainment industries converge with ICT to produce modern content for world class
audience.
The Centre will bring together talented media enthu ia t and JCT experti e for the con tant
production of new information and entenainment content for utilization through the digital
media platform . The centre i expected to be the nerve centre for modern digital information
and entenainment content in frica region.
The Centre will utilize the mart city infra tructure being developed at Konza Technopolis to
generate and di eminate content to global consumer markets.
Digital Media Centre will therefore be a major initiative at Konza Technopoli contributing to
the achievement of the Vi ion 2030 goal.
It i · expected that the Digital Media Centre when fully operational will attract anchor tenants
uch as 20th Century Fox Animation, Dreamwork Animation. Universal Studios Metro
Goldwyn-Meyer and Blue Sky Studio thereby creating over 50,000 direct job opportunitie .
Other outcome will include increa ed revenues, increased foreign earning, and increased
inve_ tment . Al o, it will facilitate the development of other creative industrie uch a : Art and
architecture. Music and perfonning art , Fashions industry. Film software etc. These will
contribute directly to the GDP of Kenya.

1. Kenya Vision 2030
Kenya Vision 2030 i new long-term development blueprint for the country. It i motivated
by collective a piration for a much better society than the one we have today, by the year
2030. The aim of Kenya Vision 2030 is "the globally competitive and prosperous country
with a high quality of life by 2030." It aim at tran fonning Kenya into "a newly
indu trializing. middle income country pro iding a high quality of life to all its citizens in a
clean and ecure environment". In other word the vision a pire to meet the MDGs for

The Vision is anchored on three key pillars: Economic; Social; and Political Governance.
The economic pillar aims to achieve an economic growth rate of IO per cent per annum and
ustaining the ame till 2030 in order to generate more re ources to addre the SDG . The
vision identifie a number of nag hip projects in every sector to be implemented over the
period to facilitate the desired growth that can uppot1 the implementation of the SDG on a
su tainable ba ·is. In addition the vi ion has flagged out project addres ing the SDG
directly in key ector such a agriculture, education, health. water and environment.
The social pillar eek to create ju t, cohe ive and equitable social development in a clean
and ecure environment. The political pillar aim to realize an is ue-ba ed, people-centred,
result-oriented and accountable democratic system.
2. STI A - 2024
The Science, Technology and Innovation Strategy for Africa - 2024 (STISA-2024) is the
first of the ten year incremental facing trategie to respond to the demand for ST &I as an
impo1tant component of development aero all the critical ector of the African economy.
The trategy i designed to re pond to the need of tran forming Africa into a knov ledge
based and innovation led society.
Konza Technopolis will contribute to the above policies by developing adequate ST &I
infrastructure and providing an enabling en ironment for innovation, entrepreneur hip and

The Global Competitiveness Repo11 (GCR), an annual report published by the World
Economic Forum. ranks countries based on an Index that integrates the macroeconomic and
the micro/business aspects of competitiveness.
By providing mart reliable infra tructure, Konza Technopolis will be able to contribute to
better quality of transport, digital media & entertainment electricity and communication
infrastructure. Konza will host a number of mart secondary and higher learning institutions
that will focus on Science, Technology, Research and Innovation. This will contribute
positively to improving quality of education in math and cience, increase in enrolment,
better management schools, internet access in schools, and specialized training ervices.
As Konza is set to be a Techno city and the go to place for all matters technology in Kenya
and the region, the city is set to contribute to the Technological Readiness of Kenya around
availability of latest technologies, fitm-level technology absorption, foreign direct
investment (FDl) on tech and technology transfer, percentage of individual using fixed and
mobile broadband and internet bandwidth in the country. Konza is being built to be the
melting pot for research and development with an ecosystem that spurs innovation.
3. ational JCT Policy
Kenya produced its first ational lCT Policy in 2006. Its vi ion i a prosperous lCT-driven
Kenyan society, while its mission is to improve the livelihoods of Kenyans by ensuring the
availability of acce ible, efficient, reliable and affordable ICT services. This policy was
guided by the need for infrastructure development, human resource development,
stakeholder participation and appropriate policy and regulatory framework. It focuses on IT,
broadcasting, telecommunications, postal services, radio frequency spectrum, universal
access and institutional framework for implementation.
4. Science, Technology and Innovation Policy
The vision of the National Science, Technology & Innovation policy i "to be a nation that
harnesses science, technology and innovation to foster global competitiveness for wealth
creation, national prosperity and a high quality of life for its people".
The goal of policy i to build critical capacity and capability in ST&! that will create change
and transform Kenya into a newly industrialized country ( lC) through the utilization of
knowledge a the driving force. In thi re pect, the Government will promote ST&l as the

The policy define that national innovation ystem and recognize univcrsitie and research
institutions as critical drivers of the innovation system. The identified areas of priority that
will be leveraged upon to transform the economy and achieve the growth and development
targets in Vision 2030 are space science technologies; nano-sciences and nano-technologies;
energy technologies; bio-technology and bio- ciences: telecommunications; electronics and
computer technologie ; natural products; indigenous knowledge: Science, Technology,
Engineering & Mathematics (STEM); and co-ordination of technology, innovation and
commercialization.
5. National ICT Masterplan
The ational lCT Master Plan was launched in April 2014. lts vision is Kenya evolving into
a regional ICT hub and a globally competitive digital economy. The Masterplan highlights
a number of pillars with objectives and strategies for achieving them. One of the pillars of
thi Master Plan is 'developing ICT businesses'. This is concerned with the development of
Kenyan ICT busine es that can produce and provide exportable quality products and or
services that are comparable to the best in the world.
A key strategy in the technology innovation area of thi pillar i to 'e tabli h innovation
centres of excellence (Co Es), and science and technology (S&T) parks for R&D which will
develop ICT applications and ervices. This strategy recognizes that one of the innovation
clusters will be in Konza, linked physically and virtually to other lCT innovation clusters in
the country. Indeed. one of the flagship projects in the Masterplan is to build a S&T park
and ITES centre in Konza Technopolis.
The ICT Ma terplan thus po itions Konza a perfect ground for establishing global brand
universities to offer postgraduate [CT programmes towards building the [CT human capital
and workforce that will create the innovation in Konza and elsewhere. The Authority must
therefore align itself to this strategy by establishing universities and R&D centres in Konza
Technopolis and linking them physically and vi11ually to other ICT innovation clusters in
univer ities, innovation hub and R&D centre in the country.

I. KoTDA is working with the go emmenl of Korea through the Kenya Mini try of
Education to establi h a graduate chool at Konza Technopoli . The Univer ity i
modeled after the Korean Advanced In titute of Science and Technology (KAIST).
KAIST will produce highly qualified scienti ts and engineer for the future indu try
in Kenya and African region.
The expert from the University will contribute to innovation and knowledge-based
economy.

DMC project at Konza Technopoli
Media manager , production experts and trainer will be necessary for designing policy, and
developing curriculum for digital media training and capacity building for local experts on
media operation and productions. They will also be re pon ible to develop Production and
Marketing trategie and model .
The experts will develop initiative for knowledge and skills tran fer to enhance the capacity of
Kenya media profe sional in operation and management of a Digital Media Centre. The expert
will be key in providing nece sary support in formulating policy guideline , developing suitable
operation and management models for the DMC at Konza Technopolis.

The government of Kenya acknowledge the great potential of the Bu ines Procc Outsourcing
(BPO) and the LT Enabled ervice (ITES) ector in the economic growth and development of
the country. The increasing demand and upply of onlinc ervice , including digital media and
entetiainment content demonstrate the great potential in the sector that need to be harne ed for
global inve tment
Kenya ha developed a a regional BPO/lTES hub, where operators leverage on regional
proximity. high quality workforce and high speed broadband connectivity. These opportunities
have created job and a steady inflow of foreign exchange for the country.
Among priority ector with a potential to contribute ubstantially to the achievement of the
Vi ion 2030 goal to position Kenya a. a middle income economy with improved quality of I ifc
for citizen i inve tment in the digital media and entertainment indu trie .
Konza Technopoli i one of the Government' priority flag hip project under the economic
pillar of the Vision 2030 project will be the be t location for e tabli hing the Digital Media
Centre.
Konza Technopoli Development Authority (KoTDA) being a Government agency with a
mandate to develop Kon7a Technopoli will be responsible for the overall management and
operation of the Digital Media Centre. Phase one of Konza Technopolis Project i currently
under.vay, and expected to be complete by 2022. The Digital Media Centre ha been propo ed
among priority project to be located at the Tcchnopoli due to availability of smart city
infra tructure, including fast internet connecti ity, reliable energy and availability of land space
for development.
The DMC at Konza Technopoli is propo ed to be a centre of excellence in digital media and
entertainment in the Africa region. The Centre will be utilized by both local and international
media and entertainment player to generate digital media content for the global market. The
Centre will erve a a digital media park. where academia-re earch and indu try will converge
on a common ecosystem to identify media talents, nurture creative innovations, train and
promote re earch and technology in digital media. The experti e developed at the Centre will

The digital media ecosystem created at Konza Technopolis, a smart mixed-use city is expected
to attract media bu ine proce out ourcing through a y tern of innovation that combine the
industry, research and training institutions and universities with a view to comributing towards
a vibrant kno\: ledge economy.
Among the initial tenant for the DMC will be Government media and film departments, a
leading government media training in titute and a digital media multi-purpo e production hall.
The Centre will generate job and income opportunitic for the youth and contribute to reducing
unemployment in Kenya and the region.
The Authority in liaison with the parent Ministry of Information and Communication
Technology (MOICT) will propo e for drafting or amendment of relevant legi lation to
facilitate uccc sful implementation of KSP recommendation for the operation and
management of Digital Media Centre.
The Authority in coordination with the Mini try will use recommendations of KSP to ·eek
funding from the ational Trea ury toward full implementation of the project. The Authority
will work with other key takeholders to fonnulate policie to guide the operation and
management of the Digital Media Centre.
The Authority will al o initiate collaborations with key government agenc,e who e key
mandate i on media and entertainment sector to provide nece sary technical upport in
operationalization of the Digital Media Centre. The Authority has initiated a collaboration with
leading government agencie toward establishment of Digital Media Centre at Ko112a
Technopoli.. KoTDA ha. already formally signed a Memorandum of Understanding for
collaboration with the Kenya In titute of Ma s Communication (KIMC). the leading
government media training institute and the Kenya Film Commission and cun-ently at advanced
stages of igning a similar MOU with the Kenya Film Cammi ion. The Authority ha al o
identified other key takeholder . including private ector media agencie for collaboration in
the Digital Media Centre project.
KoTDA will be respon ible for coordinating all operation of the DMC project. including
di seminating information relating to the project to all relevant official and takeholdcr .

We propo e that the Policy recommendation for Capacitv Development for Digital
Media Production and Mana2ement (including gaming, animation, filming and
photography components) be considered for 2019/2020 since it will provide an
opportunity for Kenya Mini try of JCT to prioritize it among fully conceptualized project
ready for funding consideration by the government for implementation.
Our plan is for the DMC project to be considered for implementation among priority projects
under phase one of Kor,za Technopoli
Part of the components of thi project wa approved for implementation in the 2018/2019
KSP Project , and will therefore be appropriate if the remaining component were al o
con idered to complete the recommendation for the project.
