    Part I

    Technical bid with specifications and Scope of Supply

    Technology Brief: The Gasification system, to provide a Power output from modified Gas Generating

    set or Thermal energy to a Ceramic Kiln, technologically is an Updraft, Semi-Fluidized Circulating bed

    Gasifier with Direct and Indirect Oxidation. Specially developed TAR & Dust separators nullify TAR to

    near Zero % in Producer Gas at the outlet and TAR is collected separately as a byproduct.

    All types of feed stock viz. Biomass- Waste Wood, Saw dust, Bagasse, Rice husk, Coconut Shells, Groundnut husk, Agri-waste, Solid Waste- Poultry Litter, Thermocol, Waste Plastic, Rubber, Tires, Leather, Coal- Anthracite, Lignite etc can be used in our System.

    It is a thermo-chemical process of cracking at high temperature of 1100°C, in the minimal presence of Oxygen that converts solid waste, Biomass or coal to a gaseous fuel called “Producer Gas”. The air being passed under pressure from the bottom through the vents of the cone in the Gasification chamber creates a fluidizing effect in the fuel inside to smother the gasification process and the circulation of the Ash Pan, creates a circulating effect in the feedstock in the Chamber, with the result that the Gasification process of the fuel is enhanced.

    Direct Oxidation: At this high temp. of 1100°C, O2 from air, combines with Carbon from feed stock to form CO, CH4, H2. At lower temp. of 700°C, Carbon combines with O2 to form CO2.

    Indirect Oxidation: Steam is co-generated in the Steam Jacket around the reactor & injected with air into the Reactor. At a high temp. of 1100°C, it dissociates into O2 & H2 to form more of CO & H2, resulting in further increase of efficiency of the system & also the calorific value of the Gas.

    Cold Gas Mode: For Power Generation in Gen-sets, or (thermal) Kilns of Ceramic Industry where colour of the product is important, the Producer Gas is subjected to several stages of washing & cooling. Initially, it is passed through venturi cyclones, pipe shower filters, then through the specially designed Tar & Dust separators for near to zero % of TAR & finally through the de-moisturizer for obtaining dry & ultra clean Gas, rich in energy with calorific value of more than 2000Kcal/nm3, to be a fuel for various applications viz.- Thermal Ceramic Kilns or Electricity Generating sets modified by us for Producer Gas mode of operation.

    Stainless Steel Fabrication: The Gasification chamber, ash pan and hopper, are all made of Stainless Steel to prevent corrosion & has three times the life of MS generally prevalent & is more than three times costlier as compared to Mild Steel (MS).

    No foundation is required to be constructed for installing our Gasification system. Only a plain concrete surface is required. The complete Gasification system has a very compact design.

    There are no Effluents i.e. no drainage of any kind during regular operation. Water is re-circulated. There are no Emissions from the Plant. Ash is the only waste.

    Tar is received as a by-product. With Biomass viz. Groundnut husk or Cotton Stalk, rice husk etc., Tar is up to 2% of the wt. of feedstock used. With Plastics or Coal, it is upto 8%. TAR has a calorific value of 7400Kcals/kg. It can be centrifuged and sold in open market at nearly 2/3rd the price of Furnace Oil. Power Generation: Electricity is generated by using a Gas Generating set of reputed makes viz. Cummins, Caterpillar, GE Jenbacher or others, which will be modified by us for Producer Gas mode of operation. The Gas Gen-sets are de-rated by 30% on producer gas mode of operation. Hence, to provide the buyer with the specified power, a Gas Gen-set of 45% higher capacity is used. For eg. A gas Gen-set of 1450KW – 30% de-rating=1015KW or in straight terms, to provide a power of 1MW with Producer Gas, a Gas Gen-set of 1450KW, 415 volts, 50Hz., will be optimum.     Scope of Supply - Gasification system consisting of: All motors, pumps and instrumentation will

    be of reputed brands. The Gasification chamber, Steam Jacket, Hoppers and Ash-pan, will be of

    Stainless Steel sheet and all other parts will be of MS.

    1. Air Blower with suitable motor for controlled air flow .

    2. Ash Pan with automatic circular movement by hydraulic power pack.

    3. Gasifier Reactor with refractory fitted with an over pressure release valve.(Back fire safety valve)

    a. Double wall for Water & steam Jacket with Steam safety release valve. Fresh water circulation

    by a motorized pump.

    b. Twin Hopper for charging of fuel at the top with hydraulically operated gates to prevent leakage

    of Syn-Gas.

    c. Motorized Conveyor Bucket with channels for motorized up & down motion for charging of fuel.

    d. Staircase with Platform for inspection.

    e. Weighing Platform with digital display.

    4. Two stage Venturi type Cyclone Filters with centrifugal pump for water circulation.

    5. Two stage Shower Pipe filters for Syn-Gas cooling & washing of Particulate impurities.

    The List of Exclusions by the manufacturer are as follows:

    1. The deliveries or accessories not mentioned explicitly are not included in our Scope of Supply.

    2. Electrical cabling from VCB / Switch gear to distribution board and onwards.

    3. Lighting in the installation area, inventory space and Office including computers and other utilities.

    4. Earthing of complete system.

    5. Supply and distribution of water, feed stock and power for Plant and shed.

    6. Pipe Lines, Non Return Valve, Flanges, Nut Bolts, Packings etc. for: Air, Water, Lube Oil, Engine

    exhaust & Producer Gas

    7. Civil Works e.g. site preparations, leveling, excavation, drainage, road construction etc., foundation

    for machinery and equipment, building for Office and manpower accommodation at site, as required.

    8. Accessories for unloading, assembling, erection & commissioning of the Plant at site.

    9. Erection of buildings, shed for Plant and Inventory, Supporting structures staircases, ladders,

    The Client’s scope of work shall be as follows:-

    1. Complete civil works including shed for proper installation & housing of plant & machinery, Tar

    storage container or tank and tank for water of Gasification System.

    2. Provide water connection with its proper supply line and storage facilities.

    3. Provide Earthing and electric supply- 415 volts, 3 phase, 50 Hz. for operating the equipment & 220

    volt, single phase, 50 Hz. for lighting the plant.

    4. The Client shall make suitable arrangements for handling and unloading of equipment at plant Site

    and also ensure the safe custody of the equipment till installation.

    5. Provide all necessary unskilled labour required for installation and direct them to work under the

    supervision of commissioning engineer.

    6. Provide all raw materials required & specified by the Erection engineer for commissioning of the

    plant- all consumables such as welding rods, oxygen, lpg etc.

    7. Obtain all statutory clearances required under law in the client’s state/country including pollution

    clearance, if any.

    8. All Bank charges, currency exchange charges, stamp paper charges are to be borne by client.

    9. Appropriate furnished accommodation for our engineers/supervisors and all Local expenses like

    boarding, lodging, traveling etc of erection & commissioning team.

    10. Medical facilities for erection and commissioning personnel, in case it is required during process of

    erection & commissioning of plant.

    11. Local transport to the engineers for purchasing required sundry/miscellaneous items locally.

    TERMS & CONDITIONS

    1. ORDER CONFIRMATION: All orders placed with us will be binding only after an acceptance has been

    issued by us.

    2. SPECIFICATIONS: Specifications, designs, dimensions, descriptions, shades of paints etc. are not

    binding on us in minute details and are subject to reasonable alterations without prior notice. In view of

    constant R&D to upgrade the quality of our products, the technical specifications are subject to change without prior

    notice. Fuel consumption might vary as per actual parameters of the feed stock.

    3. PRICES: All prices are CIF destination port.

    4. PAYMENT:

    a. 50% of the invoice value as advance against the Purchase Order.

    b. 50% of Invoice value against Pro forma Invoice with 100% Taxes & duties before dispatch of Plant

    from our Works.

    5. DELIVERY: CIF- 3 (Three) Months + Shipping time (our works to destination port) from the date of Clients’ Commercial Purchase Order along with advance. The client should provide the certifications as required to avoid delay in Shipments. The goods may be dispatched in one or separate lots at our option.

    6. INSPECTION: The goods will be offered for inspection only at our works at Meerut/Muzaffarnagar.

    The date of inspection will be intimated by us by 7 days in advance of the tentative date of readiness of

    the equipment. The purchaser/ consultant or their authorized representative may inspect the

    equipment at our works, which shall be final in all respects or give a waiver. In case purchaser/

    consultant does not carry out inspection of equipment within 5 days of the scheduled date, the

    inspection shall be deemed to be waived, & the equipment accepted as such & it shall be dispatched

    to destination site, as per delivery terms.

    7. PACKING : The Packing will be Road/Seaworthy to avoid any damage to the equipment.

    8. WAREHOUSING: If payment is not made within 15 days of date of sending of pro forma invoice,

    we reserve the right to divert the ordered material. We will give a fresh delivery period and price at

    the time of diversion which will be binding on the purchaser and the contract cannot be rendered void

    on this account. If the goods cannot be diverted, charge will be made for storage, insurance and

    interest at the rate of 1% of the invoice value for each week or part thereof commencing 15 days from

    the date of pro forma invoice. Warehousing charge is subject to a maximum of 15% of invoice value.

    9. ADVANCES: Advances paid against an order shall not be subject to any interest. The advances shall

    be forfeited in case request for cancellation of order is accepted by us.

    10. GENERAL LIEN: We shall be entitled to general lien on goods in our possession or dispatched & in

    transit or at destination site, for all money due to us from the purchaser, both under the contract or

    any other account.

    11. INCIDENTAL EXPENSES: Any incidental expenses incurred on the purchaser’s behalf due to

    delay in lifting the goods would be payable by the purchaser.

    12. FORCE MAJEURE: This offer is subject to force majeure i.e. delay in supply due to: War, Invasion,

    Civil disobedience, Anarchy, Government orders or restrictions, strikes, lockouts, Riots, Arson, Fire,

    Epidemic, Sabotages, Trade Embargoes, Earthquake, Flood, Accidents, breakdown of machinery,

    delay or inability to obtain labour, raw materials, Wagons, Shipping space or any other causes

    whatsoever beyond our reasonable control, affecting us or our sub-contractors, suppliers etc.

    13. WARRANTY: All our equipments are thoroughly inspected before dispatch & therefore can be

    depended upon for long and trouble-free services. This warranty is valid subject to:

    a. Installation having been completed within 2 months of its dispatch & as per our instructions.

    b. Supply of right fuel as per request for proposal letter by the purchaser & site conditions, etc,

    furnished by the client to the manufacturer on the basis of which the plant design was based.

    c. The equipment being operated & maintained as per our operation & maintenance manual.

    d. The equipment or part thereof not being subject to accident, alteration, abuse or misuse.

    e. Quality: The general quality of the workmanship shall be as per the Bureau of Indian standards

    that correspond to the functional requirement of the equipment.

    f. Component Warranty: We undertake to make good by replacement or repair, defects arising

    out of faulty design, material or workmanship within 6 months of the date of dispatch, provided

    that if we so require, the parts in respect of which a claim is made, must be sent at purchaser’s

    expenses to our works before liability can be entertained under this clause. Such expense will be

    refunded if our liability is admitted. This does not cover any defects due to faulty storage, faulty

    operation or mishandling by the client or for any repairs made or attempted to, by the client,

    without prior approval of the manufacturer.

    g. Service during Warranty Period: No service charges shall be payable by the client to the

    manufacturer towards professional fees/service charges for repair/service of the machine. The

    client will, however bear the too & fro traveling expenses from HQ or factory to site, food

    charges, hotel charges, local conveyances to the site for all service calls.

    h. Warranty on Outsourced Items: In respect of items which are outsourced by the

    manufacturer, the buyer shall be entitled to only such warranty as may be received by the

    manufacturer from their vendors. Electrical components such as Transformer, contactors,

    motors, rubber components & instruments such as pressure gauges, thermometers, meters,

    analyzer, etc. are however not covered under this warranty.

    14. Erection, commissioning & Installation: Client will notify us for the receipt of Equipment at

    Site & coordinate with us to send Air tickets for our personnel & arrange for their boarding, lodging &

    local transport, all at his (client’s/purchaser’s) own cost & expenses.

    a. Supervision: The required Supervisory personnel would be provided by us.

    b. Labour: The Client/Purchaser shall provide unskilled / semi-skilled labour required for the

    erection work. The requirement of unskilled labour shall be specified by the supervisor.

    c. Tools and Tackles: All tools and tackles necessary for erection shall be provided by client. The

    client/ purchaser shall provide the erection personnel with welding set and gas cutting nozzles for

    the period of erection.

    d. Electrodes and gases: All the required electrodes and gases for the erection work will be

    provided by the client/purchaser.

    e. Surplus Materials: Excess quantities of certain items & spares etc, supplied by us to facilitate

    erection / commissioning, will be taken back on completion of work, in case of non-utilization.

    f. Operation and Training: On completion of Erection, Commissioning & Installation, the plant

    will be put into operation and the workers/Engineers of the client/purchaser shall be provided

    training for regular operation of the plant for one week. The clients’ workers are required to be

    present all the time to facilitate installation & make available necessary water, raw materials &

    other utilities to the engineers/ workers, free of cost.

    15. Limitation of Scope of Supply: No materials other than those specified in this offer are included

    in the scope of supply/work.

    16. CANCELLATION: Order received & acknowledged by us shall not be subject to cancellation, either

    wholly or partly, for any reason whatsoever, without our consent.

    17. JURISDICTION: All contracts between purchasers & ourselves are deemed to be entered into, at

    Meerut, and all disputes, if any, are subject to the jurisdiction of Law Courts at Meerut only.

    18. Validity: This Offer is valid for acceptance within a period of 30 days from the date of issue.

    We anticipate that you will find our above proposal to be in line with your functional requirement and the

    same shall be acceptable to you.
