ThemissionofthePennsylvaniaCouncilontheArts(PCA)istofostertheexcellence,diversity,andvitalityof thearts inPennsylvaniaand tobroaden theavailabilityandappreciationof thoseartsthroughoutthestate.The PCA, founded in 1966, is a state agency in theOffice of theGovernor. ABOUT PENNSYLVANIA PARTNERS IN THE ARTSPennsylvaniaPartners in theArts is a regionalized fundingprogramof thePCA.A total ofthirteenlocalorganizationsadministerPPAandserveall67countiesinPennsylvaniabyre-granting funds to support awide variety of local and community arts activities. Since theimplementationofPPAin1997,thePennsylvaniaCouncilontheArtshasbeenabletosteadilyexpandtheavailabilityofgovernmentsupportforartsprojectstomanynewcommunities.Byprovidinglocaladministration,technicalsupportandastreamlinedapplicationprocess,PPAhascreatedunprecedentedaccesstostateartsfunding.
ThePPAgoalsinclude:
• Expanding constituent access to the arts by (a) making arts programs available tocommunitiesthatmayhavebeenunderservedinthepastbystateartsfundingand(b)supportingawidevarietyoflocalandcommunityartsactivities;
• Encouragingandsupportinglocaldecision-makinginthere-grantingofstateartsdollars;• Increasingawarenessofandadvocacyforgovernmentsupportandfundingofthearts
atthelocalandstatelevels;and• EnablingthePCAtoprovideincreasedassistancetoitsbroadconstituencythroughout
thestate.PPAProjectStreamgranteesmayqualifytotransitiontothePPAProgramStream.TheProgramStreamoffers ongoing support to arts organizations and arts programswith an establishedhistoryofPPAsupport.ToqualifyforProgramStream,applicantsmusthavemultipleyearsofProjectStreamfunding,beanon-profitorganization,haveconsistentartsprogramming,andgoodassessmentsfromtheProjectStreamreviewpanels.OrganizationsarenotifiedbythePCAoraPPAPartnerthattheyhavemettheeligibilityrequirementsandareinvitedtoapplytothePPAProgramStream.

• Projectmust: be an arts activity conducted for the benefit of the public (for profitorganizationsareineligible);takeplaceinthePPAPartner’sserviceregionandhaveapubliccomponent.
• Theapplicant,ifanindividual,mustbeatleasteighteenyearsold.• PPAProjectStreamapplicantsmaynotapplytothefollowinggrantprogramsforthe
samegrantperiod:PPAProgramStream,PCAAOAPTrack;orPCAEntryTrack.• PPAProjectStreamapplicantsmayapplytothefollowingPCAgrantprogramsduring
thesamegrantperiod:ArtsinEducationResidencies;PreservingDiverseCultures;andProfessionalDevelopmentandConsulting.
PPA Project Stream applicants are eligible to receive support for activities in these twocategories:
Arts projects not conductedwithorinvenuesownedand/oroperatedbyorganizationsorprogramsthePCAalreadysupportsthroughPPAProgramStream,ArtsOrganizations&ArtsProgram(AOAP)Track,ortheEntryTrack.
Arts projects conducted with or in venues owned and/or operated by organizations orprogramsthePCAalreadysupportsthroughthePPAProgramStream,AOAPTrackortheEntryTrackareeligibleforsupport.
Therearealimitedamountoffundsavailableforthesetypeofprojects.
Statewide,atleast75%ofthePPAProjectStreamfundswillsupportprojectsnotconductedwithorinPCAsupportedorganizationsorprograms.25%ofthefundswillsupportprojectsthatareconductedwithorinPCAsupportedorganizationsorprograms.ThelevelofcompetitionforfundinginthetwoprojectcategorieswillvaryamongPPAserviceregions.
Note: Your PPA Partner, with PCA staff, will determine whether your project is conducted with or in a PCA-supported arts organization or program. If you would like a list of the arts organizations and programs currently supported by the PCA, please contact your PPA Partner. Refer to the PPA contact information in Appendix A.

MATCHING REQUIREMENTS• First and second timePPAProject Stream recipients are not required tomatch the
requestedamount.• Thirdtime(andthereafter)recipientsmustshowa1:1cashmatchoffundsrequested.• PCAfundsmaynotbeusedasmatchforotherPCAfunds.
PPA PROJECT FUNDS MAY NOT BE USED FOR THE FOLLOWING• Capitalexpenditures,includingequipmentcosting$500ormoreperitem;• Activitiesforwhichacademiccreditisgiven;• Activitiesthathavealreadybeencompleted;• Activitiesthathaveareligiouspurpose;• Performancesandexhibitionsnotavailabletothegeneralpublic;• PerformancesandexhibitionsoutsidePennsylvania;• Cashprizesandawards;• Benefitsactivities;• Hospitalityexpenses,i.e.,receptions,parties,galleryopenings;• Lobbyists’payments;• Competitions.

APPLICATION REVIEW PROCESSPPAPartnersuseanadvisoryreviewprocesstoassessapplicationsbasedonthereviewcriteria.Membershiponadvisorypanels rotates, soapplicants shouldnotassumethat thepanelistshaveanypriorknowledgeofthem.
• Theinformationprovidedintheapplicationistheprincipalsourceofinformationfortheadvisorypanelreview.
• Applicationsshouldbeclear,completeandcompellinginpresentingallinformation.TheresponsibilityformakingacaseforPPAsupportrestsentirelywiththeapplicants.
• Applicantsmayreceivelittleornosupportifinformationismissing,incorrectorunclear.

FUNDING PROCESSThePPAPartners’Boardsreviewtheadvisorypanels’recommendationspriortomakingtheirfundingdecisions.ThePPAPartners’Boardsarenotobligatedtomakeformalexplanationoftheirawards.
PPAwillnotifytheappropriatelegislatorsofthefundingdecisionspriortonotifyingapplicants.PPAwillnotifyapplicantsbyemailorpostalserviceofthefundingdecisions.
Thoseapplicantsreceivinganawardwillbesentanawardagreement(contract)settingforthanyconditions,restrictions,andchangesimposedbyPPA.Applicantsmustreturntheawardagreementinorderfortheawardprocesstobegin.
Upon signing the award agreement, recipients certify that theywill accept the terms andconditionsreferredtointheawardagreement.CopiesofthetermsandconditionsareavailablefordownloadatthePCAwebsite:www.pacouncilonthearts.org.
APPEALS PROCESSPCArecognizesthaterrorsmayoccurinthePPAapplicationprocess.PCAiscommittedtoacknowledginganyerrorsandrespondingtorectifytheeffectsofanerror.Theappealsprocessenablesapplicantstoidentifytheseerrorsandomissions,andbringthemtotheattentionofadesignatedpartner.Appealstotheboardofadesignatedpartnermayresultinanincreasein thePPAawardamount if the applicant can satisfactorilydocument that the applicationwasmisrepresentedor improperly reviewed throughno faultof theapplicant.AppealsareawardedonlyifthedesignatedpartnerandthePCAbelievesthattheerrororomissionhadasubstantialeffectontherecommendationoftheadvisorypanel.
Appeals are not intended to provide the applicant with an opportunity to challenge therecommendationsof theadvisorypanel.Disagreementswith the judgmentof theadvisorypanelortheamountoftheawardarenotgroundsforanappeal.
Applicantsconsideringanappealshouldcontacttheirpartnerforadviceandguidance.Theappealofanawarddecisionmustbemadeinwritingten(10)businessdaysfromthedateofthenotificationoftheawardfrompartner.LettersofappealshouldbeaddressedtoyourPPAPartner.SendacopytoMatthewSerioProgramDirector,PennsylvaniaCouncilontheArts.The letter should identify theerrororomissionand theeffect sucherrorhadon therecommendationoftheadvisorypanel.Iftheappealissuccessful,fundswillbeawardedonlyiftheyareavailable.
