Brief description of the project: The project is part of the rural development programme in the mountain zones (PDRZM), an initiative funded by IFAD, which aims to help strengthen target populations in the mountain zones to raise their income and build resilience to the impact of climate change. Funded by the ADA, this project will target particular rural populations of the provinces of Sefrou and Azilal and will provide technical assistance to strengthen their ability to adapt to climate change as provided in the IPAC-MAM. The expected outcomes are better management of natural resources by these populations and diversification of their incomes. 1- Participatory management plans for sustainable use of natural resources are developed and implemented by the beneficiaries

2- 12 integrated pilot projects are established in the 12 municipalities located in the provinces of Sefrou and Azilal for demonstration and training purposes on practices and technologies for building resilience to climate change and land degradation

3- Dissemination of knowledge and promotion of business partnerships

Beneficiaries and target areas The target areas are the 12 municipalities in the provinces of Sefrou and Azilal identified by the

Ministry of Agriculture and Maritime Fishing (MAPM) as part of the integration strategy for climate change adaptation measures of the PMV.

The direct beneficiaries:

Small and medium farmers, breeders and beekeepers, including youth and women, involved in

the target areas and operating in the production, post-harvest and diversification activities of the priority value chains (arboriculture: fruit trees, aromatic and medicinal plants and beekeeping: honey).

Very small and medium enterprises Rural population, including families of direct beneficiaries, living in the provinces of Sefrou and

Azilal

Reason for UNIDO assistance The International Fund for Agricultural Development (IFAD) granted funding to the Government of

Morocco through an agreement concluded in January 2016, amounting to $ 6 million. This agreement concerns the implementation of the project "Improving Productivity and Adaptation Capacities in the Mountain Zones of Morocco”(IPAC-MAM). This project is implemented by the Agricultural Development Agency (ADA) and represents a component of the rural development programme in mountainous areas (PDRZM), a larger initiative funded by IFAD, which aims to strengthen the ability of rural people in the mountain areas to increase their incomes and resilience to climate change.

The IPAC-MAM foresees UNIDO as an executing agency for activities related to adaptation measure

to climate change. This project follows a successful implementation of a project funded by IFAD: Participatory control of

desertification and poverty reduction in the arid and semi-arid highlands of Eastern Morocco SAP 101058.

Institutional arrangements and coordination mechanisms Coordination and executing modalities The project will be executed in close cooperation with the Agency for Agricultural Development (ADA) as the donors and responsible for the implementation of the IPAC-MAM. The project will work in close collaboration with partners including:

- IFAD - National training and research institutions - Ministry of Industry, as UNIDO official counterpart

- Professional organizations and cooperatives The project will hire a national expert in charge of the overall coordination of the project, implementation and planning of activities, monitoring and coordination with multilateral agencies and bilateral actors in Morocco. This coordination will be crucial to avoid duplication and enhance sharing of knowledge and information. The project coordinator will be based in the headquarters of the ADA, and will conduct regular supervision missions in the field. UNIDO will hence offer its cooperation with other agencies within their respective mandate. Close cooperation will be established with government agencies and the national counterparts. In addition, a team of specialized national and international experts (technologists, environmentalists, economists, financial and commercial specialists) will be recruited either directly or provided through subcontracting arrangements to ensure the implementation of the various activities of the project. Given the large target area, the daily follow-up of activities, sensitization, training and technical supervision will be provided as part of an outsourcing contract to ensure effective mobilization of beneficiaries in the 12 target municipalities. These subcontracting activities will provide for rural development facilitators, extension officers, national experts, etc., supervised by specialized experts recruited directly by UNIDO. Synergies will be sought through the UNIDO Office in Rabat with ongoing projects that could provide information and a substantial contribution to the efforts of the project. The project will establish a steering committee to ensure the alignment of the project with the specific objectives and expected results and in particular:

- Project management - The coordination of actions between the different partners - Monitoring activities - Evaluation of activities - The definition of access criteria or eligibility vis-a-vis the project

Members of the steering committee will be appointed by an official act (decision or ministerial orders) and composed of:

- Representatives of the Ministry of Agriculture - ADA - Representatives of IFAD - Representatives of the Ministry of Industry - Associations beneficiaries - Representatives of UNIDO

In addition to meetings of the steering committee every 6 months, tripartite meetings (ADA-UNIDO-IFAD) will take place at least once a year. Before each steering committee or tripartite meeting, the national coordinator will present a detailed report, output by output and activity by activity. A reporting format for monitoring the implementation of the activities and results at the local level will be made available to the project staff to complement it regularly. The consolidating of reports will be carried out following the model of the logical framework of intervention and based on the performance indicators. The project will submit a report every six months displaying the current progress. The interim report will be prepared by the national coordinator and reviewed/approved by the project manager in Vienna prior to its submission to the Steering Committee and/or tripartite meetings. Monitoring and evaluation modalities Regular monitoring and evaluation (M&E) of the project will be provided by the national coordinator in cooperation with the ADA. M&E reports will provide information for the partners to enable them to:

- Follow the progress in project implementation (ref. work plan)
