I t’s a first brake for the nation.

New York became the first city in the country to implement a freeze on new FHVs (FHV) on Tuesday when Mayor Bill de Blasio signed into law a legislative package that seeks to regulate the FHV industry, including the bill to cap the number of vehicles for a 12-month period.

The bill passed by a vote of 39-6 on August 8, and authorities moved quickly to enact the legislation.

At City Hall on August 14, Mayor Bill de Blasio joined with City Council elected officials and advocates for a spirited bill-signing ceremony.

Remembering a Reformer

Dorothea Dix would be 216 years old if she were alive

today.

A mental health reformer in the U.S. in the mid 1800’s, Dix was passionate about creating more community and connection for people with serious mental illness who were otherwise being incarcerated or neglected. Here are a few ways in which Dix was a pioneer well ahead of her time.

1. Putting an end to incarceration of individuals with mental illness. This is a problem today. It was a problem 200 years ago. In the mid-1800’s, Dix documented the abysmal living conditions for individuals with mental illness. They were incarcerated along with criminals regardless of age or sex. Along with the danger of their living situation, many individuals were kept isolated, restrained, and in complete darkness. They were frequently held naked and exposed to the elements, with no heating or sanitary amenities. Dix was a lone voice advocating for the human rights of individuals with mental illness. Around the world today, we still have a long way to

go in terms of ending human rights violations and promoting community and connection for individuals with mental illness.

2. Championing the asylum as a place of safe refuge. Dorothea Dix was committed to advancing “moral treatment” for individuals with mental illness. In contrast to torturous interventions like ice baths and spinning chairs, improved mental health care was to be found in opportunities for meaningful work and leisure activities, provided in a quiet and peaceful setting. Thus, the growth of the asylum in the bucolic countryside as the place for mental health and recovery.

3. Building a new model of care. Through her passion and political influence, Dix pushed to create facilities to house those with mental illness with moral treatment as the foundation. She inspired new legislation in fifteen U.S. states and in Canada. She travelled all over Europe documenting and presenting on the conditions of those with mental illness, and even persuaded Pope Pius IX to see

Beginning about 50 years ago, community mental health and recovery movements disavowed institutions for those living with mental illness, and around the world these institutions have been closing their doors. Tragically, the shuttering of institutions has not been met with commensurate community services. In an ironic déja vu of Dix’s time, once again, many individuals know a life characterized by inadequate mental health care, homelessness and incarceration.

5. Reimagining what asylum looks like today. The word asylum comes from the Greek asulon meaning ‘refuge’. We have yet to find a system that truly and fully achieves a safe place in society for people living with mental illness. Dix was revolutionary

He might be a Prince, but on Sunday, he was the Grand

Marshal.

Bronx native and bachata superstar Prince Royce (née Geoff rey Royce Rojas) was named Grand Marshal for the 36th Annual Dominican Day Parade along Sixth Avenue, a distinction the multi-platinum, award-winning artist said was unlike any other.

“I grew up watching the parade,” said the singer/songwriter. “To be leading it this year will defi nitely be a blast. It is an incredible honor to be chosen as the Grand Marshal, especially during a year that it focuses on our youth.”

This year’s parade theme “Our Youth, Our Future” was marked by more than $100,000 in contributions through the Dominican Day Parade (DDP) Board’s scholarship fund.

It was a BYOD day.

The acronym, short for “Bring Your Own Device,” was an invitation for video game enthusiasts to select their playing device of choice – be it an Xbox Controller, Nintendo Switch or personal laptop – for a visit to the Armory Track and Field Center this past Sat., Aug. 11th.

The players, which included approximately 60 local youths from Catholic Charities Community Services, took part in the fi rst-ever “Fortnite in the Heights” Championship.

Released in 2017, Fortnite: Battle Royale is an immensely popular, multiplayer video game with over 40 million players worldwide.

The tournament for the online video game allowed approximately 1,000 participants to compete for a $10,000 prize pool.

The Armory’s famous track was overtaken by tables housing 100 computers on the main stage, allowing competitors of various ages to battle it out for Fortnite supremacy, as the action was broadcast on the Jumbotron above.

A DJ provided entertainment and healthy snacks were available.

Also present were representatives from gaming and coding enterprises.

Though not a die-hard Fortnite fan himself,

being a driver was considered one of the ultimate ways to the middle class. It was a guarantee if you worked hard you would do well and you could build your dream.”

He said the cap and the bill to establish a minimum compensation would help bring drivers out of poverty, noting a recent study that indicated that 85 percent of drivers are making below minimum wage.

At City Hall, cab drivers, taxi industry leaders and advocates for wheelchair-accessiblev cabs surrounded the mayor, Council Speaker Corey Johnson, and Councilmembers Stephen Levin and Rubén Díaz Sr., who helped sponsor the bills.

“Today, we believe we are doing what is right by drivers, we’re doing what is right for the city of New York,” said Johnson.

He said he viewed the legislation as an “incentive” to get more wheelchair-accessible cabs on the road.

“The FHV fleet is woefully inaccessible,” he said, pointing out that less than one percent of cabs can handle people with disabilities.

During the 12-month cap period, the TLC will continue to issue new FHV licenses for wheelchair accessible vehicles.

The TLC is mandated to provide the City Council with reports on the impact on vehicle ridership, and has the ability to lift the cap if an extreme need is demonstrated in a particular geographic area.

In attendance at City Hall was Northern Manhattan resident Edith Prentiss, Chair of the Taxis for All Alliance, and a longtime advocate for more accessibility in the city’s taxi fleet and public transportation.

“Our groups supported the cap bill because

it makes a smart exception for wheelchair-accessible vehicles,” said Prentiss. “We applaud Mayor de Blasio, City Council Speaker Johnson and the Council for taking this crucial step toward wheelchair accessibility.”

Those who opposed the bill said it would negatively impact service in the outer boroughs where transportation is more limited, or harm people of color, who can face discrimination when attempting to hail yellow cabs.

“The city’s 12-month pause on new vehicle licenses will threaten one of the few reliable transportation options while doing nothing to fix the subways or ease congestion,” said Uber spokeswoman Alix Anfang in a statement. “We take the

2. Defender el asilo como un lugar de refugio seguro. Dix se comprometió a promover el “tratamiento moral” para las personas con enfermedades mentales. A diferencia de las intervenciones tortuosas, como los baños de hielo y las sillas giratorias, la mejora de la atención de la salud mental debía buscarse en oportunidades de trabajo significativo y actividades de esparcimiento, en un entorno tranquilo y pacífico. Así, el crecimiento del asilo en el campo bucólico como el lugar para la salud mental y la recuperación.

3. Construir un nuevo modelo de atención. A través de su pasión e influencia política, Dix presionó para crear instalaciones para albergar a personas con enfermedades mentales con tratamiento moral como base. Ella inspiró nueva legislación en quince estados de Estados Unidos y en Canadá. Viajó por toda Europa documentando y presentando las condiciones de las personas con enfermedades mentales, e incluso persuadió al Papa Pío IX para que viese personalmente lo que había descubierto. Para cuando ella murió, sus esfuerzos impactaron directamente en la construcción de 32 nuevas instituciones en los Estados Unidos, y la reorganización y dotación de personal de muchas más.

4. El difícil camino de los asilos. Dix estaba motivada a corregir las condiciones inhumanas de vida de las personas con enfermedades mentales graves, y sus esfuerzos resultaron en mejoras dramáticas sobre la encarnación que la precedió.

Pero la reforma se rezagó y los manicomios replicaron muchos de los atroces errores de los entornos institucionales anteriores. A partir de hace unos 50 años, los movimientos comunitarios de salud mental y recuperación desautorizaron a las instituciones para las personas que viven con enfermedades mentales, y en todo el mundo estas instituciones han estado cerrando sus puertas. Trágicamente, el cierre de las instituciones no se ha encontrado con servicios comunitarios acordes. En un irónico déja vu de la época de Dix, una vez más, muchas personas conocen una vida caracterizada por una atención de salud mental inadecuada, falta de vivienda y encarcelamiento.

5. Re imaginando cómo se ve hoy el asilo. La palabra asilo proviene del griego asulon que significa ‘refugio’. Todavía tenemos que encontrar un sistema que verdaderamente logre un lugar seguro en la sociedad para las personas que padecen enfermedades mentales. Dix fue revolucionaria en su pensamiento y en

sus esfuerzos por humanizar el tratamiento para las personas con enfermedades mentales, y el movimiento de asilo, dramáticamente mejoraron las condiciones. Temporalmente. Pero hoy nos encontramos, una vez más, enfrentando serias violaciones a los derechos humanos de las personas con enfermedades mentales en todo el mundo. Hoy, una vez más, necesitamos exponer los fallos de los sistemas actuales de atención. Hoy, necesitamos una Dix del siglo XXI, o más probablemente muchas de esas campeonas, para perseverar en la formación de comunidades que defiendan los derechos humanos y proporcionar un refugio humano y seguro para las personas que viven con enfermedades mentales.

Los jugadores, que incluyeron a aproximadamente 60 jóvenes locales de Servicios Comunitarios de Caridades Católicas, participaron en el primer campeonato “Fortnite in the Heights”.

Lanzado en 2017, Fortnite: Battle Royale es un videojuego de múltiples jugadores, inmensamente popular con más de 40 millones de jugadores en todo el mundo.

El torneo para el videojuego en línea permitió que aproximadamente 1,000 participantes compitieran por un pozo de premios de $10,000 dólares.

La famosa pista de la Armería fue sobrepasada por mesas albergando 100 computadoras en el escenario principal, permitiendo a los competidores de distintas edades luchar por la supremacía de Fortnite, mientras la acción era transmitida en el Jumbotron arriba.

Un DJ proporcionó entretenimiento y hubo tentempiés saludables disponibles.

También estuvieron presentes representantes de empresas de juegos y programación.

Si bien no es un acérrimo fan de Fortnite, Eddie Silverio, director de servicios juveniles de Caridades Católicas, dijo que el torneo ofrece una experiencia distinta.

“Me encanta que esta sea un día para que nuestros jóvenes vean oportunidades de carrera en la industria de los videojuegos”, señaló.

el apoyo de iHeartRadio y LinkNYC. Los organizadores anunciaron el torneo como un evento “familiar” diseñado para combinar “juegos, tecnología y salud”.

“With more than 180,000 athlete visits each year to The Armory, many of whom are also eSports players, this will be a social competition for them,” said Armory Foundation Co-President Jonathan Schindel in a statement. “The seating configuration and technology at The Armory are ideal for eSports, and I expect we will also convert some of the gamers into trying out track and field.”
