The long awaited final report from the Rochford Review has now been published. Amongst the recommendations are the removal of p-levels for statutory assessment. Schools are reminded that for the remainder of this year until further clarification in published that p-levels remain statutory.

Demonstrating progress of pupils with SEND

In the context of assessment without levels and the Rochford Review’s recommendations that include the removal of P Levels, Croydon will be developing local guidance to support schools in demonstrating SEND progress.

Building on the statutory framework at different key stages, as well as expectations from OFSTED and in the Code of Practice the Croydon guidance will support schools to develop their own assessment framework for children with SEND. This guidance will support them to demonstrate progress for SEND pupils across the four areas of need.

We are hoping to make this guidance available in the Spring term. As part of this work we will be seeking collaboration with both mainstream and specialist settings.

Access arrangements for KS2 national curriculum tests

Access arrangements’ section of NCA tools opens for applications for additional time, early opening, compensatory marks and timetable variations opens on 30th January. The deadline for submission of applications for early opening and compensatory marks is 27th February. The deadline for submission of applications for additional time is 24th April. Guidance on how to use access arrangements will be updated on the STA website for the 2017 test cycle in January.

New DfE report on experiences of pupils with SEND and their families

This report reviews the experiences of children and young people with SEND in schools and Post 16 settings. The report emphasises that effective communication with families is critical, as is effective communication between agencies, and that schools and colleges should provide support for basic health needs, such as medication. SEMH Toolkit launched

A new toolkit that supports schools and colleges to monitor and evaluate their provision for Social, Emotional and Mental Health (SEMH) has been launched by the Anna Freud National Centre for Children and Families in conjunction with Public Health England. The toolkit suggests a number of scales that schools can use to measure wellbeing for a range of purposes – to measure wellbeing across the school to provide evidence of a whole school

approach to promoting the wellbeing of pupils, to support effective identification of pupils who would benefit from additional support and to measure the impact of interventions put in place to support them.

The Guidance usefully contains some school examples too show how the suggested tools have been utilised in a range of primary, secondary and specialist settings.

Croydon schools will want to use this guidance and the measures suggested alongside identification tools they may alreday be using – such as the Boxall Profile and THRIVE.

The Online Boxall Profile

Many schools are now familiar with the Boxall Profile, which has recently been adapted as an online tool. The online version now also produces reports which provides an explanation of the

results and allows schools to target key areas, choose strategies, create short term success criteria and create a learning plan that can then be shared with all staff.

Please note that the Boxall Profile can be used with children from 3 years upwards. For schools using the paper version there is a primary and secondary version of the profile.

Please also note that the Boxall has been developed for school staff to use – based on observation of the pupil either in whole class or nurture provision and has not been designed for parental observation of their child.

Training is available for schools wishing to use the online Boxall Profile. The next course will take place on

Equalities Duty for pupils with SEND

Disability is a protected characteristic under Equalities legislation and schools are required to make “reasonable adjustments”

to ensure that disabled learners do not experience substantial disadvantage. The Equality and Human Rights Commission with John Moores University have produced a suite of online materials to support schools to understand

The DfE online SEND learning materials were released in 2012, but have recently been updated. They provide valuable freely available online learning for teachers and TAs who wish to extend their knowledge of SEND.

POET –Practitioner Survey

In Control, with the help of children, young people, families and practitioners from across the country, has devised questionnaires for people to complete about the process of obtaining an EHCP.

These surveys are being used to find out how Education, Health and Care Plans (EHCP) are working for children, young people and families in Croydon.

SkyLine Online Support: CROYDON

 SkyLine Support offers free and friendly, confidential online counselling and workshops for young people who live, work or study in Croydon and are aged 14-18. Young people can self-refer and all support takes place through a secure dedicated website: www.skylinesupport.orgFor some young people it can be hard to ask for or access help and they may prefer to access support online. This service provides a dedicated counsellor with whom they will have weekly online counselling sessions using the written word (chat or email type sessions are available). Young people can also log in to informal online workshops, called SkyCasts where they can get practical information and support about issues such as anxiety, anger, stress or depression.

The SEN Code of Practice states that newly appointed SENCOs must achieve a national award for SEN coordination within 3 years of appointment.

To support local access and delivery to this programme, Croydon Council and Octavo are

continuing to work in partnership with Christchurch Canterbury University. The course will start in January and will be based at Fairchildes Primary School. This will provide

opportunities to see at first hand the practice and approaches to inclusive practice at this outstanding primary school.

The course is open to both primary and secondary SENCOs. It would also be appropriate for colleagues managing SEN in Post 16 settings.

This cross-phase approach has proved beneficial in terms of developing shared perspectives of the challenges and opportunities in delivering high quality SEND provision in a range of settings.
