    PROMOTION POLICY FOR PROFESSIONAL EMPLOYEES-~ -

    Background

    The Agreement etween he State of New York and United UniversityProfessions alls for an internal promotion plan for professional employeeswithin the Professional Services Negotiating Unit. The original planimplemented on an experimental basis effective July I, 1987 has been extendedindefinitely at the end of the experimental year.

    The plan provides for the internal advertisement of professional vacancies

    and the consideration of internal candidates prior to external searches.

    PolicX Statement

    The University at Buffalo recognizes oth the need or an internal promotionplan for its employees and the need o provide equal opportunity for all personsto obtain employment. As a means of balancing hese needs, he University willgive first consideration o current professional employees or all positionopenings which occur n Professional Services Negotiating Unit representedpositions ranked from SL-l to SL-6 and Professional M/Cpositions ranked fromMP-IV through MP-VI. This promotion process also supports affirmative actionrequirements o provide upward mobility for women, minorities, the disabled,and Viet Nam Era Veterans. When the process delineated below leads o internalpromotion(s) resulting in an open professional position, extraordinary effortsmust be made to recruit and hire women, minorities, the disabled, and Viet NamEra Veterans n the external search.

    Procedure1. When an opening n any of the above-mentioned rofessional positions

    becomes vailable, departments must process an Authorization to Recruit(ATR) form. When the A TR reaches Human Resource Services, heposition will be posted on all official campus posting bulletin boards andon the web site. The posting notice will provide ten (lQ)working daxs orreceipt of applications rom campus professional employees and will alsocontain the standard nformation describing he position, the salary range,and required degrees, xperience, kills, etc. The name of the individual towhom applications must be sent will also be included.

    2. A professional employee nterested n being considered or the vacancy, must filean application during the ten (10) day period with the individual designated n theposting notice as he person o receive he applications. A letter of transmittal withresume s considered n application.

    3. The ndividual. designated o receive he applications will acknowledge eceipt nwriting and will forward them o the ndividual(s) n the department onductingthe employment search.

    4. The ndividual(s) n the department onducting he employment search will reviewthe applications eceived during the ten (10) day period to determine whether anyapplicant(s) meets he qualifications. A personal nterview will be accorded hosewho do. The Employment Section of Human Resource Services must be informedof the candidates eing nterviewed.

    5. All eligible professional employees who apply for a vacancy within the ten (10)ill period must be given consideration efore he vacant position is posted or off-campus ecruitment. If the application of any professional employee s receivedafter the ten (10) day period, t will be considered long with any externalapplications.

    6. The employing unit may take one of three (3) actions with the application of acurrent employee:

    a) Recommend ppointment. A Search Procedure Report (SPR) must besubmitted o the President's Panel or Review of Search Procedures orapproval. When such approval s received, all unsuccessful andidatesmust be so notified in writing by the individual conducting he search.

    b) Find the applicant(s) unqualified or appointment and request off-campusrecruitment o fill the vacancy. Unsuccessful pplicants must be notified ofthis action n writing by the ndividual conducting he search.

    c) Find some applicant(s) qualified to be considered or appointment ut stillrequest off-campus ecruitment. [The employee(s) will again beconsidered long with the off-campus applicants.] Both the candidates tillunder consideration nd he unsuccessful andidates must be notified of

    this action n writing by the ndividual conducting he search.

    7. Upon notice by the employing unit that no current employee has applied or hasbeen selected, Human Resource Services will release he position for off-campusrecruitment as required by existing employment procedures.

    8. Ifno one either on- or off-campus s selected or the position and he employingunit decides o, educe he original requirements, his redefined vacancy must behandled n accordance ith all procedures utlined above.
