EXECUTIVE SUMMARY Chester County is planning to upgrade PeopleSoft Human Capital Management (HCM) from version 9.0 to 9.2.

BTRG’s knowledge of Chester County’s systems, our unique staffing model, and notable PeopleSoft 9.2 experience

position us to submit the best resources, reduce risk, and save money for the County. For more than 20 years,

clients have engaged BTRG with confidence based on the same criteria.

BTRG understands Chester County as well as the complexities and nuances of the local government environment.

In addition to our experience upgrading the PeopleSoft product in the public sector, we have also built a unique

Managing for Results (MFR) tool that targets the “Performance Management” push in the local government space.

BTRG developed and implemented the MFR functionality at Chester County in 2009. As a result, we have a deeper

knowledge of Chester County’s systems, which will prove to be instrumental in the success of this 9.2 upgrade

project. BTRG is the only firm with a full understanding of what MFR encompasses and how it works. This will

accelerate ramp up time and reduce risk during the upgrade.

Experience with PeopleSoft and version 9.2

Since 1993, BTRG has implemented, upgraded, and integrated every major release of PeopleSoft across the HCM,

SCM, and Financials suites. Today we are recognized as an Oracle Platinum Partner for our certified solutions and

resources. BTRG was selected by Oracle as one of a small group of partners to participate in the early testing of

PeopleSoft 9.2 before it was released to the public. We have had the new version running on internal servers since

December 2012, thus our resources have had hands-on experience for a full year. Our team is currently upgrading

and implementing PeopleSoft 9.2 at four client sites, and we went live with our first PeopleSoft Financials 9.2

upgrade client in mid-October. BTRG’s resources will have real-time access to the lessons learned and best

practices from these projects, to apply directly to Chester County’s upgrade.

Unique Staffing Model

A key differentiator of BTRG’s proposed project team is the use of Engagement Managers, Solutions Architects,

and a Practice Manager. These roles are non-billable to Chester County and provide great value to the project. The

Engagement Manager (EM) will act as an escalation point to BTRG and will monitor project progress and budget.

The EM that BTRG has dedicated to this upgrade, Doug Schmidt, has worked with the County previously and

understands your business.

For PeopleSoft-specific escalation, BTRG’s senior Functional HCM Solutions Architect will be available. The

Functional Solutions Architect will bring valuable insight from BTRG’s current 9.2 projects that are in varying

phases. This knowledge will provide foresight into potential problems with the software before impacting the

Chester County project. The entire project will be overseen by our Public Sector Practice Manager, Nancee

Murphy, who will act as the Project Director and be accountable for the successful delivery of the project. Nancee

has a deep understanding of the state and local government PeopleSoft environment and will manage all quality

issues on the project.

Resource Summary For 10 project roles, BTRG has positioned 15 resources for the County’s consideration. Thirteen of the 15

proposed team members are either local or regional to Chester County, which will greatly reduce travel expenses

and increase accessibility and responsiveness throughout the project.

Description of Project

PeopleSoft HCM, SCM, and Financials Re-Implementation and Upgrade SLAC National Accelerator Laboratory (SLAC) has contracted with BTRG to conduct business process reengineering activities and to perform a reimplementation and Implementation of its PeopleSoft Financials, Human Resources, and Supply Chain Management systems. The project began in July 2012. The BPR Phase was completed in November 2012. The Reimplementation / Implementation phases of the project are scheduled for staggered go lives in December 2013 and June 2014.

QUALIFICATIONS AND EXPERIENCE

1. Acknowledgment of Objectives/Scope of Services After careful review of the County’s RFP and the subsequent Pre-Proposal Meeting, BTRG acknowledges our

understanding of the County’s goals and scope for this project. As a partner specializing in the PeopleSoft product,

our experience reduces risk for the County and will drive the County to a successful go-live that is both on time and

under budget. It is our understanding that the County’s goals include:

Perform first an upgrade to PeopleTools 8.52 and Oracle to 11g

Perform a fit/gap analysis by reviewing PeopleSoft HCM 9.0 to PeopleSoft HCM 9.2’s functionality

Leverage new functionality from the new version, if desired and approved

Upgrade the current PeopleSoft HCM v9.0 environment to v9.2

Retro fit and retain, redesign or reduce existing customizations

Review and leverage the new PeopleTools toolset where appropriate

Update training materials to reflect new processes and changes

Migrate the county’s customized code for Managing for results (MFR) from EPM v9.0 to HCM v9.2

BTRG understands that all work performed within the scope of this project will be performed under the direction

of Chester County. BTRG will adapt to and comply with the methodology provided by the County, however, BTRG

provides a mature methodology and project management approach for managed projects. BTRG’s Vision

methodology includes phases, tasks, durations, assigned resources (both client and vendor), external

dependencies that impact the project, milestones, decision points, and deliverables. We have included a short

summation of our Vision Upgrade Methodology and deliverables for Chester County’s review. We anticipate that

our team’s experience with this structured and proven approach, as well as the various deliverable templates (that

the County will have access to) will benefit and support the County’s overall project success.

BTRG’s Vision Upgrade Methodology

BTRG’s Vision Methodology promotes clarity, minimizes risk and enables stakeholders to recognize the progress

made in achieving project milestones. Each phase contains unique processes and deliverables. As such, the

execution and completion of these steps promotes visibility of project progress among the project team,

stakeholders and sponsors throughout the project. While our Vision Methodology is proven, we use it primarily as

a guide. The Vision Methodology is flexible to adapt to the unique opportunities, issues, and considerations of the

County’s project.

BTRG’s upgrade methodology is designed to incorporate multiple upgrade passes to ensure proper data

conversion, reapplication of customizations, and the design of a well-rehearsed cut over process. Through the

execution of multiple upgrade passes, BTRG’s clients are positioned in a manner to ensure a smooth transition

with minimal impact to the on-going business operations, including on-going transaction processing.

BTRG’s Vision Upgrade Methodology is comprised of five significant phases. Each phase is broken into smaller,

easily managed tasks. The five project phases are:

Deliverables

Deliverables are significant to the success of an upgrade project for a variety of reasons. Deliverables provide

documentation of decisions (as in Fit / Gap Analysis findings), document the path forward (as in functional and

technical design), document the foundation of the system set up (as in Configuration Documents) and provide

ongoing tools to be used in future upgrades (such as Functional Test Scripts and End User Training

Documentation).

Deliverables are used to assure the project is progressing on pace, decisions are documented, and milestones are

met. BTRG’s recommended approach to deliverables management and design is to assure sufficient document

artifacts exists to support client’s internal and external audits, assist in future upgrades, patches, or other changes,

and to assure the agreed to project scope has been met.

The resources presented in this Response are experienced with development and maintenance of the standard

deliverables required to support and document the County’s PeopleSoft Upgrade. The BTRG resources will work

with the County’s Project Manager to assure an understanding of the County’s expectations and make

recommendations to modify deliverables based on the consultants’ experiences. BTRG will comply with the

directive for deliverables provided by the County. Common PeopleSoft Upgrade deliverables developed by BTRG

Planning and Assessment Deliverables

Comprehensive Project Management Plan

Project Governance Document for Issues, Risks, Change Control, Quality, Deliverables Approval, Project Artifacts.

Environment Management Plan

A detailed document defining the environments to be used to manage project activities (i.e. CFG, DEV, CNV, TST, TRN, PRD). Document will include the source and target(s), as well as the data flow, for each environment.

Project Work Plan

A durations-based Microsoft Projects project work plan that presents the tasks, estimated durations, efforts, dependencies and resources necessary to successfully execute the project. The project plan will be updated and expanded upon over the life of the project.

Customizations Impact Analysis Document detailing the approach for managing the existing customizations broken into the categories of retirement, retrofit and replacement.

2. Company History and Mission BTRG is a consulting company that has served clients across the United States and Canada for the past 20 years.

We provide full-lifecycle support and staff augmentation services for ERP, data management, and performance

management projects. We perform implementations, upgrades, configurations, integrations, and strategic road-

mapping for Oracle and IBM technologies. BTRG delivers industry-specific solutions and support to both the

commercial and public sectors, with distinguished expertise in the public sector, financial services, healthcare,

federal, government contractor, and higher education spaces. BTRG is currently engaged with approximately 30

clients.

BTRG has the unique edge of actively participating in the evolution of ERP technologies, and simultaneously

evolving with them. Our early success included work with the technology transition from client/server to SaaS -

through every major PeopleSoft release and Information Governance development since the early 90’s. Our

veteran status within the IT consulting industry gives BTRG a deeper understanding of each project, whether it’s an

toward the PeopleSoft product and our Oracle Platinum Partnership. For 20 years, we have strived to be the

preeminent provider of PeopleSoft services in the consulting marketplace. Our focus has given us more insight and

a greater understanding of the product than our competitors, as well as a network of consultants with unmatched

PeopleSoft expertise.

Public Sector Experience

BTRG has proven adaptability to provide effective services to a variety of industries including Federal, public

sector, government contracting, healthcare, and financial services. This adaptability is directly attributable to the

expertise possessed by BTRG project resources. As presented in the resumes provided to the Chester County,

BTRG has deep relationships with resources that will provide the expertise to deliver to the County the required

services. In addition, BTRG has invested the continued expansion of the Public Sector Services offerings by

SPECIAL/UNIQUE QUALIFICATIONS

Experience at Chester County BTRG delivered the Managing for Results implementation at Chester County in 2010 on time and on budget. Our experience on the project demonstrates our ability to work successfully within your organization. Our experience designing and implementing the MFR system is unique to BTRG. Other vendors would need to gain additional understanding of how requisition approvals, activity based costing, and time approvals were implemented. BTRG’s proposed team already possesses this knowledge. Below is a summary of the work that was completed by BTRG at the County. In March of 2008, Chester County adopted a Managing for Results initiative to implement strategic business planning. The goal was to enhance the performance-based budgeting aspect of the County’s strategic plan by collecting data and performance information that would ensure the County’s limited resources were being used as effectively. In order to operationalize its strategy, Chester County needed a solution that would integrate the County’s existing PeopleSoft Enterprise Human Capital Management, Financial Management and Budgeting systems. BTRG was chosen given its proven track record of implementing PeopleSoft Enterprise Financial Management and Human Capital Management solutions for public sector organizations. The Chester County project included the creation of a customized PeopleSoft solution to facilitate the entry of strategic plans and the utilization of existing PeopleSoft functionality for activity based cost tracking and workflow approvals. BTRG worked closely with the County’s resources to develop a solution that provided the functionality for strategic plan entry that included the alignment of organizational, departmental, program and activity outcome expectations with budget and staff allocations. Actual costs of goods and services were aligned and staff allocations were tied to activities, thus allowing real time decision making through subsidizing, reallocations, or resource reductions. BTRG utilized the existing functionality within PeopleSoft to track costs and used workflow to make activity managers accountable for time entry and purchasing expenditures. PeopleSoft’s eProcurement module was implemented and integrated into the strategic planning solution to implement activity based requisition workflow approvals. The County’s timekeeping solution was integrated to capture time and provide workflow approvals at the activity level. The result of the project was a solution that integrated the County’s strategic planning, PeopleSoft HCM, financials, and budgeting systems. The solution provided the information the County of Chester needed to achieve its goal of providing greater accountability, transparency, and improved performance to its citizens.

BTRG’s 9.2 Experience BTRG’s experience with the latest version of PeopleSoft is impressive within the Oracle Partner Network. Because

of our long and notable history with the PeopleSoft product, Oracle requested that BTRG be included in the

advance testing of PeopleSoft 9.2 prior to its release to the public. BTRG set up teams of experts in both the HCM

and Financials areas to rigorously test the product and report defects to Oracle for adjustment. Oracle provided

BTRG with the 9.2 product to set up on BTRG servers for our team to review and work with. Since then, we’ve

been engaged on several 9.2 projects, including a successfully launched PeopleSoft Financials 9.2 upgrade in

October 2013. While other solutions providers may claim to have 9.2 experience, BTRG has the hands-on testing

involvement and is already delivering results.

the local Oracle User group (Philadelphia Regional User Group). We have representatives that serve on the board,

resources and cumulative lessons learned from other projects at no cost to Chester County. Our proposed EM,

Doug Schmidt, is a PeopleSoft expert who will provide advice and guidance for your project needs. Doug is the EM

at a client that is live on PeopleSoft 9.2, is managing an ongoing 9.2 project, and will bring lessons learned directly

to the County to optimize the outcome of this upgrade.

Chester County will also have access to BTRG’s Functional Solutions Architect (SA) for quality assurance, best

practices, and lessons learned guidance. Our Senior HCM Solutions Architect will be accessible to the project team
