5 ‘Milestones’ means control points in the project that help to chart progress. Milestones may correspond to the completion of a key deliverable, allowing the next phase of the work to begin. Section B: Action: objectives, management structures and work plan
B.1 Objectives of the Action
B.1.1 Specific objective(s) of the Action • Indicate how your proposal addresses the specific challenge and scope of the topic, as set
out in the COSME work programme and in the Call objectives.
• Describe the specific objectives for the project, which should be clear, measurable, realistic and achievable within the duration of the project. Objectives should be consistent with the expected exploitation and impact of the project.
B.1.2. Target group/audience • This section should describe to which target group(s) the activities are dedicated i.e. SMEs in
general, SMEs in specific sector, regional authorities, sectoral organisations, etc. by making the link with the COSME work programme and in the Call objectives.

models or assumptions involved.

Performance indicators : * Sections 2.4 and 2.5 of the text of the Call display the general expected results, deliverables and indicators to benchmark and measure progress of the project against the general deliverables and indicators. The project proposal must report on these deliverables and indicators

Applicants should also propose further performance indicators to be integrated into their monitoring plan, which will be discussed and adjusted to each strand activities upon discussion with EASME and the Commission services at the beginning of the project.

Description Sheet 1 Reminder for eligibility compliance with the specific criteria for eligible consortia In line with Section 6.2 of the Call text, Proposals must be presented by consortia forming a Transnational Network(s) of business incubators, accelerators and business support organisations which provide business support to SMEs and start-ups.
The transnational network(s) of business incubators, accelerators and business support organisations must be composed of at least four legal entities from at least three different EU Member States and/or COSME participating countries, as listed under section 6.1 of the Call text (EU Member States + countries participating in the COSME programme pursuant to Article 6 of the COSME Regulation) 11.
1. The network of business incubators, accelerators and business support organisations will
undertake the following international activities to support SMEs/Start-ups. List the intended support activities to incubate/accelerate SMEs and Start-ups and targeted countries.

In order to evaluate the technical and operational capacity applicants have to submit the following supporting documents (Section 8.2 of the text Call)
A summary table indicating the persons that will make up the core team responsible for the project with their qualifications and competences. 11 The following groups of countries are eligible for participation in COSME according to Article 6 COSME Regulation:
a. European Free Trade Association (EFTA) countries which are members of the European Economic Area (EEA), in accordance with the conditions laid down in the EEA Agreement, and other European countries when agreements and procedures so allow;
b. acceding countries, candidate countries and potential candidates in accordance with the general principles and general terms and conditions for the participation of those countries in the Union's programmes established in the respective Framework Agreements and Association Council Decisions, or similar arrangements;
c. countries falling within the scope of the European neighbourhood policies, when agreements and procedures so allow and in accordance with the general principles and general terms and conditions for the participation of those countries in the Union's programmes established in the respective Framework Agreements, Protocols to Association Agreements and Association Council Decisions.

The number allocated by the co-ordinator to the participants for this proposal.The co-ordinator of a proposal shall always be participant number one.
Applicants shall make sure that the participant number is consistent in allapplication forms.
2. Organisation Short Name The official short name of the organisation shall be indicated. This cannot be more than 20 characters long.
3. Direct personnel costs The conditions for eligibility of Direct personnel costs are explained in article6.2.A of the Model Grant Agreement (MGA).
4. Direct costs of subcontracting
The conditions for eligibility of Direct costs of subcontracting are explained in article 6.2.B of the MGA.
The rules that beneficiaries shall respect when awarding subcontracts for the implementation of the Action are explained in article 10.1 of the MGA
5. Travel costs and subsistence allowances for personnel
The conditions for eligibility of Travel and subsistence costs are explained in article 6.2.C1 of the MGA.
The number of travels is calculated per person per meeting. E.g. if one person travels to one meeting, you should indicate 1 travel here, independently of the duration of the meeting. If 2 persons travel to the same meeting, or if 1 person travels to 2 different meetings, you would indicate a 2 here.
6. Depreciation costs of equipment
The conditions for eligibility of Depreciations costs of equipment are explained in article 6.2.C2 of the MGA.
7. Costs of other goods and services
The conditions for eligibility of Depreciations costs of equipment are explained in article 6.2.C3 of the MGA. The rules that beneficiaries shall respect when purchasing goods, works or services for the implementation of the Action are explained in article 9.1 of the MGA.
8. Indirect eligible costs ("overheads")
The conditions for eligibility of Indirect costs are explained in article 6.2.E.
9. Reimbursement rate The Reimbursement rate is defined in the section 4 of the Call for proposals.
10. Maximum EU contribution
The Maximum EU contribution that each partner can receive is calculatedautomatically.
It results from multiplying the Total estimated eligible costs of that partner bythe Reimbursement rate defined in the text of the Call for proposals.
11. Requested grant The Requested grant for each partner shall be equal or lower than the Maximum EU contribution of that partner.
12. Financial contribution by third parties
The rules governing the Financial contributions by third parties are contained inarticles 5.3.3 and 6.4 of the MGA.
13. Income generated by theaction
The rules governing the Income generated by the action are contained inarticles 5.3.3 of the MGA.

14. Participant Role
Applicants shall indicate of the role of each participant, as defined by theconsortium for this proposal. The two options are CC and CP. CC stands for Consortium Co-ordinator, CP stands for Consortium Partner.
15. Category of staff to work on the project
Applicants shall identify each category of staff in a clear and unambiguous manner.
Article 6.2.A of the MGA details the types of eligible staff.
Based on Commission Decision C(2017) 1118 of 23.2.2017 the personal costs of beneficiaries being SME owners or natural persons both without a salary can be eligible as unit costs. 16. Hours on project Applicants shall complete here the foreseen total number of hours per staffmember. Please do not include decimals.
17. Hourly rate Applicants shall calculate the hourly rate for every member of staff as shown in article 6.2.A of the MGA.
