18TH INTERNATIONAL CONGRESS ON CATALYSIS • 14-19 JULY 2024 • LYON - FRANCE
1 - INVITATION TO FRANCE
Letter of Invitation
To the Officers and Council Members of the International Association of the Catalysis Societies (IACS)
The French catalysis community is honored to submit a bid for the 18th International Congress on Catalysis in Lyon for the year 2024 (14-19 July). The French candidacy is supported by the French Ministry of Education and Research, the Centre National de la Recherche Scientifique (CNRS), most major French universities, the Académie des Sciences, the Académie des Technologies, the association of Maison de la Chimie Foundation, and the European Federation of Catalysis Societies (EFCATS).
All French academic laboratories related to catalysis, along with the majority of the industrial companies that demonstrate a keen interest in catalysis, strongly support this bid. All these partners will be very helpful in ensuring the scientific and practical success of this event.
France’s solid history in catalysis continues today thanks to a young generation of talented scientists in all major fields of catalysis. Building on these strong roots, the French catalysis community wishes to promote disruptive catalysis with the objective of building a better world. In a spirit of cross-fertilization between disciplines, worldwide societal challenges including the environment, energy, mobility, and the circular economy will be addressed through invited lectures and dedicated sessions in line with the main conference slogan “ROOTS AND WINGS FOR A BETTER WORLD”.

51 - INVITATION TO FRANCE
While France in general has already proved its ability to organize such a large event, the location of Lyon in particular is especially attractive. Lyon is indeed the heart of the “chemical valley,” bringing together major French and international industries of the sector. Lyon combines a very high standard of culture (UNESCO heritage site), an excellent quality of life, unique attractions and exceptional culinary experiences, while offering affordable hotel and restaurant prices. Many cheaper lodging options for undergraduate and PhD students will be provided in addition to grants for selected oral presenting students. The city of Lyon and its beautiful Auvergne-Rhône-Alpes region in summer time are ideal for pre- or post-conference trips as well as for brilliant social events. The summer 2024 will benefit from a friendly and enthusiastic atmosphere in France thanks to the Summer Olympics, which are scheduled to take place in Paris from 26th of July to 18th of August. The impact on accommodation in Lyon and traveling will be very limited as the closure of 18th ICC and launch of the Summer Olympics are separated by a whole week. Finally, Lyon is directly accessible by airplane and high-speed train.
We plan to hold the congress in the Lyon Convention Center which has hosted a G8 summit. We have already
reserved the venue, including the main auditorium which can seat more than 3 000 people. The Convention Center offers a wide variety of small- to medium-sized meeting rooms with capacities ranging from 300 to 900 seats. This will enable lively discussions to proceed in a spacious and pleasant environment.
As captured by our secondary slogan “BUILD YOUR ICC!”, we would like to make the 18th ICC an opportunity for “participatory catalysis” by favoring interactions based on digital communication. Building a participatory ICC2024 will be an early add-on prior to the conference. Following the meeting at Lyon in 2024, the participatory tools developed by the community will be shared with the IACS in order to pursue this initiative over the long term.
Our presentation includes letters of support and the relevant information concerning our proposal.
If the IACS Council agrees with the present proposal, the French catalysis community will enthusiastically and efficiently prepare this event in order to make it a grand success and a unique, unforgettable experience in the beautiful city of Lyon which enjoys of a sunny weather at this time of the year.
Sincerely,
Hélène Olivier-Bourbigou

2 - CATALYSIS IN FRANCE
France has a long-standing tradition of research and development in all fields of catalysis - heterogeneous, homogeneous, enzymes, electrocatalysis, and more. Along the way, a number of major discoveries and famous scientists have left their mark on history. One of them was Paul Sabatier (Nobel Prize 1912), who paved the way for many achievements in modern industrial catalysis when, along with Jean-Baptiste Senderens, he discovered that finely divided metals are active for the hydrogenation of olefins and unsaturated compounds. Another example is François Gault, a brilliant French scientist who worked on catalytic mechanisms and whose name is honored through the François Gault Lectureship, the highest European distinction in the field of catalysis (EFCATS lecture series). More recent examples are the pioneering work of Henri Kagan on enantioselective catalysis, or the work of Yves Chauvin on the mechanism of olefin metathesis, which granted him the Nobel Prize in 2005.
Beyond such individual success stories, the French catalysis community can trace its own unique roots to the stimulating concurrence and convergences that have developed within its researchers community and schools of thoughts. In France, catalysis developed as a distinct scientific field in the 1960s with the support of the National Center of Scientific Research (CNRS), universities, and the coal and oil industry. Today, a strong, dynamic research community focuses its efforts on catalysis. France’s younger generation of catalysis researchers and engineers work in more than 20 specialized laboratories. More than 50 laboratories are distributed over the entire national territory and deal with catalytis studies of some sort, across all domains of catalysis. This means that catalysis research groups are present in almost all French universities. In total, this represents more than 1600 academic researchers.
French academic research on catalysis also focuses on industrial and societal preoccupations thanks to a close

relationship with semi-private research centers such as CEA or IFPEN, and with world-renowned industrial companies such as TOTAL, ADISSEO, ARKEMA, AXENS, BASF, BAYER, DOMO, ELKEM, EVONIK, LANXESS, and SOLVAY, as well as a wide variety of SMEs and start-up companies. In the recent years, the French catalysis community has acknowledged several breakthrough technologies in Catalysis and new businesses have been created.
The French catalysis community draws its strength from its diversity - all fields of catalysis are covered, and numerous close interactions are constantly being developed with other scientific disciplines. This places catalysis directly at the heart of emerging domains and encourages the creation of multidisciplinary programs and laboratories. The CNRS also strongly supports catalysis research by financing scientific programs (i.e., the Momentum Program) that welcome young researchers in innovative and emerging fields, including catalysis, facilitating their development as they prepare to become tomorrow’s leaders in research.
One of the first major reinforcements to the French catalysis community occurred in 1970 when researchers from different fields of heterogeneous catalysis came together to launch the ‘‘Study Group in Catalysis’’ (Groupe d’Études en Catalyse, GECat, now part of the French Chemical Society). Its role is to promote contacts and communication between French-speaking researchers from universities or industry who are interested in catalysis. Every year, GECat organizes a conference gathering members of the French-speaking catalysis community, including a high proportion of promising young researchers.
The French catalysis community is also represented by the Catalysis Division (DivCat), founded in 1983, which
is one of the scientific divisions of the French Chemical Society (SCF). DivCat promotes excellence in catalysis at three different levels: national, European (via the European Federation of Catalysis Societies, EFCATS), and international (via the International Association of Catalysis Societies, IACS). It aims to accelerate the emergence of young scientists, facilitate exchanges between academia and industry, and build bridges with other fields of science related to catalysis. For example, DivCat participated in the creation of EFCATS, which made the EuropaCat conference series possible. Quite recently, in 2014, DivCat, together with GECat, decided to launch a new international event that takes place every three years and caters to a wider audience: the French Conference on Catalysis (FCCat). The two first events, in 2016 and 2019, were great successes with more than 250 participants (40% non French), and led to the publication of special issues of conference research papers in ChemCatChem. After the first edition of FCCat, DivCat published a review of the most recent results obtained in French laboratories, mainly in heterogeneous catalysis, to summarize the state of the art of catalysis research in France: ‘‘The pivotal role of catalysis in France: selective examples’’ (ChemCatChem 2017, 9, 2029).
The French catalysis community, along with the French scientific community in general, is also very experienced in the organization of large scientific events - the latest of these was the EuropaCat XI Conference in Lyon in 2013, with more than 1300 participants.
The French catalysis community would be honored to host the next ICC in France. We welcome friends, colleagues, and all researchers and students working in catalysis and related fields to join us in Lyon for a memorable learning experience.

4 - SCIENTIFIC PROGRAM
Conference ThemeThe scientific program will be based on the following elementary components (see Figure on next page for details):
• The consolidated roots of our discipline, being fundamental aspects of catalysis in its multidisciplinarity. Developments and practical achievements in the many scientific fields that serve as a basis for Catalysis, will be at the core of this part of the program. These will be found among sub-disciplines of chemistry, biology, physics and digital science, involving experimentation and simulation at several scales.
• The young roots consisting in innovative concepts and methods, and of new connections between existing methods, that will emerge between 2020 and 2024, as solutions to the deciphering of increasingly complex catalytic systems.
• The branches holding fruits, composed of mature and emerging (but already well identified today) fields of application, in their diversity. Aspects linked to environmental concerns, sustainability, energy production and storage, chemicals, will be covered.
• The shoots, consisting in new growth territories made possible by cross-fertilization of the knowledge obtained on mature and emerging fields, that will appear between 2020 and 2024, and that are expected to contribute to breakthroughs in our societies.
All aspects of Catalysis will be covered, including homogeneous and heterogeneous, electrocatalysis and bio-catalysis, upon thermal and non-conventional activations, as well as combinations of these, making use of multi-scale approaches from fundamentals to technology-oriented questions, including the

development of low-carbon footprint next generation of reactor technologies.
These ingredients feed our wings, depicting the Grand Challenges addressed by Catalysis as a whole. Chemistry, energy, environment and mobility remain clear general aims, more and more accompanied by challenges related to climate change, bioeconomy, and circular economy. We will not forget the topics devoted to health and education of catalysis, driven by the current needs of our societies.
The organization committee, hand-in-hand with IACS, will be at the initiative of the construction of the portion of the program devoted to consolidated roots and branches.
A call will be organized in 2021-2022 for the identification of young roots and shoots. The whole Catalysis community will be able to make an input, not only
by submitting abstracts dealing with innovative investigation techniques or new application territories, but also by proposing a structure for short symposia and round tables devoted to these aspects. Young scientists, PhD students and post-doc researchers will be invited to lead some debates. Proposals from academia and industry, of all nationalities, genders and ages will be encouraged. This is a major component of the Build your ICC! action (see page 18). The organization committee, and volunteer members of IACS will evaluate the proposals and chose those that will find a place in the final program. Transversal sessions might also emerge from such a participative approach. Round tables will also be devoted to our wings in the program.

5 - BUILD YOUR ICC!
For the first time, the worldwide catalysis community will have a participatory and interactive opportunity to contribute with its ideas and energy to the preparation of an ICC.
A participatory ICCDuring 2020-2024 period, the catalysis community will be invited to participate in debates focusing on major issues in catalysis. These debates will be hosted using interactive web tools (such as forums and social media) and moderated by the ICC2024 organizing team and volunteers.
The objective is to promote individual or group initiatives around catalysis that are rooted in the great vitality and imagination of our community and that will eventually lead to labeled ICC2024 events (whether face-to-face or virtual). Discussions will be open on all aspects of interest to the catalysis community that could enrich the content and organization of ICC2024.
This process will bring to light emerging topics that should be included in the program, place emphasis on the hottest topics in addition to those already listed (see page 13), and provide inspiration for satellite events. The Scientific Committee, with the support of recommendations from the IACS, will ensure a fair balance between well-established topics and new topics arising from the participatory process.

Building a participatory and interactive worldwide catalysis community
18TH INTERNATIONAL CONGRESS ON CATALYSIS • 14-19 JULY 2024 • LYON - FRANCE ROOTS AND WINGS FOR A BETTER WORLD • BUILD YOUR ICC!
195 - BUILD YOUR ICC!
The sharing of personal experience and of best practices favoring scientific advancements in catalysis will be a major component of this participatory approach. This may concern topics such as:
• Technical issues related to experimental work, such as catalytic activity measurements and catalyst characterization
• Methodological aspects of the evaluation of catalytic properties
• Life-cycle analysis and assessment of the social and economic impacts of research
• Bridging low and high TRLs and scaling up catalysts and catalytic processes
• Teaching catalysis
All of these topics and many others will enrich the ICC2024 program, for example in the form of round-table discussions.
The practical organization of ICC2024 will also be an important topic of participatory discussions with the worldwide catalysis community. Learning from individual experiences of this type of event will allow us to best meet the expectations of the community and possibly
experiment with new ways of sharing our science, e.g., with respect to poster sessions. Initiatives with regard to social events will also be welcome.
An interactive ICCNovel technologies enabling interaction between participants within scientific events appear and evolve day after day. ICC2024, with the contribution of the catalysis community, will closely monitor the evolution of these technologies over the next few years in order to provide ICC2024 participants with the best tools available at that time. This will include interactive tools for participants present at the conference venue. The possibility of remote participation in ICC2024 will also be considered.
Building a participatory international catalysis communityBuilding a participatory ICC2024 will be only the starting point of the story. Following the meeting at Lyon in 2024, the participatory tools developed by the community will be shared with the IACS in order to consolidate this initiative over the long term.

7 - FINANCIAL ASPECTS
Risks analysis & mitigationRisk of low attendanceToday, it is uncertain how the current pandemic might affect attendance in 2024 in terms of health or economic aspects. We have scaled down our initial estimate by setting a budget on the basis of 1 500 participants. As a consequence, financial risks have been mitigated by balancing the budget for 1 500 participants, a number that is in line with past bids. We want to stress that the Convention Center can accommodate up to 3 000 participants, including larger rooms for parallel sessions in the fortunate case of a high attendance (above 1 500 participants).
The possibility to open to remote attendance (but not presentations) could be carefully considered . The evolution of technical solutions and best practices in this field will be evaluated also taking into consideration the feedback from the catalysis community (cf. Build your ICC!).
Impact of Summer Olympic GamesWe firmly believe that the organisation of the Olympic Games (Paris 2024) will be a major attraction for ICC2024. Many participants will be able to take advantage of their presence in France to extend their stay and attend the Games. On the other hand, such an event may naturally
give rise to fears from the point of view of travel and accommodation. We have carefully analysed these points with local experts of tourism who guarantee that the Games will not have a significant impact on the organisation of the ICC. Indeed, the Games will only start 10 days after the end of the ICC and will be mainly centred in Paris.
Thus, most of the sports delegations present in France at the time of the ICC will be hosted in the Olympic Village in Paris with little impact on the Lyon region.
Similarly, most athletes will arrive in France before the ICC, while spectators will arrive only a few days before the start of the Games. With a certainly increased offer from airlines on this occasion, the impact of the Games should be beneficial for ICC participants.
Financial riskFrom the base scenario at 1 500 participants, we have carried out simulations assuming different numbers of attendees taking into account fixed and variable costs.
In the case of a lower participation (1 200 participants), a reduction of 10% catering costs and social fees will allow to reach budget equilibrium while keeping high service standards.
In the case of a larger participation (e.g. 2 000 participants), supplementary incomes from registration

fees will be employed to increase of 10% catering and social activities expenses (Figure 1) and offer additional travel grants for students and invitations.
Indeed, it is possible to adjust the cost of the Convention Center (representing about 35 % of fixed costs) as function of the level of participations. For example, in case less than 1 200 persons attend, 4 parallel oral sessions will be proposed instead of 5, and it will be extended to 6 sessions if attendees are more than 1 800 thanks to the flexibility of Lyon Convention Center. The financial proposal thus offers great flexibility to limit risk in case of a lower number of attendees and to optimize the quality of services if higher participation is observed.
The private sponsorship has been underestimated on purpose as the COVID crisis situation could have an impact on it; thus by varying the industrial support and exhibition by more or less 30% we obtain the curves displayed in Figure 2. We plan to be in the blue curve situation rather than the grey one as we already have numerous private supports for the French candidacy!
Insurances for organizersFrench organizers plan to contract cancellation insurance in case circumstances beyond the organizers’ control make it impossible to deliver the event. Insurance companies have evaluated the cost of insuring an event such as ICC2024 at 1.5% of the expense
budget, a cost that has been included in the financial plan above. This insurance covers the main supplier’s expenses (Convention Center, caterers, PCO, hotels, social program and venues) and many events such as strikes, riots, terrorism, natural disaster or damages in the conference center. To date, insurance companies do not cover pandemics, but this type of contract is being discussed at the government level, and French insurance companies have already set aside a fund for this purpose. The organization committee is committed to subscribing cancellation assurance in the event of a pandemic that would prevent the arrival of international participants.
Insurances for attendeesAlso, in order to insure the participation of the numerous attendees, we will also propose optional insurance during the registration process. The attendees will have the possibility of subscribing cancellation options ranging from €30 to €60. Depending on the chosen option, registration, travel and/or accommodation fees will be fully covered in the event of cancellation.

Lyon: when History meets ModernityLyon, the 3rd largest French city, is a historical cradle of the French chemistry that started to develop in the late eighteenth century. It is commonly known as the ‘‘chemistry valley’’ and hosts more than 500 companies in all sectors of chemistry. It houses many R & D centers, training institutions and competitiveness clusters such as TECHTERA, PLASTIPOLIS, TENERDIS, Lyon-BIOPOLE and AXELERA, a major French cluster in the field of chemistry and the environment.
Ideally located at the heart of Europe, less than two hours away from Paris, the Alps and the Mediterranean Sea, Lyon attracts about 150 000 students every year. This important student community (10% are foreigners) feeds the research laboratories with talents that stimulates innovation, and a very strong interaction between academia and industry. Naturally, thanks to this very fertile environment, Lyon is among the most attractive city in Europe for business and quality of life.
With more than 2000 years of history, Lyon, formerly Lugdunum, is definitely looking to the future. Chemical industries and academic laboratories are actively collaborating towards the development of a brighter future. Hence, in Lyon, the concept of sustainable chemistry is not a fashion but a reality that fosters the different communities to work in concert.
A historical city and a UNESCO world heritage site500 hectares of the city of Lyon are classified as a ‘‘UNESCO World Heritage Site’’ since 1998. Lyon hosts one of the largest Renaissance quarters in Europe after Venice. It consists in 3 separated villages: Saint-Georges to the South, Saint-Paul to the North-East and Saint-Jean in the middle.

To the members of the International Association of Catalysis Societies
Object: Support of France candidacy to 18-ICC
As the CEO of CNRS (Centre National de la Recherche Scientifique, France), I would like to express my strong support to the catalysis French community who is presentig a bid to host the next International Congress on Catalysis in 2024 (18th ICC).
The French Catalysis community has a long experience in organizing major conferences in the field, the most significant events being the 2nd ICC in Paris (1960) and its 13th edition (2004). Let us not forget the late Prof. Miche Che of whom action strongly contributed to the creation of the Federation of the European Catalysis Societies (EFCATS) in 1990 and the organization of the EUROPACAT conferences (Montpellier - 1993, Lyon – 2013, that brought together more than 1500 participants).
Today, the French community of researchers working in the field of catalysis includes not less than 700 people, working in academic institutions (more than 40 laboratories involved). Their activity span the whole range of heterogeneous, homogeneous ou bio-related catalysis, and this community includes many motivated young scientists. It is higly regarded and well funded by national/academic and industrial partners for its role in addressing strategic challenges in the fields of energy, environnement and health.
The community is clearly identified, organized and active, as exemplified by its national meeting (the annual GECAT), the organization of Europacat in 2013, FCCat in 2016 and 2019 in addition to the ICC in 1960 and 2004 mentionned above.
The French catalysis community now wants to signify it has a worldwide mission to accomplish by applying to the organization of the 18th ICC in Lyon. This famous and historical town is perfectly equipped for hosting great events, both in terms of lecture rooms and

accommodation. Lyon is also a well-established center in catalysis with numerous R&D centers, specialized training institutions and engineering schools. The city is easily accessible nationally and internationally, it can be reached directly from most continents.
Lyon has recently been granted the World Heritage status by UNESCO and is an ideal place for pre and post conference satellite meetings as well as for brilliant social events. The place where the ICC is expected to take place, namely the Lyon Convention Center, can accommodate 3000 attendees in its grand auditorium.
The reason why France appears to me like the ideal candidate for hosting the 18th ICC is thus twofold:
- the size and visibility of the French community in both heterogeneous and homogeneous catalysis or in biocatalysis, and its very active interfaces with material sciences, chemical engineering, coordination chemistry ...
- the unique place retained for the event, perfectly fit for such a large international conference, the most modern of historical cities: Lyon.
The CNRS strongly supports the French research catalysis community, working nationwide in more than 40 CNRS laboratories shared with all major universities, and deeply involved in international reationships and networks.
In conclusion, I strongly prompt the committee to select France for the venue of the 18th ICC since I am convinced that it will be a major scientific event and an unforgetable success for its attendees.
Sincerely yours,
Antoine Petit

11 - LETTERS OF SUPPORT
Utrecht, November 2019
To whom it may concern,
With this letter I wish to fully support the excellent proposal made by the French Catalysis Society to host
the 18th International Congress in Catalysis (ICC) in Lyon from the 14th to the 19th of July 2024. The approach
taken by the French Catalysis Society is quite unusual, but very attractive and demonstrates their full will
to be open and transparent about their ambitions (see http://www.icc-lyon2024.fr/). If the French
candidature is selected, this initiative will certainly be pursued by inviting the catalysis community as a
whole to communicate with the steering committee and to bring forward suggestions on both scientific
and practical aspects. The 16th ICC took place in Asia in 2016, while the 17th ICC will be in the Americas in
2020. Hence, 2024 seems to be naturally the turn for Europe.
France has a strong history in Catalysis carried on by a young generation of talented scientists in all major
fields of Catalysis. They have already proven their ability to organize such a large event and the location of
Lyon is one of the most attractive. Lyon is indeed the heart of the “chemical valley” which gathers major
French and international industries of the sector. Lyon is a very accessible city by high speed trains and
planes. It is affordable with average hotel rate of 100€ per night (18,000 hotel rooms) and many cheaper
lodging options for PhD and postdoctoral students. The congress is planned to be held in the Lyon
conventional center, which offers a flexibility from very large audience (auditorium with 3000 seats) to
several medium-smaller sized meeting rooms (with a capacity of 900-300 seats). Together with moderate
budget accommodation and travel, hosting the 18th ICC in Europe will considerably encourage a large
participation, in particular of the youngest.
I consider that this French candidature to host the 18th ICC is a great opportunity for the European Catalysis
community and I strongly support this initiative in the name of the EFCATS council.
Sincerely,
Professor Bert Weckhuysen
President EFCATS
