The following provides an overview of the proposed Berth 6 Expansion Project at the Port of Port Arthur

(POPA) in Port Arthur, Texas.

PART 1 - STATEMENT OF PROJECT COMPONENTS

The Berth 6 Expansion Project creates a new berth with associated backland improvements to increase

the Port’s capacity and operational efficiencies. The project includes extending the southwest limit of the

Berth 5 wharf 1,000 linear feet to create Berth 6. Similar to the existing Port structures, the Berth 6

Expansion Project includes a pile-supported wharf; a tied-back bulkhead; and a backland concrete slab.

Modification and expansion of the existing rail system will provide direct connection between the existing

rail spur and the dock tracks at Berth 5 and Berth 6. The 62-foot wide Berth 6 wharf extension maintains

the bulkhead alignment and the berthing face along Berth 5 with similar mooring hardware, fender

system, utilities, and miscellaneous appurtenances for supporting vessel and facility operations. The wharf

expansion will serve as a general-purpose berth primarily used for cargo and bulk material transport.

To create the actual berth, the project includes dredging from the terminus of Berth 5 to the southerly

limits of the proposed Berth 6. Riprap and articulated concrete mat armoring will protect the limits of the

berth.

EXISTING FACILITY

The Port of Port Arthur (POPA) is an active port located on the Gulf Intracoastal Waterway and Sabine-

Neches Waterway with direct waterfront access to a Class 1 rail carrier service and the nation’s freight

highway network. Various classes of vessels call on the port including deep draft tankers, bulkers, break

bulk cargo ships; heavy lift/specialized project cargo ships; Large, Medium–Speed Roll-on\Roll-off ships

(LMSR); Articulated Tug Barges (ATB); tow barge combinations; and tug boats. Approximately 250-300

vessels call on the port annually, with domestic and foreign flags from North America, South America,

Central America, Europe, Asia and the Middle East.

POPA contributes to the overall Texas ports system’s impact of more than 20% of the Texas Gross

Domestic Product. Locally, POPA is an economic engine, creating jobs and economic sustainability

throughout the region. The port is a Maritime Security (MARSEC) regulated facility and actively

participates in the Port Security Grant program. POPA’s infrastructure is resilient to weather, acts of

terrorism, and cyber terrorism. Annual drills and exercises are coordinated with the United States Coast

Guard (USCG), United States Automobile Association (USAA), Joint Terrorism Task Force (JTTF), Port

Arthur Fire Department (PAFD) and Port Arthur Police Department (PAPD). As demonstrated during

hurricanes Rita, Ike, Humberto and Harvey, the port infrastructure is resilient and factors greatly in the

port’s community response. The port is also an essential partner in the resumption of waterway activities

following a natural disaster, spill, or other detrimental event.

The POPA facility sits on approximately 150 acres adjacent to the northwest bank of the Sabine-Neches

Ship Channel in Port Arthur, Texas. It includes approximately 12 acres of transit sheds and auxiliary

buildings, 17 acres of asphalted open storage space, material storage silos, rail spurs to the Kansas City

Southern (KCS) Railroad line, rail-mounted gantry cranes, and conveyor systems for material handling

from the Port’s five berths along the channel. (See Graphic 1.) The berths are accessed from approximately

3.5 acres of general-purpose cargo wharves that provide approximately 3,100 linear feet (lf) of berthing.

The berths are maintained at a minimum dredge depth of -40 feet Mean Low Tide (MLT), consistent with

the adjacent federal channel.

For purposes of the State of Good Repair, POPA has an active preventative maintenance program

incorporated into the annual budget for facility maintenance, routine structural inspections and loading

rating analyses (5 year cycle), and recommended repairs and rehabilitation measures. POPA recognizes

that a successful port facility requires properly maintained assets with structural capacity, durability, and

flexibility to service intended and anticipated use demands.

As part of POPA’s programmatic capital improvement plan to expand and enhance the port’s facility and

amenities, the following projects and initiatives have been completed recently or are currently advancing:

• Constructing Berth 5: a new 62 foot wide by 600 foot long wharf extending from the southwest

limit of Berth 4. (For purposes of this engineering report, reference to Berth 5 is this extension

because the project will be completed prior to the construction of the proposed Berth 6.)

• Infill and placement of HDPE outfall pipes at the Foley Outfall Ditch

• Infill and placement of outfall pipes at the Grannis Discharge Ditch

• Installation of a below grade product piping system

• Installation of Marine Loading Arms (MLAs)

• Stabilization of 5 acres

• Addition of 1 mile of rail and other rail improvements

• Warehouse building improvements

• Site lighting and security system audit

• Construction of pellet storage silos

• Planning and design for Berth 6

PROPOSED PROJECT COMPONENTS

POPA’s Berth 6 Expansion Project is an integral part of the port’s capital improvement plan to increase

the available berthing, material storage and material handling. The addition of the berth will offer more

flexible berthing options and expand existing client tonnage. The new berth will also attract additional

private investment to the port’s facilities, as well as, several new commodities to the port. It is anticipated

that vessel activity at the port will increase by approximately 25-30% as a direct benefit of the new berth.

Thus, the Berth 6 Expansion Project enhances the port’s role in the regional and national shipping arenas,

promotes an increased use of the terminal, and expands its flexibility to attract other commodities.

Specifically, the Berth 6 Expansion includes the following components:

• A 62 foot wide by 1,000 foot long wharf extending from the southerly limit of the Berth 5

extension. The proposed wharf consists of a concrete deck and superstructure supported by a

combination of steel and concrete piles. The wharf will be outfitted with:

� Rail tracks connecting the existing spur and dock tracks (approximately 350 linear feet)

� 200-ton mooring bollards (approximately 20 total)

� Single-element, buckling type elastomeric fender units (approximately 20 total)

� Timber bullrail (approximately 1,060 linear feet)

� Cathodic protection system

• Approximately 1,000 linear feet of shoreline bulkhead extending from Berth 5 to the terminus of

proposed Berth 6.

• 100-foot wide concrete slab behind the entire length of the Berth 6 wharf.

• Dredging to elevation EL -45 MLT (approximately 105,000 cubic yards of dredged material). The

wharf structure will be designed to accommodate a future dredge depth of EL -51 MLT.

• Slope stabilization with an articulated concrete mat (ACM) system under the Berth 6 wharf and

integrated with the ACM at Berth 5 (approximately 3,300 square yards). Rip rap key at the bottom

of ACM and southern limit of ACM (approximately 2,500 square feet).

• Site work and wharf ancillary systems similar to Berth 5, including:

� Reset the existing rail spur to meet the rail track at the Berth 6 slab interface

� Stormwater drainage for the limits of work along the Berth 6 wharf and slab

� Reconfiguration of site fencing impacted by the limits of work

� Electrical service and site lighting along the Berth 6 wharf and slab

� Potable water along Berth 6

� Grading of the site impacted by limits of work

PART 2 - FEASIBILITY ANALYSIS

Currently, the area of the proposed Berth 6 Expansion is an underutilized portion of the Port’s waterfront

and adjacent backland. The shoreline has no marine structure or bank protection. The backland is

vegetated with no specifically dedicated provisions for material handling or storage. However, it does

provide short-term laydown for overflow operations. The proposed Berth 6 Expansion Project increases

the port’s waterfront facility, increases material handling capabilities, and better positions the port for its

continued growth and value as a regional port.

The proposed project complements the existing facilities and seamlessly expands the port’s terminal. The

existing facilities are shown on Exhibits A through C and are summarized in Table 1: Overview of POPA

Waterfront Facilities. The table also includes near-term improvements that are pending a construction

contract award at Berth 5 and the proposed components of the Berth 6 Expansion Project.

Potential project challenges that may delay the Berth 6 Expansion project include regulatory permitting

and completion of the Berth 5 project. In planning the Berth 6 project, POPA had preliminary discussions

with environmental regulators to identify potential concerns. The discussions did not identify any atypical

requirements that would likely be imposed on the project or delay the approvals. With respect to

construction, it is anticipated that the Berth 5 project will be near completion when the Berth 6 project is

let out to bid. However, if the progress of the Berth 5 construction is not as advanced as anticipated, the

Berth 6 project may still commence with backland ground improvements and/or beginning construction

at the southerly limit of the project and working towards the north to Berth 5. This approach is feasible

considering that the bulkhead along Berth 6 will be one of the first components constructed.

PART 3 - PROPOSED METHOD OF CONSTRUCTION

The Berth 6 Expansion construction project will be let out as a single contract for competitive bidding by

qualified marine contractors. No portion of the work associated with this TIGER Grant Application will be

by design/build, construction management at risk, or by the applicant’s own forces. The construction bid

documents will encourage bidding by marine contractors and marine contractor teams with certifications

for Minority Owned Businesses (MBE), Women Owned Businesses (WBE), Small Disadvantaged Businesses

(SDB), and Disadvantaged Business Enterprises (DBE). As grantee, POPA will comply with purchasing and

labor requirements as applicable.

PART 4 - ESTIMATE OF USEFUL LIFE

The proposed Berth 6 marine structures will have an anticipated service life of 50 years based on industry

standards for waterfront structures in the marine environment. This service life will be attained by sizing

structural members for load scenarios consistent with long-term uses of the facility and for a corrosion

allowance, incorporating corrosion protection measures, and completing routine maintenance. The POPA

facility as it functions today has no foreseeable end of lifespan as the operations are continuously evolving

to meet industry needs. As such, it is likely that topside features and appurtenances at Berth 6 will be

modified or upgraded throughout the berth’s service life to maximum the use of the facility.

PART 5 - CONSTRUCTION COST ESTIMATE

A detailed construction cost estimate for the proposed work is included as Attachment A.

PART 6 - REQUIRED PERMITS

Based on pre-project discussions with U.S. Army Corps of Engineers (USACE), and similar to the recent

permitting for the Berth 5 project, the Proposed Berth 6 Project will require the following permits.

• Texas Commission on Environmental Quality (TCEQ) Section 401 Clean Water Act certification

• U.S. Army Corps of Engineers (USACE) Section 404 Clean Water Act Individual Permit

• City of Port Arthur Building Permit

Concurrent with the above regulatory applications and review process, an Environmental Assessment for

review under the National Environmental Policy Act (NEPA) will be submitted for compliance with the

TIGER Grant requirements. NEPA review is not anticipated to affect the permitting timeline or project

schedule.

Because the Berth 5 construction will begin before the Berth 6 project, POPA has advanced pre-

coordination with the regulatory agencies with respect to the Berth 6. These discussions have included

evaluation of advantageous approaches to integrate supplemental mitigation measures for Berth 6 into

the approved mitigation associated with the Berth 5 project.

PART 7 – ESTIMATED PROJECT SCHEDULE

The Berth 6 Expansion design, permitting, and construction are anticipated to extend over 36 months as

follows:
